Proposal to regulate Internet content (The Internet Content Regulation Act)
 
In the interests of promoting social harmony while supporting the advance of technology in an increasingly interconnected world, we hereby propose the following reforms to the regulation of internet content in Zapadnaya:
 
-Content deemed to be advocating or seeking to incite insurrection or disorder may be classified as ‘Content harmful to social harmony’
 
-Content deemed to be inciting or seeking to incite the toppling of the democratic institutions of Zapadnaya or seeking the overthrow of the legitimate Constitutional order may be classified as ‘Content harmful to social harmony’.
 
-Content deemed to be promoting hatred or discrimination may be classified as ‘Content harmful to social harmony’.
 
-Content deemed to be inciting, seeking to incite, or supporting terrorism or acts of terrorism shall be classified as ‘Content harmful to social harmony’.
 
-Content deemed to be critical of government officials or agencies may not be classified as ‘Content harmful to social harmony’
 

-The state shall empower Internet Service Providers (ISPs) as a condition of their licensing to block content harmful to social harmony provided such actions are approved in writing by the Internet Regulation Bureau (IRB)

 

-The Internet Regulation Bureau (IRB) shall be a non-partisan Committee under the de jure authority of the Ministry of Interior.

Proposal to ban religious headcoverings (The Headscarf Ban Act)
 
In the interest of upholding the secular constitutional nature of the state at all levels while recognizing and respecting the rights of citizens, we hereby propose to ban the wearing of religious headcoverings as follows:
 
-Religious headscarves may not be worn by any individual employed to any municipal, national or state institution at any time.
 
-Recognizing that educational institutions are also state institutions, religious headscarves may not be worn at such institutions either by those employed at the institution or students at the institution.
 
-Religious headscarves may not be worn by any individual inside of any public building regardless of if the individual is or is not an employee at the aforementioned public building.
 
-Religious headscarves may not be worn during the taking of photographs for any official document and must, upon request of a relevant official seeking to ascertain the identity of an individual, be removed.
 
-Religious headscarves may not be worn by any individual while they are in a hospital or medical facility regardless of whether or not they are employed by that facility.
 
-In the interest of upholding the principles of secularism, this act shall empower government officials to prohibit the wearing of any ‘conspicuous religious symbols’ in schools regardless of whether or not the aforementioned symbols are headcoverings.
 
-This act shall empower the relevant government officials to determine reasonable penalties for the violation of this act provided that such penalties are not excessive in nature. As such violations of this act should be treated as minor offenses.

Accordingly, I am informing the Parliament that the Kingdom of Yugoslavia has deployed military forces to the former Greek territories and has attempted to declare a Yugoslav protectorate over the area. After consultations, and given the prospect of a conflict occurring on our borders should the Yugoslav forces fail to withdraw, I request the support of Parliament on the following resolution.”-Prime Minister Grigorova
 

 

[b][u]Highly Classified: Resolution affording Emergency Powers to the President[/b][/u]

 
In light of the collapse of the Greek state and the competing protectorate claims between the European Community and the Kingdom of Yugoslavia, the Parliament shall undertake the following actions:
 
-H.E. the President is granted the full authority to take whatever action is required to defend Zapadnayan sovereignty and territorial integrity.
 
-H.E. the President is granted the authority to undertake pre-emptive action should a tangible and imminent threat emerge from the former Greek territories.
 
-A State of Emergency will be declared throughout Zapadnaya within 2 hours of the approval of this resolution and shall last for the duration of the crisis. The State of Emergency shall include a 19:00 curfew in all provinces bordering the former Greek territories, and a 20:00 curfew in the cities of Sofia and Svyatoy Veragorod.
 
-The border between Zapadnaya and the former Greek state shall be closed until the end of the crisis. 
 
-H.E. the President is empowered to reopen the border should a humanitarian situation require it.

***Address by H.E. the President Elena Dobreva to the Joint Session of Parliament***
 
Senators, Deputies, Members of the National Assembly, welcome. Given the fact that concerns have been raised about my failure to address the Parliament at the start of the legislative session, I have elected to address the final session of Parliament instead. First, allow me to dispel the notion that my failure to address the inaugural session was based upon a disrespect for the National Assembly or based upon a desire on my part to hide from accountability. Nothing could be further from the truth. When faced with pressing situations that directly impact the national security of Zapadnaya, I hold the view that it is imperative for the President of the Republic to address these situations with the urgency that they require.
 
Any individual in this chamber who would suggest, imply or seek to imply that my decision to prioritize the coordination of our responses to these threats with the National Security Council rather than appearing before Parliament to deliver a droning speech on the achievements of the government over the past year, was in any way a mistake ought to do the country a great service and resign.
 
