Report from the Ministry of Defense to President Lukachenko on the dispositions of the Belarusian Military

 


 

We at the Ministry of Defense are pleased to report that the Belarusian military is now fully operational. While much of our military equipment is old, it is far from being outdated, and is still serviceable. We also have plenty of ammunition for our weapons. Furthermore, many of the members of the original Belarusian military have returned to their posts, giving us a core of veterans that we need to train newer recruits.

In total, the Belarus is able to field 460,350 men, Of those, 75,000 are regular soldiers. There are also 12,000 elite Spetsnaz  commandos. In addition to these, there are 30,000 KGB troops, which have no permanent base and can be deployed to anywhere in the country, and 127,000 men in the Belarusan Police Forces, which are considered a part of the military during times of crisis. The remainder of Belarus' forces are reservists who undergo military training periodically.

The Ministries of Agriculture, Economy, Energy, Finance, Forestry, Industry, and Natural Resources have announced today that they would creating a joint report on the Belarusian economy's current state. The Belarusian economy has been going reasonably well since independence, but there are still fears of another collapse like the one that caused the country to lose its independence before. The report is also expected to address energy concerns, as Belarusian generators are only just keeping up with the country's electricity usages, and fears of an oil shortage remain high. The report is expected to be released in about a week.

The radical nationalist terrorist Bel-A-Ryus has finally been tracked down by government forces. He is currently somewhere in a thickly wooded area of the Nikolai Snopkov forest, within an area estimated to be one square kilometer. In response to the current crisis in the North Caucasus, the Belarusian government has border patrols to be doubled near the Ukrainian-Muscovite-Belarusan border in case of a possible spillover in the region.

The Belarusian government has issued a travel warning for the following regions due to possible or ongoing military clashes:

Citizens would still be allowed to enter these areas, but it is highly discouraged.

 

In other news, the Belarusian government has applied for membership to the European Community. As there is no parliament currently (parliamentary elections are expected to take place in a few days), President Lukachenko was allowed to approve the sending of the it himself, rather than putting it through the parliament. The country now waits to see if the application would be approved by the current members of the European Community.

The final administrative divisions of Belarus have been announced by the government, just ahead of parliamentary elections. As can be seen, the government has kept its promise to keep the same divisions the country had during its last bout of independence.

There has been a rare wave of optimism in the the country, as the President announced that the country has been accepted into the European Community, a move that is seen as bringing the country into the modern era. However, the opposing Nacyjanalist party accused the government of selling out its people to foreigners.

Already, they have banned the private ownership of guns. Already, they have passed so-called "laws" preventing ordinary citizens from purchasing firearms? No more will law abiding citizens be able to carry machine guns protect their families from pickpockets. No more will we be able to treasure our personal rocket launchers as the antiques they are. Why do they do this? Why does it matter? I'll tell you why. They are selling us out. Yes! They have have already given us to this so-called European "Community." A community of puppet masters! They are selling us out to the Ukrainians, to the Baltics, to the Russians, to the big corporations, to the enemies of the people! We must take to our guns, my fellow citizens! At this point, a member of the television crew got bored and cut one of the wires. He was shortly detained, but was quickly released when the policemen turned on their radios and listened to the part of the speech that had been aired,. Those policemen were then detained for releasing the prisoner by their officers, who listened to the speech, and promptly promoted them for not detaining the man who had managed to keep the pristine Belarusian airwaves free of such garbage. The officers were then detained by the KGB, who listened to the speech, and released them. The KGB men were detained and released by their officers, wo=ho were then detained/released by the head of the KGB himself, who was then detained and released by the President, who also gave the crewman the Medal of Honer and promoted him to the head of The Committee to keep Belarus Safe From Crappy Stuff. The crewman promptly banned some book series called Twilight. Meanwhile, the rest of the crew got a look at the remainder of the speech, which eventually trailed away into such utter garbage about evil terrorists from Switzerland, that it was promptly burned and all evidence that it ever existed erased.
 
The elections went on normally.

As the parlaimentary elections rage on, many voters have found it odd that the president has not made any speeches, instead leaving regional representatives of his party do most of the campaigning. One of those who have taken his side is the head of the state owned central bank. We at Pravda bring you his speech live.




