SUMMARY
Vinsalia has returned, and the tensions from the first Vinsalian crisis has not subsided. The Knights of Cromwell continue to assassinate members of royalty. The era of peace in J Andres appears to be short lived. A new President has been elected, can she and the new government solve the crisis diplomatically, or is New England simply not big enough for Vinsalia and J Andres?

LAURENT RETURNS, TROOPS MOBILIZED

DANBURY -- Foreign Affairs Minister, Charlotte Laurent, has returned from her diplomatic mission to Vinsalia. "I don't exactly know what I was expecting in Albany, but it certainly wasn't that," she said upon her return to Danbury. "For two days, I requested a meeting with His Majesty, King Gabriel. Each request was denied and no meetings of any importance occurred. Vinsalia was wasting our time, and I refuse to waste it anymore."

Critics of the Minister have cited her inexperience for the failure of the mission. Sources close to the royal family have stated that King Gabriel is unmoving in his unreasonable demands. Although rumors of these demands have been circulating throughout the media, they are still unknown, if they exist at all.

The Maritime Republic is not wasting time preparing for conflict. The military has been mobilized and Fort Jack Bosco is once again a bustling base. Unlike the rising tensions in Danbury during the First Vinsalian Crisis, the soldiers are being received to great fanfare this time around.

VIOLENCE IN DANBURY
DANBURY -- Michael, Earl of Danbury was assassinated this morning in Danbury. The assassination is only a few weeks after the three year anniversary of his father's anniversary in the same city. The Knights of Cromwell have claimed responsibility for the attacks, although eyewitnesses report the sighting of Vinsalian uniforms among the crowd. At this time, those reports are unsubstantiated.

Reports from Endor Cuidad hint at a potential military engagement. The Aurora Institute, the think tank founded by former Minister of Foreign Affairs, Patrick Aurora, has been meeting with other North American nations, hoping to cause an intervention. Edited August 28, 2013 by J Andres

ENDOR CUIDAD -- President Evan McDowell shook hands with Emily Gibbons, the woman who would be President within the week. The two were each flanked by their respective Ministers. This was not the first meeting between the two administrations, but tensions were rising with Vinsalia and this would likely be the last turnover meeting they would have.

When President McDowell was completed with his pleasantries, Minister Rasmussen rose to speak. "I think the important thing for us to remember is that Vinsalia is a very young country. It's been less than three months since their reformation," he began. "I just don't see how coordinated their military can be."

"But the Commonwealth must have abandoned some equipment in there," incoming Defense Minister, Louis Kissinger challenged. "There is no way of knowing of what they are sitting on. They may not be well organized, but their weaponry could far exceed our own."

"Exactly, which is why the time to attack is now," Rasmussen retorted, both Presidents listening without speaking. "Right now they are still inexperienced. Even if they have superior weaponry, with each passing day they will be gaining the advantage. If we strike now, they will be uncoordinated."

"Minister Laurent, how would the international community respond if we were the first to strike?" The President asked, his voice barely audible.

Charlotte Laurent shook her head, "We will have more international support if we are the victim of the first attack. For the most part, the North American nations are condemning violence from either side. They aren't looking to get involved, but if they do, it would likely be against the aggressor." The Minister glanced at her map before continuing, "New Quebec would likely support us either way. They aren't exactly thrilled with having Vinsalia as neighbors either. The Commonwealth's ties to Vinsalia is more recent and would likely support them."

"And how about Europe?" Gibbons asked.

"The Roman Federation might support us with aid, but putting troops on the ground might be complicated if other nations get involved. Rome isn't about to hurt their friendship with the Commonwealth over us," Laurent answered.

Silence filled the room as the officials mulled over the new data. After a few moments, a voice spoke from the back of the room, "Vinsalia will attack before the end of the week."

The President shielded his eyes from the light, hoping to see the figure shrouded in darkness. "And how do you know that?" he asked.

