Since that time, we have striven to maintain an honorable existence and to stand faithfully with our allies. Although that has not changed, Aurora Borealis is ready to welcome a new era. The flames of the Equilibrium War forged us anew and strengthened our sense of purpose. Today, I'm proud to present you with our new government and charter. Constitution of Aurora Borealis Preamble: We, the membership of Aurora Borealis, ordain this charter in the name of the sovereignty and friendships we hold so dear. Governance: Just government derives its power only through the consent of the governed. Those Aurorians who are chosen to serve shall be given the authority herein granted to rule. They shall act only in accordance with this charter and with the blessing of their brothers. They will maintain order, promulgate laws, and promote the best interests of the alliance. The Triumvirate: The Triumvirate constitutes the supreme ruling body of the alliance. They shall carry out and defend the charter by all means herein granted. In times of emergency, and in accordance with its executive authority, the Triumvirate maintains the right to exercise its prerogative power to do what is best for the alliance. However, unanimous consent amongst the Triumvirate is required for use of the prerogative power. Each triumvir may act independently as needed for the good of the alliance. Two-thirds agreement is required amongst the Triumvirate in the case of foreign affairs decisions or resolutions to conflicts within this body. In the event of an open position in the Triumvirate, the Triumvirate and Advisory Council will select a replacement through a combined majority vote. If any member of the Triumvirate fails to carry out his duties in the best interests of the alliance, that member may be removed from power in one of two ways. First, with the unanimous approval of the Advisory Council, the other two members of the Triumvirate can remove a sitting member of the Triumvirate from power. Second, a four-fifths majority vote of the membership can also remove a sitting member of the Triumvirate. The Advisory Council: The Advisory Council serves as a check on the power of the Triumvirate, and as a body of elder statesmen who shall help to guide the alliance. Members must be in good standing with the alliance and must have served as a member of the Triumvirate in the past. New members of the Advisory Council must be appointed by a unanimous vote of the sitting Triumvirate. The Advisory Council will insure that the Triumvirate faithfully executes this charter and promotes the best interests of the membership. Through a unanimous vote, they may veto any decision made by a triumvir acting alone. In the event of an open position in the Triumvirate, the Advisory Council shall select one amongst its ranks to serve as the third member of the Triumvirate until a replacement is selected. If any member of the Advisory Council fails to carry out his duties in the best interests of the alliance, the Triumvirate may remove that member with a two-thirds majority vote. The Ministers: The Ministers of Aurora Borealis shall act as the primary determinants of policy and structure in their ministries. The Ministers shall be appointed or removed by a majority vote of the Triumvirate, and they may choose a deputy at their own discretion. Ministers and deputy ministers may be removed from power through a simple majority vote of the membership. Their responsibilities have been outlined below: The Minister of Finance shall manage Aurorian banking in times of peace and war. He shall promote the widespread use of tech deals, encourage the creation of trade circles, manage the dispersal of aid, and insure the internal growth of the alliance. The Minister of Battle shall manage the military's structure and organization in times of peace and war in order to insure the safety and combat effectiveness of the alliance. He may authorize the declaration of individual wars, unless the target is affiliated with an alliance. The Minister of Internal Affairs shall manage the forums, encourage recruitment, and maintain internal communications during times of peace and war in order to insure the unity and cohesion of the alliance. Members: All members of the alliance hold three basic, inalienable rights. First, they have the right to be defended from harm by their brothers. Second, they have the right to voice their opinions within the alliance without fear of reprisal. Third, they have the right to exist free of insult or injury from others in the alliance. A unanimous vote of the Triumvirate is required to banish a member, unless that member has knowingly abandoned Aurora Borealis through rogue actions harmful to the alliance. This document is the foundation of Aurora Borealis and shall be left as written. Any proposed amendment requires a majority combined vote of the Triumvirate and Advisory Council along with a simple majority vote of the membership.