"Good evening my fellow citizens. Before I begin to bore you all to death with my speech, I would like to address one particular concern. Recently, there have been some complaints that the president has not made enough public appearances. I would simply like to say that I have met with the president, and I have found that he is up to his neck in work. He is having to rebuild this country from the ground up, without the assistance of a parlaiment.

Which brings us to my main point. The elections. Now, many of you no doubt expect me to tell you who to vote for. But that's not what I do. Instead, I am going to lay out the facts for you, and let the people decide.

Here is what the opposition offers you. They offer you war, death, and anarchy. They give you guns and tell you to kill our neighbors, neighbors who have shown nothing but kindness to us, when they could have destroyed us. True, the Russians killed mny of us many decades ago, but those were not the sme Russians, and that was not the same Russia. Those killings were done by people like the opposition party, people who lust for blood, and nothing else.

And then there is the president's party, the party that gave this country life. The party that offers you not war, but peace. Not death, but prosperity. They do not claim to be able to give utopia, but they are certainly trying damn hard.

So, my fellow countrymen, I ask you, what do you choose? Bloody dreams? Or beutiful reality.

Parliamentary Elections Complete


The Republic's first parliamentary elections have been completed, and the final results have just come in. The Stabiĺnasć won a stunning victory, winning every seat in parliament. This is seen as being at least partly due to the opposition party's extreme rhetoric and general idiocy. This recent victory has given the president complete power in the government, and the people are holding their breaths, and waiting to see where this goes.

Numerous government ministries have just completed their reports to the public, the most anticipated ones being those relating to the economy. We at Pravda bring you a section by section summary.

Law Enforcement: Crime rates have remained extremely low in the country, partly due to the fact that one percent of the population is in the police. However, this large force may become difficult to fund in the future, and the government may wish to overhaul the police force.

Natural Resources: Belarus currently has many resources that have either gone undiscovered or are not being exploited. Therefore, the Ministry of Resources requests the government's permission to begin a nationwide survey of all our natural resources.

KGB: While the KGB's troops are numerous, it is unable to efficiently deploy its forces, instead having to rely on the military. Therefore, the KGB would like to request at least some armored cars in order to effectively deploy in times of crisis.

Military: while the military has quickly become a viable fighting force, it still lacks the modern training that many of our neighbors have. Therefore, the Department of Defense would like to present a plan to rotate its troops through the training programs set up by the Ubersteinian peacekeepers more efficiently. In addition to this, all troops that already have undergone them training would be temporarily relegated to a training role, in order to teach other troops. Also... We need more missiles.

Economy: So far, the economy has been running quite well, with no debt and minimal inflation. However, if the government wishes to increase its growth, it may have to privatize some of the state owned industries. The Department of Economics is already drawing up a plan for possible future privatizations.

Energy: Thanks to the fact that many citizens have been unable to access gas using luxuries such as cars, our current oil production has been able to meet our needs. However, with the economy back on track, this could change quickly, as the demand for cars and other energy using devices goes up. While we do have our reserves, many of those were transferred over to the military. Here are our suggestions. Belarus has seventy has deposits, but only fifty of these are actually being used. As such, we should begin to mine the rest of them. In addition to this, Belarus has 8.8 billion tones worth of shale oil, of which 3.6 billion tones is currently recoverable. This needs to be looked into. Electricity needs are also only just being met, and more power stations need to be built. Other possible ways to solve this problem is to import hydrocarbons from our neighbors. Almost all of our neighbors and in the European Community, and all of them are on a friendly footing towards us. Either way, this problem has the capacity of destroy the country.

Welfare: While our welfare program is not massive, it is generally efficient. Even the poorest citizens are able to find jobs, eat, and have a roof over their heads. It's success is partly owed to the fact that we do not simply hand out cash on a platter, but have the recipients work for it, and prove that they are also trying to help themselves. The program remains both popular and sustainable, and it is obvious that the government should keep it.

Sanitation: The cities are generally kept clean, mainly due to the fact that unskilled job seekers are offered jobs as street sweepers and garbage men. It may not be glamorous, but it brings food to the table.

Education: The country's education system system far from the best, but it works. However, there have been some complaints that Physical Fitness classes are worthless, and the Ministry of Education suggests that it be removed.

