Ariana needed no further cues to begin the partying, quickly going up to get a vodka and cranberry she saw one of the guests looking bored by herself, she looked of similar age and had the most incredible blue eyes, Ariana walked over to introduce herself "Oh my god, I love your hair! these things are usually so boring, what country are you from? I'm Ariana, I am representing Cape City I think? at least they give me free drinks and food though!" she smiled and hugged her new friend tightly "I feel like we're going to be best friends! I never get to meet anyone fun at these things, everyone is always old and wants to talk about boring stuff."

The Princess wiggled out of the hug as quickly as she could, pushing the rather clingy woman out of her personal space. "Pardon me, but you appear quite drunk." She waved a hand in front of her nose to emphasize this.
"And I hate to disappoint, but as Princess of Tikal, I'm here on official and very serious business. That means talking about boring stuff, even if I'd like to be back home and watch my engineers build murderbots. There's this thing they call Responsibility, young lady. Life isn't all fun and games all the time." She sighed. "That aside, I do appreciate your comment on my age. Though I'm a little older than you might think."

Elenor found herself instantly warming to Mr Volcer and only a slight flutter of nervousness remained in her heart as she continued to talk with him. "Gabon is currently under a massive reorganization effort. The last government had a serious problem with rebels and bandits and collapsed long before they were dealt with and in addition it appeared a large number of the military were in cohorts with them. Legion managed to clear them all away and return order but the process left Gabon in a serious state of disrepair for which we are only now starting to fix".

Taking a short breather she ordered a cool glass of water with some ice before continuing. "In part that is why I am here rather than a full governmental representative. We currently have no one in those positions to attend and I was the next best choice. I hope this isn't deemed offensive to you and your government as none was intended".

Taman seemed to listen attentively to her as she spoke, letting her speak her mind, nodding at certain points his understanding. He took sips of his drink in his hand while she spoke, but his eyes seemed to be on hers, only flicking to the sides every so often when something was going on in the background. He smiled reassuringly when she finished answering his question, and explaining the lack of what was a 'proper' envoy. "Lady Mariselle, your nation's presence, and you, are quite welcome here, you're about as far from being offensive as one can be," responded Taman.

"We are honored with the presence of all our guests here today," he nodded, as he continued. "It sounds like Gabon has suffered much in recent years, and it must be reassuring that Legion was able to help you reorganize your state. I must say it seems as though you have quite the amount of work ahead of you to re-establish your nation as a proper sovereign state. I am sure that my Administration would be happy to grant you some help if you would accept it. The Stormlands may not be a neighbor on your continent, but we share an ocean, and the Stormlands have always been generous to those who have fallen on hard times, both amongst our citizenry and in the world itself."

Noticing that there was an opportunity to be had, Protectoress of the People's Will Serene Hightower would approach the American Commonwealths' President Marston, with a smile, and a bow of the head.

"On behalf of the High Council, it is an honor for you to be joining us here President Marston, I trust you're enjoying your time here thus far? I saw that you were able to speak with one of the Legion delegates, colorful individuals I must say," she stated, with a genuine smile lighting up her eyes. "How fares the Commonwealth? I must say that it spans North America is a feat that has, to this date, been a hard one to achieve in such a long time."

Finding herself growing more confident as Taman listened intently to her Elenor took her drink from the bar tender when he arrived with it. She was reassured when Taman stated that there was no offense taken and she found herself quite relieved. Elenor focused on what Taman was saying nodding at points and paying close attention before responding.

"Indeed Gabon has gone through much and Africa has not been known for being stable at even its good times but with Legion's help we hope to grow and improve as a nation and as a people". At a mention of help from the Stormlands Elenor's face brightened significantly. "I can say that we in Gabon would be most grateful for any assistance that can be provided and perhaps we could help in return. I have no knowledge on the resources and trade of the Stormlands but Gabon primarily produces and sells petroleum in vast quantities and luckily most of our petroleum infrastructure survived. If the Stormlands would be interested I could contact my head office and see about getting permission to arrange a trade agreement?" she asked.

Taman smiled as he listened to Elenor closely, nodding his head and smiling when she mentioned reaching some sort of diplomatic arrangement that would strengthen economic ties.

