To end the State of War between The Plains Federation and Hawaii.

 

IN THE HOUSE OF REPRESENTATIVES OF THE PLAINS FEDERATION.


Representative Coin would propose the declaration of peace which the Speaker would send to the committees for Military Action and Foreign Relations.
  

 

 

DECLARATION OF PEACE

 

To declare a State of Peace between The Plains Federation and Hawaii.

 

SECTION 1. SHORT TITLE.

 

This Resolution may be sighted as "Declaration of Peace with Hawaii Act".

 

SECTION 2 DEFINITIONS.

 

A. This Declaration of Peace is activating PART E of SECTION 2 of the "Declaration of War on Hawaii Act". 

B. Of the remaining 10,000 soldiers, airmen, and seamen in the Hawaiian islands, 8,000 will return to the Plains Federation while 2,000 will remain deployed to man a new military facility on Ni'lhau island.

C. Part B shall take place following the completion of the military facility on Ni'lhau or earlier at the discretion of Admiral Edward Teach.

D. The Army Corps of Engineers will travel to Ni'lhau and continue construction on  Ni'lhau to build naval, air force, and ground force facilities including defenses for the base itself.

E. Any foreign military attempting to invade, molest, or antagonize Tikal's holdings in the Hawaiian islands will be taken as an attempt to invade, molest, or antagonize the Plains Federation.

 

29 of the 36 Texas Representatives would vote in favor of the bill. Six would the remaining seven would abstain, and one would vote no.

To embargo the Nation of Hungary.

IN THE SENATE OF THE PLAINS FEDERATION.

 

Senator Morgan would rush the bill into the foreign relations committee in order to get it in for a vote. 

 

A BILL

 

 

To embargo the Nation of Hungry who imposed an aggressive "trade ban" on the Principality of Tikal.

SECTION 1. SHORT TITLE.

This Resolution may be sighted as "Embargo Hungry Act of 2014". [OOC: or the "Make Hungary Hungry Act of 2014"]

SECTION 2 DEFINITIONS.

A. All civilian and government trade and transactions with the nation of Hungary are to end immediately. 

B. It is unlawful to import goods produced in Hungary.

C. It is unlawful to export goods to Hungary.

D. All Hungarian ships found in the Gulf of Mexico will be commandeered and sold; the funds shall go to Tikal to replenish the Hawaiian islands. 

E. Hungarian citizens shall no longer be permitted to enter the Plains Federation, and Federation citizens may no longer travel to or visit Hungary.

F. This bill will take effect immediately upon a signature from the President.

 

Senators Morgan, Sherman, and Stirling would vote yes.

The Peace treaty would be voted in and signed into law more or less instantaneously, what with the utter lack of a Hawaii to fight against.

 

The Embargo, on the other hand, would be opposed by the Senators from Oklahoma, Kansas, and Missouri until a fact-finding committee could ascertain the need for an embargo.

After close consideration, the Senators originally in favor of the Embargo Hungary Act of 2014 would vote against the bill because current events changed. It would be the first proposed piece of legislation to fail in the Congress.

 

​However, House Bill 2 would easily become law.

The House representatives from Texas would celebrate by renting out the nicest steakhouse in Oklahoma City for the night and eating like Kings. The event was kept secret because the Democrats and Republicans were getting along and that of course could not be seen by the public.

President Reese walked into the Hall of Congress for the first time in months, stepping up to the raised podium in the center of the room where the Vice President normally presided over the senate. The gathered Senators, pulled together for the emergency session, waited patiently.

 

Gripping the sides of the podium firmly, John looked at the assembled faces. "I hereby call this emergency session of the Senate to discuss the Kansan Crisis. Who will take the floor first?"

All of the doors had been locked, the chamber swept for bugs, and all cell-phones turned in before the closed Joint-session of congress.

