After a week of voting, the Militia Disbandment Act has been passed into law following a 187-113 for-against final count. Afro-Russo Communist Front leader Jamie Abidemi Walker noted this as a "great leap forward for our nation and people". Several Africa First politicians were quoted as saying that this would not be the end of the fight, and that there were already motions to repeal the law in the next meeting of the House.

 

General of the Army Nathaniel Owellson has been ordered to disarm and break up the various militias in Sierra Leone. Use of deadly force has been authorized.

Reports of shots fired flooded military radio traffic today as General Owellson has begun forcibly disarming militias, with the first of such being the radical Silver Legion-controlled groups. The outskirts of Makeni soon became the site of a skirmish as members of the Silver Legion militia opened fire on Sierra Leonean soldiers as they attempted to peacefully disarm the militia. After a twenty-minute firefight, most of the militia members had been killed or wounded and the leader of the militia was arrested for unlawful possession of a military grade firearm, membership of illegal militia, and assault with a deadly weapon. Sierra Leonean casualties for the short battle were three dead and nine wounded, two severely.

Sierra Leonean soldiers transport the militia leader to a military jail in Magburaka where he will await trial. Military prosecutors are considering adding murder in the first degree to his list of charges.

Work on disarming the Communist militias in the north has been met with success and cooperation by local militia leaders, leading to few arrests or incidents. General Owellson said today that he wished all militias were this cooperative and commended the Communist militiamen on their honesty in handing over their weapons.

 

In other news, militias associated with the Silver Legion have reportedly begun encouraging citizens in the villages and towns they control to oppose the government in Freetown through civil disobedience. Army units have already been deployed to force their disarmament but commanders within these units expressed their concern of lacking support for upcoming disarmament operations, specifically armored forces. General Owellson said of this that there simply was not room in the budget to purchase or construct new vehicles for the military.

Reports are flooding in from the southern part of the country this evening telling of the Sierra Leonean Army being fired upon by Silver Legion and Afro-Military Front militias as they attempt to disarm and break up the Imperial, Silver Legion and Afro-Military militias present there. So far, the reports do not mention many details but it has been confirmed that the Sierra Leonean Army was first to open fire in the night as Silver Legion militias attempted to block one of the main roads to the southern parts of the country. No word has been sent regarding casualties on either side, although Sierra Leonean Army officials state that they expect "minimal casualties" in the coming operations given the training from Athenian forces stationed in country.

 

In response to the fledging movie industry that has begun in Sierra Leone, Maximilian Ionaster has created the National Board of Review for any film hoping to be distributed in Sierra Leone. The National Board of Review has three ratings for movies sent to be reviewed:

 

Passed, meaning it can be shown without fear of penalty or fine in Sierra Leonean theaters

Passed with changes as specified, meaning it can be shown once the filmmakers edit scenes deemed obscene

Condemned, meaning the film cannot be shown in Sierra Leonean theaters and any screening of the movie will be met with a fine and possibly jail time

 

The National Board of Review has not specified what exactly will force a film to be rated as Condemned.

President Maximillian Ionaster has created a committee tasked with preserving and promoting Sierra Leonean culture in film, named the Committee for Cultural Representation in Motion Pictures, or CCRMP for short. This committee, headed by Marcus Lovell, is made up of many representatives from all of Sierra Leone's districts and towns, and has reportedly begun investigations into several filmmakers for "Fascist propagandizing." Marcus Lovell is a celebrated commander-turned-politician of the former 3rd Shock Army, the name used for the soldier-militia group of Communist fighters who assaulted Freetown during the Sierra Leonean Civil War. Three of the filmmakers accused of Fascist propagandizing have already denounced the CCRMP's claims, calling them "baseless" and "a witch hunt." Silver Legion politicians also noted their displeasure with the committee, criticizing it for being headed by a former Communist soldier.

 

Africa First Legion politicians have also put forward a bill to repeal the Militia Disbandment Act, which was passed earlier last month. Those in the Africa First camp have pointed to the reports of violence in Sierra Leone from militia groups refusing to disband, both from Silver Legion and Imperial militia groups. Afro-Russo politicians, however, counter this by pointing to the reports of cooperation from Communist militias, most of whom have willingly handed over their weapons and disbanded peacefully. To this, Afro-Military Front politician Franklin Howe said "Of course...the Communists disband easily...[when] they control the Army, they know they will just have to sign up next month and be legally allowed to carry [a gun] again."

