ooc thats a military post directed at my military. Any information would be censored to the people of Bolivia and we have no outgoing transmissions so how you managed to pick up an internal message I'll never know. 

OOC: It was reported by a news team. I think saying it was classified for the military when nothing really indicates it is a bit too free of an interpretation.

 

Also, am I correctly assuming you just launched a nuclear attack against my fleet and the Galapagos?

OOC: you are incorrect, i havent yet.  They were primed with targets.

Paraguay recognizes the attempts Tianxia and its allies are making in order to ensure peace and security around the world, however if any attempts are made to invade Paraguay we will have no choice but to respond. Paraguay will currently take ONLY an observational stance on the conflict to see what develops. Paraguay shares the same hopes of most nations, peace and stabilization, and wishes to assure Tianxia that it does not support nuclear arms (per condition of the Paraguayan Nuclear Non-Proliferation Act).

 

I would like to make a personal appeal to Tianxia and its allies to allow Paraguayan officials and SAO members in on discussions concerning Bolivia given its close geographic proximity to us.

While we appreciate your stance on nuclear weapons, this matter falls well within the areas of interest of international security and supercede the interests of regional blocs, which are secondary and subordinate in nature compared to international security efforts.  Our military forces can and will continue to exercise our role as the indispensable nation, and the principal guarantor of peace in the world and the Pacific especially.

While we do not recognize the Security Council's jurisdiction upon non-member states, we simply ask that you do not invade our country and allow us to have a say on matters pertaining directly to Paraguay's national security on the international forum.

We are now calling on Paraguay to activate our MDP, should attacks continue.

Paraguay will honor the MDP if such actions are deemed necessary by the Chamber of Freedom. Due to new laws, it would now take a 2/3 majority from the chamber to authorize any military action.

Public Announcement

The American Commonwealth State Department has issued a travel ban on the nations of Bolivia and Paraguay and also strongly urges Commonwealth citizens currently present to leave these nations due to the ongoing conflict and potential for its escalation.  The State Department will charter aircraft to evacuate both Commonwealth citizens and any willing foreign nationals from the conflict zone and requests the cooperation of the governments of all nations involved in this matter.

 

Classified

Ballistic missile defense assets in the Caribbean and the Commonwealth proper were ordered to full alert with the potential for the conflict to escalate.  While it was doubtful things would go that far no chances would be taken.

With news of the Commonwealth's orders, Paraguayan authorities are fully willing to assist in any evacuations, although currently deemed unnecessary.

Oooc: there should no commonwealth citizens in Bolivia period we have never allowed tourists.

The request to allow or send Aircraft through United Bolivian airspace has been declined. The only evacuation that will happen in the forseeable future is being led by soldiers of the United Army. Any aid wi first be accepted by Paraguay and then the SAO. No foreign parties will be granted the choice to land or leave with planes not first checked by Bolivian security forces.

Should Tianxian soldiers directly invade Bolivia and cause further civilian casualties, the Federal Hierarchy of Amazonia will not be willing to simply stand by and watch. "It wasn't." Alex's voice was cold and callous as she cut across Regional Governor Braga's words. The wide, circular table that seated the Tribunal of the Federal Hierarchy, with the Executor at the helm, fell silent immediately. Alex had the attention of the regional governors-- if not necessarily their full loyalty-- but that could be handled at a later time. For the time being, she had to work with what she had... and hope that what she was doing wasn't going to end with her execution, the demise of the nation, or.... well, both.

"As of this morning, Premier Vieira has been arrested by military forces under my command," Alex continued. Pandemonium immediately threatened to seize upon the conference room, but she silenced it by speaking louder and harder than every other voice in the room. "My aunt... the premier has lost sight of what this nation was supposed to be. We were meant to oppose imperialism, to forge a cooperative, self-sovereign South America, but now a power that has once before overturned the stability and security of the continent again threatens our tenuous peace for its self-serving purposes. Premier Vieira intended to simply watch it unfold-- it was her intent to keep the Hierarchy out of the conflict, just as we did last time."

The impassive, cold nature of her voice began to crumble as passion and rage overtook the Executor. "But I refuse to stand by and through inactivity violate the very principles of this nation! I will not let Tianxia enforce its tyranny upon South America unopposed, and if I stand alone... then I stand alone knowing I am the one person who yet recalls a time when the global community as one opposed hegemonies of the kind Tianxia now uses to bully other nations into submission. I
stand alone, secure in the knowledge that I have taken a stand for what is right. If any of you will oppose me, then so be it-- know that through your passive stance, you enable a system that feeds the strength of the few as it does the suffering of the many."

