Aden – A new spending bill passed the Majlis al-Shura, which will fund modernization in the Novakian military and cities. The massive infrastructure project will seek to bring all major metropolitan cities up to modern construction standards and rebuild the capital of Aden into the Middle East’s gem. It will provide funds to local governments to improve roads in Somalia and Djibouti, as well as build a national highway system. A major feature of this system will be the Red Sea Bridge, one of the largest bridge projects in the world, which will connect the African territories with the Middle Eastern territories.

 

The Army will be receiving upgrades in equipment, with the search for a new rifle and battle tank to begin after the President signs the bill. Army officials have argued the necessity of such upgrades to ensure the safety of the nation in light of expansions from Babylon and Great Lakes. The Air Force would also be seeing an upgrade in structure and aircraft under this bill. The Navy will be modernized with the start of a new, yet-to-be-named, destroyer.

Xamar – The provincial government of Somalia has approved a medical research grant request from the Edna Adan Provincial Hospital to look into bone regeneration technology, which will focus on how to improve the quality of life of osteoporosis and degenerative bone disease patients. The grant is requesting money to begin conducting human trials on such patients to determine possible side effects from treatment and the costs associated with human treatment. The trials are set to be completed in the next year, with a continuous study being developed to determine possible long-term effects.

Aden – The Minister of Interior announced the development of a cultural sub-center of Aden, as a part of the modernization efforts, designed to bring together the diverse cultures of Novak. The development will comprise of theaters, concert halls, entertainment venues and residential buildings, with some entertainment industry corporations expressing interest in moving their headquarters to this new sub-center. The sub-center’s funding is a mix of national, local and private funds with private monies going towards residential development. The Aden government is developing a grant program to encourage young artists, musicians and writers to move to the new cultural center, which will be finalized by the end of the quarter. Construction is expected to begin at the end of the month, with a completion date of next year.

 

Other sub-centers of Aden are expected to be redeveloped in the coming months. Ancient structures are protected by law and will not be disturbed. Demolition of the city’s many run-down and vacant structures will begin after the project bidding auction has concluded next week. Mogadishu – In our province's past, as well as in the rest of Africa and Arabia, there was a tradition of colonization and foreign military presence. President Shakir issued an Executive Order today which effectively bans all foreign bases in any part of the country’s territories or administrative regions. Despite the signing of the African League, President Shakir still believes there is no place for foreign bases in the country and will fight all attempts for any such installation. The Executive Order will also prevent all military vessels and all non-allied merchant vessels from crossing in to the Novakian EEZ without permission from the Ministry of Defense.

 

Addis Ababa – The Novakian Air Force completed a successful nuclear weapons test in an undisclosed location. This test, following closely after Carthage’s test, places Novak as another nuclear power in Africa and the second in Arabia. The government has stated its use will remain as a deterrent against aggressive nuclear, chemical and biological weapon attacks on Novak and her allies. Opponents of nuclear weapons testing, as well as numerous environmentalists groups, were protesting outside the capital building to pass anti-nuclear legislation. The bill, proposed by an Ethiopian legislator, was brought to committee a week before the test announcement. President Shakir has already stated she would veto any anti-nuclear legislation, supporting energy and weapon uses of uranium.

Aden – A grand project was announced yesterday which would connect the southern Arabia to the Horn of Africa, allowing for increased mobility and connectivity in the nation. The government of Novak is seeking bids from domestic construction companies and African construction companies to undertake the development of the Bab-el-Mandeb Bridge, a proposed road and railway connecting Djibouti to Yemen. The bridge, roughly 18 miles in length, will include a suspension bridge that spans 3.1 miles. At each end of the bridge will be two small cities, which will initially house workers dedicated to the development of the project. Noor City, being built in the provinces of Djibouti and Yemen, will operate on renewable energy sources. The project is expected to be completed three years after breaking ground.

