Charter

 

The European Community

 

In the interests of a stable, prosperous continent, the undersigned sovereign nations agree to participate as members in the European Community, with all the benefits, privileges, requirements, and regulations outlined in this agreement.

 

General Membership

 

A. Admission

 

(1) Any nation may apply for general membership so long as the nation seeking admission holds sovereignty over lands considered part of the European continent, including offshore islands associated with Europe, or borders the Mediterranean Sea. 

 

(2) A vote will be held between all general members. Nations seeking admission must receive majority approval to be admitted to the European Community. Should a nation receive support from fewer than half of members, reasons for rejection will be communicated in private to that nation. All eligible nations are invited to apply, and re-apply if necessary.

 

B. Membership

 

All general members are required to maintain a diplomatic presence at the European Community chambers, headquartered in Brussels. Each member has one vote for decisions requiring a poll. 

 

C. Economic Pact

 

Members of the Community shall undertake appropriate steps, actions, and policies to encourage and facilitate increased trade with each other. Such steps, actions, and policies include, but are not limited to, the reduction or elimination, whenever applicable, of tariffs and other protective barriers, with exceptions for certain industries as determined by the signatories.

 

D. Non-Aggression Pact

 

Members of the Community shall not undertake any aggressive or otherwise hostile actions against each other in any form. Such actions is defined, but not limited to, illegal espionage and destabilizing actions. This clause shall not be construed as to restrict or otherwise prohibit healthy debate or productive disagreement. Nations agree to engage in dialogue with other member of the Community should a disagreement arise.

 

E. Optional Defense Pact

 

Members of the Community may come to the defense of signatories that are under threat from a foreign power. Signatories engaged in a defensive war, or where such a war is imminent, may request a vote be held among the general membership for assistance. Should such a vote receive majority approval, member nations of the European Community are encourage, although not required, to provide such assistance as is deemed necessary to protect the state in question.

 

F. Intelligence Agreement

 

Members of the Community agree to provide any intelligence or information that is deemed to threaten the security or sovereignty of a fellow member state. Such information can be privately communicated to the affected party or submitted to the European Community.

 

G. Extradition Agreement

 

Members of the Community may notify the European Community of individuals suspected of violating the law of that nation. After a formal request is made, member states that apprehend the individual, and have a reciprocal crime for what the individual has been charged with, shall extradite the individual to the affected nation. 

 

Security Membership

 

H. Security Admission

 

(1) Any nation may apply for security membership so long as the nation seeking admission is a general member within the European Community. 

 

(2) A vote will be held between all security members. Nations seeking admission must receive 4/5ths (80%) approval to be admitted as a security member. Should a nation receive support from fewer than half of security members, reasons for rejection will be communicated in private to that nation.

 

J. Security Membership

 

All security members are subject to the agreements and pacts outlined in General Membership.

 

K. European Mutual Defense Agreement

 

(1) Security members of the Community will come to the defense of security members that are under threat from a foreign power. Security member nations of the European Community are required to provide such assistance, including military, as is deemed necessary to protect the state in question.

 

 

(2) Security members of the Community may come to the defense of general members that are under threat from a foreign power. Signatories engaged in a defensive war, or where such a war is imminent, may request a vote be held among the security membership for assistance. Should such a vote receive majority approval, security member nations of the European Community are required to provide such assistance as is deemed necessary to protect the state in question.

 

Framework and Guidelines

 

L. This framework may be amended with a majority vote from general members. Articles H through K can only be amended with the majority approval from security members.

 

M. Any signatory may leave the European Community at any time. Nations wishing to do so must submit notice 72 hours in advance and communicate their reason for doing so in private. Leaving nations are not barred from reapplying in the future.

A message would be sent to the nations of Europe and the world notifying them of the establishment of the European Community, an organization designed to encourage European cooperation, good-will, and security. The headquarters building in Brussels would open its doors to delegations from all member nations as well as those seeking to petition membership. 

 

This is a pact for Europeans, conceived by Europeans. Our continent, one of the hardest hit from the Great Apocalypse, has the unprecedented opportunity to unite together for a more prosperous and peaceful region. We encourage all nations that meet the eligibity requirement of a European nation to apply for membership and take advantage of the economic, security, and intelligence provisions offered by this intracontinental agreement.

Premier Svetlana is interested in membership with The European Community as we scrap our plans for a similar bloc, titled EURO Shield. However, it appears that we do not have much if all of a diplomatic relationship with any of the members. Therefore the Ukraine would inquire if we may become a signatory of Article A, B, C and G in order to furnish a seed to begin diplomatic relations and shall we wish to, become a general member.

Hungary and Slovakia are quite intrigued by the formation of the European Community bloc.

We shall strongly consider joining this block and shall announce its decision within 3 days, though at the moment we are unofficially leaning towards requesting membership.

The Baltic Union votes yes on France's general membership, but feels it should wait [Until Real-Time Wednesday] for a vote on its security member status. Our reasoning is that a short period of seeing how they act in the organization as a general member might be needed. At the same time, France has shown itself to be willing to talk, such as during the German situation, and has not made any real aggressive moves within Europe. So we feel only a short time is needed before a vote on security membership.

