Doug Alberghini, CEO of Luna Engineering, had just wrapped up his presentation to the rest of the board, the vote to fund an expansive space program, starting with a spaceplane, and culminating in the construction of a base on the moon, the limited size of Cape City made it an easy sell, the moon held nearly limitless amounts of resources the City would need to expand.

Layne Comstock delivered his decision to choose Bass International as the City's PMC, with no dissent it was put into action.
 
Across the City, Eddy Guillory, CEO of Bass International was sitting in his office, paperwork from their final mission before becoming exclusively government employees. The plan was to visit an abandoned research facility in the middle of the African jungle, unfortunately the plan also included babysitting the benefactor paying for the mission. He sighed and began selecting who to send, the problem with wealth he realized, is these people seem to think they can buy invincibility. Micheline Leon would be the designated babysitter, having far more experience with these millionaire types than nearly anyone else under his employ, not to mention females tend to be better at keeping them following the mission and not wandering off to do whatever. Ms Leon took her orders in stride and started her own paperwork needed to get all the equipment they'd need to mount the expedition, something about this whole plan seemed slightly off to her, and only later when she was at home and dreaming would she hear the whisper in a dream "You've spent so long lusting after monsters in the darkness, will you even know what to do when you actually find what you're looking for?".

Nine massive structures had taken priority for all steel being imported, eight would encircle the city, with the widest being in the center of the city. The modifications to other structures in the city would continue, but the competition of the second tier of the city, nicknamed uMdali by an engineer at Gold Engineering Frontiers, Cape City would become the first multilevel city on earth.

As soon as the contract was signed, stocks of refined steel are loaded and shipped. Legion shipbreaking activities account for a large percentage of the steel and the rest coming from the more traditional method. Either way, no matter what the source, the steel sent south is of high quality. Future shipments are organized and prioritized as supply chain managers balance the need steel inside of Legion and the desire to create income by exporting it. Cape City, in the future, ought to be quite pleased with the volume of the material and the prices they pay for it.

"The costs of such a grandiose project would bankrupt us! you can't possibly be taking this proposal seriously! Xavior screamed at the 12 other members,"a building this size will cost trillions! it will be 20 years before we complete the peak of this blueprint, and that's even entertaining the idea its possible to construct!" Doug would reply "Of course it's possible to construct, the costs would be staggering, but by my calcuations we would only need 120 million tons of steel to build such an extravagant design, it's beautiful though, elegant in a way...." he trailed off thinking about science stuff

 

Quinton was the first to break the brief silence, "If we construct this, The City will become a jewel of Africa, nay, the entire world, millions will travel to see the wonder of what humanity can accomplish, not to mentioning banking may see an uptick when the wealthy from around the world see that a tax haven has 2 miles of steel above their precious metals, cash and whatever else they may want to store." Elfrieda added "Not to mention the obvious attraction of the entire city becoming a world wonder, a megaproject would surely prove our worth to the other nations of the world, that even with our small size we are to be taken seriously."

 

Layne quickly interjected "You realize this paints a massive bulls eye on the city, right? Ignoring the obvious logistical nightmare of defending such a hypothetical superstructure, let alone our own soldiers being able to maintain order in such a place, how do you propose we keep it up should anyone wish to destroy it?" Jessika while neutral on the issue, replied "Destroying a structure of this magnitude would be a war crime, if my calculations are correct, somewhere between 28 and 32 million people would be able to live in this, destroying it would sentence every single one of them to death, without taking into account anyone within a 10 mile radius of thing."

 

Eddy interjected "I do not like the idea of having to defend such a massive structure, the sheer number of potential escape routes would prove an inability to maintain a base of operations nearly anywhere in the city, We'd never be able to occupy properly, but on the other hand, neither would anyone else attempting to occupy us, the double edged sword of that concept makes me dislike the idea, but it would allow for us to have contingency plans should we ever be under an occupying force."

 

Ryker would finally speak, "While the cost of this appears almost impossible, the payout at the other end will be far greater, We'd be able to maintain 6 times our current population, that's 6 times more customers and employees, and that by itself would make this project pay for itself, Africa has been a symbol of failure for decades in this world, this will be the first symbol of success, and if properly constructed it would take multiple nukes to bring down, our building codes are some of the strictest in the world, and I personally will not stand for allowing corners to be cut merely for the sake of speed, I am in support of this idea, but only if we ensure the safety of such a gigantic target. Elfrieda should get into contact with those Isolationists in Tikal, they've been building marvels for longer than most of us have been alive, if anyone can provide the support required it will be them."

 

Tianna glared at his face upon the screen in front of her, the absolute gall of him to act as though the motion had already passed. "32 million people? how do you propose we feed them when 3/4th of our land is going to be covered in steel?" she spat out, anger clearly heard in her voice, Josh was the one to answer this question "If I may draw your attentions for a moment..." he sent them all a file containing the feasibility and a blueprint of vertical farming, "I had actually been meaning to bring this idea forward for a while, but we had been finalizing the products we wished to produce in them before I had made the request for constructing such a building. This "uMdali" would allow for such a building design to have more than enough space for multiple iterations, food, whether vegetation or animals would not be too big of a problem."

 

Nico finally put it up for a vote "Enough of this, you're acting like children, there's 5 million people out there whose entire future rests in our hands, all those in favor of the re imagined uMdali project?" Upon everyones screens, Elfrieda, Ryker, Jessika, Quinton, Josh, Gerard and Doug would all gain a green border, indicating a yes vote. Layne, Xavior, Tianna, and Eddy would be red, voting No. The CEO of Strategic Supplies would remain grey, abstaining as usual. "The motion passes, looks like we shall enter a new era in a few short years, as Quinton put it, The City shall become a Jewel of Africa."