 

Asmara – The Novakian government declared Sudan under the protection and responsibility of Novak this week, in light of evidence detailing a rise in Christian guerilla groups attacking Muslims and other peoples on the pretense of forming a radical religious state. Around 200 military advisors are being sent to the region. They will not perform combat missions, according to the Minister of Defense, but that has not alleviated concerns over future actions. The African League was informed of the move a few days before the announcement, according to our sources, with their responses unavailable at this time.

 

Mogadishu – The Majlis al-Shura has ratified the African League Charter today, alongside a military and economic cooperation treaty with the nation of Babylon. President Shakir signed both documents immediately after in a ceremony outside the Legislature. She spoke on the importance of both treaties, stating a united Africa will bring about a greater peace to the region, while the treaty with Babylon will allow families separated by borders to, once again, easily see their loved ones.

Socotra – The Majlis al-Shura recently transferred control over Socotra to the Ministry of Interior from the Province of Yemen, with the Novaki Navy maintaining administrative control over the island. Socotra, in its location in the Gulf of Aden, will become the site of a renovated naval facility designed to house Coast Guard and Naval ships to enforce the Novaki EEZ and interests in the Indian Ocean. The current structure houses Coast Guard patrol ships and a refueling center for civilian vessels, while there are plans to expand the harbor and provide housing for sailors whose ships will have a homeport in Socotra.
As a part of the agreement transferring from state to federal governance, the Ministry of Interior has designated parts of the island a wildlife preserve, with select coastal villages allowed to maintain their ability to fish and farm.
 
Aden – The territory of Sudan has seen a dramatic fall in attacks after the introduction of Novaki advisors. Locals, citing the renewed stability of the capital of Sudan, want to continue their relationship with the federal government of Novak. There is a discussion in the Majlis al-Shura of the possibility of incorporating the territory as an autonomous region of Novak, after local leaders pushed for a proposal to be put forth in the Legislature. The proposal, which would allow a referendum to take place in the territory to determine if they wish to remain a protectorate, to become an autonomous region within Novak or to have no association with Novak.

Mogadishu – After reports of illegal fishing and other activities committed by foreign vessels in the Economic Exclusion Zone of Novak, the Ministry of Interior has announced that all non-allied ships, including but not limited to commercial, merchant and personal, must notify the Novakian Coast Guard of their intent to enter the Novaki EEZ. Non-allied military vessels must request permission to enter Novakian waters. By entering the Zone, the ship agrees to be stopped and searched at any point in time by Novaki authorities. The Ministry hopes knowing which ships are in the Zone, which country maintains their registration, and maintaining their ability to search ships will aid in securing Novak’s waters from illegal activity.

Khartoum – The referendum posed to Sudanese yielded a 74% voter turnout as the local government educated voters about what each option would entail and how it would affect their lives. Roughly 15% of voters wanted to have no association with Novak. 35% wanted to remain a protectorate and 55% want to be an autonomous region of Novak. Abdul Alkhidir, Governor of the Khartoum Province, announced the results to a cheering crowd. In order to ensure the validity of the referendum, Novak has requested the African League confirm the results.

On the island of Perim, the military issued a warning for all civilian ships to leave the harbor and instituted a no-sail zone. The area near the harbor began its conversion into an anti-ship base to combat warships that enter the EEZ through the Red Sea. An air base would be built a few miles north of the harbor to provide air and surface support for Novakian surface warships. Under the guise of bridge development, raw material would be brought in for construction of the new base.

Khartoum – The African League observers confirmed the referendum results after a week recounting ballots. This marks the first referendum in Novak to create an autonomous region from a protectorate. Sudan, which has faced deadly attacks from Christian radicals prior to Novaki intervention, will begin seeing a federal presence in the region to maintain continued order.

Beginning next week, the citizens of Sudan will choose to accept or deny Novaki citizenship. Those that accept will be treated as if they were born into the nation. People who choose to deny citizenship will be classified as legal residents, entailing nearly every privilege of citizenship except for the ability to participate in elections or serve as an elected official. Known members of the Christian radical groups will be denied citizenship and legal residency. They will be treated as war criminals under the Basic Law of Novak.