Four of the seven filmmakers named as Fascist propagandizers have been arrested in Freetown. One such filmmaker had attempted to submit a documentary about the Fascist uprising earlier this year, which earned a Condemned rating from the National Board of Review. The filmmakers have reportedly refused to speak to police, waiting for lawyers to arrive before their interrogations can begin. Freetown chief of police Ian Wellstock said that he expected a swift end to the matter, and proclaimed he anticipates the case to go to trial within the month.

Freetown filmmaker Steven Thornton, arrested last week on charges of Fascists propagandizing, has been brought to trial today. His lawyer, Kennedy Smith, stated today he is prepared to do anything to remove the false charges brought upon his client. The government will be represented by Freetown District Attorney Gregory Thompson.

Construction has begun on VT 1-2 tanks, to be classified as M105 "Lion" cavalry tanks in Army nomenclature. This tank features two 120mm smoothbore cannons in a casemate structure armed with an additional M85 machine gun mounted on a pintle for the commander to fire against enemy infantry and soft-skinned vehicles. 175 of these tanks will be transferred to the 1st Armored Cavalry Brigade of the Sierra Leonean Army.

 

Construction has begun on M1A1 Abrams tanks, to be classified as M120 "Panther" main battle tanks in Army nomenclature. This tank features a 120mm smoothbore cannon, the same model as that on the M105 tank, meaning logistics is greatly simplified. Additional armament is one M85 machine gun and two M760 machine guns, one pintle mounted and the other coaxial. 600 of these tanks will be built and distributed among armored divisions and regiments.

The military has been placed on full alert following reports of the Dominion of Draka attacking The Cape. Preparations were already being made by Maximilian Ionaster to condemn the illegal and unprovoked invasion.

 

20,000 soldiers were drawn out from recruits of the nascent Sierra Leonean Army to create the 1st Airborne Assault Division. This division will be trained in a 8-week program focusing on low-support operations, survival behind enemy lines, basic combat engineering, increased marksmanship skills and evasion and concealment from enemy forces. For the purposes of organization, this unit falls under the hierarchy of the Sierra Leonean Air Force, and all unit logistics and supply will be handled by the Air Force.

After a 2 week-long trial, Steven Thornton has been deemed innocent of charges of Fascist propagandizing. Unfortunately, Mr. Thornton's lawyer Kennedy Smith said today that "due to these false charges, nobody in the Sierra Leonean film industry, and very few in the entire world, will ever associate themselves with my client." Mr. Thornton's latest film, a documentary detailing the Fascist uprising last year which included first-hand testimony from both Liberation Army and Communists soldiers, earned a Condemned rating from the National Board of Review. When asked why the Board gave such a ruling, chairman of the Board Jim Blackwood was quoted as saying "the film in question earned a Condemned rating as it glorified and encouraged Fascist thinking. Fascism is banned in Sierra Leone, and is punishable by jail time or death." He went on further to say "We cannot foster an increase in fascist thought - that will only lead to more people in prison and more deaths. Nobody in the Board wishes for that to happen."

 

Silver Legion and Africa First politicians responded to this case by saying it was "a landmark" moment in defining where Sierra Leone would go from this day forward. The leaders of the Africa First Front released a statement today stating that "This is the first step in removing these offensive and restrictive committees and boards. Film is art. We do not censor the painter by smearing black paint all over his work. We do not censor the musician by demanding he change his lyrics. We do not censor the writer by telling him he must rewrite his stories. Why should we demand the filmmaker not speak of Fascists? It reeks of hypocrisy and double standards, a trait common in our Communist-led government."

Military commanders have expressed the need for greater investment in the armed forces following an attack by an Imperial "hunter-killer" pack on a military convoy heading for Mano. In the attack, 20 servicemen of the Sierra Leonean Army were killed, with many more wounded, with material losses estimated by the Army to cost 320,000 Leones. General Nicholas Riley, commander of Army Group South, added that in addition to loss of life and destruction of vehicles, the militia captured approximately 2 crates of M91 rifles destined for the Mano Army Base. He went on to further state that a mission would be organized to recover these weapons, but most likely would not be successful without adequate funding.

Development of an attack helicopter is underway. Trials are being conducted by both the newly-created Army Aviation corps and Air Force to determine requirements for such a vehicle.

 

Development of self-propelled artillery is also underway. Army commanders have set their requirements as listed below.