In his statement to the National Assembly on the 10th of April, Opposition Leader Nikolai Genadiev stated that my absence presented a situation in which “the National Assembly would be unable to question the decisions of the President particularly relating to foreign policy and the economy”. This statement is, and I am being charitable with this description, devoid of factual basis. Any member of the National Assembly who wished to pose an urgent question to me could easily have sent the question to the Office of the Presidency in writing. As the members of the National Assembly appeared to have no trouble locating this chamber, or in writing scathing editorials, it is not unreasonable to assume that the members of this assembly are literate. Secondly, I would urge Mr. Genadiev to avail himself of a deeper understanding of the Zapadnayan Constitution. If he had done so, he would be aware of the fact that the Presidency is not responsible for economic policy.
 
I stand by the actions taken during my tenure and I stand by the Constitutionality of those actions. It is my intention to allow the people of Zapadnaya to decide whether or not I should remain as President for a second term. As the election cycle picks up, and as many members of this chamber are feverishly campaigning to retain their seats, I urge the members of this chamber to remember: the Office of the President of the Republic is not an institution that should be deliberately maligned by the members of the legislature in order to score political points. By all means, criticize my actions when criticism is due, but do not seek to criticize the Presidency for those actions which are not the responsibility of the Presidency.
 
If we are to build lasting democratic institutions on a strong and stable foundation, then there must be respect between the democratic state institutions. The manner of blatant disrespect of the Presidency by certain members of this chamber must cease. The presentation of conspiracy theories and allegations of deceit without a shred of proof or evidence must cease. The members of this chamber should live up to the basic standards of a national legislature.

"The government is in the process of drafting legislation to review existing ports of entry, excluding airports and seaports, in order to increase security at these ports of entry and to close those ports of entry that are deemed not to be viable or those that are deemed to be redundant. As for the impact this legislation will have, the most serious potential impact is that individuals in certain areas may have to access the border at a different border checkpoint. The legislation will also change some administrative processes such as the granting of exit visas.

Resolution confirming the lifting of Martial Law in Zapadnaya
 
Recognizing the improved security situation abroad and the resolution of the conflict in Europe, the Parliament hereby moves to recommend to H.E. President Elena Dobreva that Martial Law be lifted in Zapadnaya within 24 hours.
 
Recognizing the significant impact of the Milanese nuclear terrorism on the European continent, the Parliament hereby moves to allocate Z$3.2 Billion to the National Disaster Fund and hereby empower H.E. the President to use these funds to offer humanitarian aid to the nations impacted by the recent events.

Senators, Members of the National Assembly, ladies and gentlemen, welcome.
 
I stand before this Parliament today, as the elected President of the Republic, to chart the course that will guide our nation for the next four years. We have overcome many challenges, but more daunting challenges yet remain. It is, and must always be, the focus of this government to improve the lives of all citizens of this country and to build a strong, prosperous Zapadnaya. We must strive to build a nation that lives up to the ideals of our forefathers.
 
The people of this nation went to the polls in their tens of thousands in order to exercise their constitutionally guaranteed rights to shape their government. The people have chosen to give a strong mandate to the Justice & Development Party (JDP) to undertake a massive agenda of reforms and economic restructuring. They gave a mandate to the Justice & Development Party (JDP) to strengthen our national defenses at home in light of the threats of war and terrorism from abroad.
 
This mandate, and the trust that the Zapadnayan people have placed in the JDP is not taken lightly. The government has set out an ambitious schedule of reforms, both economic and political, to be completed during the life of this Parliament. I urge Prime Minister Grigorova to stay the course on the schedule of reforms, though some will be difficult. I urge the people of Zapadnaya to support the government as it addresses the fundamental issues plaguing Zapadnaya today.
 
By the end of this year, the Grigorova government has pledged to undertake the following:
-Comprehensive reform of the State Pension System
-Comprehensive reform of the Tax Code and Revenue Collection system
-Reduction in Civil Service Bureaucracy and the elimination of redundant government departments
-Wide ranging Education reform to balance access to education with high education standards
-Comprehensive reform of the National Defense System (NDS) to keep pace with modern threats
-Strengthening the centralization of municipal governance.
-Reduction in unemployment by at least 5%
 
This agenda is ambitious, but achievable. We must achieve economic growth through balanced budgets, increased government efficiency, and carefully targeted use of state capital. We must reduce the national debt, but maintain the social programs which our citizens have come to rely upon. We must seek to harness innovation as the engine to drive growth and development. We must identify new export markets and explore every opportunity to increase trade with other countries in the region and beyond. We must build the cutting edge infrastructure today that will support and sustain our nation tomorrow.
 
Ladies and gentlemen, may we strengthen the democratic institutions of this great nation as we build a strong, prosperous and free Zapadnaya while playing our part to aid in the economic advancement of the entire Balkan region. May our nation be a beacon of light in the sea of darkness, a sliver of hope in a world full of despair. 
 