The Zeus pulled into port with its escorts while the rest of the Flotilla continued on with its maneuvers into the Central Indian Ocean.  Admiral Aedeounous would send a note requesting a meeting with the heads of the Novak Government.

As the Admiral met him he shook his hand, "Minister Karti, thank you for meeting with us at such short notice it is our hope that the Novak Government and Sparta can be strong friends.  Our nation is looking to expand our reach outwards, but this is not necessarily Malevolent, rather we are looking for partners with whom our warriors can protect and fight side by side with while our trade fleets roam the World's Ocean.  We would be interested in achieving a strategic partnership with Novak, extending into the Indian Ocean as it is the closest major waterway to Sparta itself."

"This is true, however considering past incursions on our waters from nations, we are wary of deals which place our eggs in a single basket. I do believe a solution to keeping the Indian Ocean safe must start with my nation as the leader in maintaining the waterways for merchants of all nations. A joint presence would be necessary in the region, as opposed to a Mediterranean nation holding down forward assets on their own in the presence of those who care for the Ocean."

"An independent base in the Eastern Indian Ocean would be preferable to us, however we would also like a joint base of operations to expand our refueling footprint in the region and provide an early warning system. Together, it can be an accomplishment of power to the Pacific nations."

 

**Secret Actions**

 

Two carrier groups would be making their way across the Indian. The first would make their way towards Seychelles. The second would be heading towards Diego Garcia. Once at Seychelles, they would take port and conduct business with the local government officials. The commander held instructions to offer protection in exchange for a base of operations. As such, considering their islands lacked a strong means of protecting themselves, accepted the protection offer.

Article I. Alliance

The States of Novak and Sparta hereby form a political-military alliance, and shall coordinate their actions in order to promote shared national objectives both within the mediterranean and Indian and beyond in order to secure a strong Mediterranean Basin and Red Sea proactively.  The states shall not take action to undermine each other's entrance and shall keep council of each other in order to facilitate dialogue.

Article II.  Intelligence Cooperation

The States of Novak and Sparta will cooperate on Intelligence matters including technical intelligence too include national technical means, shared trade craft, and human intelligence within reason.  A common core of classification types and clearances shall be done in order to facilitate this.

Article III.  Defense Cooperation

The States of Novak and Sparta shall endeavour for defense cooperation to include military to military contacts, hardware designed to allow units to interact and share information and the technical and operational level, ability for overflight and transit rights within each others territories, joint exercises, and common munitions and sensor plug-in play capability.

In the North the second carrier had already taken the rest of the task force to be positioned equidistant between the Cocos Islands and Diego Garcia, waiting for the Novakian fleet to arrive while also positioned to repulse any military power that may try and stop the actions.  Construction ships and amphibious ships rolled towards the island chain at full speed, while the amphibious groups would begin operations towards the Cocos Islands using the V-22 to begin deploying troops onto the Island, and Carriers would refuel and allow the deployment of AV-BIIs and radar units to the Cocos to defense that section of the operation.

Aden - It has been a busy day in the Majlis al-Shura as they vote to ratify two treaties with Persia and Sparta. The results, confirmed in the early afternoon, were a nearly unanimous approval for both treaties. Prime Minister Shakir made a statement shortly after the approval, calling Persia and Sparta natural allies in a close region. Outside of the African League, Novak is now one of the strongest pillars in the Middle East and the Indian Ocean.

The Naval group was nearing the island. They began communicating with their Spartan counterparts to begin the takeover mission of Diego Garcia. A squadron of F-15S's would take to the skies over the Island, with an E-2 Hawkeye, to prevent landing interruptions and provide information about the area. One hundred miles out, Three LCAC's were launched, holding supplies for the marines landing on Diego. In the skies, four Super Stallion helicopters holding 55 troops each were heading towards the island to begin invasion operations.

Seychelles - The local government of Seychelles has been put under house arrest after the discovery of embezzlement from Novakian humanitarian aid to the islands. The Seychelles Fund, created shortly after protection was declared, was designed to build the local economy beyond fishing and tourism. After an independent audit was conducted, it was found money meant to be distributed to local and Novakian construction companies operating in Seychelles was in the coffers of the companies owned by the Lieutenant Governor, Danny Foure.

