Tianxia supports Poland's bid.

"Poland thanks the recognition by the President of the General Assembly, as well as Tianxia and Dai-Tōhoku in our attaining of observer status. On that note, we will reserve a full membership bid within the United Nations for the moment. The Fourth Republic is troubled by the most recent developments, that are currently being wrangled by the Security Council.

 

On that note, we appoint Hannah Powolzcski, a seasoned envoy with the Polish Foreign Ministry, as our Representative as an Observer in the United Nations."

During a break of the constant debate and problem solving, Woodrow (Woody) Sterling of Texas would rise to the podium and briefly introduce himself, "I am ambassador Woodrow Sterling of The Republic of Texas. I am here as an observer from the Texas Department of State. I look forward to being here with all of you and keeping the world a safe place." Woody then would take his seat and listen to the continuous debate.

"On that note I'd like to announce the acquisition of a new General Assembly Meeting site. In one month we'll be taking up residence in a truly neutral and entirely demilitarized site, in orbit. A memo will be sent out showing the former Lunar Republic Space Station fits all our needs and will soon be ready for habitation," Montessori adds as he shuffles through his notes.

 

"Further, Observer Status, in most cases, need not be requested. We recognize the observer from the Great State of Texas, Go Aggies!" Montessori said as he flicked through a few other notes.

 

"Future Observers need only put in a formal claim for it, in writing. Observers from nongovernmental bodies require the recognition from two or more members of the General Assembly. Observers must request permission to speak from the President or the President's Designated Chair holder and will not be allowed to vote. On that note, the I will be appointing the Norse representative and the Japanese Representative as my designated Chair Holders. Meaning, should I be absent and permission is needed by an observer or recognition for a newly arriving member is needed, one of those two members can give it in my place."


ooc- basically either zoot or eva can give permission for observers to speak and newly arriving members to be recognized should I be awol. Don't get too carried away with it though.

Montessori finally finds the document he was looking for and stands up behind the speaker's podium and uses his gavel to call the General Assembly to formal order. "I have a proposal, well not a proposal, but a suggestion. It must be remembered that any issue being discussed by the Security Council prevents the General Assembly from making formal recommendations on it. We can discuss these problems, we all have an interest in them, but we can not vote on formal recommendations."

 

After taking a sip of water and collecting his thoughts for a moment, Montessori continued as he said, "What we have here is a suggestion, nothing more, but hopefully it represents a useful tool for South America. I'm a South American, I was born in the era of the Holy American Empire, I watched my country and entire continent burn in a radioactive fire. I watched in dismay as Confederate nuclear weapons rained down upon Chilean cities. I sadly watched as my second home opted to join with another."

 

"What I suggest is the formal recognition of a new South American Organization for all lands not currently governed in South America under the direction of the Imperial court of Tianxia given they've established such a strong presence there. I suggest the organization have a United Nations Deputy and be a formal part of the United Nations. It will receive its permission to collect taxes, administer the police organizations, and provide for all the necessary functions that are attributed to that of a functioning government. The old South American Organization is dead, but the mechanisms are there, the infrastructure is there, but this new one should have a name that recognizes and reminds us all of the fragility of South America. At that, I formally request it be named the South American Imperium. I now open the floor for discussion."

Tianxia would be open to a compromise of a deputy in principal.  The dialogues with the two south american states will continue to be ongoing, thought acceptance of a proposal along these lines will go a long way to defusing the crisis on those fronts.

"Let it be noted, this is not a suggestion put forth by Legion, but comes directly from myself," Montessori replied.

 

 

The Legion representative stood up and said, "Permission to address the General Assembly Mr. President?"

 

"Granted."

 

"Legion will be abstaining from commenting on this measure for the time being so not to put President Montessori in a difficult position. We have our concerns and will address them privately with President Montessori and Tianxia. We do believe the proposal has potential and will keep our council for the time being, thank you Mr. President."

 

"You are welcome sir," replied Montessori before he looked to the rest of the General Assembly and said, "The floor is still open for discussion, remember, the expectation to comport ourselves as gentlemen and gentlewomen is very much in effect. In the future, accusations without proper documentation and evidence will be frowned upon severely, we are all here at great expense to our home governments and our time ought not to be wasted with frivolous allegations."