 

Senator Morgan, chair of the Join Committee on the Conduct of War, would ask recognition from President Reese to address him and the congress. "Mister President, Madam Vice President, fellow members of congress, the Joint Committee on the Conduct of War - which consists of myself, a few members of the Senate, and about a dozen representatives from the House - have worked hand in hand with the Senate Select Committee on Intelligence these past few hours via telephone and video conference before meeting here in Oklahoma City. After hearing several reports from the Kansas National Guard, State Government, the Texas National Guard, and the Texas Rangers I can now confirm that the forces currently attacking our Federation are of a nationalistic, fringe group who have acquired weapons, ammunition, and vehicles. 

 

"These men are not simply guerrillas or rebels, most of them seem to be highly trained. The Kansas National Guard shot down several F-16s, F-15s, a few F-22s, and at least five strategic bombers heading towards Federation military installations and population centers. They have highly trained pilots, paratroopers, and special forces who all seem to be ex-military. Their goals, from what we gather, are to obtain entirely or partially the State of Kansas and possibly the State of Colorado to be under some type of militaristic government. Personally, I believe we are dealing more with a Mongolian horde here than an actually military under a legitimate government. 

 

"Before we get into what actions the Joint Committee on the Conduct of War suggests we take, I would first like to make a quick recap of events. On Friday, June 27 at approximately 5:10 in the morning the Kansas Air National Guard scrambled two jets to intercept a bogie heading towards closed Federation air space from Nebraska. The bogie turned out to be two F-22s who were scouts for an armada of fighter aircraft escorting dozens of bombers and troop transports. The Kansas Air National Guard was not able to see the incoming armada of aircraft because we believe either their radar or aerial tracking equipment was either scrambled or hacked. Once logging onto the Federation Air Force's radar nodes, only then could they see what was coming at them. President Reeses was contacted immediately. Colonel Sanders, Commander of the Kansas Air National Guard, put out a call for Brigadier General Simpson who lead the push against the rebels that attacked Wichita a few months ago. 

 

"A distress call was made to the Federation military and other State National Guards who could help immediately in defense of Kansas. The Texas Air National Guard deployed its entire 4th Air Wing to Kansas to assist in stopping the progression of any foreign military aircraft along with 18th Corps of The Texas National Guard consisting of 20,000 soldiers. The Texas Rangers passed onto Texas Governor Anthony Sparks that there were unconfirmed reports of paratroopers in the Oklahoma panhandle and south Kansas border near the panhandle which prompted the immediate response. So far, from what we can gather, these reports were false. But we certainly are not out of the woods yet. 

 

"As of now, roughly everything above I-70 is not under our military control in the State of Kansas. In Colorado, we do not have control of anything north of Highway 34 or East of Highway 71. The good news is that they control no major population centers outside of a few towns, the bad news is that over 400 people were killed in Denver after a strategic bomber made it through our air defense and into the city. It was shot down before it made it to downtown, but eight of the twelve runways at the Denver International Airport have been severely damaged which will make relief and military options in the area a bit more difficult. 

 

"Now, everyone is caught up and has been briefed. This is what the committee, who has also spoken with the Army, Air Force, and Kansas National Guard, believes we need to do in order to resolve this situation. Kansas Intelligence believes the foreign troops in their State number between 15,000 to 25,000. There is such a big discrepancy because they still have forces moving in. But there is something that we know, which they think we do not. They have three main Forward Operating Bases which they tried to camouflage but our three remaining spy satellites, the other two which have been shot down, were able to find them out of the fog of war. 

 

"One is north of Salina at the end of I-35 where it turns into highway 81. The other is just outside of Leavenworth which is not far from Kansas City. The third one is in Colorado, just south of the Prewitt Reservoir. We have sustained losses on the ground in the air, but we seem to be far superior in the air as it stands now. Currently, there are no advancements being made but it is only a matter of time before they push forward. We advise, Mister President, a plan thought up by a pilot in the in the Louisiana Air National Guard. The Texas and Louisiana Air National Guards have, together, six B-52 Stratofortresses. The plan is pull the same trick they did on us - scramble their radar so they don't see us coming and bomb them to hell early in the morning. This would require leadership from the Air Force to guide those bombers at all costs to drop their full payloads on the enemy and hopefully annihilate a large portion of their ground forces. After that, we can push forward and reclaim what has been taken from us. 