"The Stormlands are quite blessed in their natural resources and ability to fuel their own economy, extracting gas and crude oil is part of the economy, especially in the north, but we have started scaling back production for several different reasons. I'm sure that we would be glad to buy Gabonese petroleum products and put them to use in our market, manufactured wares in the Stormlands are not geared as much towards profit as a lot of corporations about the globe are. Most products are well made and durable, and built to last the consumer for a lengthy period of time. Costs are kept down artificially, especially by cutting the large corporate executive bonuses and salaries, which allows for companies to sell their products for much less, domestically and on the foreign market. I'm sure that such prices, for relatively well made goods, would be certainly welcome in your nation," nodded Taman, as he explained some of the ins and outs of the Stormlands' economic policy.

"I would be glad to exchange a formal understanding between our two countries' economies."

The youngest of all the senior Council of Shield members and chief of staff, Tarq seemed to match the implied stereotypes of most naval officers, his black uniform crisp and clean shaven to a fault. He was at the gala representing the Lord Protector's chiefs of staff, and it was probably natural that he would be the individual best chosen for approaching a fellow serviceman from another country.

"Field Marshal, its an honor to welcome you to the Stormlands, Grand Admiral Devers Tarq, at your service," stated Tarq, stepping up to Kou, and bring his fist up to the left side of his chest and bowing his head in a salute customary to the Stormlands. "We were starting to wonder whether your nation would be joining us today for our little celebration. How fares the Imperial Government?"

"I've only had one drink so far! I just enjoy meeting too people and hate these boring old farts that are always at these things, they should elect younger people as leaders, at least they know how to have a good time." she looked up at the woman with puppy dog eyes, "You are only disappointing me that you don't want to have fun, although these murderbots sound way more interesting than any of the normal treaties and trade conversations they normally have. I wish we had murderbots, the most we have is flying cars, and they're not even that common! How old are you? I'm 21 I think, at least that's how old the doctor told me I was. You know I used to be a Princess, I used to rule all of Australia!" she looked distracted for a second,  as if remembering something, she quickly shook her head and came back to reality though. "You're quite welcome for the compliment too, actually I think Elfrieda wanted to talk to you. She mentioned something about needing a lot of steel and outside support for something the Capeans want to build, I don't know I wasn't listening much, hold on a second..."  she shouted "ELFRIEDA, WHERE ARE YOUUUUUUU?"

Elfrieda, having found the bar herself already, wanting a brief pause from the brat, quickly found herself walking rapidly across the gala. shaking her head at the child she spat out "what did I tell you about shouting in a place like this?" before realizing who she was accompanied by, "Go find someone to entertain yourself with Ariana, let me speak to the Princess alone for a while." Offering a hand to the Princess, Elfrieda regained her composure, "I hope Ariana wasn't of too much trouble Princess Shana'Kin Yaxchel Ik'nal," having carefully practiced this on the flight over, "She means well though I definitely have no Idea what Mr Vernon was thinking sending someone so crass as a diplomat, sometimes I think he just enjoys the chaos she brings."

The Princess was close to asking her Guard to get rid of this Ariana, but by then the Capean woman had already called - screamed, really - for someone else. When Elfrieda introduced herself, one of the maids gently took Ariana by the arm and pushed her towards Legion's representatives, hoping that the little pest would be distracted by their relative unconventionality.

When that was done, Ik'nal took a deep breath, turning from looking after Ariana at the Capean representative. "Heavens and Sky, I do hope that my children will never be like that, should I have any." She shook her head, but took Elfrieda's offered hand, shaking it briefly. "I have no idea who this Mister Vernon is, but he should really take more care in choosing his representatives. Regardless of that, what is it you'd like to speak to me about, Miss Elfrieda? The girl mentioned something about building a structure of some sort?"

Her left eye flickered for but a moment as she smiled at the woman.

Her left eye flickered for but a moment as she smiled at the woman.

"If I ever have a brat like her I will put them up for adoption. Vernon is the head of the Corporate side of our government, 7 elected officials including yours truly, and 6 CEOs chosen by the size of their corporation, we've found it a good blend between financial interests and the populations, and forcing them to coincide with one another, it hasnt been perfected yet but it works for our citystate. I had hoped to produce a more formal proposal but Ariana's forced introduction will have to do."