- 150mm caliber

- Ability to provide direct and indirect fire support

- Ability to defend self against infantry

- Must have a minimum speed of 20km/h

- Must be easily maintained and operated, with minimum training required

Following their victory, Maximilian Ionaster has been sworn back in as President of Sierra Leone, and Jonathan Nash has been sworn in as Vice-President. Their cabinet will be announced in the following week.

 

The Afro-Russo Communist Front has maintained their control over the House of Representatives. The Educated People's Union has gained multiple seats as well. The Africa First League is now a minority in the House.

 

Already the Educated People's Union has set forward a motion to remove the National Board of Review, calling the organization a "dangerous precedent in censorship." The Africa First League has echoed these statements. EPU leader Thomas Emmanuel stated that "When I agree with nationalists and authoritarians, something is very, very wrong indeed with our government." Meanwhile, the Africa First League has put forward its own proposal to repeal the Militia Disbandment Act.

Recent efforts by the Educated People's Union to disband the National Board of Review have failed, as majority Russo-Communist politicians have voted against any motion to bring the subject to discussion. Likewise, Silver Legion efforts to repeal the Militia Disbandment Act have also been blocked. Both groups have vowed to keep fighting to repeal these laws and committees.

 

In other news, an Army captain was arrested today in Kano for Fascist propagandizing after he allegedly showed Steven Thornton's film "The Coup", which detailed the Fascist uprising last year and also was Condemned by the National Board of Review, to his soldiers as part of entertainment for the week. Military officials have declined to identify the individual other than by his rank and service branch.

After weeks of trials and evaluations, the M109A4 howitzer has been selected as the self-propelled artillery platform of the Sierra Leonean Army. 2,000 vehicles will be produced and assigned the name M155 in all documents.

 

Construction has begun on the coast of Sierra Leone to safeguard it from enemy naval attacks. Substantial RADAR facilities will cover the coastline and 3M24 Uran to protect from 130km out, with additional missiles in the form of P-800 Onyx surface launchers and Kh-15 airborne launchers. A complement of Tupolev Tu-22M naval bombers will be assigned to Freetown to provide the platform to launch the Kh-15 missile against any hostile target.

The fundamental principle of the Sierra Leonean Armored Corps is to encircle and annihilate its enemy, The objective of the combined arms of tanks, self-propelled artillery and mechanized infantry is to bring decisive action against the enemy with sufficient firepower and shock. Superiority in force and firepower, as well as the element of surprise, is essential in the offensive. Broad-reaching attacks are not to be an element of Sierra Leonean doctrine, rather, focused narrow-front attacks which, once launched, must drive on to their objectives no matter the opposition are to be the norm.

 

Several types of attacks must be used by the Armored Cavalry Regiments to bring about the desired effects of engaging and destroying the enemy.

- Flank attack

This attack is designed to surprise the enemy and allow him no time for countermeasures. Since mobility and deception of the enemy at other positions are required, the flank attack is most successful mounted at a distance. Troop movements required for this attack can be done under cover of night or unusually favorable terrain.

- Envelopment

An attack which may be directed on either or both of the enemy's flanks with a simultaneous frontal attack. The deeper the envelopment goes, the higher risk that the enveloping forces find themselves enveloped. Therefore, it is necessary that strong reserves are on hand and the enveloping forces are well-organized and led. The success of the envelopment depends on how well the enemy can withdraw from the engaged direction.

- Encirclement

A highly decisive movement, but much more difficult to successfully accomplish than an envelopment. Enemy forces are engaged in the front by either light infantry or not engaged at all, while the main attacking force simply drives around the enemy, hoping to maneuver him out of position. This requires extreme mobility and deception.

- Frontal attack

This attack strikes the enemy at his strongest point, and is the most difficult to execute as the attacking force will be facing the brunt of his anti-tank weapons. A frontal attack should be made only at a point where infantry can break through into favorable terrain in the depth of the enemy position. Strong reserves must be kept in place to counter the enemy's reserve deployments.

 

All of the above tactics shall be brought to Armored Cavalry Regiment commanders and officers for them to study and practice.

Due to an extreme lack of general long-range precision weaponry outside of marksman M91 rifles, the Sierra Leonean Army has commissioned factories to construct the SSG08 designated marksman rifle, to be written in all Army documents as SR44. The SR44 is a bolt-action rifle holding ten 7.62x51mm rounds, which can be accepted by the M91 and M760 and has a 6x zoom optic designed in Sierra Leone.

