Forums: http://cn-slap.com IRC: #slap on irc.coldfront.net [center][/center] Reformation Charter of Sovereign League of Armed Powers Preamble: This charter is to serve as the legal documentation that will guide the policies and actions of the reformed Sovereign League of Armed Powers. Sovereign League of Armed Powers previously existed from September 11, 2009 to April 24, 2011, and was itself, a realignment of the alliance previously known as The Black Hand. Article I: The Monarchy a. A Monarch shall serve as the leader of the alliance. In the event that a Monarch resigns from the Monarchy, the Monarch resigning may select their replacement. To qualify for selection, a member of the Sovereign League of Armed Powers must have served in a previous government position, either having been a previous monarch, or having previously or at the time of selection, having served a period of no less than 3 months in the Ministry of Sovereign League of Armed Powers. b. In the event that the Monarch is not serving in the best interest of the membership of Sovereign League of Armed Powers, with a 66% supermajority decision from the Counsel of Elders, the Monarch may be replaced. The Counsel of Elders, having removed the Monarch, shall release an official statement to be read off to the Monarch, and to the Membership of Sovereign League of Armed Powers. This official statement will be signed by each Elder. Article II: The Ministry a. The Ministry shall consist of a body of no more than four Ministers. They shall carry the title Minister of Foreign Affairs, Minister of Defense, Minister of Internal Affairs, and Minister of Economy, respectively, according to the departments that they lead. b. Ministers shall be appointed by the Monarch to their role in the Ministry. In the event that a Minister resigns their post, they shall present a recommendation to the Monarch of Sovereign League of Armed Powers to their own replacement. The Monarch shall then replace the resigning Minister. c. Only a member of Sovereign League of Armed Powers may be considered for a position on the Ministry of Sovereign League of Armed Powers. d. As the Ministry works to fulfill the vision of the Monarch for Sovereign League of Armed Powers, a Minister may be removed from their post at any time at the discretion of the Monarch. Article III: The Counsel of Elders a. The Counsel of Elders shall be comprised of former government who left their post in good standing. Each Elder will be allowed access to the government forums of their highest post obtained within the government. The Counsel of Elders shall be led by a Chairman, who shall have been a former Monarch of Sovereign League of Armed Powers. b. The Counsel of Elders shall serve as advisors to the Monarch and to the Ministry, and to the departments of their expertise. c. The Counsel of Elders shall be headed by a Chairperson, who shall have previous held the position of Monarch of Sovereign League of Armed Powers. In the event that a Monarch is not available, a former Minister may hold the position of Chairperson until such time that a former Monarch is available. d. At any time of its choosing, with no fewer than 3 Elders present, The Counsel of Elders may hear trials to impeach the Monarch, or to vote on a new chairman. Any Elder may call for such meeting, but to obtain validity, the meeting must obtain a quorum (50% +1) of Elders present. e. Elders shall be removed from their position of prestige and stripped of all such power upon resignation from Sovereign League of Armed Powers. Article IV: Membership a. Any nation ruler wishing to join Sovereign League of Armed Powers, may apply for membership. Acceptance or denial of membership applications shall be managed by the Minister of Internal Affairs under direction of the Monarch and within the guidelines of current legislation at the time of application. b. Any member nation ruler that wishes to resign may do so within the frame of current legislation at the time of the time of their resignation. Article V: Code of Conduct a. Any Member of Sovereign League of Armed Powers who becomes a prisoner of war to a foreign power shall be considered to have resigned without approval, and may be subject to trial before the Monarch. A Minister shall be appointed to prosecute the trial, and the member may present a defense, including a right to counsel. An individual providing counsel is subject to the approval of the Monarch. b. The Monarch, the appointed Ministers, and all Members shall be subject to regulation by this charter, the laws, and foreign policy active in the alliance at the time. Sovereign League of Armed Powers may not ever accept terms of surrender that impose a change or violation of any of the documents mentioned in this article. c. Alliance warfare may only be declared on behalf of Sovereign League of Armed Powers by the Monarch, or at such time as the Monarch is unavailable for an extended period of time, by unanimous vote by the Ministry. Article V: Amendment a. Any member of Sovereign League of Armed Powers may propose an amendment to this document at any time. In the event of an active war, the amendment would take effect only at the cessation of hostilities. b. Any amendment proposed shall first be subject to approval by unanimous vote of the Ministry and then presented to the Monarch for acceptance or Veto. In the event that the Monarch chooses to veto the entirety of the amendment after it has been approved by the Ministry, the Ministry may request the Monarch to present the proposed amendment to the Membership. The Membership will then be given 72 hours to review and discuss the merits of the amendment, and then 24 hours to vote on the outcome of the amendment. If the Membership approves the amendment with 75% majority vote in favor, the Monarch may not veto the amendment. If the Ministry fails to achieve unanimous decision, the Monarch may take the amendment to the Membership, who following the same election process, may approve the amendment. If the Ministry is not able to reach unanimous approval, and the Monarch does not approve of the amendment, then the amendment shall not come up for election to the membership. If the Monarch and the Ministry unanimously approve the amendment, the amendment shall become law without the necessity of election by the membership. c. Alliance disbandment or merging into another alliance will be considered an amendment in the form of a cancellation of this document, and shall follow the guidelines listed in this article. In my long vacation away from the game, I was made aware that ODN began to identify their members as "ODNistas" rather than the term I had previously worked to hard to try to get ODN to adopt of "Citrusexuals" I could not work under those conditions.
