Diplomatic Note from Sverige

 

The Kingdom of Sverige cordially invites the Northlands to come to our Kingdom to exchange words of diplomacy and so our two nations may get to know one another.

The Northlands had been hoping to begin relations with their neighbor to the north. For such a large and close nation, not as much was known about Sverige as might be hoped, other than their predilection for Nordic unity and close relationship with France. With it's position in the center of some of the more powerful European states, it was a priority to promote and propagate working relationships with these countries. 

 

For these reasons, and the simple courtesy of getting to know a neighbor, a response would be swiftly sent from the Office of Foreign Affairs affirming that a delegation would be sent to the Kingdom of Sverige. The ambassador to Sverige, Sir Hans Majerus would be given his first major task and would lead the group being sent to Sweden. After confirmation that the various diplomatic paperwork had been processed, Majerus would fly to meet the neighbors to the north.

The Sverige Foreign Ministry would send a limo with an armed escort to transport the ambassador to the Foreign Ministry Office. Great care was given to provide the Ambassador and his staff with comfort during his trip over from the airport to the Foreign Ministry Office. On the trip over they were told where they had quarters given to them should they wish to spend time within Sverige, and that they would be set up with the diplomat named Albrekt Bard.

 

Upon arriving at the Foreign Ministry, they would be escorted to a private conference room where Albrekt was sitting there over looking some paperwork and caught up in reading the paper work and failed to notice that there were people entering the room he was in.

The ambassador and delegation would appreciate the ride through the city and noted the locations pointed out to them, keen to stay for a few days in Sverige to gain a better understanding and appreciation for the country they would now be in direct contact with. 

 

Sir Majerus thanks the escort and strode into the room towards the man that appeared to be scrunched over his work. He walked with a slightly louder volume as he made contact with the floor by his shoes with each step. He would offer his hand in greeting while introducing himself. "Mr. Albrekt I presume? It's a pleasure to make your acquaintance. I come on behalf of the Northlands to officially inaugurate relations between our neighboring states."

He would jump up in surprise since he had been preoccupied with his paper work. He smiled sheepishly and shook the hand of the man standing before him. "You caught me by surprise there, I have been trying to get all of this paper work done, and must have lost track of time. Yes, I am Albrekt Bard, diplomat assigned to conduct talks with your people. I am afraid however I haven't been informed of your name or your position within your government."

The Northlands diplomat paused for a minute, mentally checking that the Office of Foreign Affairs had applied for the proper paperwork to obtain his diplomatic visa. He maintained his positive demeanor as he replied to the man.

 

"Please forgive me, I am Hans Majerus, ambassador to Sverige on behalf of King William IV and the Northlands. I apologize for not meeting with you sooner, given how close our two nations are. I hope that with this meeting we can finally begin bilateral relations between our nations and set the foundation for a relationship between two neighboring European states."

"Ah, yes, the name sounds vaguely familiar, you will have to forgive me, I tend to forget things when I get caught up in my work. This is my last task as a Diplomat for the Kingdom of Sverige, after which I am going to be moving to a different department within the Government, so you will have to forgive me since I am doing two jobs currently. However I am glad that our two nations could finally meet. So how can I, and the Kingdom of Sverige be of service to a fine gentleman like yourself, and a fine nation that the Northland represents." He took his reading glasses off and laid them down on the table in front of him while motioning for Hans Majerus to take a seat at the table with him.

Majerus took a seat as he listened to the man speak before responding. "I appreciate the hospitality afforded to us by Sverige so far. We'd like to begin relations and open discussion on possible trade and security arrangements between our nations. Sverige is one of our larger neighbors in terms of size and economic output, and the Northlands is conveniently located as a middle point between Sverige and other European nations including France. An agreement promoting trade between our nations would open up new markets and increase the efficiency of the flow of goods throughout northern and western Europe. 

 

The Northlands maintains excellent relations with manyl European nations particularly in the realm of security, and we would be interested in pursuing a non-aggression pact with Sverige. You are welcome to inquire as to our foreign policy direction, but we are supportive of our friends, allies, and neighbors and believe that peaceful interactions in the region benefits all."

"I think we would agree that it would be in the best interest to pursue an agreement of non-aggression, trade, as well as an optional defense treaty so that both of our nations would have the right to defend the other should the other be engaged in war. We strive to be a peaceful nation, and have no intentions of starting an offensive war, unless we are forced to do so in the defense of another nation, or our people being held by a foreign power. What are the plans for your nation in regards to relations with other fellow European nations? Any specifics nations that you have plans to foster further relations with?"