 

Additional factories will produce the L118A1 rifle, to be written as M340 in all military documents. Like the SR44, the M340 is a bolt-action rifle holding ten 7.62x51mm rounds but is much more suited to long-range sniping and marksmanship than other rifles. The M340 is outfitted with a 12x scope designed in Sierra Leone.

The Sierra Leonean Army will now be following the doctrine of Zugzwang, or compulsion to move. Like in chess, the goal of this doctrine is to put the enemy at a disadvantage by forcing him to move when he would rather not, and all possible action the enemy can take will weaken his position.

 

To achieve the purpose of this doctrine, Sierra Leonean forces shall prepare defenses in depth and deny the enemy a chance to utilize the areas he has just taken.

 

For dense areas such as cities, forests and jungles, this means destroying by either explosives or napalm any means of cover, and destroying or sabotaging the integrity of defensive buildings. For less dense areas such as open fields, hills, and farmlands this means planting a mix of anti-personnel and anti-tank mines liberally in the area in question. Military buildings that must be vacated are to be either destroyed or heavily booby-trapped to prevent capture. Civilian buildings are only to be booby-trapped once all civilians have evacuated the area.

 

Machine guns are at the centerpoint of this doctrine. Minefields are to be protected by several machine gun positions, dependent on size. Infantry are to support the machine gunner when he must reload or change barrels, and each infantryman is to have at least one spare machine gun magazine on his person. In areas not protected by minefields, a combination of rifle and machine gun fire is to be used to suppress and deny the enemy a chance to move forward, locking his infantry in for artillery and sniper fire. If armored vehicles are present, machine gunners are to aim for the vision blocks in an attempt to blind the vehicles. Infantry are to also support in this effort by bringing up anti-armor teams to disable treads or potentially destroy said vehicle.

 

In this doctrine armor is much more offensively-minded than normal. All tactics discussed earlier are to be used by all armored forces with infantry assistance in the form of armored cavalry regiments.

 

Airpower is also important to Zugzwang. Obtaining air superiority is a must and emphasized above all else. Only once air superiority is firmly in the hands of Sierra Leone will major bombing runs and regular CAS attacks be granted. If that is impossible or air superiority is fluctuating, only CAS attacks and assaults by attack helicopters will be authorized and only in special circumstances. Assuming air superiority, regular bombing runs will serve to demoralize and disrupt the enemy.

 

Zugzwang is not to be followed on the offensive. It is a purely defensive doctrine.

Current stores of F-16SL fighter planes are to be decommissioned. Replacement craft in the form of Yak-141 VTOL fighters, to be named F-200SL, are to be built. In addition, production will begin on AV-8B Harrier II Plus aircraft, to be named DFC-80 "Instigator". The DFC-80 will supplement the Blitz II in combat.

Following a string of Condemned movies from the National Board of Review, a group calling themselves the Association of Sierra Leonean Filmmakers, or ASLF, has taken it upon themselves to sue the Sierra Leonean government for censoring of free speech, a right protected under the Constitution. The ASLF's lawyer, Micheal Hartmann, is a well-known and very successful attorney and partner of Sierra Leone's largest law firm, Brunman & Lockheart. Mr. Hartmann has described himself as a "take no prisoners" lawyer and his last notable case involved a man accused of Fascism shortly after the civil war, which was dismissed on a technicality. Attorney General Richard Boyle will be representing the Sierra Leonean government. The case is expected to go before the Supreme Court in three weeks.

Following the declaration of a ceasefire and peace negotiations ongoing in Athens, Sierra Leonean engineers have begun rebuilding the Destruction Bay military port, although local workers have expressed a lack of suitable materials. It is hoped negotiations with Gabon will bring about the necessary materials.

 

The Sierra Leonean Armed Forces have compiled a list of those wounded and lost in action against Gabon.

Sierra Leonean Army engineers have begun rebuilding coastal missile defenses, along with building emplacements for SAM AA sites. Several designs are being investigated for use, although special consideration will be given to designs that can operate on both radar and non-radar tracking systems. In addition, a self-propelled anti-air SAM vehicle is being commissioned, with design specifications to be determined.

In their first act as the new House, a vote to disband the National Board of Review has been put into motion. Many EPU politicians have already expressed their willingness to vote for the removal.

Trials have begun within the Army on new standard-issue assault rifle replacements. Candidates include the AKM, Galil 7.62mm, and SG 540. For comparison sake, the M91 rifle already in service is also being tested.
