Flag of Carthage Formally Established

Carthage - Following the recent formal establishment of the Kingdom of Carthage the senate has formally approved the proposed flag to represent the Kingdom and all its territories to the world. The flag is to represent both the faith of the Kingdom as well as honour its history.

 

The flag was not received by merely approval, many non-citizens opposed the choice as they feel it seeks to wipe the many civilizations that came after Carthage from history. The King has so far refused to comment on the matter citing it is not his place to rule on the matters of the senate.

 

Sacred Band Formed

Carthage - In addition to the regular Carthaginian Army composed primarily of mercenaries and conscripts the King has established the Sacred Band, an elite military unit of citizens responsible for the protection of the Carthaginian state, its government and enforcement of its policies.

 

The elite order is accessible only to those who have obtained citizenship and have proven themselves to the Kingdom. Following their acceptance they will go through rigorous training aimed at which path they will take. The three available paths are guard, enforcement and special operations.

 

The first ten members to complete the training for the Sacred Band have been assigned as the personal protection of the King but as many as 25,000 citizens have entered the order.

First Elements of the Carthaginian Navy Commissioned

Carthage - In an enormous ceremony King Anysus has formally commissioned the CNS Dido as well as several other ships intended to form the base of a renewed Carthaginian Navy. The first few ships as well as the ones currently under construction are intended to protect the Kingdom and trade against foreign attack and piracy and has been given an exclusive mandate to patrol the waters of the Kingdom.

 

In an address to the crews of Carthaginian citizens that would soon man these vessels the King stated that "Carthage was renowned for its navy and ancient times and it will rise to those levels once again" and that "to serve the Kingdom on the seas is the highest honour any citizen could possibly have". 

 

According to the spokesperson of the Carthaginian Navy it could be at full strength by the end of the year if current production and training levels are sustained.

 

Sfax Erupts Into Protests

Sfax, Tunisia - Earlier today roughly two thousand civilians marched for the city centre of Sfax protesting what they consider unfair treatment and discriminatory policies against those who aren't citizens. The Carthaginian Army has deployed a battalion of soldiers to reinforce law enforcement and guarantee the protests do not erupt into violence. 

 

While the majority of the civilians in Tunisia have grown to accept the restrictions imposed on civilians in favour of the security provided by the military of Carthage a small minority continue to oppose the system that effectively splits the society in two strictly defined classes. That of a citizen, a position only reached by being born as the child of at least one citizen or by having served in the military as well as automatically granted to all who resided in the city of Carthage, and that of civilian, a position granted to all those who came to be part of the Kingdom but were not born into it or did not fight for it. By law civilians are excluded from the Officer Corps of the Carthaginian Army, Air Force and Naval Ground Force as well as the entirety of the Sacred Band and Carthaginian Navy. Much more importantly only citizens have the right to vote. 

 

The Office of His Royal Highness, the King, has stated that while they respect the right of anyone to protest existing policies will remain and that any lawbreakers will be prosecuted to the full extent of the law.

BREAKING: CARTHAGE IS A NUCLEAR POWER!

Atâr - The Carthaginian Air Force has successfully tested the first nuclear warhead of the Carthaginian Armed Forces. A spokesperson for the Department of Special Projects has stated the test was a success and that Carthage is now officially a nuclear power.

 

The test was held yesterday around 9.00 about 300km east of Atâr and great care was taken to prevent fallout from reaching any inhabited areas. With consent from the senate the King has established the Carthaginian Special Warfare Branch, this new element is responsible for maintaining the strategic weapons owned by Carthage. In this there will be extensive coordination between the Carthaginian Air Force and Navy.

 

Anysus Doctrine Officially Approved by Senate

 

Carthage - Following lengthy debate and triggered in part by the successful detonation of a nuclear warhead the Senate of Carthage has approved the Anysus Doctrine establishing by law the foreign policy objectives and military restrictions imposed on the Kingdom in all its diplomatic engagements.

 

The doctrine establishes such regulations as under which conditions the King may declare war by himself or where he needs permission from the Senate but also a ban on the development of biological weapons and using other strategic weapons in a first strike capacity. It is hoped the doctrine will send a clear message to the world of Carthaginian intentions and also stability in Carthaginian foreign policy.

 

An exact copy of the doctrine is provided below.

 

 

Anysus Doctrine on Foreign Affairs and War

 

Preamble:

We, the legal representation of the Kingdom of Carthage, hereby swear to uphold the principles of international law and order in a chaotic world. In exercise of these principles the Kingdom of Carthage pledges to restrict itself by the following agreement.