She took out her tablet, after pressing a few buttons a projection sprouted out, revealing a 3D Model of uMdali. "Our intent is to build a megastructure on top of Cape City, a hexagon roughly 20 kilometers per side and 500m in height, with a total of 5 tiers, removing 2 kilometers per tier." the image changed to that of a skyscraper, changing rapidly through several designs. "On top of this a further structure is proposed to be built, a skyscraper as the centerpiece to this behemoth of concrete and steel, the nickname of the megaproject is uMdali." a short depiction of the Zulu creation myth played as she explained her request "My reasoning for wishing to contact you is to arrange for the purchase of super materials allowing such a structure to be built and maintained, this proposed uMdali will only be allowed to come to fruition if it can hold up to our rather strict building codes, every structure over 75 meters in the city is built to withstand a 8.0 earthquake and something of this size would be required to have an even higher standard, should it fail.... the loss of life would be genocidal in scale. I doubt you need any reminder that Tikal is the world's most advanced society, and so we felt the materials required to bring the structure up to our safety level would be attainable in Tikal, as well as perhaps your expertise on megaprojects could be of use in assisting our construction company." she slid the tablet back into her bag, noticing Ariana having a very in depth conversation with a very disinterested handmaiden that may or may not even understand a word of English.

Ik'nal looked at the projection with some interest, examining it a little while listening to the Capean talk. "Hmm. The manufacturing methods used by us do result in materials that are on the order of a magnitude more resilient than what most nations' material scientists lead them to believe. Though I'm not completely sure on the details, I didn't study that stuff. And the sheer amount of resources this project would consume... Almost frightening, actually, to try imagining that. I suppose you could try to build the skeleton from, what was it again."

She raised her left hand, a holographic projection springing from it. Moments later, the Princess was rapid-typing into the portable computer. Moments later, her mien lightened. "Ahh, yes." She looked back at Elfriede.

"There's a specialised alloy composed of titanium, steel and vanadium that you could use as base, then give it a steel-sheath and use that whole thing for the structural skeleton. Our most resilient structures are made from that stuff, though traditional methods can't achieve the perfect quality you'd want with that precise alloy. There's always impurities weakening it, but we've methods to circumvent that and prevent undesirable impurities. Yes, I do believe that it might be possible building your rather ambitious little multi-layer metal cake. Though it wouldn't be cheap. You're looking at millions of tonnes of steel and massive amounts of the other involved materials. I do hope you can afford it, in every way, if you still want our help."

"We're very glad to have seen you accepted our invitation," nodded Serene, with a genuine smile causing dimples on her cheeks to be accentuated.

She seemed to catch on the amusement he found on being re-elected President, and smiled wistfully, "My journey in leadership has only begun, but from these first months, I feel like its almost akin to being a parent. That's not to say that people won't do their jobs or anything like that, but it's a similar exercise I feel, nurturing and watching it grow and develop, whilst you try to steer the course."

"Its certainly a happy time in this hemisphere, I'm glad to be part of a new generation of resurgence, and I personally hope this resurgence willfully continues, it has been a long time since this hemisphere has really had the strength to make an impact in the world. It is an important hemisphere, nonetheless, it is certainly a happy sight to see new nations taking up a dream of sovereignty and realizing it here. I trust your nation is also interested in securing relations with all these new nations, am I right?"

"Those manufactured wares you described would do wonders for us back home, most of our wares are either hand made and strong but thus costly and with a lengthy build time or they are cheaply made but break quite easily in a short amount of time" replied Elenor before pausing and placing a slim finger on her lips as she remembered something her bosses had told her shortly before she had left. "Ah, I remember now that just before I left there was talk about some sort of trading center being planned for construction. If I am right and they went ahead with it then it should be nearing completion if it hasn't been completed already. Hopefully that could help with any trading deals that Stormlands and Gabon wish to carry out."

