Comrades, friends, fellow citizens of the world of Bob;

 

I am before you today to announce the formation, or rather, reformation of the Socialist Peoples Alliance. Since 2009, this alliance has been defunct. But the former members have always wanted this Alliance back since that time. However, with all that has been going on it has waited, the plans remaining dorment, in our minds until now. Now with new and old members alike we have reformed the Socialist Peoples Alliance into something better, stronger, and more determined than ever. We look forward to working with our friends in other alliances in order to form our position on Bob into a strong one; and in order to ensure we become something greater than ever before. It is not everyday that one is given another chance at something great in a situation such as this and we are looking forward to making that chance worthwhile.

 

In addition, our team will be Maroon Team, which will be implimented shortly

 

Below I have included our Charter for the communities knoledge.

Charter of the Socialist Peoples Alliance

 

Preamble:

It has been decided by the Comrade Members of the alliance to reform the Socialist Peoples Alliance in the spirit of unity and freedom within the cyberverse. It is the decision of the unified Comrade Members that a revolution is needed within the world of Bob in order to ensure mutual stability, security, and cooperation in all matters.

 

Article 1: The Supreme Soviet

The Supreme Soviet is the legislative body of the Socialist Peoples Alliance. Each member of the General Assembly has one vote. All Comrade Members who respond to the latest activity check are allowed a single vote within the Supreme Soviet.

1.2: The Supreme Assembly has the power to create new legislation, modify past legislation, and propose amendments to the Charter. The Supreme Soviet operates under the guiding principle of democratic centralism. Any legislation passed by the Supreme Soviet must be obeyed by all within the Alliance, whether they voted for the legislation or not. Appeals of legislation may be brought to the Supreme Soviet every two months.

1.3: To become law, legislative proposals must receive the support of a simply majority. Constitutional amendments must receive a super majority of the votes.

1.4: All votes will be public and in the same topic. There will be no duplicate topics. Votes will be done by actual post by the individual and counted by the Party Chairman. Any tie votes will be resolved with a vote from the Party Chairman. Voting is brought to the table by the Party Chairman or Party Secretary

 

Article 2: Council of Peoples Commissars

The Council of Peoples Commissars is the council made up of the Commissars in charge of specific aspect of the Alliance and serves within the Politburo of the Socialist Peoples Alliance. All Peoples Commissars are assigned by the Party Chairman and granted approval through a majority vote within the Supreme Soviet every six months.

 

Peoples Commissar of Foreign Affairs:

The Peoples Commissar of Foreign Affairs is responsible for everyday actions of the Commissariat of Foreign Affairs. He is responsible for the negotiation of treaties before being brought before the Supreme Soviet for approval. He is also responsible for all dealing, initial crisis management, and the like with Foreign Affairs.

 

Peoples Commissar of Internal Affairs:

The Peoples Commissar of Foreign Affairs is responsible for the everyday running of the alliance. This includes, but is not limited to; community building, activity management, internal security and recruitment of new members.

 

Marshall of the Crimson Army

The Marshal of the Crimson Army is a military official, and is the only member of the Council of Peoples Commissars who holds a military rank in addition to the position as Commissar. His responsibility is to ensure the military is well organized, well trained, and able to respond to any threat to the alliance: internal or external.

 

Peoples Commissar of State Security:

The Commissar of State Security is responsible for all external operations regarding the State Security of the Socialist Peoples Alliance, and is responsible for organizing and conducting operations to identify foreign threats to the alliance, and maintaining the security of the alliance through deterrence and knowledge

 

Article 3: Directorates

Directorates are sub-Commissariats within the larger Peoples Commissariats. They are responsible for specific jobs such as recruitment, creating an alliance newspaper, and the like. They directly report to their Peoples Commissar and conduct work in their assigned areas. Their position is known as “Director”. If there is no Director for a Directorate, then the Peoples Commissar may assign one or do the job himself.

 

Director of Membership:

This Comrade is responsible for organizing the recruitment campaigns for the Socialist Peoples Alliance and is expected to come up with recruitment messages, train recruiters, and actively recruit on a daily basis.

 

Director of Information:

This Comrade is responsible for publishing weekly newsletters for the Alliance to provide information to the Comrade Membership on what has been going on internally, militarily, and in the foreign field.

 

Director of Trade:

This Comrade is responsible for the creation and maintenance of trade circles for our Comrade Members both within the Socialist Peoples Alliance and in cooperation with foreign alliances and nations.

 

Director of Export and Import:

This Comrade is responsible for the creation, maintenance, and monitoring of all tech deals regarding the Socialist Peoples Alliance: both internal and external.