 

On warfare:

While diplomacy is always preferential over war there are those circumstances where the latter is the only resort. The King may declare war on his own initiative under the following conditions

  • An unprovoked attack upon a state with which the Kingdom holds an agreement mandating mutual defence.
  • The use of a strategic weapon against any state within the African continent.
  • A direct attack on the Kingdom of Carthage.

The King may declare war with consent from the Senate under the following conditions. 

  • The long-term occupation of African land by a non-African power.
  • An attack against any asset or national of Carthage beyond the borders of the Kingdom.
  • The activation of an enforcement mechanism under an internationally binding agreement.
  • In support of a state where there exists an optional defence or aggression arrangement.
  • In an international coalition with the intention of protecting the legal order of the international world.

In any war the Kingdom pledges to go only as far as the objectives of the operation and security of the Kingdom or an ally require.

 

On foreign affairs:

In a global context it is impossible for any state to exist on its own, therefore it is the objective of the Kingdom of Carthage to seek relations with like-minded countries across the world but with special emphasis to place Africa first. In line with this the King, upon approval by the Senate, may sign any agreement with the exception of an agreement mandating aggressive action with any state. The Kingdom must under all conditions have the right to withdraw from any such agreement.

 

On special weapons:

  • The Kingdom of Carthage shall under no condition maintain biological agents for offensive purposes. The Kingdom may maintain samples of biological agents with the intention of researching cures and vaccinations. For the greater good of the world any such researched cures and vaccinations must be shared in a public database accessible by scientists across the world. In its international interactions the Kingdom shall endeavour to see these weapons eliminated via diplomatic means for the greater good of humanity.
  • The Kingdom of Carthage may maintain chemical and nuclear weapons for offensive purposes however the Kingdom may only use such weapons in a second strike capacity. In its international interactions the Kingdom shall show itself supportive for the elimination of these weapons as well

Carthage Begins on Largest Construction Project in History

Carthage - Citing a need for greater space for the Punic population of Carthage and to bring the region into the future the King has today commenced the Neo Carthage project envisioned by the Arab architect Ibrahim Mansour, the only non-Punic member of the King's Court. The project has received direct funding from Punic Enterprises, the company owned by the father of King Anysus.

 

As a motivation to guarantee faster construction the King has also pledged that if the city is completed within a year all those involved in its construction will be granted citizenship by royal decree.

The King went on to state that construction projects like these would make the new Carthage impossible to wipe from the history books.

It had been another long day in the senate, Anysus guessed there was something to the saying that one fool can ask more than seven wise men could answer and the senate was filled with fools. Most of the issues all boiled down to the reality military advances weren't going quite as fast as the senate had hoped. The entire Carthaginian coastline had been secured by now but the interior left much to be desired. What did they expect? For the warlords to simply take it and not fight back? Of course they wanted to stay in power. All in all, the day was over and he could make his way back to the palace. 

 

"Your Highness, the car has been placed in the front" A Sacred Band warrior, wearing his formal armour, said as Anysus walked out of the senate. Following a quick nod to the guard he continued for the front exit. The security detail was still something to get used to, especially for a former soldier, but it served its use he guessed. 

 

As the car continued heading for the palace the first signs of construction were already showing, it seemed clear the potential of citizenship served as just the motivation people needed to try their best. As the car finally arrived Anysus continued inside, once again backed by his detail, and headed directly for his office. At the door he stopped the Sacred Band. "You can stay here" He said before proceeding inside. Once there he quickly proceeded to the liquor cabinet and got two glasses which he filled with cognac.

 

"You know, if I want to get rid of that whole boy king moniker we really need to stop meeting in my office like this Alethea. People talk" Anysus said as he turned around and put one of the glasses on the desk before taking his seat behind the desk and taking a sip from his own glass. At that point a blonde woman came walking out of a shadowy corner.

 

"But where would be the fun in Intelligence if some of those rumours weren't about me?" She responded. After Ibrahim Alethea was the only non-Punic citizen really allowed in the palace. Her history remained a mystery, it was known that she came somewhere from Greece but her family and anything else remained her own secret. It had never mattered though, she had proven an excellent security consultant for her father's company and so far a very capable spy.

 

She would quickly take a seat on the other side of the desk and pick up the glass. "That being said, this time I'm not here for pleasure. I need to discuss something with you that can only be discussed without the senate near. 

 

"Please do continue" Anysus responded intrigued.