The figure stepped forward, revealing his blonde hair. "This isn't the first time I've had my eye on those Vinsalian sons of b****es."

Gibbons moved her hand to her mouth as she saw the face of Jacob Cross, former General of J Andres, dishonorably discharged after Richard's Rebellion.

Eying the room's reaction, Cross lifted his hands as to calm them down. "They're going to attack during the inauguration. Our command structure will be in flux and our attention won't be on the borders."

McDowell shook his head, "Even if that is true, what the hell are you doing here?"

Cross chuckled, "Security here isn't very tight...which might warrant some changes considering our current situation."

President-elect Gibbons motioned for him to sit down, "Okay Cross, what's our next move?"

A JOINT STATEMENT FROM
THE NORTH AMERICAN COMMONWEALTH, THE REPUBLIC OF CALIFORNIA, AND THE REPUBLIC OF MEXICO

The governments of the North American Commonwealth, the Republic of California, and the Republic of Mexico, strongly condemn the rising tensions and imminent violence between the Kingdom of Vinsalia and the Maritime Republic of J Andres. The Commonwealth, California, and North Mexico are committed to preserving peace on the North American continent and will not tolerate acts of aggression on either side of the conflict.

For the convenience of all parties, the Commonwealth has offered Philadelphia as a neutral site to discuss the issues at hand and prevent armed conflict.

The undersigned also warn the other nations of the world that this conflict is strictly a North American affair, and any efforts by other non-American nations to meddle in North American affairs in efforts to gain a foothold in the Americas will be met with extreme force.

Vinsalia and J Andres have 10 days to accept our offer for peace talks, or stand down. If neither action is taken, or conflict erupts, economic sanctions will be taken against both nations.

ENDOR CUIDAD -- Emily Gibbons waved at the crowds as the inaugural parade continued towards the Adrik Annan Governmental Center. The warning of Jacob Cross echoed throughout her head. The forces along the borders heard only silence on the Vinsalian radio channels. If Cross was right, that meant an imminent attack.

Of course, the Maritime Republic was not unprepared. Many of the troops in Danbury and other border towns were told to retreat from sight and maintain active readiness indoors. With any luck, Vinsalia would think they were attacking a sleeping nation, when in reality the armed forces were lying in wait.

It didn't make the President-elect any more comfortable. The inauguration would most likely be a target as well, and she would have the biggest bullseye on her. Even the large amount of security forces, Emily knew it would only take one well placed bullet to end her life.

The parade continued without incident, as Emily approached the stage to be officially inaugurated. She was not sure if the fact that nothing had occurred was a good sign, or more reason to worry. The anticipation was killing her.

Queen Katherine awaited Emily's arrival. As the reigning monarch, she would administer the oath. The Queen began, "Mrs. Gibbons, please repeat after me. I, Emily Gibbons, do solemnly swear."
The President-elect nodded her head, "I, Emily Gibbons, do solemnly swear,"
"That I will faithfully execute the Office of President of the Maritime Republic of J Andres,"
"That I will faithfully execute the Office of President of the Maritime Republic of J Andres,"
"And will do, to the best of my ability,"
Emily noticed a few men in suits and sunglasses began moving from their posted positions. She continued, "And will do, to the best of my ability,"
"Protect, defend, and serve, the people of the Maritime Republic."
"Protect, defend, and serve, the people of the Maritime Republic."

The crowd erupted into cheers. Emily began to approach the podium; however, a small group of uniformed soldiers quickly approached and ushered President Gibbons and Queen Katherine to the side. "We need to get you to a secure location immediately."

The sky was illuminated in a brilliant display of light. The crowd clapped as the fireworks show continued. The soldiers escorted the two women away as the warning sirens in the city began to blare. The crowd, with it's eyes to the sky noticed as a two objects collided, spawning another explosion of color.

