FROM: Ministry of Foreign Affairs, United Republic of Ireland

My government is very interested in establishing formal diplomatic ties with Meihua and to discuss a variety of topics of common interest. Among the topics would be economic cooperation, military cooperation, relations with other Commonwealth states, and future European and Asian relationships.

I look forward to your response.

TO: Ministry of Foreign Affairs of Meihua

FROM: Ministry of Foreign Affairs, United Republic of Ireland

It would be my pleasure to travel to your capital, Shēngméi for official diplomatic discussions. With me will be Secretary for Asian Affairs Madam Sumiko Shinawatra. We look forward to meeting with you shortly.

- Foreign Minister Madam Kendal Mayers

Minister of Foreign Affairs Kendal Mayers and Secretary for Asian Affairs Sumiko Shinawatra would travel to Meihua immediately. Once the plane was outside the country's airspace, the pilots would request clearance to enter. When clearance was given, the plane would land at the airport and taxi to the designated area. The two Irish officials would then descend the air stairs to greet their gracious hosts.

The Irish entourage would be met by the Deputy Minister of Foreign Affairs, Yǒngtài Fù, and his group. Making short talk on the way, the two groups would take a short car trip to the Ministry of Foreign Affairs, where the main meeting would take place.

Compared to other Government buildings in the area, the Ministry of Foreign Affairs was somewhat quieter and less bustling - there was just less to do. The Irish Diplomats would be escorted into the building itself upon the conclusion of their fifteen minute trip. There, they would be escorted into Yǒngtài's office, and seated opposite his desk.

"And what would you like to discuss today?", he asked, gesturing with his arm for the Irish party to begin talks.

"Well Mister Yǒngtài Fù, can begin on economic cooperation between Europe and Asia. The United Republic only has formal trading agreements with Japan and our corporations are very interested in expanding their markets. Would it be possible to come up with some type of formal agreement?"

Yǒngtài blinked and tapped his pen on his desk, softly, thinking about his next words.

"Your corporations already do have access to our markets, though. There is nothing stopping them from buying and selling goods in Meihua, apart from the rather large distance. Our current trade stance is a must if we are to nurture our own corporations to a position of self-sufficiency - many of them were recent endeavours, you see.

To that extent, what goods does Ireland import and export, primarily? If they can complement our own goods, then we could come to some sort of an arrangement. Otherwise, I'm afraid that we will be unable to enter a trade agreement."

"We have large military imports and our major exports are civilian/military helicopters and airplanes. We also export healthcare and medical equipment as well as agricultural goods. Ireland currently has a Regional Business Center in the City of Cork and is the headquarters of many well known Irish corporations, and serves as a regional hub to Europe for several foreign entities as well. It contains a corporate and industrial complex and is highly recommended to foreign partners for them to expand their markets to the United Republic as well as the continent of Europe. If a formal agreement is not convenient at this time, perhaps we should move on to discussing possible cultural and citizen exchange programs. Our government would find this beneficial because it would foster cultural understanding and dialogue between our two very different cultures and traditions. Your thoughts?"

"Cultural understanding?", said Yǒngtài, suppressing a chuckle. "I mean no offence Sire, but we live in a rather open-minded age where people are largely accepting of each other. Our culture and traditions may be of interest to some, but we wouldn't want to make these things garish in the name of friendship.

In terms of official and formal agreements, I feel that there is little we can offer, and little that we seek.

Our military is currently a low-priority, and will likely become a Commonwealth venture once it gets to the point where we can deal with it. Private agents are free to make their choice of purchase, though we will make sure that Irish alternatives are known.

Meihua'a markets are relatively modest as of now, though oil and lumber are becoming goods of interest - the latter once it can be done sustainably."

  • 1 month later...

The Euphaian government welcomes the Melhua'an Minister, and is pleased to grant the Melhua'an government an embassy in the Euphaian capital, and offers to post some Euphaian military guards outside the embassy's gates during the period of unrest that Euphaia is experiencing.

A Euphaian diplomat will be sent to Melhua'a shortly as well.

--------------------

(A few days later)

*A private government jet lands at the Melhua'an airport.  A few moments later, the Euphaian diplomat that was selected to represent Euphaia in Melhua'a disembarks from the jet, warmly shaking the hand of the Melhua'an diplomat that was sent to meet him.

Diplomat:  It is a pleasure to be here in the warm and peaceful nation of Melhua'a.  I wish it were this peaceful back in Euphaia, and it used to be until 3 months ago.  Ah well.  On behalf of the Euphaian goverment, I am here to represent Euphaia and to petition your government for an official embassy, extend our hand in friendship to Melhua'a, and to begin diplomatic ties with your nation.

I'm sure within a day or so, you'll be hearing from the trouble-making communist fringe group, if not in person than almost assuredly by mail, that's taken hold in Euphaia as well, causing us no end of problems. Don't worry yourself too much about them though.  We hope to have them quashed in 4 months at the longest.

The Deputy Minister of Foreign Affairs, Hom Yang, would personally greet the Euphaian diplomat amidst the hustle and bustle of the airport's life, within those gleaming white walls.