 

"In between the senate, the civilians and our new position on the world stage there are some serious threats to your rule and the security of the Kingdom. This can only be combated by a strong and loyal intelligence service that can also act as a secret police to keep the senate and civilians in line. A Sacred Vanguard that listens only to you and is strong enough to hold this Kingdom against anything that might come for it. Domestic or foreign." Alethea said before emptying the glass. "If we phrase the proposal in just the right way the Senate will sign off on it themselves without realizing they sealed their own fates"

 

While the idea of a secret police never sat really well with him Anysus could see the merits of this for the greater good of Carthage. "Get me a proposal and a list of people in addition to you to lead it and I'll sell it to the senate"

Council of Intelligence and National Security Founded

 

Carthage - Following lengthy debate the Senate has approved a proposal introduced by the King to form the Council of Intelligence and National Security. This Council, of which the leadership is kept classified, will be tasked with the protection of Carthaginian interests within the country and abroad. The exact mandate and even the accepted proposal itself has been sealed on orders of the Senate.

Piron Pharmaceuticals Introduces Revolutionary Radiation Treatment

 

Carthage - Piron Pharmaceuticals, the subsidiary of the major chemical conglomerate Piron, has announced a new treatment that radically improves survival following a major radiological or nuclear incident. 

 

The nuclear bomb, since its first detonation a weapon that has scared the world and determined foreign policy. Researchers from Piron Pharmaceuticals have stated that a new two-stage treatment produced by them will improve survival rates after exposure to lethal doses of radiation up to 80%. The treatment is based around combining two relatively cheap existing Piron products. An antibiotic and a synthetic version of the BPI protein. The scientists went on to state that while still far from ideal this new treatment could significantly lessen the effects of a nuclear war or other radiological incident on the affected populations.

 

As the treatment has been approved by the Council of Health it is being rapidly introduced throughout the Kingdom of Carthage. Piron Pharmaceuticals has stated they will be marketing the treatment internationally and will initially focus on regions hit by radiological incidents.

Carthage to Reclaim Sahara Desert

Carthage - Researchers at the University of Carthage have today been granted formal permission and funding from the Council of National Development to commence land reclamation efforts in the Sahara Desert. The project is aimed at improving Carthage's capability to produce its own resources and improve quality of life. 

 

Through centuries of mismanagement and climate change the once green area was turned into one of the world's largest deserts. While in the past many efforts have been taken to restore the Sahara to its previous heights such efforts often failed due to financial realities or war. 

 

"We will be using what the nature provides us with already, water in the air and under the ground as well as desalination to a lesser extent to return water to the desert" Rabi'a El-Amin, head of the project, said in an interview. The project will consist of several stages aimed at ultimately turning the desert green and beginning with the return of water. 

 

When questioned about the costs of the project the spokesman of the Council of National Development stated that while a significant initial investment the benefits will ultimately prove worth several times more.

With the African League official, another FA outreach effective and order established throughout most of the Kingdom it was time to reach out further. With the fall many of the islands near the Kingdom had become depopulated, nature reclaiming the villages, towns and even cities left behind by the former natives. Those locations not reclaimed by nature had seen a complete fall in order and were effectively anarchistic wastelands and even home to piracy threatening trade. Especially the last part made it an easy sell to the Senate to deploy the Carthaginian Defence Forces.

 

The first stage of the operations would consist of a coordinated operation between the Sacred Band, Carthaginian Navy and Carthaginian Air Force. As the latter two branches surrounded and covered the Cape Verde islands against foreign threats as well as to provide support to ground forces, a team of 100 Sacred Band focusing on special operations would enter Praia, the only inhabited settlement left in Cape Verde, via sea and quickly establish control over port and air facilities in the cities. Orders for these forces were to hold these locations against any troublesome natives so a larger force could arrive and spread throughout the islands to restore whatever could be restored of the previous towns and cities in these islands that were once home to more than half a million people and a strategic Atlantic base.

The second part of the operations to secure shipping to and from the Kingdom as well as providing an early warning capability to the African continent a similar coordinated operation would result in roughly 500 Sacred Band landing on the Canary Islands. Being closer to the coast and more populous to begin with the collapse into disorder had been much smaller here but Carthage was still expecting a violent response from those groups not glad to be under an organized government again. As ships bombarded munition depots on the islands the Sacred Band took control of vital port, air and military facilities allowing a full Division to land there over the next few days. Come hell or high water, Carthage was going to protect its and Africa's interests.

Despite significant opposition from the small camps and settlements in the outlying islands the Sacred Band was quick to declare the taking of Praia over. As thousands of additional forces from the mainland moved in there was going to be quite a fight for the natives indeed. Upon the taking of Praia a military governor was elected by the senate which would be tasked with executing further operations in Cape Verde for the establishment of true law and order in all of Cape Verde. For now however the CDF would restrain themselves to restoring infrastructure in Praia and establishing a stable flow of food, water and other basic necessities for the local population.