 

"Also, Mister President, and my fellow congressmen. This act of war can not go unpunished. I believe we need to launch a full scale invasion of the regions of Nebraska, South Dakota, North Dakota, Iowa, Wisconsin, and Minnesota. From there, we can systematically dismantle and destroy this organization and establish a protectorate over this region with cooperation from Cascadia and possibly the new state of Free America. We believe Brigadier General Simpson should lead our ground forces.

 

"I also advise, Mister President, that Vice President Kennedy or the Secretary of State contact the United States government and fill them in on what has happened, what is happening, and what we plan to do after we bomb those invaders to kingdom come. I'm sure the Americans are worried about their own national security and we don't want them to think we are rapidly expanding our borders either. Finally, I would advise that we do not seek the help or assistance of any foreign power for the reason being that this militaristic group most likely has derived its strength from a sovereign nation feeding it supplies. We wouldn't want our enemies friend shooting us in the back of the head after promising to give us a helping hand... Thank you Mister President, I now yield."

"Thank you, Mr. Morgan." Reese replied, and nodded towards an upraised hand and its owner. "The floor is yours, Sky Marshal." he said, gesturing to the aging commander of the Federation's Air Force, James Weatherby. The man was resplendent in his dress uniform, his left breast liberally festooned with ribbons and medals from the old United States and the Federation alike. The five stars on his shoulder boards denoted his possession of the highest rank attainable by a military officer in his branch of the armed forces.

 

"Thank you, Mr. President." he said, levering himself into a standing position with little discernible exerted effort. He was, even at seventy-five, a formidable man of broad shoulders and thick wrists, though his once dark hair was now silver and grey and mostly gone. "This new menace couldn't have come at a worse time, save for an outside invasion commencing at the same instant. What's more, they're actually better equipped than we are - how the hell they can keep F-22s in the air is beyond me when that's beyond our own capabilities. I support the plan to bomb them to kingdom come; I'd like some time for my staff and I to come up with operational plans however, so as to minimize collateral damage." He said, and sat down.

 

"Well said, Sky Marshal." Reese said, inclining his head, and then turned in the direction of a new hand. "You have something to add, Director Sleighton?" he asked politely. Sleighton was the director of the National Intelligence Bureau, a combined intelligence organ/think tank based out of Stillwater, operated under the Department of Justice.

 

"I do, Mr. President. I apologize for our inexcusable failure to learn of this movement before the attacks began, and we are now devoting every effort into ferreting out the enemy wherever he may be found." said the thin, balding man in his forties, round spectacles perched midway down his nose. The fatherly look of the man had fooled many an opponent in a hundred different situations into underestimating him, and they hadn't lasted long enough for them to do it a second time. Now he looked rather sharply at his aide, who whispered something in his ear. He looked at the room about him and drew a breath, seeming to debate something in his mind before coming to a conclusion. "Mr. President, I feel that it's time to brief you and the rest of Congress on a few things that could rather rapidly alter the course of this conflict and perhaps those in the future." He said. "I will, however, do that in a more private setting."

 

John simply nodded, completely nonplussed by his intelligence head."Very well... anyone else?"

A few representatives would speak about the dangers of pushing that far north with Federation soldiers, however a majority of the Senators and Representatives would agree that taking the north was the only option to prevent anything like this from happening again. Beyond that, discussion was over.

Madam Vice President,

 

 

With the Plains Federation now in a de facto state of war with the Cornhuskers and the Congress already brought together here in Oklahoma City I believe it would be appropriate to start the new session even though it is a few weeks early. I have the votes to accomplish this in the House of Representatives but I wanted to consult with the President of the Senate before I made any such call. I believe such an action would allow us to accomplish more in a time of need for millions of people and the men and women who are fighting on the front lines.

IN THE SENATE OF THE PLAINS FEDERATION.

 

Senator Morgan would propose the treaty to the committee on Foreign Relations and let it go up for a vote.