"Vinsalia's forces on the ground have moved in on Danbury," Emily heard one of the soldiers say as she stepped up into an armored Jeep. "They've launched a salvo of cruise missiles at the city as well."

"The missile defense system, is it holding up..."

The sounds of the soldiers banter faded away in Emily's mind as she stared into the city, now overrun with chaos at citizens scattered. One missile struck the dome of government center, sending chunks of concrete flying through the crowd. Emily could not look away as the country she was now tasked to lead was now entering a terrible new era.

Emily felt the gloved hand of the queen rest on her shoulder. Her Majesty likely intended to give her emotional support, but Emily felt crushed under the five fingers of incredible responsibility that had just been placed on her. Her mind regained focus, "Where are we headed?" she spoke quickly.

January 29, 2065

DANBURY -- The brown jeep careened around the winding corners of the forest north of Danbury. General Malvern was riding in the passenger seat, watching as the trees whooshed by the open doors. After a day near the front lines, he was returning to Fort Jack Bosco to meet with other advisers to plot the course forward. The past month had been a long one, and he was eager to return.

The sound of gunshots seemed closer to the Jeep than Malvern expected. He turned to the driver, "Wilson, what's going on up there?" The driver shrugged and Malvern reached into the back of the Jeep, withdrawing a rifle. He held it loosely, ready to defend the vehicle if needed.

--BANG--
Malvern tried to identify the source of the bullets but couldn't figure it out. The loud sound had been the tire, and the Jeep was now listing dangerously to the right. Malvern caught a glimpse of a large oak tree ahead of the Jeep and bailed out the side.

Grass, sky, branches, grass, sky, thorns--"Ouch!" he exclaimed as he tumbled down a hill. Finally coming to a stop face down at the bottom. He rolled onto his back and attempted to get up, but his body resisted. "Wilson!" he yelled, "Are you alright?" As he stood up he could see the Jeep at the top of the hill, smoke coming out of the engine, but he couldn't see if the driver was okay.

He took three steps up the hill.
"Not another step," said a voice from behind him.
The General's hand shot towards his gun, but the sound of a gunshot forced it back up.
Malvern raised both hands and turned to face the voice. It was a Vinsalian soldier.
"General Malvern," the soldier said, sounding surprised. "I thought that might be you in the Jeep, but I never expected to be so lucky!"
Another soldier approached and removed Malvern's gun from it's holster.
"You'll be coming with us," he said, as the other Vinsalian soldiers surrounded the General.

January 30, 2065

GENERAL MISSING AS BATTLE RAGES
DANBURY -- Twenty-seven days since the first missiles hit Endor Cuidad and the battle continues to rage in and around the city of Danbury. Danbury is the only location with extended action on the ground. Cruise missiles attacks are common in the east, although many are dispatched by the missile defense system.

Danbury has been under siege, suffering from nightly bombing runs by the Vinsalian Air Force. Yesterday afternoon, General Thomas Malvern, Baron of Mystic was reported missing. It is believed his escort vehicle was attacked en route to Fort Jack Bosco, the Western Front Command Center. Vinsalia has made no claims to his capture and it is unknown if the General is missing or has been killed.

The Triad of the Commonwealth, California, and Mexico have called for a peace conference in one of their territories. Reports from Albany state that King Gabriel is open to the possibility of a conference.

In other news, the remains of former Evan McDowell were identified in the rubble from the Inauguration Day attacks on Endor Cuidad. McDowell, was presumed dead after his disappearance; however, most of the remains of the deceased were unidentified until this week. Dental records are being used for identification.

The Prince and Princess of Endor & Paris have extended their stay in Rome in light of the extended conflict in J Andres. Prince Alfred married Natalia, Princess of Paris on January 8. Natalia has not been forced to renounce her Roman titles and Prince Alfred was named the Prince of Paris in a ceremony in Rome. Speculation in Endor Cuidad hopes that the Roman Federation will support J Andres in the Vinsalian conflict; however, currently, the Federation is respected the ultimatum by the Triad. CEASEFIRE! WASHINGTON CONFERENCE PLANNED
DANBURY -- Louis Kissinger, Minister of War and Defense, has negotiated a ceasefire with Vinsalian Military commander, Sir Edward Joyeuse. Both sides will cease all military engagements and hold current positions. Kissinger notified the Triad of the development and a conference is planned for Washington, DC later in the month.

