Classified & Private Diplomatic Communique

 

To: Belarus Government

 

From:  Hungary-Slovakian Provisional Government

 

The Hungarian-Slovakian provisional government would like to meet with a delegate from Belarus regarding mutual diplomatic relations between Hungary-Slovakia and Belarus, and the possibility of a Non-Aggression Treaty and Mutual Defense Treaty, as well as regarding the start of trade relations between our nations.

 

We are willing to either meet your representative here in our capital of Budapest, or to travel to the Belarusian capital, whichever you would most prefer.

*Several members appointed by the Hungary-Slovakian provisional government are sent to greet Nadezhda Grekova at the Budapest international Airport, and to give him an escort to the government building that the meeting will take place at.

 

Upon arriving at the government building, the government appointees would show Nadezhda Grekova to the meeting room and offer him to take whichever seat he wishes, as well as offer Nadezhda a chilled bottle of water or hot coffee to drink.*

Nadezhda arrived at the government building, took her seat, requested some hot coffee, and mentally prepared herself for the talks. She had received the communique from Minsk, and was fully aware that these talks would be the first Belarus had held with another nation, and the implications events here would send tot the world.

*One of the government officials excuses himself momentarily, returns a few moments later with the cup of hot coffee and a coaster, and hands them to Nadezhda.  He then takes a seat at the meeting table.*

 

Good afternoon, Nadezhda, and thanks for meeting with us here.  I am Andris Kelemen.  

 

I have been asked by my associates in the Hungary-Slovakian provisional government to speak with you to see if Belarus has any interest in signing a Non-Aggression Treaty, Mutual Defense Treaty, and a Mutual Trade Treaty with Hungary-Slovakia?

 

Also, the Hungary-Slovakian government has suggested the strong possibility of a Hungarian-Ukrainian-Belarusian NAP-Mutual Defense Treaty bloc, should Belarus and Ukraine be interested in such a bloc.  A few of my other associates are scheduled, i believe, to speak with Ukraine later today.

 

As I am sure you're government is well aware of, tensions have been high in our region lately, and very recently nearly escalated into a conflict.  It is our hope that a NAP-MDP bloc between the three of our nations would help discourage such tensions in the future.

"My government believes that the signing of a non-aggression pact would be an obvious, if unnecessary move, as both of our nations are members of the European Community, and thus a a non-aggression pact by default. We are also ready and willing to begin negotiations on trade agreements, as Belarus is more or less completely isolated from the global economy, a situation that is simply not sustainable. However, there are several practical problems with the mutual defense pact: Namely the fact that both of our countries are landlocked, and have border with each other, thus making it extremely difficult to send aid to one another. This problem can be solved through the three-way pact between Hungary, Belarus, and the Ukraine, which my government would be willing to sign as soon as the Ukrainian application to the European Community is approved. Until then, Belarus is willing to sign three-way trade agreements and non-aggression pacts."

Understandable.

I have been authorized to sign both the NAP and Trade Agreement, if your government is now ready to sign as well.

Once Ukraine is accepted into the EC, and once our meeting with Ukraine is completed, and, I am almost sure, has agreed to the 3 way NAP, MDP, and trade agreement, I will also then be authorized to sign that as well.

"We are, of course, ready to sign the NAP, and are ready to discuss the exact specifics to the trade agreement. I will also contact my counterpart in Kiev, to let him know about the three-way treaty, and will also send a message to Minsk with the details of the negotiations."

In regards to our landlocked situation, I have just been authorized to inform you, in strict confidence, that we are under negotiations with Ukraine to build a military base in Ukraine. Should Ukraine agree to the deal, we'll have 10 to 20 thousand Hungarian-Slovakian soldiers stationed their for defensive purposes, when completed.

Should the three way MDP be signed by all three of our nations, our government will be able to quickly send those stationed troops to Belarus' defensive, should Belarus ever be threatened or attacked.

"We find the construction of those military bases most reassuring, and I have no doubt the Belarus would fight to defend them should the MDPs be signed. Now, as for the trade deals, was there any specific wording you had wished to include in it regarding specifics such as tariffs, quotas, and specific goods being traded?"