"We are amenable to an agreement outlining trade and optional defense cooperation. In terms of Europe, we've made an effort to reach out to the majority of nations to at least promote nominal if not friendly relations. Based on our location and current military power compared to others we are in no position to take be aggressive warmongers and have no desire to do so. We've recently signed a comprehensive mutual defense and cooperation agreement with Portugal and have good relations with the other nations close to us. We're currently hoping to start relations with Iceland, having already worked with them on matters relating to the Faroe Islands, as well as Brandenburg, a state which seems to be somewhat quieter on the world stage. What other nations are you currently planning to foster future relations with?"

"Well with our current ability to be self sustainable, we aren't looking to vastly open relations with a lot of nations. We recently signed a Non Aggression Pact, with an Optional Defense clause with Muscovy, and we have a binding military treaty with France via our King marrying one of the Princesses from that nation, and we are interested in trade, commerce, and optional defense with your nation as well, other wise we wouldn't have accepted to allow you into our nation. Our reasons for seclusion is largely in part due to our war with Novgorod, and the fact that the Baltic States chose to intervene, where they had no right to, we are not trust worthy of a lot of the European Nations, and we feel that they largely might be the reason we could go back to the way things were during the last major war. I am however interested in Brandenburg, but we have largely been out of touch with most of the foreign policies going on at this moment so we aren't too sure what kind of nation they are as of yet."

"I can understand your hesitation to getting involved in Europe with respect to your recent history. While the collapse of the Baltic Union can hardly be considered a blessing, perhaps their fall can pave the way for future relations between Sverige and greater Europe in the future."

 

Majerus decided to update the man to some of the current events in the world, unsure how much he had seen or heard. "Your policy of seclusion has seemed to serve you well against the tensions and problems that constantly plague Europe. There is trouble brewing in the Italian peninsula after the collapse of Italy between the fragmented successor states and other actors in the region. 

 

I'm afraid to report that a closer, more relevant issue has sprung up in Brandenburg. The government is currently active but seems to have some trouble communicating, and Alvonia has invaded for what we consider grossly outrageous accusations. Alvonia has been hellbent on fighting what it deems "ultranationalists," however we have chosen to support our Brandenburg neighbors and have found no evidence to support any claims of extremists in the government. We do not go to war easily but cannot stand idly while Brandenburg is subjugated by an openly hostile, provocative state.

 

With these incidents and a general alignment of our foreign policy goals, I think it even more imperative for the Northlands and Sverige to develop a cooperative relationship. As friendly states we can and will maintain the peace in northern Europe."

"Well we did supply the state of Brandenburg with small arms, so we have a vested interest in their well being, so if push comes to shove and war breaks out, I can assure you that the Kingdom of Sverige will answer a call to arms to protect our own interests in that region, however the issues with Italy seem to be more an Italian problem than ours or your problem. We are both a people who came from the old tribes that came into our respective areas, the ancestors of the Germans, Dutch, Belgian, and Nordic people. If you wish us to return to the European Stage, we will do so, but I must ask you who should we talk to besides your nation, and our French Allies? Should we host a conference in Copenhagen? Form a defensive bloc? I would like to hear your opinion on these matters." He smiled at Majerus awaiting his reply.

"We are appreciative of your efforts and support in Brandenburg and consider ourselves fortunate to have Sverige as a partner in security in the region. The joint efforts by our nations underline how peace can be achieved through our cooperation, and our mutual tie to France only reinforces that."

 

Majerus addressed the latter half of the man's statement. "Unfortunately it seems Europe just doesn't learn. We have reports of nuclear attacks in Hungary and Prussia by Milan. While both Alvonia and Milan have maintained an aggressive and destabilizing posture, now the eastern European states have adopted a similar warmongering stance. The failure of the European Community has made us somewhat pessimistic for a multilateral approach to European security and now Europe has splintered into these warring factions. We have a strong relationship with France as well as Carthage, but the reality of Europe is one of rising and collapsing states and cliques. Mature, honorable, and peaceful allies seem harder to come by these days.

 

We are currently pursuing dialogue with Iceland as well as the United Kingdom. While a defensive bloc would be welcome in the region, such talks may be premature until we better know the new nations that have taken root in Europe."

"Well, we have concern that with the current conflict starting to erupt in Europe, that it may eventually draw in more parties, and may force nations such as ourselves into the conflict." He looked at his laptop reading a quick email before replying. "Though I must say, because we both seem to be of the same frame of mind, and as you said with the older nations crumbling, and new upstart regimes looking to make a name for themselves are popping up in their place, I feel confident to say that we should probably look for a more solid treaty between our two nations, one that we can both hold towards others to say that if they wish to infringe on one, the other will get involved. We also think that a joint administration of the Kiel canal between our two nations is the best route to go. That way we can prevent warring Eastern European Nations from receiving crucial trade should they feel the need to start wars with others."

"The Northlands would be willing to sign a mutual defense agreement with Sverige. A strong alliance will prove a powerful deterrent to those that seek to cause harm as well as display the strength and peace that comes from cooperation instead of violence. Our aligned goals will serve us well in this endeavor.