In the face of obstacles and challenges, Zapadnaya prevails!

The Internet Regulation Bureau (IRB) of the Ministry of Interior has utilized the Internet Content Regulation Act and has restricted access to five websites under the ‘Social Harmony’ provision. Under the terms of the Internet Content Regulation Act, Internet Service Providers (ISPs) in Zapadnaya will be required to block the following websites:
 
-www.cultofthegiantpineapple.com
-www.news.ba
-www.al-kebab.org.zp
-www.revolution.org.zp
-www.free-bulgaria.org.zp
 
Additionally, it has come to the attention of the Ministry of Interior that individuals are utilizing the internet in order to circulate a so-called ‘holy text’ of a Dreamer’s Cult. Given the prospect of such dangerous nonsense negatively impacting Zapadnaya, the Internet Regulation Bureau (IRB) has ordered that all ISPs should prohibit access to any website which contains the aforementioned document under the aegis of the Social Harmony provision.
 
As is customary, the Internet Regulation Bureau (IRB) will allow a 14 day period for appeals to be filed against the restrictions.

Motion to cancel the Alvonia-Zapadnaya ODP

 
In light of the government of Alvonia’s moves against the presence of ‘ultranationalism’ in the territory of the former nation of Snowhaven as well as statements from the aforementioned government about meeting attempts to stop their ‘legal and rightful campaign against ultranationalism’ with ‘the full force of the Wehrmacht’ the Senate moves to empower the Foreign Minister and the government to invoke the cancellation of the Alvonia-Zapadnaya Optional Defense Pact under Article 3 of the pact.
 
Additionally, the Senate shall recommend to government that a diplomatic note of protest be handed to the Alvonian government regarding the situation in Snowhaven and the escalating rhetoric.

Citizens of Zapadnaya, I have decided to address you today in order to explain the significant and wide reaching reforms of our armed forces that will be undertaken this year. There have been a number of rumors circulating regarding the nature of these proposed reforms and the supposed impact of these reforms on servicemen and women both retired and in active service. Rather than allow rampant speculation to take hold, I have decided to quiet the disinformation and to explain the situation myself.

 

The Armed Forces of Zapadnaya has served, and will continue to serve as the guardians of the security and secular nature of the Zapadnayan state and will not hesitate to defend our nation’s sovereignty and territorial integrity against all threats. As the nature of the threats facing our nation change and evolve, so to must our armed forces in order to meet these threats. We must retain traditions where those traditions do not negatively impact our overall mission. But retaining traditions simply for the sake of retaining them must be discouraged.

 

At the start of the reform process, I ordered a full review of the structure and policies of our armed forces at all levels and I presented the resulting report to His Excellency President Dragomirov during the regular meeting of the National Security Council. The Security Council identified areas of concern and an action plan was drafted to address these areas. It is this action plan that has sparked the various rumors about the reform of the Armed Forces of Zapadnaya.

 

In the first phase of the action plan, the military high command will redraw Zapadnaya’s Military districts and reassign equipment and personnel to optimum locations within these districts. To facilitate this process, additional infrastructure is already being put into place in these areas. While some units will remain at their current bases despite the change, some units will be relocated en masse to new positions. This phase of the action plan will be completed in two months.

 

The second phase of the action plan is to create new joint military-civilian units to safeguard the nation in certain key areas. Two units that will be created under the action plan will be tasked with counterterrorism and combatting cybercrime. In an effort to reduce any bureaucratic delays or unnecessary redundancies, the new joint units will be the sole units responsible for their areas. This process is already underway and will be competed in a month. The necessary legislation to enable this transition will be passed by Parliament within 14 days.

 

The third phase of the action plan is to undertake the creation of independent agencies from some of the agencies currently under the direct control of the Zapadnayan military. Under this phase, the Zapadnayan Police Force (ZPF), which has been subordinated to the Army Homefront Command for the past 15 years, will become an independent military agency that will report to the Presidency. To reflect this change in organizational structure, the Zapadnayan Police Force (ZPF) will be formally dissolved and reconstituted as the Zapadnayan Gendarmerie. Additionally, the Zapadnayan Border Police (ZBP) will also become an independent agency that reports to the Presidency. The ZBP will be renamed the Zapadnayan Frontier Guard Corps (ZFGC).

 

The fourth phase of the action plan is to undertake a massive reform of Zapadnayan civil aviation rules and regulations and the relevant organizations. Where previously the Zapadnayan Civil Aviation Agency (ZCAA) operated as an independent civilian agency tasked with managing the nation’s airspace, the ZCAA will be subordinated to the Air Force of Zapadnaya. Additionally, the available air routes for civil aviation through Zapadnayan airspace will be adjusted. In light of these changes, the adjustments to these routes and the rules for entry will be communicated to the international community prior to being enacted in order to avoid confusion or unnecessary delays.