 

Montessori quietly motions the Legion representative to join him and the representative whispered, "How many troops are there going to be in this thing from Tianxia?"

 

"I am thinking only as many as they need in the event of an emergency," Montessori whispered back.

 

"So no long term basing in South America?"

 

"Well I don't know about that, but I'm guessing they'll be leaving the protectorate to run itself through the old SAO organization, unless they have to send troops in, which if that's the case, can you blame them? You know how long it takes to get the rest of the world doing in an emergency. As for the Republica and Paraguay, those seem to be situations that are going to require an entirely different set of proposals and negotiations that ought to be conducted separately."

 

"That's true, if you could find out exactly how the Tianxia plans to organize the protectorate I'd be much obliged, also let them know Legion is always available to be hired, " the Legion representative whispered back.

 

"I can't tell them that you bastard, now get out of my hair," Montessori whispered back and he rolled his eyes in annoyance.

The representative from the Grand Republic would stand up to speak. "The Grand Republic would like to put forward an idea for Tianxia, Dai-Tōhoku Renpō and Republica and Paraguay to think about. Would it be possible perhaps for all of the four nations involved to create a civilian administration for the South American territory in question. This way each nation would equally be involved and no nation would feel they are being unfairly excluded?"

No it would not as has been made evident the behavior of the South Americans has become too erratic crisis after crisis.  

 

The point of Tianxia Foreign Policy is not fairness for those who misbehave.  The point of the United Nations is not to be an affirmative action group or a World Congress.  Its to stop another conflict on the scale of a world war.  Therefore security interests are a valid concern.  We will act to preserve ours.  We're not here to negotiate for the sake of negotiating, giving away concessions to people entirely uninvolved in the bilateral dialogues.

 

We're willing to listen to this proposal at a compromise on Imperial protectorates in South America but do not mistake that for weakness and willingness to make further concessions much less abandon our clearly articulated position which is that the issues with the other two states, Republica and Paraguay, are bilateral dialogues.  

 

Tianxia remains firm in our position and an attempt by you to simply ignore these clearly articulated positions and try and force us to negotiate further concessions to them in a forum unrelated to them is counter productive to the final settlement which will be as we've said, the reconciliation of the offending powers with the Emperor in some form, nothing less.  Negotiations are on the form of such reconciliation.  This deal assists in that, but as was stated is not a substitute for that issue.

The American Commonwealth supports Poland's bid to join the General Assembly with observer status.  In regards to the South America conflict, despite the sudden loss of Paraguay we urge both Tianxia and Imperial Republica to settle this through dialogue in the interests of the future of the region.  Any settlement reached unamicably will only serve to fuel further tension for  the continent in the future.

Ambassador Fuller was also perplexed by the presence of a UN ambassador from the state of Texas.  Due to his need to be present for discussions he had his aide quietly deliver a message to the "ambassador".

Mr. Sterling.  There seems to be a misunderstanding with the current situation.  The State of Texas has no authority appoint officials to posts dealing with the foreign affairs of the American Commonwealth.  That is a power reserved solely to the federal government.  Please accompany my aide who will make arrangements to take you home.

The Foreign Affairs of the American Commonwealth is handled by the Department of State of The American Commonwealth and more specifically you, here in the field of the United Nations General Assembly. I am not here to conduct foreign affairs but simply gather intrigue.

Regardless of your self proclaimed status, your official presence in such a visible international forum has not been sanctioned by the Commonwealth State Department and constitutes a violation of the Constitution itself.  The Commonwealth State Department regularly liaisons with the State Departments of the individual states providing them with updates on ongoing issues as well as the public media.  Your being here without official approval potentially undermines the authority of the federal government to conduct diplomacy on the international stage.  I must insist you go with my aide and return to the Commonwealth immediately.

Montessori makes a note of Poland's joining the General Assembly  as he watches the note passing between the Observer from Texas and Ambassador Fuller. Realizing that more than likely the representative from Texas was on the receiving end of what probably is the official scorn of the National government of the American Commonwealth he places a hand over his microphone to silence it and motions Mr. Sterling, of Texas, to approach the President's Podium for an unofficial consultation.