"The generous agreement of Athens to allow the expansion of the city limits allowed for a grander proposal than the board of directors had originally presented, the first tier, pylons just completed, would now be used as a base to construct 4 more tiers, the highest tier's "ground" would sit an estimated 3 km above ground, with a 1km tall skyscraper being constructed there, an inside source has revealed ground floor will be a mixture of Industrial and Entertainment districts, Level 1 will be a mixture of Industrial, low income housing and Commercial zoning. "I have called this meeting to further discuss the security of Cape City and its interests. We have all been trying to find the best way to protect our new "City of the Future" and what better way is there than with the "Soldiers of the Future". I give you Project Dragon." Henry said to the other members of the Cape City Board.

 

A video would then play for them to watch. They would see what looked like a tall humanoid red dragon holding a large assault rifle. "These are the soldiers of the future. They are not born but created in a facility on the outskirts of the city where they are created a wait until we call upon them. They are actually mostly organic and also part machine programmed to obey orders without question and carry out those orders with ruthless efficency." While he said all this the video would show their prowess in combat during training sessions. The video would then pan out to show hundreds of them standing at attention in a large open area. "Right now there are over 10,000 but by the end of the year we can make over 250,000 or more. Yes they look like Dragons and there looks were also designed to strike fear into the hearts of anyone who would end up being our enemies. Might not be able to make up the entirety of our military forces but in time we can make them the bulk of our forces. We have been looking for cost effective ways to defend Cape City and its interests and I believe this is exactly what we have been looking for."

 

Henry would then wait to see their reactions to what he just showed them.

Eddy whistled, they'd definitely be stronger than anything Bass International had "this explains all the red on your most recent profits report..." Gerard would quickly add "We could never let this go public, it would cause chaos, there would be panic knowing we were trusting our safety to monsters." Josh could only ask "Do you mind sharing the technological notes on some of the technology that went into these, it seems incredibly advanced, beyond anything we currently use." his artificial cat visible on the bottom his portrait. Doug was focused on partial mechanical aspect, asking "Could these things survive without oxygen, what exactly about them is mechanical?" Ryker's only question was "How long do they take to grow? how quickly can they be replaced should we lose a number of them" Xavior nodding at the question, his own mind thinking of the same thing.

 

Jessika and Tianna were visibly horrified at the monstrosities but didn't say a word, defend wasn't their expertise and they weren't going to make fools of themselves. Quinton nodded in agreement when Gerard spoke, adding once there was a pause "We live in an extreme society, but these things would be fearsome even for our society, the psychological aspect would be useful against enemies though." Layne was probably the most important person at the table, "My only question is how are you so certain they will remain obedient? and who are they programmed to be obedient to? a weapon like this could be used to stage a coup." and of course Nico would be silent as per usual.

Henry would respond to each question as they came up. He knew which ones to answer and which ones he shouldn't to make sure everything went smoothly.

"Considering the megastructure project the city is undertaking it is not really as far advanced as you might think. Although I cannot go into all the details I can say that it took many years of research to finally get it right. Once we did get it right however it made creating the soldiers very easy."

 

["Could these things survive without oxygen, what exactly about them is mechanical?"]

 

"Although they can go through more extreme conditions than humans they still need oxygen to survive. Their lungs are much stronger and also allow them to go for extended periods underwater while holding their breath. As for the mechanical parts that stuff is down to making their bones much stronger and implants in their brains to make sure they follow every order their superior gives to them."

"They can be replaced rather quickly should many of them be killed. It takes just a month for them to grow to full maturity and complete their training programs. It is still cheaper to maintain a small number of them but if we needed a larger number it is possible without costing too much money."

It was this last question that really caught Henry's attention and he would quell any thoughts of rebellion rather swiftly. "They are programmed to defend Cape City at all costs. Although we were the ones that created them they will not be entirely loyal to me and will only think of the city's security over everything else. Dragons are not mosters to those they would fight for but they will be monsters to anyone stupid enough to become the city's enemy."

[Breaking News Report: The Dominion of Draka Declares Victory in the Cape]

 

Pretoria - In a surprise announcement, Her Excellency and Commander of the Destiny of the Drakan People, Elvira Naldorssen announced the total victory in the Cape. "On this day, I stand before the Drakan people and announce total victory. We have wiped out the enemy. The Draka always prevail."

 

Throughout the nation, images of the destroyed Cape were broadcasted, signifying the power of the Dominion.

"This is why we fought, these cowards claim victory over destroying innocent lives, committing atrocities, killing millions is considered good in Draka, What footage they showed was cherry picked, even with their full bombardment and nuclear strike against us, our city still stands, we have taken damage but we built this city to withstand assault and so it did, the enhanced skyscrapers saved millions of lives. We have been weakened, but we will recover, we will rebuild, and we will return to glory once more. Let them claim their Victory at home, We're still standing, still breathing, and still free. The Drakan Flag shall never fly in The Cape again.

 

To those of you who do not live in The Cape, we ask you, what do you stand for? Do you believe in the freedom of civilians to survive, no to thrive, as The Cape does, or do you believe civilians are nothing more than cattle, pawns to be used and destroyed at leisure as the Drakans have proven? This world has fallen so far from glory, let us band together, not as simply Americans, Brazilians, or Tiaxian, let us join together as people of Earth, with the purpose of ensuring we leave a prosperous world for our children, not an irradiated wasteland.

 

To the Security Council I ask only this, Who will Draka strike next? Surely you cannot believe such a bloodthirsty nation will be sated with just the six million innocents lost here, We have heard of the attack against Sierra Leone, a fragile nation being harmed simply for defending their embassy in The Cape, Draka is a threat to the very future of our planet, you must ask yourself whether you want to perform surgery now, or allow them to become a cancer that will take the death of the host in order to kill.