 

The Tribunal was silent-- a taut, pregnant silence in which much was said though no words were exchanged. And at last, Braga all but whispered, "... what do we do, then? Against Tianxia?"

 

"Against Tianxia..." For a moment, Alex's resolve almost collapsed. Was it really worth it purely for pride? To wage a war that, if fought alone, was simply naught but suicide? I could go now... command the troops to free Isabel, resign my post in disgrace and leave the country, try to pretend this farce never unfolded... But then, how could she ever live with herself-- with being remembered as the Executor who lacked the will to even stand up for the very virtues she espoused? She had the
support of the military and the tentative ear of the Tribunal. If she gave those things up... then Tianxia would continue uninhibited to crush other nations beneath its heel, whilst the rest of the world only
looked on.

 

I could never forgive myself for standing by and watching it happen.

 

"Against Tianxia, we do what we can." There was no uncertainty in the hard rasp of the Executor's voice-- only as much hard resolve as was evident in her callous, determined expression. "What we can, to prove their actions will not go unopposed."

 

What had her aunt said... years ago, when Tianxia had attacked the first time? It was never going to be easy being the leader of a nation, and it's never going to be easy to do the right thing. At the time, those words had only embittered her against Isabel. But now... now Alex realised how true they rang.

 

 

 

 

 

 

The armed forces were put on high alert-- the air forces scrambled, with the various wings performing patrols over the country, a constant vigil against the possibility of Tianxian attack, compounded with Global Hawk UAVs casting their far-seeing eye across the land below. The armies were mobilised in preparation for potential military operations, the navy moving out to defend the Hierarchy at sea. Federal satellites picked out and zeroed in on areas of interest, and the Hierarchy's central
military networks and databases were bolstered in the event of cybernetic attack. Anti-air defence and anti-missile units were deployed to key government, military, and civilian centres-- the Tianxians were not above inflicting civilian casualties, after all.

The Ieyasu Tokugawa battle group would begin launching further sorties into the nation almost immediately.  Sixteen F-5s would launch from 500 miles offshore, 8 loaded out with 8 stealth pods containing missiles and internally eight SDBs, 6 air to air missiles, and 1 heavy ordinance penetrators.  8 more would be used to pure air to air with their internal armaments. Using their sensitive sensor instruments the forward group would rapidly detect the radar emissions of the enemy well before the radars would be able to detect the aircraft.  36 harm missiles were unleashed flying well below radar detection before going supersonic at the very end to finish off the radars.  This would clear the way for the aircraft to continue their approaches using their synthetic aperture electro optical sensors to do automatic target recognition of air defenses even hidden ones.  Wave after wave of missiles would be volleyed at the targets, using the aperture to avoid jamming and deliver precise fire, before the weapons pods would be jettisoned making the aircraft near undetectable while over land.

 

This was followed on by the force dividing into groups of four.  Four would be sent over the capital delivering HDRM small diameter bombs for precision bombing of the department of energy and the department of defense, which would have very low damage impact out of the immediate blast areas.  This would be followed by super cruising and using massive ordinance penetrators on vents from one of the nuclear facilities to continue to crater in the facility.  

 

Four would be sent to strike military aerospace production targets using SDBs to destroy secondary facilities while MOPs would be used to demolish the main production lines.  

 

The remaining eight would remain waiting escorting the two groups, ready to destroy any aircraft that took off to try and protect the air space.

 

Meanwhile heiarchy satellite assets that moved in their orbits over the Tianxian battle group would be repeatedly blinded.  While the global hawks and comm sats would be jammed persistently. 

 

 

Tianxia reiterates demands of immediate disarmament and dismantling of the nuclear program.  Bombing will be stepped up if this demand is not met.  Further we remind navies attempting to mobilize in this area.  Air and Sea assets which move past the blockade will be entering into a conflict with the Empire, by their choice.

Paraguay agrees that Bolivia must act for the good of all nations, however senseless bombardments and air attacks such as those undertaken by the Empire is uncomprehending and outright wrong. No diplomatic means have been used to resolve this issue, but rather only ultimatums and death.

 

The people of Paraguay will not stand to see their fellow neighboring friends be used as a political statement. We call on Tianxia to halt ALL military operations in order for a diplomatic solution to occur.

"Tianxia has begun its bombing campaign of Bolivia, and has issued a statement declaring that any attempt to move our navy past its blockade will be tantamount to a declaration of war. Furthermore, they have begun attempting to jam our satellites and Global Hawks." Admiral Kaneda crossed her arms across her chest, meeting the Executor's weary gaze with a pitiless glare. "Shall we hurl ourselves into an unwinnable war now, or would you prefer to come to your senses?"