 

In seeking to further our cooperation, we will agree to joint administration of the Kiel canal. The Kiel Canal Zone can have jurisdiction over the canal and two kilometers on each side of the canal, except in urban areas, with security provided by both nations. As with our Gibraltar territory, the flow of trade in a secure matter is of utmost importance."

"Besides free trade, and a mutual defense treaty, as well as the joint administration of the Kiel Canal, are there any other things you wish for the treaty to dictate? We have open ears for other ideas and are looking forward to a signed relationship with your nation so we are all ears for anything you wish to bring to the table at this point." He smiled as he leaned back in his chair.

"We'd of course be amenable to a standard intelligence sharing agreement. Additionally, I believe it would benefit our nations to include a cultural exchange clause where our nations agree to promote interaction between our people. Actions as simple as favorable visa requirements between our states and student study abroad programs allow for a greater understanding of each other's culture and way of life.

 

Beyond that, I think we've covered a lot of ground with our meeting, and I'm confident this is the start of a relationship that will be the envy of others. Should any other matters arise, you should feel free to contact me at any time. This could include anything from revisiting a regional defensive bloc dea when we've both had the opportunity to interact more with neighbors or if there's urgent or mundane matters that need to be discussed."

Smiling he thought to himself for a few seconds as he took it all in, he leaned forward before speaking. "I think we can find that a shared intelligence, and the visa requirement program you suggested one that we can agree to, however the study abroad program I would like to expand upon. Since our state provides all costs for education for our youth as part of their service in some form of civic duty that they provide in return, weather it be military service, or community service in shape of volunteering at hospitals or building projects of the non-profit nature, we would be willing to extend that service to youth of your nation that would seek an education, as well as help subsidize institutions within your own state to help promote education and the advancement of our respective cultures, which share a common ancestry."

"Excellent. We are looking to institute a similar policy of a civil service requirement including works projects for our own citizens, especially young adults and would look towards your nation for guidance on this issue. I believe we would accept such an offer of assistance from your state, and are eager to reciprocate and promote advancement of our cultures as well. 

 

it seems like much has been discussed and agreed upon. Is there a treaty of this draft to be looked over? I have the authority to sign temporarily on behalf of the King and state, with his signature officially ratifying the treaty into law."

"Ah yes, a draft, let me make some amendments to the first optional draft that I was given to propose to you." He would pull over his laptop and begin typing on it, he would do so for a little while, making changes, and editing the format, before printing out a rough draft and sliding it over to Majerus.

 

Northlands-Sverige Treaty

 

Article 1

Non-Aggression

Both Signatories agree to not attack each other with this binding treaty, regardless if another treaty brings them on opposite sides of war.

 

Article 2

Mutual Defense

Both Signatories agree to defend the other should they come under attack from a foreign power. This clause becomes optional should either signatory come under attack from activating a treaty with a third party, that dragged them into an already existing war.

 

Article 3

Optional Aggression

Both Signatories have the option to join in with the other party should that party decide to go on the offensive in a war.

 

Article 4

Trade and Commerce

Both Signatories agree to remove trade tariffs on goods exchanged between both cultures, and encourage businesses to cross each others borders to promote cultural unity.

 

Article 5

Open Border

Both Signatories agree that citizens from either nation shall have the right to get travel visa's with no restrictions towards them. This will allow for a cultural exchange as well as promote unity between both nations citizens and government.

 

Article 6

Kiel Canal

Both Signatories agree for joint administration of the Kiel Canal Zone. This will allow for the Canal to remain open and prevent foreign powers from seizing it to push their own agenda. It will also allow both signatories to close the Canal to any nation they see fit, as well as seize ships and inspect cargo on any suspicious ships.

 

Article 7

Education

Both Signatories see the importance of Education as the core for strength of its citizens, and both Signatories will agree to promote, fund, and support child, adolescent, and young adults in receiving the proper education, and have all the tools necessary to receive the education of  their choice.

 

"Now keep in mind this is a rough draft, if you see anything that needs to be added, or changed feel free to bring it up so we may get a finalized version up and running, and I do have authority to sign this on behalf of my King."

"Simple and to the point, I like that," Majerus would chuckle as he scanned the document. "This seems to comprehensively cover what we've been discussing and I feel comfortable signing this on behalf of the Northlands."

 

Hans would sign his name on the treaty and get up to shake the hand of Bard. "It's been a pleasure. With the signing of this treaty the gears will be set in motion to open the border and begin the joint administration of the Kiel Canal, amongst the other conditions. This is a good day for Europe!"

"It is indeed a great day, and shows the world that pen is mightier than the sword." He would sign his name below Hans, giving Hans the honor of holding the top signature spot before shaking his hand.He smiled brightly at Majerus. "I know myself and my nation look forward to working closely with yours in these upcoming days."