The ceasefire does not require Vinsalian forces to retreat to the borders prior to the conflict. The residents of Danbury are displeased with the developments. The city has been the site of intense fighting since early January and is now divided. Andrean citizens behind Vinsalian lines have not been permitted to return to J Andres.

The Washington Monument, constructed in 1884 in honor of George Washington, first president of the United States of America, stands tall over Washington, DC, capital of the North American Commonwealth.

WASHINGTON, DC -- Charlotte Laurent sighed. "We aren't making any progress here," she said, turning to face President Gibbons.
Gibbons frowned, "This is pretty much a waste of time."
Laurent stood to walk towards the window. "When they turned over General Malvern as a sign of good faith, I thought they were serious about determining peace terms."
"I believe they are stalling, waiting to organize their forces to finally force themselves through Danbury and into the east," Minister Kissinger said. "Our satellites have been detecting troop movements."
The President shrugged, "It is only a ceasefire, aren't we making preparations as well?"
Minister Kissinger shook his head, "It's not just the amassing of troops." He reached into a manila folder and removed a few large prints of black and white satellite images. "This is Griffiss Air Force Base, a former installation of the Commonwealth. The Commonwealth shut down the base six years ago to save money, but there has been an incredible amount of activity here over the past week."
"I thought Vinsalia didn't have an Air Force," Laurent mused.
"They don't," Kissinger replied, "And we don't know what the Commonwealth left behind. But if there is old Commonwealth planes there, they could mop the floor with our own. Our intelligence points towards Vinsalia dragging this conference out until their Air Force is ready, and then another all-out offensive to blow past our defenses at Danbury."
"And what do you suppose we do about this?" the President asked.
"I've got a team of elite agents from the Republic Intelligence Service getting ready upstairs. Tomorrow, when all of you are in the conference and their embassy is at its minimum occupancy, the team will move in and install some bugs."
The President looked to Laurent for guidance, "Is there any other way? This could blow back at us if done incorrectly."
Laurent looked to Kissinger.
"This is our only move. We need to find out what is going on at the base. Delays will cost J Andres lives."

In the year 2065, Vinsalia had a new King,
And along came the things that a new King might bring.
The new King built buildings and gave food to the poor.
But these things were not great, for the neighbors next door.


For a time long ago, these two neighbors fought
A war of rhetoric and words, with few bodies dropped.
This time around, the new King sought to win
So with the push of a button a war he'd begin.


The missiles they flew, with a whizz-zoop-de-berry,
And the neighbors fired back, and they both killed many.
The sun would rise and go down, with more soldiers dead.
And after thirty such days, they would try peace instead.


So they traveled to new lands, and by day they shook hands,
But at night they returned to devise devious plans.
For the new King had a weapon, the greatest of all,
but it was not ready, so the peace talks he'd stall.


For the King found a way, to make his men fly,
And then they could rain down all hell from the sky.
The King called the machine a flappedy-gloop-snort
That was a mouthful, most called them planes, for short.


When the neighbors found out, they were irate!
They would need to act, before too late.
So they sent in the spies, but it was for naught,
For once they broke in, in the act they were caught.


The neighbors where humiliated, the peace talks adjourned,
The King and his prisoners, to his kingdom, returned.
The neighbors had failed, to their home they made haste
Before the flappedy-gloop-snorts would come to make waste.

