The findings of the researchers looking into the possibility of developing a chemical weapons stockpile can be summarized as follows:

The Republic of Belarus is both sparsely populated and surrounded by its enemies. Our lack of population prevents us from maintaining a large standing army, and leaves us in a very vulnerable position. As such, a chemical weapons stockpile could go a long way towards ensuring our future security and sovereignty.

It is suggested that we begun work on a stockpile of weaponized Sarin. While Sarin is not the most dangerous chemical, it is still very deadly. It can also be easily produced, as we already have a large industry in manufacturing chemicals, and many of our existing factories could be converted to producing Sarin. Sarin does have a very short shelf life, usually a few months. However, this can be extended by adding certain stabilizers. In any case, production would be quick enough to keep up with degradation.

There are currently two proposed delivery systems. One is the BM-21 Grad, which is useful for short range, unguided attacks. For longer range strikes, we suggest the OTR-21 Tochka. We already have some of these launchers, but they are in short supply, and the specialized missiles to carry the weapons are also needed.

The usage of these weapons is more difficult. The political ramifications of an offensive chemical strike are massive and frightening. As such, the chemical weapons should only be used in a defensive war. Our small population allows us to use these weapons in the countryside without fear of killing our own civilians, and these weapons could be instrumental in stopping an invading force in its tracks.

For the storage of these weapons, we suggest that we convert our secret bomb-proof nuke-resistant bases for the storage of these weapons. Our enemies will no doubt attempt to incapacitate us by taking our weapons in the name of international peace, and we must do everything we can to stop them.

The government has given its permission to begin the manufacturing of chemical weapons. The type of weapon to built will be sarin, and it shall be produced in existing chemical factories that shall be converted for the cause. The military shall also begin construction on the proposed delivery systems.

Security at the Ukrainian border has been tightened, and the alert level at the military bases there has been heightened.

 

This exercise is over. Alert levels have been reduced to normal.

The government has ordered the military to move to DEFCON 3, and all reservists have been called in for emergency military training. Due to the collapse of the Baltic Union, border patrols with Muscovy and the former Union have been tripled. A total of 48 fighters are to remain in the air fully armed at all times, in order to ward off aerial threats.

 

DEFCON has been shifted to 4. Border patrols with Muscovy have been returned to normal levels. Fighter patrols remain at the same levels.

Due to the recent tensions between Alvonia and the CDT, the government has ordered that Alvonian tourists and other people coming from Alvonia or related to Alvonia be given tighter security checks at the airport, and be watched more closely by the KGB. Military alert levels would be risen, and the army and the airforce would be prepared to assist Belarus' allies, and the number of fighters patrolling the countries airspace would be doubled. Outwardly, everything would continue to appear to be normal, and the visitors wouldn't notice a thing, but within the dark halls of government, worries are growing, and tensions are high.

 

 

These emergency measures have ended.

After some thought, the government has given its permission to construct new facilities to produce chemical weapons. This is in addition to the converting of existing facilities to produce sarin. The new facilities will be carefully hidden, and even if they are found, they will appear to be perfectly normal chemical plants.

The President has approved another top secret research project, this time into drone warfare. As with all top secret projects, the project shall be known only to the President, the Minister of Defense, the Director of the KGB, and the researchers themselves.

Independence Day

 

The Independence celebrations kicked off with the Presidential Motorcade driving through Minsk amidst cheering crowds. President Lukachenko then gave a speech outlining Belarusian policies, and congratulating the nation on having virtually eliminated crime, poverty, and homelessness. After the speech, a massive military parade would be held in the city, with thousands of troops marching through the city streets. Overhead, squadrons of Mig-29m fighters flew in parade formations, followed by a number of assault helicopters. On the ground, tanks, APCs, IFVs, and artillery pieces moved through the cheering crowds. The parade would take up a good portion of the day, and would be followed by a fireworks show.

Belarusian Internal and External Policy

 

Every year, on Independence Day, the nation's internal and external policies are announced by the President in a public speech. This year, the President re-affirmed the nation's commitment to non-aggression and good-neighborliness towards the rest of Europe, as well as its commitments to defend its allies at all costs, and to remain an active member of the European Community. The President also promised to defend Belarus' sovereignty against those who would seek infringe upon it. In addition to this, the government announced its intent to keep Belarus' crime, poverty, and unemployment rates low, and will continue the programs that have come close to eliminating those three evils.

Sarin production facilities are up and running. Already, one ton of sarin has been produced, a number that is expected to increase rapidly in the future. A final target of 1,000 tons has been set. In addition to this, many tons of Agent Orange have been produced, and we have numerous launchers and delivery systems ready to be deployed. Chemical weapons will be stored in bomb-proof nuke-resistant bases in the countryside, many of which are underground.