 

 

Article 4: Alliance Security

There are three organs of alliance security within the Socialist Peoples Alliance: these are the Commissariat of Internal Affairs, Commissariat of War, and the Main Directorate of State Security. The Socialist Peoples Alliance is not an aggressive alliance and will not conduct an aggressive war against any alliance without a super majority vote within the Supreme Soviet. The Party Chairman and Party Secretary have the authority to authorize declarations of war in defensive conflicts.

 

The Security Council of the Socialist Peoples Alliance will consist of the heads of these three Commissariats and directorates as well as the Party Chairman and Party Secretary.

 

 

Article 4: Party Leadership

The executive leadership of the Socialist Peoples Alliance is the Party Chairman and Party Secretary. These are positions held by the two founders of the alliance and our life-long roles unless one chooses to step down. If one steps down the other will be able to assign a new Party Chairman or Party Secretary. The Party Chairman and the Party Secretary form the backbone of the Party; and must serve in the interest of the Comrade Members at all times.

 

Party Chairman:

The Party Chairman of the Socialist Peoples Alliance is responsible to serve as a facilitator and leader of the Council of Commissars and of the alliance, and to serve as the Secretary of the Supreme Soviet in the absence of the Party Secretary. In order to ensure that the Party Chairman has the capability to check and balance the Supreme Soviet, he may veto any decisions which are deemed detrimental to the furthering of the Alliance. In addition, both the Party Chairman and Party Secretary may remove Commissars when both agree on said course of action.

 

Party Secretary:

The Party Secretary of the Socialist Peoples Alliance is responsible to serve as the Secretary of the Supreme Soviet, bring motions and votes to the floor of the Supreme Soviet, and oversee the ever day operations of the Supreme Soviet including when to vote on issues, which issues need priority voting, and counting the votes. n addition, both the Party Chairman and Party Secretary may remove Commissars when both agree on said course of action.

 

Article 5: Politburo

The Politburo of the Socialist Peoples Army is the executive decision body of the Alliance and is made up of the Party Chairman, Party Secretary, and the Council of Peoples Commissars. It is responsible for decisions that do not need votes within the Supreme Soviet.

 

Article 6: Regarding War

The Socialist Peoples Alliance is, above all other things, a defensive alliance. It will not conduct raids of other nations, conduct aggressive wars, or the like. However the defense of the State (Alliance) and defense of our Comrade Members is of utmost importance and any attack against any of our members will be considered an attack against the Alliance as a whole.

 

6.1: All official declarations of war must go through a vote within the Supreme Soviet to be approved. The approval vote must be a super majority.

 

6.2: If an alliance declares war on the Socialist Peoples Alliance, a return DoW will be automatically approved and emergency powers will be given to the Marshall of the Crimson Army. 

 

Article 7: Membership

All members are required to submit an application and be approved before full membership will be granted. As soon as membership is granted, said individual is under the protection of the Crimson Army and our diplomatic corps. Any resignations must be handed through contact with the Party Chairman or Party Secretary.

Should SPA ever need help, RIOT will be there for it. No Questions asked.
 
Ending of the Riots
 
This OPP shall be reviewed every thirty days, up until SPA finds a true protector to enter into a protectorate with. As soon as SPA enters into a protectorate agreement, this OPP turns into an ODP.

I hope you receive the same measure of loyalty from your members in building "something better, stronger and greater than ever before" that you gave to your former alliance.  After all, "It is not everyday that one is given a chance at something great in a situation such as this".

This looks very much pre-planned but there is no excuse for executing it smack bang in the middle of open war. Are you guys just afraid of a hard fight or did you have issues with Vosegus? I think it's both.

So you not only abandoned your alliance midwar but you then signed a protectorate with an alliance  that is actively at war with your abandoned aa.

 

This is going to be one classy alliance.

When a newly formed alliance such as Guinness drags it's members into a offensive war they don't want. What do you really expect?

I came here planning on giving well wishes and all the appropiate courtesies but then I noticed all the small details behind this reformation.

 

Meh, I guess I don't care enough, good luck anyways, at least better luck than your predecessors.

Problem is...those deserters wanted the war,then bailed...while everyone else,including me...didnt want the war. The deserters wanted retribution of attacks on THEM!!

War looked back on his desk at the voice recorder he had running in his office when we was met by foreign ambassadors. Without thinking he takes it and clicks the play button, "No one wants to protect deserters, but its whatever, good luck war. You're going to need it.." the recording ends with the slamming of a door. War sighs and sits low in his chair. This damned headache, just wont go away.

It is the sign of a very poor leader to have such a bad grasp of his member-base. Next time when discussing a declaration of war, understand the severity and look at the potential consequences of a declaration. Politics are pretty straightforward around these parts.

 

Or did you believe because their protector, RIOT, was small you could get away with it? If you believe in might makes right you should work on your greater web connections.

That's all very well having a good grip on membership, but last time I checked Guinness was a democracy. Now $&#&$@₩ correct me if I am wrong but doesn't the majority always win in a democracy.