J ANDRES AGENTS SENTENCED TO DEATH
ALBANY -- Nearly a year has passed since the Washington DC conference failed to resolve the ceasefire between the Maritime Republic and Vinsalia. The conference ended abruptly when supposed J Andres intelligence agents were caught trespassing on Vinsalian embassy grounds.Since then, Minister Kissinger has denied all involvement with the operation and insisted that the agents were simply diplomatic staff who were kidnapped for political reasons.

The international community has mostly abandoned J Andres as the trial dragged on for months and a jury of Vinsalians determined the agents were guilty. Today, a high judge of the Kingdom of Vinsalia has sentenced the two agents to death, to be carried out before the end of the year. J Andres diplomats are continuing to try to negotiate for their release; however, King Gabriel announced that no amount of diplomacy will save the prisoners, who were in violation of the ceasefire. ASSAULT ON ALBANY!
ALBANY -- With only two days remaining until the execution of the alleged J Andres agents, the forces of the Maritime Republic made the first move in after a long stalemate. A full-scale assault was launched on Albany from the western J Andres border. The assault began in the skies clearing a path through the minor military installations on the border and then providing cover for the 20,000 troops that were mobilized. Missiles launched from within J Andres destroyed roads connecting to Albany from Troy and Schenectady, the latter being the major military installation of Vinsalia.

The Vinsalian army immediately launched an offensive from the North, striking J Andres at the Jack Bauer Outpost in Lowell.

"Today, we choose to fight," President Gibbons said in a speech a few hours after the initial attack. "Eighty years ago, on this day, the great Benjamin Richards lead the army of J Andres to victory in the Orlando Offensives. Today, it is time for J Andres to take action. Need I remind you, that Vinsalia struck first, attacking Endor Cuidad last January. Over the past year, Vinsalia has been unwilling to meet with our diplomats to negotiate for the release of our prisoners, taken while at a peace conference."

"We act today, in the hopes of seeing tomorrow," the Commune has authorized a declaration of war, something which has not been done in over half a century. King Gabriel will answer for his country's actions, and J Andres will persevere."

The President has been moved to a secure location. The Anchor Times advises all citizens residing near the Vinsalian border to shelter in their homes.

Kissinger Replaced

ENDOR CUIDAD -- Thomas Malvern replaced Louis Kissinger as the Minister of War and Defense today. Kissinger was responsible for the decision to use J Andres intelligence agents to infiltrate the Vinsalian embassy two years ago during the Washington Conference. Although critics of Kissinger were vocal during the war, President Gibbons silenced them, stating that she would not replace a key cabinet member during the middle of the war.

MUTUAL AID PACT WITH NEW QUEBEC LEADS TO ECONOMIC GROWTH

ROSSINGOL -- Prime Minister of New Quebec, Robert Cabot is in Endor Cuidad to approve a new Mutual Defense Pact with J Andres. The defense agreement would be a first for J Andres. The agreement will not be limited to times of war either. In the current form of the agreement, of which a draft was released to the press yesterday by Minister Laurent, shows that J Andres would agree to buy naval frigates, constructed in Halifax by the Irving Marine Corporation, and Kensington Mews Shipbuilding would agree to sell it's newest Poseidon-class submarine to New Quebec.

President Gibbons heralded the pact as "a necessity in a North America that has grown increasingly hostile."

CEO of Annan Enterprises, Maria Kensington said in a press release, "The Poseidon-class submarine is a fine ship, built at an economic price. This agreement with New Quebec will help to defray the large design costs that have been incurred over the past decade during development. NORTH MEXICO DECLINES LEASE RENEWAL; NAVAJO UNION GOODS STRANDED

PUERTO PEÑASCO -- The Republic of Mexico declined to renew a lease with the Navajo Union today, for a track of land leading to Puerto Peñasco, a shipping port in the Gulf of California. The Navajo Union is a landlocked territory and uses Puerto Peñasco as its primary trading port, especially with Tikal, Gemini, and the nations of South America.