After careful thought and consideration, the Hungarian-Slovakian government has reached a decision to request membership into the European Community..

We, too, are quite curious as to why an invite was not presented to our government on the formation of the European Community, but are willing to put these valid concerns aside.

The Northlands supports the general membership application for both France, Italy, and Hungary-Slovakia. 

 

We understand the concerns brought up by France and Hungary-Slovakia in regards to the establishment of the EC. We mean no ill will, rather history has presented a compelling argument that too many nations bog down and kill any attempt to outline a framework before it can get off the ground. A small group of already friendly nations were used to create this framework, however we are actively encouraging the participation and involvement of all nations now that general guidelines have been established. Please note that founding nations have no special status, and your nations will have the opportunity to present amendments and propose changes as general members if you so wish.

 

With the support of the Baltic Union, Alvonia, Babylon, and the Northlands, France is now a General Member of the European Community. France has been invited to staff the headquarters in Brussels with a French delegation.

We too feel that France should and will be a security member as part of this institution. There is a general sentiment hoping that France would find it agreeable to demonstrate their commitment as a general member for a short period of time before reaching security member status. This is partly to satisfy the criteria that security members be elevated from general membership, and also to remove any doubts about the commitment of France to European peace and stability. The Northlands, as a neighbor and treaty partner, commits to advocating for France's ascension to security membership in one month's time (OOC: Wednesday).

The Baltic Union approves of General Membership for the nations of Hungary-Slovakia and Italy. At this time, we have no opinion on Italy wishing to become a security member, but feel that as with France, a general amount of time should pass prior to elevation to Security member status.

 

We are however, pleased to see so many nations willing to commit to mutual defense. A cooperative future for Europe is within our grasp.

"The Ukraine would like to request the aid of The European Community to a current problem. It appears one of your security members has invaded some of our oil wells in the caucuses, and doubling their nation's size. We have offered to give up our military presence there in exchange for them protecting our oil wells that we rightfully owned and paid for.

It was then when Moscow said that we could only keep our things if we followed a set of rules in which the oil would only benefit the local populace. We in the Ukraine have an economy that has many things, but most resource rich regions provide those resources to all of the Ukraine and in exchange receive other resources.

It has come to our attention that Moscow is a member of a military pact with TEC. We have wished to handle this matter peacefully, however we will protect our sovereign rights shall they be infringed as any of you would as well. It has became Ukraine Public Opinion that the act of this massive expansion is seen as an imperialistic threat as they settle on our borders and are already taking our property to give to their citizens.

It is due to this that The Ukraine wishes to ask The European Community to aid us and mediate talks to prevent anything from going south."

The Baltic Union approves of Portugal's general membership. Their recent willingness to cooperate with the Northlands has shown the young state's peaceful intentions, and we see no reason to deny them membership.

 

Private to Security Members:

 

The situation regarding the oil wells near the Caspian seems to be a moot point. The territory is "white space," to quote our cartographers who keep track of national territories, and was never declared a protectorate. The Ukrainian urge to exploit the resources of the region while providing security only for "their" wells is piracy and exploitation at its worst. Combined with their desire to pick-and-choose what articles they wish to follow in their attempted application; we see no reason to consider their request.

 

The Baltic Union, however, offers to send observers to the region, though we are sure that our allies in Moscow are following all humanitarian ideals in their annexation of the region.

OOC: Well, I didn't find a post of yours claiming the oil wells in the Caucasus.

IC:

"The Ukraine's statement assume that their sovereignty transcends that of ours, and this is simply unacceptable. The oil wells are well within our territory in the North Caucasus, and thus subject to our laws and regulations, and we have told the Ukrainians this. The Ukraine have shown a willingness to disregard our sovereignty for the sake for a few oil wells, and this has troubling implications for this region of Europe. And their statements regarding the oil wells are very troubling and concerning; while the militia groups were terrorizing the Caucasus, the Ukrainians supposedly stood by and did nothing to help the local population, taking action only when it concerned their precious oil wells.

More importantly, we have received some interesting relevations: through our contact with the oil registration bureaus in the Caucasus, we have found no records of any Ukrainian nationals or organizations legally acquiring the right to oil wells in the North Caucasus, which indicates that their claims to sovereignty over such wells are bogus at the best, and nonexistent, if not insulting, at the worst. This means that while our peacekeepers were putting their lives on the line to make the population safe, the Ukrainians were apparently acquiring the oil wells through illegal means and stationed troops there without our knowledge. This is economic imperialism of the worst kind, compounded by their accusations toward us. Given the oil wells are within our sovereign territory, the Ukrainians are violating the sovereignty and territorial integrity of the Grand Duchy of Moscow, and they had the temerity to lie to us about this. This is simply unacceptable, and we will not stand for this.

We invite Ubersteinia, and the others, to send observers to the region. Our peacekeepers and officials have acted in accordance to humanitarian procedures throughout the region.

We support Portugal's bid for general membership.