 

The fifth and most important phase of the action plan is to adjust the ratio of professional to conscript soldiers in our Armed Forces. Previously our Armed Forces has consisted of 40% conscripts and 60% professional soldiers. The Armed Forces High Command has determined that within a three year period we should transition to an army made up of 25% conscripts and 75% professional soldiers. While this change will lower the number of citizens drafted into the armed forces on an annual basis, provisions will be made to draft personnel into the Gendarmerie and the Frontier Guard as well.

 

At every stage of the implementation of the action plan, we will endeavor to keep the public informed of our progress and how the changes will impact the wider nation. Times have changed and we must change with them.

The Religious Cult & Loyalty to Foreign Entity Act (20XX) (The Cult Law)
 
Recognizing the need to balance freedom of worship with national security and public order, the government has decided to undertake the following:
 
-The government of Zapadnaya hereby defines an unregistered religious organization as any religious organization which is not native to Zapadnaya and which has not been registered by the Ministry of Interior.
 
-The government of Zapadnaya hereby defines a cult as any pseudo-religious organization which is not among those religious organizations which are recognized as legitimate religions by the government of Zapadnaya.
 
-Any citizen of Zapadnaya who is a member of a cult or unregistered religious organization shall be indefinitely prohibited from holding any government or military office without exception.
 
-Any citizen of Zapadnaya who is a member of an unregistered religious organization or cult which requires the swearing of oaths of loyalty to a foreign state or foreign individual is strictly prohibited from holding any political, government or military office without exception.
 
-Any citizen of Zapadnaya who is a member of an unregistered religious organization or cult who attempts to disseminate materials relating to that religion or cult shall be deemed to have committed a criminal act.
 
-Any citizen of Zapadnaya who holds a military, political or government office and who, during his or her tenure, converts to an unrecognized religion or cult shall be deemed to have forfeited his or her office and all of the benefits thereof. 
 
-The government of Zapadnaya shall consider the following religions to be either native religions or shall consider these religions to be registered with the Ministry of Interior: 
-Orthodox Christianity
-Protestant Christianity
-Islam (Sunni, Shia and Sufi)
-Hinduism
-Buddhism
-Judaism
-Jainism
-Taoism

The National Defense and Security Act (20XX) [Classified]
 
In the interests of protecting the government and people of Zapadnaya from external threats, the government has decided to reform its Internal Intelligence structures to more effectively face 21st century threats. The government has decided to undertake the following:
 
-All internal intelligence agencies shall be merged into the ‘National Bureau of Statistics (NBS)’ and the ‘Directorate of Communications (DC)’.
 
-The National Bureau of Statistics (NBS) shall be charged with the management of dissident activity, the monitoring and response to terrorism, the identification of subversive elements and the prevention of secession and sedition.
 
-The Directorate of Communications (DC) shall be tasked with the monitoring, collection, decoding, translation and analysis of information and data related to the maintenance of security in Zapadnaya.
 
-The Directorate of Communications (DC) shall also be tasked with ensuring the proper defense of Zapadnayan civilian network infrastructure and computer systems and the encryption of sensitive government data and information.
 
-The Directorate of Communications (DC) and the National Bureau of Statistics (NBS) shall be under the direct supervision of the President of Zapadnaya and shall be accountable to the National Security Council.
 
-The Directorate of Communications (DC) and the National Bureau of Statistics (NBS) are fully empowered to undertake all intelligence gathering activities without the approval or oversight of the judiciary.
 
-To aid in their duties and to avoid unnecessary scrutiny on both agencies, it shall be a criminal offense for any individual to identify, name, hint, suggest or undertake any act which aims to reveal the identity of an agent of the Directorate of Communications (DC) or the National Bureau of Statistics (NBS).
 
-It shall be a criminal offense for any individual or organization to publish the name of either intelligence agency, state or imply that such an agency exists, or specify the mandate of either agency.
 
-It shall be a criminal act to release, in whole or in part this legislation, or to reveal to the public (or to a foreign entity) any information related to the law, or the two intelligence organizations.
 
-Any Member of Parliament, Senator or government official who reveals the content of this act, or that an act of this nature has been passed by the legislature shall immediately forfeit his/her office and shall be imprisoned for the entirety of the remainder of their natural lives.
 
-The Directorate of Communications and the National Bureau of Statistics shall be empowered to undertake their duties even if those duties conflict with the Constitution of Zapadnaya or any other law approved by Parliament.
 
-In order to ensure security, all copies of this act presented to Parliament for their votes shall be destroyed once the vote has been completed. Additionally, steps will be taken to prevent the creation of electronic copies of this document.
 
-After approval there shall be a single copy of this law, printed on A4 Paper, which shall be stored in a sealed iron box at a secure location.