IC:

 

As predicted a large portion of the population on the Canary Islands was a lot more willing to adapt to organized government. As such the Sacred Band would be allowed to advance quickly as they were welcomed as rescuers rather than occupiers. In line with operations in Cape Verde basic infrastructure and lines of transport were established and restored to help the people of the cities. Soldiers would begin reaching out to outlying settlements.

As soldiers began their outreach resistance would grow stronger. While organized groups had been unable to take control in more densely populated areas they most definitely had in outlying territories. Soldiers were ordered to maintain secure perimeters while negotiation would be attempted.

Negotiations would ultimately prove ineffective, using aerial and sea-based reinforcements a push into unoccupied territory would be prepared. Meanwhile in the city efforts continued to provide supplies to the population.

Unlike Cape Verde the warlords proved a lot more open to negotiations. A formal invitation with the military governor was extended while food and medicine were supplied to the settlements not under control of Carthage.

As dusk approached the elements for Operation Curbstomper were in place. In a joint effort between the Navy and Air Force two dozen cruise missiles were fired at command compounds and other key buildings in unoccupied settlements. This bombing was quickly followed by rapid strike elements of the Carthaginian Sea Army which rushed to leverage the air and sea support into an absolute victory.

With basic law and order and even infrastructure established marketing campaigns started in the homeland calling for citizens and civilians alike to settle in paradise. As the islands had become highly depopulated the push of mainland immigration would be needed to make them self-sustaining once again.

As the dust from the missile strikes settled and the soldiers had moved in most of those who resisted would surrender as there simply was no way to get out of it alive. As the rebels surrendered Carthaginian forces would assume control.

Progress on the migration campaign was slow to begin with but as the first days turned into weeks there would be a steady rise of primarily young civilians taking the jump to the Canary Islands. In the process providing some much needed diversity. To also maintain a proper ratio of citizens campaigns would be adapted to make the islands more attractive for this category as well.

With general control established throughout Cape Verde the soldiers could finally settle in once and for all. As the Sea Army and Sacred Band gave the all clear the Corps of Engineers would begin moving in to primarily restore basic infrastructure and secondly for the construction of the joint forces base Sal which was to span the island with the same name and include facilities for all branches of the CDF and living quarters for servicemen, -women and of course their families.

 

On the remaining islands campaigns and reconstruction efforts would be launched aimed at showing Cape Verde as the island paradise for citizens.

The Canary Islands were steadily getting more attention from citizens as well. After all, who didn't want to live on a tropical island? As the population numbers grew a small base would be established on El Hierro aimed to serve as a naval base with some facilities for air and ground forces if the need ever arose.

The Spartan Kingdom would like to open up a dialogue with the Carthaginians on a treaty of defense cooperation, intelligence, trade, and maritime assistance.  Specifically the Spartan Kingdom would like to explore a non-aggression and defense assistance pact encompassing: rights to train near each other's territory, military to military ties, and guarentees of each other's borders.  Additionally we would like to propose intelligence sharing.  We'd like to also propose discussions on trade talks.  Lastly we'd like to cooperate on maritime affairs, and establishing a highly integrated frame work for ensuring the naval integrity of the mediterranean from foreign powers from beyond the region.

Protests Increase as Citizen-Civilian Divide Solidifies

Tripoli - As, following the annexation of Cape Verde and the Canary Islands, the Senate has confirmed further measures such as the implementation of checkpoints at the borders of royal areas and the difficulty to become citizen has increased those not lucky enough to be counted among them have gone to the streets in massive numbers.

 

In Tripoli alone 20,000 men, women and children marched for the city hall with Tripoli Police and Sacred Band barely able to hold them back. 

 

In addition to general policy measures the protesters are enraged at the fact that the construction of a new capital has received more funding than efforts to reclaim the Sahara desert for habitation. The regional Chief of the Police has ordered the protests in Tripoli to dissolve as she fears there simply is not the manpower in the city to hold back 20,000 people if they change from peaceful protesters to rioters.

Despite original reluctance to engage with the Spartan kingdom due to the rather interesting method of government maintained it didn't take long to come to the reality that the Mediterranean Conference wasn't working out and this was the second formal invitation by now. As Carthage was in desperate need of allies across the sea and Babylon alone wouldn't cut it the decision was made to extend an invitation to the Kingdom of Sparta to come to the Palace of Kings for a meeting to discuss potential relations.

As news was suddenly received of a collapse of organized government in Portugal a rapid decision was needed to be made. With Eurocomm all but dead and Carthage having a vested interest in the future of the Mediterranean elements of the Carthaginian Army backed by Navy and Air Force elements were transported to Iberia where a Carthaginian protectorate would be established.