This is just the latest move by the nations of the North American Triad to exclude the Navajo Union. The Navajo Union borders all three nations, stymieing land travel between the three. Diplomats from all three nations have maintained a facade of pleasantries; however, analyists predict the facades will soon fall.

President of New Quebec, Robert Cabot criticized the deal, "Free trade and access to the oceans is crucial to North American prosperity. The Republic of New Quebec strongly condemns the non-renewal of the Puerto Peñasco lease. We hope North Mexico and the Navajo Union will find a peaceful resolution to this matter." HUNGER LEADS TO LOOTING IN NAVAJO UNION

PHOENIX -- Following the announcement that Puerto Peñasco lease would not be renewed, the prices of goods in the Navajo Union have skyrocketed, leaving few with the resources necessary for survival. The streets have managed to stay peaceful thus far, but with the passing of the Christmas holiday, and the likely expenditure of citizens reserves, the streets are beginning to turn violent.

Supreme Chief Sonakih III has been moved to a secure location. California, North Mexico, and the Commonwealth have all shut their borders with the Navajo Union, refusing to allow the chaos be spilled into their own borders. Some refuges have begun to trek north to the Caribou Republic. However, the Caribou Republic is not an option for everyone. Gary Barbaro, citizen of Albuquerque said, "The Caribou Republic? No way! CALLS FOR REVOLUTION IN SALT LAKE CITY

SALT LAKE CITY -- As the riots in the Navajo Union grow in intensity, a figurehead is beginning to appear. Ernesto Espada, a young Salt Lake City native, has sounded the call to arms to overthrow the Chief-Council system in the Navajo Union.

"How is it that in the year 2068, we are still lead by an archaic government? Why is our Chief not elected? Who chooses the Council of Elders? The Navajo Union has stood for 47 years under this system. Is this why the poor line the sidewalks each night, hoping to enter the shelters, while the rich sit in their penthouses and drink and eat to their heart's content?

FIRST QUÉBÉCOIS FRIGATE ARRIVES IN J ANDRES

PUERTO PACIS -- Minister Malvern accepted the first Halifax-class frigate into the naval fleet. The first ship, JAS Gatineau, was named after a city in Western New Quebec.

Malvern spoke briefly during the christening about the new shipbuilding arrangement. "J Andres sailors will soon board this Québécois ship and the lives of our armed forces will be in the hands of Québécois engineers and shipbuilders. We place our trust in the workmanship of the vessel no less than we value the trust of our northern allies. Sailors of New Quebec will soon be diving to the depths of the oceans in our submarines, and we hope they feel just as secure. Shipbuilding is expensive, and we are glad to have come to an arrangement that is favorable for all involved, as we seek a North American unity, and a prosperous peace."

STATEMENT FROM THE GOVERNOR OF LANIER

January 8, 2068

Have you seen the news? My fellow Andreans, the good fight is being fought in the Najavo Union as we speak.
Right now, young men and women are standing up to the status quo and demanding for change.

For countless YEARS, my western J Andres neighbors have complained that their voices cannot be heard in Endor Cuidad. That our needs are not met. That our lives mean nothing.
My good friend and fellow governor, Phillip Gordon, ran for president in 2056 saying these same words and he was defeated. Defeated by those who have so much to lose. Defeated by easterners.

It has been over 50 years since the last Communist Party President, the Great and Honorable, Adrik Annan, took charge of this nation and led it to greatness. Perhaps there is a reason that J Andres has never seen the true wealth and prosperity that was achieved during the First Maritime Republic, because a true Communist has not been elected since. The Nationalists and the Anchors perpetuate the status quo, the continued collapse of J Andres. The Second, Third, and Fourth Maritime Republics all fell at the hands of these two parties. Will you allow the Fifth Maritime Republic to fall as well?

The Navajo Union is in the process of changing the status quo. A people oppressed for years into a dictatorship without a voice have risen up and I am sure they will succeed in taking control of their country, of their lives. For a people oppressed have nothing to lose and everything to gain.

