Power infrastructure has been fully completed, and the gasoline generators which had previously been used are to be placed in a secondary hardened location for emergency backup. The greenhouse has begun operations, though a large store of canned fruit and vegetables, among other foods, have been sent to the Naval Station to allow a prolonged isolation should weather not permit supply runs. The nearly-complete Naval Station should be capable of running without supplies for 1 year.

 

Exocet launchers have been shipped to the islands. The SOSUS network is to be expanded to run between Port Elizabeth and the islands, which should allow the Republican National Guard Naval Service to maintain a close eye on whatever passes under Africa.

Public Infrastructure Investment Causes Economic Boom

 

Federally funded projects to bring a basic standard of life have caused a steep economic upturn. Programs focused around bringing clean water, stable electricity, and free education to even the smallest communities, combined with low-interest micro-loans, have all contributed to the rise of an educated and productive middle class. Green energy initiatives have created thousands of high-tech jobs, and the construction industry is seeing a new high.

 

Critics claim that while the welfare and "community uplift" programs may be a good investment, the current boom in the construction industry will soon form an unsustainable bubble as the government runs out of major projects. "Sure, we may be secure for the next ten years, but what happens when there are no more highways to pave? No more homes to modernize? What are all those construction workers going to do once they're no longer needed as such a scale? We should begin researching post-construction markets and offer retraining to these workers when their contracts expire," commented one Professor of Economics.

The Naval Station on the Crozet Islands has been fully completed, and the permanent crew has been shipped over. Radar and SOSUS operations, including the line from the mainland to the islands, have begun. Two Amathole-Class Corvettes, the Soshanguve, and the Khayelitsha, have been posted at the station for combination patrol and emergency rescue duties.

Construction of a OTH-B station pointing north on the Crozet Islands had begun. This is to complement the Japanese-built radar on the Kergeulen islands, and should be finished by the time the GLR finishes assimilating the territory.

The nation-wide OTH and SOSUS early warning network has been completed, as well as the 3 Oste-class Fleet Service Ships. Two ships have been put on patrol in the Indian Ocean to monitor current fleet developments.

The Mechanized Divisions are to be re-organized to have 2 Mechanized Infantry brigades, 1 Armor brigade, and 1 Light brigade. The Mechanized Infantry brigades are to be fully equipped with AMX-10P APC's; squad composition will remain the same. The Armor brigade is to be made of up 5-tank platoons, which having 60 platoons, 2 of which are allotted to the artillery, and 8 to AMX-40 "AMX-OTO" Otomatic anti-aircraft vehicles. This leaves 50 platoons of the AMX-40 MBT, or 250 tanks. The Light brigade is to have 54 5-vehicle platoons of AMX-10 RC vehicles (270 vehicles), and 3 SPA companies.

 

This organization should allow a much more mobile strike force which will concentrate armor; the Light brigade will have the mobility and firepower to fill gaps in the line or perform reconnaissance and flanking duties. As only 6 divisions must be re-organized for this to take place, it is not expected for it to take very long for reorganization to be completed. However, training in more mobile warfare will require more time.

Prince Edward Islands Declared Nature Reserve; Volcanic Research Station Established

 

The Prince Edward Islands, located south of the mainland, have been declared a Federal Natural Reserve. The only people who will be allowed on the islands are the research staff for the small station on Marion Island, which is currently under reconstruction. A state of the art geological laboratory is also being constructed to allow for in-depth research of the volcanic origin of the islands, as well as potential study of the mantle using both seismic and electrical resistivity measurements.

 

Anti-Nuclear Law Ratified

 

President Verdoorn has signed into law a complete ban on the development of nuclear arms and energy. While the Federal Union of Southern African Republics has yet to develop either, the signing has been viewed as a powerfully symbolic act in the face of the multiple nuclear conflicts in the past few years.