Industry: Currently, our factories produce cheap, durable, and easy to maintain goods, which has proven to be profitable. However, we are generally limited to internal trade, because we have no external trade agreements. Something needs to be done here.

Foreign Affairs: None of our neighbors are trying to kill us...yet.

Taxes: As popular as can be expected.

Transportation: Roads are generally well maintained, enough said.

Budget:We'll balanced, unlike certain other countries that shall go unnamed.

The government is expected to make a response to these reports soon.

The government has just announced to the press that the KGB has captured the dangerous terrorist Bel-A-Ryus. No.further information concerning the capture was given,but the government has made it clear that he would be given a fair trial. Ryus is best known for his assassination of former president Lukashenko, as well as several presidential candidates. He is estimated to have killed at least thirty people, and is the only know terrorist operating in the country. His capture will allow us to sleep easier in our beds

The much anticipated trial of Bel-A-Ryus has begun. Unfortunately, the government announced that Ryus had requested that the trial be private, and as such, the government was legally obligated to give no specifics on the trial, and only the charges and the verdict would be released.

The government has announced a comprehensive plan to deal with future energy shortages. The plan:

1. Begin exploitation of all unused oil deposits.

2. Begin the construction of wind farms where they are viable. Belarus has massive tracts of open land, and finding spaces for wind farms would be simple.

3. Begin the construction of plants to convert biomass into fuels such as ethanol, butanol, and biodiesel. Much of the country is covered in forests, so there is plenty of biomass.

4. Begin the construction of plants to convert bio gases into usable energy. Belarus has a large agriculture and livestock sector, so there is plenty of biogas to convert.

5. Begin the construction of hydroelectric power plants along the Belarusian portions of the river Dnieper.

These projects are expected to be expensive, and will take years to complete. However, if Belarus ever wants to have some say about its energy supplies, it will have to work for it. Construction has already begun in many areas, and while the country will always need some oil, these projects will help reduce that amount to one that doe not leave the country completely defendant on its neighbors.

In response to the KGB's logistics problems, the government owned Minsk Automobile Plant announced that it was beginning construction on 2500 BMP-97 armored vehicles. Each vehicle would be armed with a Kord machine gun, and will be placed under a joint army-KGB logistics team. This is expected to be a long term project that could last years.

Due to complaints that physical education classes are a waste of time, public schools have been allowed to drop them from their required curriculum. Instead, there is now a mandatory 45 minutes long military training period for students who are in the tenth grade or up. Exceptions are made based on disabilities and other medical issues. The training is obviously less harsh than actual military training, and is mainly used to teach the basics of self-defense. The classes are being taught by military-appointed instructors, most of whom are former members of the army who meet the requirements. Opinion is split on this recent change, which is due to be implemented in the upcoming school year.

The government has begun to set up a cyberwarfare unit, called Unit No. 5. The Unit is top secret, and its existance is only know to the Minister of Defense, the head of the KGB, and the president. The unit falls under the jurisdiction of the Ministery of Defence.

The government has put in an order for 32 OTR-21 Tochka missile launchers. The launchers will be built by the state owned JSC Defense Systems, and will be completed in a couple of months.

The government also implemented a new training procedure, in which troops would be rotated through Potosk, where they would be given training in modern combat tactics by the peacekeepers there, on a three week basis. Those troops would then be relegated as trainers for three weeks to teach other troops, before returning to their normal duties.

The government has also begun the construction of a ground based radar system, which will be able to detect almost any aircraft or missile flying in Belarusian territory. In addition to this, research has also begun for ground-based missile facilities.

The Ministry of Resources has begun a full survey of the country. The survey is to explore the possibilities of new oil fields and other undiscovered resources. The surveys will be taking several months, and is the largest such operation in the history of Belarus.

Meanwhile, the Ryus trial has ended with a guilty verdict, and Ryus has been sentenced to life imprisonment. He will be temporarily held in Minsk Detention Facility No. 1., before being transferred to the Bereza Kartuska prison.

In other news, the Belarusian government has released a travel warning for British Colombia and the Yukon, due to the ongoing conflict there.

Lukachenko: You've no doubt heard the verdict.

Vakulchik: I knew the verdict before the judge did.

Lukachenko: I still find it wonderfully ironic. After all, Ryus did win the elections for us.

Vakulchik: The elections had already been won at that point. The only thing Ryus did was shrink the margin.