Alex rubbed at the bridge of her nose, scowling as she sifted through the documents on her PDA elabourating on Kaneda's report. "It's the rest of South America that needs to come to its senses," she muttered bitterly, almost obsessively. "How can they just stand by and let this happen? How can they just throw a South American nation to the jaws of a foreign power that has already done this kind of shit before? They've... they've forgotten what we as a continent once intended to achieve-- a united South America free of foreign intervention. Once before we've failed to pursue that vision, I can't let it happen again..."

"The people are in an uproar," Kaneda shot down Alex's nigh-maniacal musings coldly. "The armed forces yet follow your will, but the civilian populace demands the premier be placed back in power, and they furthermore are vehemently opposed to military action against the Empire. The military supports your plan of action, but I doubt their allegiance to you is quite so resolute as you may expect."

"... and you?" Alex clenched her fists on her desk and at last turned a solemn, wary gaze up to the admiral. "Are you loyal to me, or to the premier?"

Kaneda's expression softened somewhat. "I'm loyal to this nation that Vara, and Izzie, and I, and many other veterans of the Civil War toiled to create. Pará was never a place of war and violence-- in those days, indeed, it was a sanctuary, a place where the refugees of the Holy American Empire could flock to safety, and we fought only in defence of their right to that." Her mien and her tone of voice grew harsh once more, however, as she stepped toward Alex's desk, fists clenching angrily. "So, having said that, let me tell you right now-- not only will I not support any action that threatens this nation we worked so hard to create... I swear right now that I will actively oppose it!"

"So what?" the Executor hissed, undaunted by Kaneda's venomous words and raised voice. "We should let Tianxia walk all over South America? Why even bother with the SAO in that case? Why not hand the damn continent over to the Empire and call it a day-- hell, why not just drop our arms and embrace the inevitable Tianxian conquest? I refuse... I refuse to let Tianxia enforce dominance over a sovereign continent!"

"You've gone raving," Kaneda sighed, turning away to depart the Executor's office. At the door, however, she turned her head slightly back toward Alex. "I will not send the navy on a suicide mission against Tianxia. Bear that in mind." And with that, she left the Executor to her self-torturing internal ministrations.

OOC:  My nuclear facilities again are not above ground nor are they cratered. My radar is underground hooked up to thousand of nodes which are traditional ping-return's. I know it can't see F-5's but hell.

 

Before the F-5s even made it into Bolivian airspace, The by the SAMS situated around the borders would open fire, their missiles tracking down the F-5s as they sped into the NFZ. To mask them however Short emp bursts would be emitted over the entirety of the U.R.B. via concealed nodes which linked to the main infrastructure of the Armed Forces of United Bolivia rendering the ground unseeable for moments at a time after the missiles had found their targets and finished them.

 

While the attacks that had been foolishly launched by Tianxians armies would begin, the four squadrons of F-22 Fighter Jets would begin intercepting. Luckily they had been launched prior to the attack and began their ambush in earnest. Descending on the unsuspecting F-5s they'd open fire with IR missiles designed to home in on the infrared signatures emitted by the jet engines.

 

A Mobile ICBM would then begin activation sequences to fire upon the Galapogos, Chico Alto their weapon. Though they had not left the safety of the subway, an underground fortress which connected each military base through titanium blast doors, and tunnels which stretched one end of Bolivia to the next.

"Though not in La Paz, Vice President Navar would be intercepted and rerouted to Tarija. I demand that you allow our government access to your nuclear facilities in order for us to make our own judgements on your program. Let me however reiterate that we DO NOT support your nuclear program, but rather wish for you not to be annihilated.

 

Chamber of Freedom representatives and their respective leaders are discussing the possibility of cancelling our MDP in recognition of nuclear weapons being the center point of this conflict. So far President Jose Gomez has been able to convince them to hold off the vote for now, but we cannot stop them indefinitely."

The group of armed gaurds would escort te party to a tram which would shuttle them deeper into the crust. As they moved down the silence between the two parties became awkwardly put. Before much needed to be said though the blare sirens went off and floodlights blurted to life. A massive blast door with the universal sign for nuclear material stood in front of the vp Paraguay.

"Welcome to the show madame." the cold words pushed as a hand swiped the magnitude of a facility the size of a stadium that contained bustling scientists and in the far reaches the nuclear stockpile of the United Republic Bolivia