"Nuclear weapons and energy are a stain, they pollute to a degree not seen by any other weapon or power. As weapons, they poison the land for generations, and are impossible to use in a surgical manner. As power, it requires strip mines and dependence on foreign nations such as Australia or the former region of Kazakhstan. This is not only a choice made by morals, but one of environmental and economic sustainability. The National Assembly and I stand unified on this topic; no nuclear weapon will ever be produced on Southern African soil."

 

The Foreign Ministry is allegedly preparing to organization talks on global disarmament of nuclear weapons; the source of this information has requested to remain anonymous.

Nation Withdraws from Indian Ocean Commission

 

In a surprise move, President Verdoorn's office has announced the withdrawal of the Union from the IOC. This official statement was released to the press:

"We felt that this would be similar to the African League; instead we have seen two members of the IOC make announcements on its behalf with no consultation to the other members. No discussion happened whatsoever, at least not any which our representative was invited too. There is no reason to pledge our national resources and security to an organization which does not give us the time of day. The African League will remain the singular treaty by which the Union operates."

 

Critics claim that this is a step towards political isolationism. However, the President has dismissed these claims, stating that "The bond we hold with Africa is strong enough to carry us where we must go. It it no isolationism to avoid unnecessary political entanglements."

A major overhaul of the Republican National Guard is planned, as to allow the use of native-design equipment. The following equipment is planned to be replaced.
MPL SMG, Browning Hi-Power Sidearm, FN FALO (Squad Machine Gun FN FAL), 9K38 Igla, AMX-40 "AMX-PAL" Palmaria, TRF1.
 
The following equipment is to be produced in replacement:
BXP SMG, Vektor SP1, SS-77 & Mini-SS, R4 Assault Rifle, Milkor MGL, ZT3 Ingwe, Denel FT5, Starstreak, LLR 81mm Mortar, M-4 Commando Mortar, G5 & G6 Howitzers.
 
The FN FAL is to remain in service with the Internal Security Troops, as well as be converted to a designated marksman rifle for the Republican National Guard.

Federal Funds Granted To Member Republics to Build Public Transportation

 

The Ministry of Transportation has been granted roughly 25 billion Rands to use as it sees fit in the creation of a comprehensive public transportation system. The goal is to remove urban reliance on automobiles, and subsequently decrease urban congestion and increase air quality. The majority of funds have been allotted towards the development of high-speed rail lines, as well as light rail within cities. This marks a potential revival of electric streetcars, which disappeared from South Africa in 1961.

 

To promote ride-pooling, and the existing network of buses, non-commercial automobiles registered to citizens living within cities have been given specific driving days based off of their license plate numbers.

The previously listed changes to the armed forces are well underway. A typo in the internal memo referencing the number of Mechanized divisions at 6 has been corrected; there are only 5 mechanized divisions.

 

A division of Internal Security Troops are to be given specialist training in off-the-books operations. Fighting in unmarked uniforms without dogtags, using separate codes from the rest of the armed forces, and speaking exclusively in international languages such as French, Dutch, Spanish, and English, while on operation, are all to be included in training. This force is to be also trained in aggressive, offensive warfare using small-unit organization and semi-independent squad leaders. This division is to report to KSIS directly, rather than the Ministry of Internal Affairs.

Travel & Trade Bans Revised

 

After several long debates in the National Assembly, the Travel & Trade Bans with Europe and Asia have been lifted, and replaced with a system of tight security and regulation. No weapons nor military equipment may be sold outside of Africa, and with the exception of the grandfathered deal with the French, no arms nor weaponry may be purchased from foreign nations, "to prevent the encouragement of an international military-industrial complex."

 

All citizens traveling to foreign nations for non-commercial purposes will be required to provide contact information to the Ministry of Foreign Affairs, as well as the details of their trip, such as intended date of return. Failure to adhere to the submitted plans will result in a fine. All citizens traveling for commercial purposes must register with the Ministry of Finance, and must give similar information. The goal of these changes is to prevent the disappearance of FUSAR citizens and their property.