Lukachenko: Nevertheless, he did help us, and we did help him.

Vakulchik: We did nothing...literally. We may have known where he was going to strike, but that doesn't mean we helped him. We just didn't try to stop him. In any case, that man is too dangerous to be running around free. He has shown far too much inside knowledge of our security systems. There is no telling who he will tell.

Lukachenko: Do we have any idea who he is yet?

Vakulchik: No. We are not even sure he is a nationalist. I mean, most of the people he killed were from the nationalist party.

Lukachenko: The nationalist party is a pack of idiots, and no true nationalist would let them run the country.

Vakulchik: in any case, I will be visiting him in prison, to see if I can find out some more. It is possible that he was a member of the old regime.

Lukachenko: Very well then. I will see you at this afternoon's briefing.

In order to better the nations air defense, it has been decided to keep twelve fully armed Mikoyan MiG-29M fighters in the air at all times. There will be one fighter for every major city, and they will be able to defend against incoming fighters as well as missiles.

The Ministry of Industry has just completed its final review and overhaul of all state-owned industries. The following are the main companies owned by the state, and make up the bulk of the economy:

BelTel - Television manufacturer and Cable provider.
 
BelRadio - Radio manufacturer and provider.
 
Minsk Kristall - Distillery.
 
Minsk Motercycle - Motorcycle manufacturer, rental, and dealership. Separate from the Minsk Automobile Plant.
 
BelCafe - Restaurant chain.
 
Belarusian Garment Factory - Textiles and garment factory manufacturing.
 
BelHotel - Hotel chain.
 
BelAppliances - Household appliances manufacturing.
 
OfficeMax - Office appliances manufacturing.
 
National Department Store - Department Store chain.
 
Olivaria - Brewery.
 
BelarusBank - The central bank.
 
CredexBank - A commercial bank.
 
BeIAZ: Haulage and earth-moving equipment producer and rental.
 
Belarusian Railway: Railroad production, management, and maintenance.
 
Belkommunemash - Public bus and taxi company.
 
Belshina - Tyre works.
 
Byellorussian Metal and Plastic Works - Metal and plastic.
 
JSC Defense Systems - Military equipment manufacturer.
 
Genex - Aircraft manufacturer.
 
Minsk Tractor Works - Tractor Manufacturer and rental.
 
TransAVIAexport Airlines - Cargo airlines.
 
Pravda - News agency.
 
BelTransGas - Natural gas and oil.
 
Mozyr Oil Refinery - Oil refinery and transport.
 
Biogas - Bio-gas, biodiesel, and bio-fuel refinery and transport.
 
General Electric - Electricity provider.
 
Alias World Entertainment - Game developer.
 
Aven - Electronics producer.
 
Belarus High Technologies Park - Research and Development.
 
Intetics - Internet provider and computer manufacturer.
 
Beltelcom - Telecommunications network provider.
 
MTS - Mobile operator.
 
Velcom - Phone and communications equipment producer.
 
Belavia - State-owned airline.
 
Life:) Belarus - Online social networking, e-mail provider, and search engine.
 
National Mail Service - Mail delivery.
 
Belarusian Construction Works - Construction company.
 
Mechano - Mechanical parts manufacturing.
 
Everythingelse - Miscellaneous manufacturing and sales.
 
State-owned farms and food processors
 
While all of these companies are state-owned, government-employed businessmen handle day-to-day operations, and manage to keep things running smoothly. Plans are being developed for possible privatizations.

The Ministry of Resources has finally completed its survey. The following are the exploitable natural resources within Belarus.

Small deposits of:

Gas

Iron ore

Nonferrous metal ores

Dolomite

Potash

Rock salt

Phosphorites

Refractory clay

Molding sand

Sand

Various other building materials.

The above deposits are sufficient to meet domestic needs, but the surplus is too small for export.

There are also decent amounts of:

Industrial diamonds

Titanium

Copper ore

Lead

Mercury

Bauxite

Nickel

Vanadium

Amber

Peat deposits

Granite

Marl

Chalk

Gravel

Shale oil

There are also large amounts of:

Forests

Water resources consist of:

42 rivers and streams

11,000 lakes

Large amounts of swampy areas in the Polesie region


The government is expected to release a larges overview of the economy in a few days.