Research has been completed on the possibility of using drones in the military. The government has ordered the construction of facilities to produce RQ-1 and MQ-1 Predators, which will be used to patrol our nation's borders.

The government has also approved another top-secret research project in to the possibilities of producing weaponized Anthrax. Like all other top-secret research projects, the nature of the project is only known to the Director of the KGB, the President, the Minister of Defense, and the researchers themselves.

Finally, the government has ordered the production of more tanks and fighters to bolster the military.

In total, the Belarus is able to field at least 460,350 men, Of those, 75,000 are regular soldiers. There are also 12,000 elite Spetsnaz  commandos. In addition to these, there are 30,000 KGB troops, which have no permanent base and can be deployed to anywhere in the country, and 127,000 men in the Belarusan Police Forces, which are considered a part of the military during times of crisis. The remainder of Belarus' forces are reservists who undergo military training periodically.

Belarusian WMD Storage and Production Facilities

 

Production and storage facilities are scattered throughout the countryside, and are heavily camouflaged. They are built out of Ultra-High Performance Quartz-infused concrete, which makes it difficult for even the most powerful explosives to get through. The locations of the facilities are highly classified. Storage facilities are located deep underground, within facilities that had originally been constructed by Belarus' first President, Lukashenko.

Belarusian chemical weapons delivery systems

Current delivery systems consists of OTR-21 Tochka missile launchers, which are used for long range precision strikes, and BM-21 Grad multiple rocket launcher, which, along with 2S19 Msta Self-Propelled Howitzers, which are meant for short range strikes. Specialized warheads and artillery shells have made for the above systems to carry sarin. Our Agent Orange stockpiles can be used to destroy enemy food sources, and can be sprayed from helicopters.

The Ministry of Defense has finally completed plans that would allow the Republic to call up 100,000 reservists in the space of 24 hours, in the case of an emergency. The plans are being distributed amongst those reservists who have volunteered to be a part of this specialized group.

Yet another parliamentary election season has kicked off, with the Nationalists attacking the ruling party over its failure to build weapons of mass destruction as well as its support of a bill that would cause religious institutions to be taxed like any other profit making group. Other points of contention include: The ruling party's endorsement of cloning experiments, as well as its passing of laws that ended civilian ownership of firearms. Current polls show that the ruling party has a strong lead, although it is unlikely that it succeed in gaining a complete victory as it has done in previous elections.

As the nationalists have failed to agree on a presidential candidate, President Lukachenko has won the presidency by default.

The Government has authorized the construction of new armor, artillery, and air units that shall be placed into the hands of a newly constructed unit, which can be deployed for offensive and defensive operations anywhere in Belarus or its neighbors. This force would form the core of the Belarusian army during an active war, and would not be tied down to any particular base, but will instead be stationed at areas of crisis. Due to the stresses of constant deployment, troops and equipment shall periodically rotated out of this unit.

The military is also creating a highly specialized force, whose job will be to deal with extreme situations in which regular units cannot be deployed, and in which not even the KGB can be used. This includes committing acts of assassination and terror in other nations. These troops will be drawn from the elite Spetsnaz force, and the unit will remain top secret, and shall receive orders directly from the president.

White phosphorous production has begun. Specialized artillery shells and grenades are being developed to carry the phosphorous. In other news, the Belarusian chemical stockpile now stands at 50 tons of sarin, and grows larger by the day.

As the parliamentary elections rage on, the President has also come under attack over his refusal to leave the European Community, as well as his inaction during the Ukraine crisis and the fall of Ubersteinia. The President has responded by arguing that EC membership opens up many economic opportunities to Belarus, and it comes at no cost to the nation. It has also been pointed out that attempts to intervene in the Baltic and in the Ukraine would have cost the lives of many Belarusians, and would have most likely failed. The nationalists are also criticizing the ruling party over its apathy concerning the situation in Greece, which had been a major Belarusian ally before its collapse. These moves show a political pivot by the nationalists towards foreign affairs, and indicate a nationalist recovery since its leadership was assassinated shortly after Belarus gained its Independence.

 

Polls continue to show high levels of support for the Stability party, and many now believe that it will manage to maintain its control over parliament, although the nationalists may be able to gain more seats at the state and city levels of government.

I have no doubt that you have seen the polls for the parliamentary election. So far the Stability party is guaranteed to win an overwhelming majority, and the nationalists will only get a handful of local positions, if they are lucky. I want you to make sure that they are very, very unlucky.