 

 

A RESOLUTION

 

To approve the "Governor's Agreement" which will turn over the United States territories of North Dakota, South Dakota, Nebraska, Minnesota, Iowa, and Wisconsin to the Plains Federation.

SECTION 1. SHORT TITLE.

This resolution may be cited as "The Governor's Agreement".

SECTION 2. DEFINITIONS.

A. The Agreement will be confirmed and considered formal law.

B. The President and the National Guards of the States retain permission to conduct military operations in the territories until peace is forged.

C. All "Cornhuskers" or rebel militans fighting against Federation soldiers shall remain "foreign" insurgents and any government they have or should form will not be recognized by the Federated government.

 

SECTION 3. TEXT.

 

The Governor's Agreement

 

 

Section 1

 

 

The United States of America shall cede Wisconsin, Iowa, Minnesota, Nebraska, North Dakota, and South Dakota to the Plains Federation without any political or military ties unless mentioned in this agreement.
Section 2

 

The Plains Federation shall provide a ten year lease of Offut Air Force Base to the United States of America for no monetary cost.

 

A. All United States personnel wishing to enter and leave the Federation must declare their intent to do so and will comply with border regulations.
B. Base personnel are expected to stay on base unless they have a passport.
C. No weapons of mass destruction (or parts of them) will be stored, built, dismantled, designed or otherwise managed at the base.
D. Flights in and out of the base must comply with the Federation Aviation Administration (FAA) and their flight patterns.
E. The United States government will contact the Federation government in the event that a large troop/aircraft movement needs to take place. The Federation government will return contact as soon as possible in order to help arrange in the movement.

Section 3

 

Governor Anthony Sparks, or anyone he designates the duty to, shall hand over classified intelligence regarding the "Cornhuskers" to the President of The United States upon ratification of this agreement by the Federation congress.

IN THE HOUSE OF REPRESENTATIVES OF THE PLAINS FEDERATION.

 

Speaker of the House Coin  submitted the bill to the committee on Coastal Safety with the support of several Texan and Louisianan congressmen.

 

A BILL

 

To create a General Lighthouse Authority for the Plains Federation which will be responsible for the provision and maintenance of lighthouses, lightvessels, navigational aids and any other equipment or facilities which ensure the safety of mariners and sailors navigating the Federation's territorial waters, seas or oceans; and to create a law enforcement agency to enforce the law/investigate crimes on the coast of the Plains Federation and in the sea.

 

SECTION 1. SHORT TITLE.

 

This resolution may be cited as "The Lighthouse Service Act".

 

SECTION 2. DEFINITIONS.

 

A. A new Federated Bureau called the "Plains Federation Lighthouse Service" shall be founded immediately.
B. The bureau shall have authority and jurisdiction over all lighthouses, lightvessels, and navigational aids which are owned by the Federated Government.
C. The bureau shall be responsible for the proper maintenance of lighthouses and other navigational aids owned by the Federated Government.

D. The bureau shall be responsible for the provision of lighthouses when needed for the Federation and may use its budget to directly construct such structures or can contract the job to a Plains company.

E. The "Director of the "Plains Federation Lighthouse Service" shall be the head executive of the bureau. 

F. The Director will have the authority to approve or deny requests for the construction of new lighthouses or other navigational aids.

G. The Director has the authority to order the construction of new lighthouses or other navigational aids if necessary for public safety on Federated land.

H. The Director may buy State or private lands at fair prices to construct lighthouses or other navigational guides.

I. The Director may hire and terminate the needed staff.

J. The Director holds the title "Chief Sea Marshal" and can deputize Lighthouse Servicemen as Deputy Sea Marshals to enforce the law/investigate crimes in the sea, Federation coastlines, beaches, lighthouses, and other navigational equipment - the Sea Marshals Service will have a focus on smuggling, piracy, murder, lighthouse/navigation protection, and commerce regulations.

K. The Sea Marshal Service shall have jurisdiction over the open seas, beaches/oceanfront lands, islands, ship channels, inter-coastal waterways, bays, and wetlands such as the Atchafalaya Basin or the Mississippi Delta.