 

A more fluid system of outgoing-travel cancellations will be used to ensure that no citizen unwittingly goes to a war-zone; professionals such as aid workers and journalists may submit special documents which will allow them to charter private travel to such areas.

The Multi-static OTH-B Radar & SOSUS Early Warning network, as well as the mobile backup using GIRAFFE, has been fully completed. This includes the construction of radar on the Crozet islands, as well as the SOSUS lines running between the islands and the mainland. The "AMX-40 Crotale" has been fully introduced into service for war-time air defense, and have been organized into specialist units managed by the Republican National Guard Air Service.

 

Development of a land-based application of the Aster missile family continues. Unity & Justice Party Orchestrates Merger with Minor Democratic Socialist Parties, Gains Strength In Local Elections

 

In a move that has shocked few, the ruling Unity & Justice Party has completed talks with 12 minor Democratic Socialist parties across the various member republics. This coalition has given the ruling party, which was already standing at a 60% popular majority, a boost into the low 70's. Approval rates for President Verdoorn have risen alongside the per capita income of formerly impoverished regions. Political analysts predict that the Unity & Justice Party will remain in power for as long as economic stability continues.

As part of the updated, more detailed, trade and trade guidelines, a full travel and trade ban would be placed on the nation of Druk Yul, which was referred to in government documents as Tibet. Anyone with origins coming from that nation would be detained, searched for contraband, and deported without explanation. Luckily, nobody in the nation seemed to mind, and with the very recent drop of the ban with all of Asia, nobody had bothered to establish direct connections with the strange nation yet. And Druk Yul civilian ships entering FUSAR waters would find themselves guided right back out by the military.

 

President Verdoorn would comment to the Minister of Foreign Affairs during the meeting at which this was decided, "Just because we're opening our ports to the Japanese and Persians doesn't mean we have to let those crazy people who think they're dragons in."

It's no different than petty tribes, they've simply replaced their spears for law degrees and a multi-sylabbic vocabulary." Gatsha laughed, "You know they're scared, just look at how things are set up. They're scared of us. The KSIS has a set of ears in every battalion, not to mention their own standing army."

Kores shrugged, "Maybe they should be scared. It isn't exactly promising to hear a Colonel talk about the government like it's criminal." He poured himself some more coffee before he leaned back in his seat, "At least, not promising for them. Though you haven't really suggested a solution for our mutual problem."

"Oh there's an easy solution. War."

"And here I thought you would be smarter than to suggest the blunt route. You know the AL would intervene the second a civil war started."

Gatsha grinned, "I didn't mean a civil war. Ask yourself, who would the National Assembly rather have fight a war? Their civil peacekeepers armed with outdated arms, or the Guard? And what happens when that war demands more than the ridiculously undermanned Guard has? Maybe some of those peacekeepers get a new boss. Verdoorn's a military man, he trusts us, it's just all those politicians he has to cater too. Give them something else to hate, and they'll toss us anything we want. No voter likes hearing about starving soldiers."

"Seems a bit short-sighted, though, it could serve as a lovely catalyst. Support for the NGP still exists; that election stunk and everyone could smell it. Who could really blame the NGP for going a little nutso and bombing the so-called winners? Yes, I think I work with what you've proposed...we should talk again in a month. I'll have something more solid by then, friends who you might want to meet."

On the mainland, the Internal Security Troops have begun to conduct practice exercises on what to do during an invasion from the sea.

Scandal! President Found Acting Inappropriately in Washroom with Female Intern

 

Scandal has rocked not only the tabloids, but the major papers of the Union with the shocking discovery of President Verdoorn's affair with a 22-year-old intern in the private washroom of his office in Gaborone. The executive branch has yet to release any official statements, other than that the moral disgressions of the President have no impact on his ability to serve as the head of the executive branch of the nation.