Finishing her drink Elenor put her glass down on the bar for it to be collected by the bar tender and resumed her conversation. "If it would be fine with you Mr Volcer would you be open to discussion on what plans Stormlands has for the future? I am hoping that I can work together some sort of international picture from all these visiting dignitaries so that we back at home can be better prepared for dealing in foreign affairs".

"Oh and please call me Elenor" she remarked as an after thought finding herself much more comfortable with the conversation than she had been at the start.

Prince Hernando Mendoza, the Argentine Foreign Minister, would arrive a tad late to the festivities hosted by the Stormlands. The prince would make his way over to the bar for a couple of drinks, looking to see who he'd talk to first.

The Field Marshall saluted back, acknowledging his counterpart.  "Admiral Tarq." he said simply, "The Empire fares well as to be expected.  Our armies are strong, and our economy prospers.  However, I will confess there is a certain longing for the days of challenge.  Something you as a warrior surely understand I assume.  How fares the newest state in the Holy Imperium?" he asked.

"And you can call me Taman," nodded Taman, in response to Elenor's statement on addressing one another. "The people of the Stormlands are quite entrepreneurial, our country is based on a circular system of economy. We try to waste very little, and recycle everything that we can, it can be a little bit more costly, but it saves on procuring raw materials. I suppose there are trade offs in every economy, but our companies are always trying to find new markets to send their wares too, no matter what they may be, or where that economy is."

"One can never truly tell the future, so the where our country is going as a nation in the scheme of global geopolitics can be quite murky, but what I see is progression. We are looking to be a healthy contributor to the world at large, and the Atlantic community as a whole, a beacon of stability and firm order. Our economy is growing by leaps and bounds, and is driven on providing goods at fair prices, whilst shaving away the luxurious lives of those who would seek to take advantage of their position in society. The Lord Protector has dressed down a number of corporate executives in the past few weeks for their lavish lifestyles, and they have changed those lifestyles as a result, the High Council understands that while classes may never be truly equal, creating a social structure that draws everyone closer to one, middle class, is important for the health of the economy and the country as a whole. We are hoping that this event here will help open the avenues of diplomacy further for our nation."

He smiled as he took a minute to sip from a newly-delivered glass of water.

---

Tarq smirked a little knowingly as Kou spoke, and he nodded in agreement. "Many warriors prepare themselves day in, and day out for challenges, sometimes those challenges never come. For a nation state, many an armed force is a tool that they might not want to have, but would rather have it and need it, than not have it, and need it. It's like owning a pistol to defend ones' home with, I would rather not have to kill another being, but I have it just in case. We are the watchers in the night, the sentries that stand guard when all others rest."

"The newest state fares well, and I'm glad that the Empire does as well. Our economic state was never in real dire straits, given we were once a protectorate, but we have seen national revitalization on a grand scale. A lot of that work can be attributed to the tenacity of the High Council members here today," nodded Tarq, looking around the room slowly.

"Amazing Taman" replied Elenor wonder infecting her tone even if it was slightly unprofessional to do so. "To see such progress in the Stormlands fills me with hope that New Gabon can follow in your foot steps and achieve the same. I know that even though we have had elections and elected a new government many of the out lying rural villages and towns still follow tribal leaders and laws rather than follow the state but I hope that in the future they will come to see the benefits they can receive if they follow the government laws". Elenor looked side and got the attention of the bar tender to order another glass of water before turning back to Taman to continue.

"The direction that the Stormlands is aiming for also appears to be quite similar to what direction New Gabon is planning to go in. We are looking to increase our economic industry both for home and foreign markets as well as putting focus into improving the technological level of the nation as a whole. In addition I am expecting that we will be looking to open and maintain international ties with many more nations across the globe".

*Ambassador Thomas, the representative of the Euphaian government to the Stormlands, arrives at the Stormlands airport in a private government jet.  As he departs from the plane, he shakes the hand of the Stormland representative that was sent to greet him and drive him from the airport.

"It's a pleaure to be here in the Stormlands, and to represent Euphaia in this wonderful nation.  If there is anything the Euphaian government can do for you, diplomatically, economically, or humanitarian-wise, please, don't hesitate to let me know, and I'll gladly convey your request to the Euphaian administration.  Thank you once again for having me.