L. The budget of the Lighthouse Service for the first fiscal year shall be $800,000,000 in order to repair or rebuild damaged or nonfunctional lighthouses or navigational equipment.

M. The future budget shall be $500,000,000 annually unless altered by this congress and shall also cover the Sea Marshal Service.

Senate Bill 8 would pass the Senate and the House of Representatives. It would then go to the desk of the President to either be signed or vetoed. 

 

Meanwhile in the House of Representatives, they received a rare suggestion from one of their colleagues in the Senate. Representative du Pont from Louisiana would gain the floor with permission from the speaker. "Fellow Representatives, one of our friends from the Senate actually made a suggestion for us before we pass H 3 that the Lighthouse Service be under the main Transit Authority and that the Sea Marshal Service put into the Federation Marshals."

 

"As a representative from the State of Louisiana, I don't think it would be best to move the Lighthouse Service under the Transit Authority. What is currently proposed will make the Lighthouse Service a vital entity for Texas and Louisiana - and any other State with large lakes. We see in large Departments or Authorities that sometimes money can be allocated to places but needed in others. This is something we simply cannot let happen with our lighthouses and navigational aids on the Gulf coast. Any of the Representatives here who have coastal districts can attest to the many dangers currently present along the coast on the Gulf of Mexico at very important chokepoints like the Port of House or Port of Galveston and the Port of New Orleans. I would highly advise my friends here to keep the Lighthouse Service as an independent bureau."

 

"Now that being said, I would like this bill to actually pass the Senate so that we don't have a major oil spill next week and the public blames congress for voting down this bill. So we need to concede on something. I advise that we amend the bill and put the Sea Marshals into the Office of Federation Marshals like the Senator suggested; and simply have the Chief Sea Marshal as an equal to the Chief Marshal of the Federation Marshals. They'll have separate budgets so that they can't leach from each other but will have a cooperation clause so that they exchange all information and resources with each other. I'll go ahead and show everyone what the bill with amendments would look like."

Both agencies will cooperate and share all information in a combined database and both will have separate budgets. The Sea Marshal Service shall have jurisdiction over the open seas, beaches/oceanfront lands (including all counties/parishes which border the ocean), islands, ship channels, inter-coastal waterways, bays, navigational devices/lighthouses, and wetlands such as the Atchafalaya Basin or the Mississippi Delta.
L.  The budget of the Lighthouse Service for the first fiscal year shall be $300,000,000 in order to repair or rebuild damaged or nonfunctional lighthouses or navigational equipment.
M. The future budget shall be $200,000,000 annually unless altered by this congress.

N. The budget for the Sea Marshals Service shall be $300,000,000 annually unless altered by this congress and shall be separate from the Plains Federation Marshals Service Budget.

IN THE HOUSE OF REPRESENTATIVES OF THE PLAINS FEDERATION.

To admit the region of Wisconsin as into the Federation as the "State of Wisconsin".

 

SECTION 1. SHORT TITLE.

This resolution may be cited as "The Wisconsin Act".

SECTION 2. DEFINITIONS.


A. The territory known as Wisconsin will be admitted into the Federation as a State with its own government capable of making laws and maintaining the rights a State has.

B. The Wisconsin government will be held responsible to organize its National Guard in a timely manner unless good reason is given to do otherwise.

C. The Wisconsin government will conduct a census of all of its citizens.

D. The Wisconsin government will hold elections for its official governing offices in a timely manner.

A. The territory known as Sleepy Hollow will be admitted into the Federation as a State with its own government capable of making laws and maintaining the rights a State has.
B. The Sleepy Hollow government will be held responsible to organize its National Guard in a timely manner unless good reason is given to do otherwise.
C. The Sleepy Hollow government will conduct a census of all of its citizens.
D. The Sleepy Hollow government will hold elections for its official governing offices in a timely manner.

The two Acts regarding the Admittance of States would be passed by the Senate, and signed into law by President Reece.

 

The Act concerning the Creation of a Lighthouse Authority would also be passed with the amendments suggested, namely the equality of station and cooperation with the Federal Marshals and all clauses related thereto.