And are we no different?

I am declaring my candidacy for President of the Maritime Republic. Under my leadership we will usher in a new era. An era of equality, and prosperity for all. Let us stand in solidarity with the Navajo Revolutionary. Let us use the agents of democracy to change our nation in a peaceful, and bloodless way. For, if democracy fails, and our quest for change is void of results and bloodshed, I can promise that our next revolution will be full of both.

The years of oppression in the Navajo Union began with Sonakih I, and shall soon end with Sonakih III. In the year 2068, the governments of the North American Commonwealth, the Republic of California, and the Republic of Mexico find it unbelievable that a civilized nation would choose to live under a dictatorship. The Chiefs may be elected from the Council of Elders, but how are these elders selected?

It is clear that the people of the Navajo Union want transparency, democracy, and freedom.

The revolutionaries under the leadership of Mr. Espada are showing the oligarchy that there is no room for them in the twenty-first century. Our nations support the people of the Navajo Union and have pledged aid to the rebels. A shipment of arms will be delivered to Salt Lake City within the week.

Effective immediately, the North American Commonwealth, Republic of California, and Republic of Mexico suspend diplomatic recognition of the Navajo government led by Sonakih III. The undersigned will respect the borders of the Navajo Union and eagerly await the formation of a successor government deserving of the faith of its people.

"SEPARATE AND DISTINCT ACT" PASSES COMMUNE

ENODR CUIDAD -- The "Separate and Distinct Act" once again revises the official roles and duties of the government entities, migrating the Commune, President, and Monarch into three "Separate and Distinct" branches of government, with appropriate checks and balances.

The Commune
The Commune of J Andres has been established as the sole legislative entity of the Maritime Republic. The Commune is charged with drafting legislation. The Commune may override the veto of a President with a 2/3 vote, and may remove any elected official from office with a 3/4 vote. No other entity may diminish the authority of the Commune except for specific provisions provided in the Separate and Distinct Act. Members of the Commune are elected every four years and elect a Premier to serve as the head of the Commune at the beginning of each term. There are no term limits for members of the Commune.

The President
The President of J Andres has been established as the sole executive entity of the Maritime Republic. The President is charged with executing the laws enacted by the Commune. The President may create Executive Departments and appoint Ministers to lead these departments at their discretion. The President may veto legislation passed by the Commune. The President is elected for a four year term and there are no term limits.

The Monarch
The Monarch of J Andres serves as the head of state and head of the judicial entity of the Maritime Republic. The Monarch appoints Dukes/Duchesses, Princes/Princesses, or Earls/Countesses to serve as the head of each of the eleven provinces. The Monarch may also choose to create other peerages as the Monarch sees fit. The Monarch may overturn laws that have been enacted; however, no action by the Monarch, or any other noble head may diminish the authority of the Commune. The Monarch may cede these duties to another individual that the Monarch chooses, subject to the approval of the Commune.


The act was passed primarily with Nationalist and Anchor Party votes; the Communist Party is strongly opposed to the measure. "Have we note learned from the actions of eleven years ago?" asked Presidential Candidate Brad Henault. "It was not that long ago when the nobility of J Andres staged an insurrection, and killed the true Queen among many others. I have no appetite for the games that these royals play. After Richard's Rebellion, the power of the monarchy was diminished, but now once again, we are giving them more!"