*You also receive a letter from "The People of Euphaia", by way of a foreign delivery from an outside nation.*

"I regret that I cannot personally be in the Stormlands to meet you, and that I cannot afford to send one of my comrades in my place, but the situation here in Euphaia is...tense, to say the least.

Nonetheless, please accept the sincerest wishes from the people of Euphaia.  We look forward to a growing and genuine friendship and comraderie with the government and people of the Stormlands.

Your brothers and comrades in freedom in Euphaia."

Taman continued to smile in a sagely manner as he listened to Elenor speak, the woman wanted to see progress in her nation, and had genuine concern for the citizens she represented. This was, at the core, the duty of all High Council members of the Stormlands, and it made Taman glad to see other leaders who had gathered at the gala to show similar traits.

"The government in the Stormlands has found that giving local citizenry what they need, giving them services that can enhance their lives in some way, provide something that local leaders can't, tends to sway loyalty. For us, it has been providing access to markets they once never had, or providing uninterrupted internet access and other tools that give them opportunity. I'm not sure how well the countryside is developed in Gabon, but perhaps giving assured irrigation or, maybe perhaps providing subsidies on fertilizers, there's innumerable ways to sway peoples' loyalties. It sounds like bribery when we talk about it in this way, but no matter what, those citizens fall under our supervision, we have to ensure that we can do whatever it is necessary so that they have security, in health, in employment, in jurisprudence," said Taman.

"Working with them to develop that relationship, where they become productive members of a society, citizens of a nation that they can recognize, is important. They might not always see the wheels and gears of the nation that protects and works to serve them, but its more so that they know they are there. And that being loyal to that nation state is going to be more lucrative then swearing by some local tribal strongman," he continued.

"Well I'm sure you'll do fine as a leader.  I suppose the analogy of being a parent is fairly accurate if a portion of your children will hate and despise any or everything you do.  But yes, my nation is happy to see that new nations are being formed and it is our intention to initiate and cultivate good relations with any of them that are willing to reciprocate".

"I congratulate you on your recent electoral victory, you must be doing something right," chuckled Serene, with a warm smile on her face, as she leaned against a chair with a hip.

"I'm sure that the Lord Protector would consider a stout relationship with the American Commonwealth something of a priority. I'm sure that he and Mr. Volcer would gladly host you in a private meeting after this event, or would enjoy a ride up to the Commonwealth for more formal negotiations."

Presidente Montessori of Uruguay walked in and acquired himself the currency of the day, a well charged glass of Tullamore. Once suitably equipped to conduct diplomacy, he girded his loins and waded into the fray. His first vic... first destination, a representative of Stormlands. Not being sure who he should speak with he wanders around looking confused as he hopes someone might take pity on him and either give him a map or at least point out who the best person would be to speak with.

Elfrieda watched almost in awe, the advanced computer fascinated her, she would have to purchase one for herself, but ignoring her inner consumer for the moment, she smiled, "Steel we have in abundance, Vanadium and Titanium we have access to as well, our limited mining operations allow for supplies, I realize we'll need far more than what we could hope to mine on our limited territory though. We should be able to easily afford it spaced out over the 30 years our contractors have suggested for a build time, I personally am thinking it will be closer to 40 or more. The recent instability across the Europe and our rather... relaxed tax laws on foreign capital have allowed our coffers to grow beyond expected, the longer instability continues the more people will seek a haven for their money and precious metals. The Cape has remained stable since our independence and has no intentions of changing that any time soon, war is bad for business unless you are a defense corporation in Tianxia. It is going to make up a good portion of our economy, estimates have said 15 to 20% of our GDP will be construction at peak, but the construction will allow for an economic boon, we will easily have 50 years of construction projects before the uMdali will be finished. My government looks forward to working with your nation to produce a megaproject along the lines of the former Saborian space elevator. our world is filled with chaos, and yet so few ever attempt something to be genuinely proud of."

"Hm." She nodded while listening to the Capean. "3 to 5 decades should be plenty of time to supply the required amounts of materials. Though you needn't tell me how the project will influence your economy, we'll just be happy to supply you with some of the things you'll need. Anyways, if you just have someone send us what you need in what quantities, I'll be glad to sign off on it."