We are interested in a three way trade deal that would eliminate all tariffs between our three nations, and that would lower customs and other taxes on imports and exports between our three nations.

We don't feel their is any need for quotas.

As for specific goods, we have an abundance of iron and wheat, and are also well known for our quality automobiles and electronics. Would any of these interest your nation?

One last thing I received from that earlier phone call, also to be kept in strict confidence between us. Would Belarus be interested in a Hungary defensive military base somewhere in Belarus? Once a deal is signed and construction is complete, we could station 10 or 20 thousand Hungarian soldiers in it, which could be quickly dispatched to Belarus' defensive when necessary.

"Iron and electronics would definitely interest us. However, Belarus already has a large food supply, and imported wheat may not make as big of a profit for Hungary, but you are welcome to try. As for the automobiles, many Belarusians are unable to afford expensive cars, although this is quickly changing as the economy improves.

Unfortunately, I must tell you that the president has specifically ordered me not to agree to any foreign military bases in Belarus, as the country has only recently become independent, and the population is still wary of what they perceive to be foreign domination. Perhaps this could be negotiated sometime in the future.

Other than that, the trade agreement seems to be along the lines of what we have been looking for."

We can start with moderately small shipments of some of our less pricey automobiles. They are still quality guaranteed, just a bit less fully featured, to make them more affordable for those with smaller budgets. We can make the first shipment somewhere between 200-600 cars, any particular price range we should start with?

We!l also have our Ukranian stationed soldiers available for Belarusian defense once the three way MDP has been signed by all parties. Be advised that it can take somewhere from 8 hours to 3 days for Those stationed in Ukraine to completely arrive in Belarus, due to travel distance.

"We understand that It will take Hungarian troops some time to come to our aid, just as it would take us some time to come to theirs. As for particular price ranges, I am afraid that I am unable to make any suggestions there, although I am sure that my government will be able to send you some information on that. What I can tell you is that Belarusian automobiles will generally be cheaper than imported ones, so, like I said, I Wouldn't expect a lot in that sector.

Would you like to sign the treaties now and have the Ukrainians join in later, or shall we simply wait and have all three of us sign it at once?"

Since I have been authorized to sign the treaties, Hungary-Slovakia would be delighted to sign them now and have Ukraine sign them when they have the time to do so. We are nearly certain that they will be happy to sign the treaties as well, and expect them to sign within a day or two.

We will also get in touch with our economic advisors in the Slovakia and see what they are able to contribute to trade.

It appears Slovakia is much the same industry-wise, as we are in Hungary.

 

Though our economic advisors here in Hungary have just informed us that we also have the following avaialble for export:

 

 Mining ores, metallurgy, construction materials, processed foods, textiles, chemicals, and pharmaceuticals.

While I do not have a full list of our resources with me, I do know that Belarus does produce large quantities of lumber, agricultural and livestock products, as well as cheap, durable, and easy to maintain automobiles, aircraft, tractors etc. as well as machine parts."

Does that aircraft include military helicopters? We are quite keen on acquiring some of those soon.

 

Also, if you manufacture JLTVs, Armorer Personel Carriers, mechanized infantry, or tanks, we are quite keen on acquiring those soon as well.

 

OOC: We claimed it as a protectorate a week or so ago.  They're pretty much enforced ICly, and none are marked on the map.

"Currently, our main arms company, JSC Defense Systems, is able to build Mil Mi-24 Assault Helicopters, and T-90 tanks. While these are no doubt seen as old more advanced countries, they still pose a formidable force against most threats, when properly utilized.

Unfortunately, our main supplier, of JLTVs and APCs, the Minsk Automotive Company, is currently running at full capacity for a large army order, and will not be able to build any for export for some time."

In the meantime, I've been informed that a Ukrainian official should be here, on our invitation, within the day, to sign off on the three-way treaties.

 

"After reviewing the treaty, we would be happy to sign it. We've been quite respective of the Belarus Nation since day 1, and would love to put that relationship on more paper than just the Proclamation of Guarentee."