"Well, I hope that the matter can be solved with minimal bloodshed! Your Embassy has been taken care of - I'm afraid that it was second hand, once owned by the Irish, but they made scant use of it, and it would be a shame to let such a grandiose building go to waste.", he said, chuckling, as he lead the Diplomat to his Government Car.

Once inside the car, they would proceed smoothly to the embassy itself. The car glided across the road, and the cool, dark interior let small talk run champion for the short journey.

Diplomat:  Yes, we are trying to quell the dissent with emergency laws and non-lethal force, but so far the unrest is only growing and becoming violent.  Just the other day the insurgents used military rifles and, grenades, of all things, at a number of their protests, causing a dozen serious injuries and fatalities, to guards that were only using riot gear.  If we can arrest most of them and confiscate their weapons, we certainly will, but with them beginning to sort to lethal resistance, I fear we may have to start to respond in kind soon, in order to minimize casualties to our military and to discourage further violence.

Where they are getting these guns and grenades, we do not yet know.  We had thought we had confiscated the vast majority of lethal weapons out of the public's use.  It is possible that they are receiving outside help.  From who, we also are not yet sure.  It is being looked in to.

*Upon being casually asked about Euphaia, the Euphaian diplomat responds that Euphaia has a constitution, and is a secular, capitalist nation.*

Hom raised his eyebrows. "It sounds like you have some very extreme members of society there. I certainly hope that if someone is helping them, they are indeed punished. The blood is awash on their hands too."

At that moment, the car pulled up outside of the Euphaian Embassy - it, like every other building on that road, had a member of Civil Protection standing guard by the entrance, like the ripples on a sea of black and white. He would nod to the two as they entered the Embassy; a finely decorated interior, a gem in the rough of its bland exterior, with simple while walls that were begging to be dressed.

"I do hope it is to your liking. Feel free to add decorations and the like throughout - the stamp of Euphaia should hold strong and glow brightly, here."

This just in.  The Meihuan embassy in the Euphaian capital has just been surrounded by a group of angry Euphaian citizens and a small squad of People's Revolution soldiers.  All three Euphaian soldiers who were assigned to guard the capital have been subdued.

While it remains to be known for certain what has angered this mob, it has been reported that there have been shouts and chants directed against the Meihuan government for "supporting the corrupt and elitist Euphaian government" .

There are so far no reports of any Meihuan casualties of any sort, although the Meihuan Ambassador and his diplomatic aides remain trapped inside the surrounded Meihuan embassy.  It has also been reported that the angry mob continues to throw rocks, bricks, aluminum cans, and glass bottles at the Embassy.

More on this situation as it continues to develop, and as more information becomes available.

The Meihua'a Ambassador felt a sudden pain in his head, as if someone had referred to him as "Meihuan" again. That, however, was swiftly cast aside as he continued talking down the phone.

"Yes Sir. We are making are way back immediately. We have rapid means of travel, but it isn't exactly discreet - we're going to try to avoid making a scene and causing an issue, but we'll have to see."

The voice down the phone said a few more words, then hung up.

"Time to leave."

The Ambassador and his entourage/guards took their belongings and proceeded to the rooftop of the Embassy. From there, they could see the glint of the helicopter they charted beaming in the sun. God knows what the Mob would do when they saw it.

[hr]
Overseas, in Shengmei, the Ministry of Foreign Affairs would mark Euphaia as "Advise against all travel", and refer all incoming Euphaian flights and citizens to the Ministry of Public Security.

*as the meihua"an ambassador is standing on the embassy roof, his cell phone rings. When he picks up, it is the Euphaian President.*

President Jarris: Ambassador, I wish to personally apologize for the trouble the "People's" Revolution is causing you, they are a great embarrassment to our country and government. I assure you, we'll bring this terrorist organization to justice within the year, and you' ll be back in the embassy here in Euphaia in no time.

Heaven forbid anyone work hard and enjoy success. The radical communism these terrorists surely would install if they were in charge would be the ruin of this country, and I for one will never allow that to happen.

As soon as the mass protests die down and the assault on Monternia has been stamped out, I assure you I'll have our military secure the embassy from these hooligans in short order.

In the meantime, I wish you a safe flight back home, and all official diplomatic business can be conducted through the Euphaian embassy in Meihua, where I am sure it is more safe and sane; or you can call me personally on my Preodential line; I am sure my ambassador has given you my private Presidential number.

*after several hours! a militia group arrives! and since most of the mob is unarmed civilians! the militia manages to drive the mob off, for the time being. The militiamen give a loud cheer as the angry mob flees, and the three military guards are freed from the embassy.

Without a continual military's essence, however, the victory could be shortl lived, as the militia returns feventually returns from the embassy.*

*As a gesture of friendship to Meihua, and as an apology for mispronouncing their people's name and for the civilian unrest experienced at the embassy, the Euphaian government has presented the nation of Meihua with a dozen exotic trees, no more than six-months of age, native to Euphaia.  These trees have come straight from President Jarris' personal arboretum.*