The rest of the Diego Garcia Group anchored close to the shore. As the Marines landed, they met no resistance. From the skies, there was no indication of human activity on the island.

On Diego Garcia, makeshift runways were built while more supplies were brought in by helicopter. Small buildings were being built as the preliminary structure for a naval and air base.

 

In Seychelles, the military instituted a curfew after several protests in the main capital of Victoria. Working with local officials appointed by the Admiral, after the house arrest of the previous corrupt government, the military began patrolling the streets.

Construction ships made their way to Diego Garcia, as well as field biologists, chemists and other scientists who will begin researching the life on the island. The military cut off 1/3rd of the island for a military base. The Ministry of Interior declared the rest a national wildlife preserve, including select villages where the people may continue their daily lives unhindered. These people will find temporary employment constructing the military base and research center.

 

On Seychelles, the military began pulling back. As a non-state territory, a local election was to be held to choose a new governor.

 

With the fall of Babylon, Novak would move 10,000 across the border into Southern Saudi Arabia to secure the territories formerly under the rule of the previous incarnations. These territories would become a part of the nation, with all peoples in the territories able to become Novaki citizens.

Djibouti - The Red Sea bridge is being completed ahead of schedule. Prime Minister Shakir has announced, through her Press Secretary, her attendance at the opening of the bridge, as well as the city which makes up both ends of the Red Sea Bridge. In the released statement, she congratulated all the workers who dedicated nearly half a decade on such a dangerous and challenging project.

Seychelles held their election, with the results to be released as soon as they're confirmed.

 

On Diego Garcia, construction was nearly complete. Supply ships were arriving to replenish the group on their mission before returning to Africa. The force composition of Diego Garcia would be completed soon after the base is built.

 

The troops moving through southern Arabia were welcomed with open arms as they noticed they hailed from Novak. Some soldiers met with distant relatives on their march to Mecca and Riyadh, who cried tears of joy. The uniting of the nation would soon begin.

Seychelles results have been confirmed, with the new Governor being James Michel. The Ministry of Interior is determining whether Seychelles should become a part of Somalia or become its own Province.

Seychelles - The island of Seychelles has been turned into a Province of Novak after the recent announcement from the Ministry of Interior. The local governor, shortly after his election, requested to become a province. He ran on this promise, which would improve the lives of the former island nation's citizens.

Diego Garcia will now be the home to forward deployed ships.

 

Novak troops have secured the border of the southern provinces. As there were in Sudan, Christian extremists began attacking Novaki forces in hit and run attacks in an effort to drive them out. The extremists had fewer numbers and supporters in this region than in Sudan, where it is thought they were based.

In several rural towns of the Eastern Province, Novak soldiers came across flags of a group known as The Lord’s Sword, who were responsible for the attacks in Sudan and Saudi Arabia. In their efforts to secure the southern provinces, The Lord’s Sword had declared a holy war against the secularists, Muslims, Jews and Christians who did not join their cause. Just as the crusades before them, they sought to conquer and cleanse this land. They would not stop until they reached Jerusalem.

 

Several shots in quick succession could be heard as a platoon entered Yabrin, only a few hundred miles south of Riyadh. A glimmer was seen in the town’s minaret before another shot was heard. The sniper missed, losing his opportunity for a kill in the name of the Lord. The platoon took cover before calling in one of the designated marksmen. He carefully took his position on a nearby balcony that provided just enough cover for him to make a shot. After a long minute, the designated marksman radioed in, claiming the sniper was down.

 

That would prove to be the only encounter of resistance from the terrorist group in this town. The soldiers removed the flag and destroyed it before moving on.

Riyadh and Mecca are now under Novakian control, after the military's movements were welcomed with parades in the streets. The former Babylonians, many of whom have heard fond stories about the old Novak, showed excitement as they obtained documents indicating they were now Novaki citizens.