"I actually think this new division of responsibility will be effective. The Commmunists rage that they do not want the Monarchy to have power, but currently the voice of the Monarch is equal to 43 votes in the Commune," said President Gibbons. "I think it is wise to remove the Monarch and Presidential votes from the Commune. The Commune is supposed to represent the people, and now it will." Edited December 4, 2013 by J Andres

PROVINCES TO BE REORGANIZED NEXT YEAR

ENODR CUIDAD -- The Commune wasted no time, passing another piece of major legislation that will influence the political landscape of the Maritime Republic. The "Province Reorganization Act of 2068" will consolidate the 11 current provinces into just 6. They will be:
Principality of Newport (consisting of the former Newport, Hyannis, and Puerto Pacis provinces)
Principality of Providence (consisting of the former Providence and Endor provinces)
Duchy of Boston
Duchy of Rossingol
County of Danbury (consisting of the former Danbury and Hartford provinces)
County of Lanier (consisting of the former Lanier and Mercton provinces)

The move is expected to save million each year in administrative costs. New elections for provincial governors will coincide with this fall's general election. Governors elected this year will serve only a two year term to catch back up with the gubernatorial election cycle.

"I'm very pleased with this legislation," Communist Presidential candidate, Brad Henault said this afternoon. "This legislation reduces the number of royals with titles and saves money. The old system had numerous provinces with less than 200,000 people--this was inefficient."

Queen Katherine announced new titles for certain royals effective January 1, 2069.

Alfred, Prince of Endor, will become the Prince of Providence
Richard, Baron of Warwick, will become the Earl of Danbury
Spencer, Earl of Hyannis, will become the Baron of Hyannis

President Emily Gibbons adjusted her skirt as she took a seat at the head of the conference table. Four years ago, one woman sitting at this table would have been remarkable, today the President, Monarch, and Premier were all women, and two of the three ministers were women as well. Emily smiled at the thought and rose her head. The rest of the group had taken their seats, following Gibbons cue. Two men were in the group, Minister Thomas Malvern and Prince Alfred.

"The revolution in the Navajo Union is growing stronger," Gibbons stated, "and the Triad seems overeager to help."

"Our diplomats in the Triad nations haven't been getting very far with their contacts. Some op-eds are calling it a case of 'Manifest Destiny,' which seems possible and does explain their actions," Minister Laurent sighed. "But we have not yet been able to confirm anything. Our friendship with the Commonwealth has cooled as our relations with Quebec grow stronger."

The President turned to Minister Malvern, "Last week you said that the satellites hadn't spotted any significant movements. Any changes?"

The Minister of War and Defense shook his head, "No Ma'am. The Triad is not preparing for a war, at least not yet, but we need to consider the possibility that the Triad will soon add another member." The minister paused, and in the absence of another speaker, he continued, "In and of itself, this isn't a big deal, but this will provide them with many friendly borders and safe trade routes. This could be significant in terms of their economic efficiency."

"Marissa, any input?" the President asked. The Minister perked her head up. Of all the women in the room, Emily trusted Marissa the most.

Marissa Roth shuffled the papers in front of her, "In terms of economic power, the Triad already dominate the continent. The NU may have been on rocky ground with the populace, but the events here were instigated by North Mexico's denial of Puerto Peñasco. We should make the appropriate arrangements to isolate our businesses from dealing with the Triad nations. Economic sanctions of those sort could paralyze us."

The President folded her arms across her chest. "Your Royal Highness," she said to the Prince. "I believe it is time for you to take a trip. I'm sure your wife would love to visit her home?" Edited December 6, 2013 by J Andres

EGOROV WANTS HEALTHCARE

ENDOR CUIDAD -- The fight for healthcare is beginning in Endor Cuidad. The Communist Party, lead by Nicholas Egorov, has always had a nationalized healthcare system in their platform, but recent support from the Nationalists are turning the Communist dream into a reality.
"I am glad that our colleagues are learning to appreciate our plan. Healthcare costs have been rising steadily due to an inefficient system. Providers bill insurance companies for procedures that weren't completed, and eventually the insurance companies pass along the prices. Our new plan will establish a vast schedule of costs for procedures that should standardize costs across the board," Egorov said during hearings of the Commune this morning.

So why now? Nationalists are realizing that the costs are rising, without improvement in quality. "We are hoping that a standardized cost schedule will make healthcare more like taking your car to your mechanic," says Lauren Barlow, Governor of Newport.
