Arica

 

“This will be the first of a three part operation to isolate the First of the First to reduce their ability to effectively attack Arica. Consider this a spoiling attack in nature. By sallying with our available armored strength we should be able to overwhelm their advanced units and force them to react, that's the first part,” General Detiende advised Colonel Chan Gugal of the 7th Cavalry Regiment.

 

“Yes sir, but I'm not sure my Regiment can move against the Marines, we have lost too much in terms of recon assets,” Colone Gugal replied as he mentally tallied the resources available to him. It wasn't a good picture as his unit of Reservists had not gone over to the rebels entirely. Large parts of his recon, mechanized infantry, and artillery units had stayed loyal to the government. While he was faced with going into battle shorthanded, he wasn't entirely emasculated, he still had an impressive array of forty seven Main Battle Tanks.

 

 

“You'll just have to act as a pure armored force for this operation, I'll be able to feed you intelligence from our forward observers but it will be limited as the Marine Force Recon scout teams are proving devilishly effective at spotting them and bringing in artillery fire on them,” Detiende replied.

 

“That's where my unit comes in?” asked Colonel Juarge Matiz.

 

“Yes, light infantry for a light infantry role. Your men have the vehicles to bring them into contact with the Force Recon Marines?” asked Detiende as he made reference to the several dozen long range patrol vehicles that were doled out to the light infantrymen under Matiz's command.

 

“Yes sir, we have been shaking down with our tactics and training for the last three weeks. We are pretty much ready to go. This isn't much of a light infantry mission, but given we tend to operate in small units, move independently, and are some of the best trained infantry you have, we'll get the job done,” Matiz replied. He didn't let on about his own deep seated fears about going against Force Recon Marines that were backed with attack helicopters and artillery.

 

“Good, You are part two, once the armor sallies and comes into contact with the First's lead elements, you will go to the flanks and prevent their Force Recon units from go to our flanks and providing real time information onto Marine movements,” Detiende ordered.

 

“And then comes my part,” Colonel Carlito Maron.

 

“Yes, are your men up to it?” asked Detiende.

 

“They'll do, we have the numbers that make up for our lack of training and experience,” responded Maron who was nearly quivering in terror at the thought of taking five thousand poorly trained rear area troops into battle as mechanized infantry. At least they'd have plenty of artillery and tactical air support, but regardless, the fear in Maron's heart was very real.

 

“We fight with the army have gentlemen, we kick off in two hours, get to your units and may god favor the bold,” Detiende ordered as he collapsed into his chair once the officers left.

 

“Sir?” asked his intelligence officer.

 

“Yes?”

 

“Why go against Pullero? Why not have him come against us?”

 

“We need a quick sharp victory to buy more time. Our allies down south are working on a little suprirse for our traitorous dog of a Presidente,” Detiende replied.

 

“Yes sir,” replied the Intelligence Officer who found the irony of Detiende's reference of the duly elected Presidente of Chile to be highly ironic.

 

Santiago

 

“That's our signal to attack,” whispered a terror filled Reservist.

 

“Let's attack then,” replied his partner who picked up a mortar round and dropped it down the tube of his mortar.

 

Presidente's Mansion

 

Presidente Juagari, National Security Minister Del Fina, Major General Bernardo O'Higgins, and Montessori were in a meeting when a wailing siren smashed any further attempt at conversation.”What the hell is that?” asked Presidente Juagari.

 

“SIR we need to go now,” O'Higgins shouted as he grabbed Presidente Juagari and drug him out of his chair. The siren had been installed earlier as part of a warning system for the Presidente to get into the secure shelter. On the roof the automated ADA system fired up and used the building scale version of the AVDS unit. The four roof mounted units sprang to life as they launched anti-ordance rockets that ripped the first two mortar rounds out of the sky.

 

“Jesus Christ!” screamed Juagari as he wisely allowed O'Higgins to guide him to the basement and safety.

 

“DEL FINA, come with me,” Montessor shouted as he grabbed the National Defense Minister and drug him along as well. The hot ping of shrapnel rattled and cracked the safety glass windows but held for the time being.

 

Across from the Presidente's Mansion- Team 1

 

“That's our cue, let's go men!” shouted a rebel as he stood up in a window and opened fire with a Squad Automatic Weapon that tore apart the guards at the front gate.

 

Rear of the Presidente's Mansion- Team 2

 

“Let's go!” shouted the second rebel leader as he motioned for his men to advance on the rear of the mansion with their weapons at the ready. The well armed and armored men tactical boots clattered on the pavement as they left their cover and began their advance.

 

3rd Infantry Division Rapid Response Team (Mountain Infantry)

 

The orders to assist the guards at the Presidente's Mansion had caught the men by surprise. None the less, they were well trained and knew their duty. They collected their waiting weapons and sprinted to their Armored Assault Vehicles as their Captain took the lead in an all terrain vehicle. “Gents, the situation is screwed, we don't have much in the way of useful information. Secure the front of the mansion, waste anyone who resists!” ordered the nervous Captain who was now leading men into battle for the very first time.

 

Presidente's Mansion

 

While the guards had been taken by surprise, they were far from being out of the fight. The men and women of the Presidente's hand picked unit fell back on to their superb training and began to respond as they assessed the situation and prioritized their response. Clearly the first priority was to secure the Presidente, which was happening in the basement as the Presidente, O'Higgins, and Del Fina were being pushed into the Presidente's vault.

 

Montessori elected to remain at the basement's stair case as he clicked on his radio and listened into the Presidente's Guard unit. He drew his service pistol out of his jacket and kept watch and worried. This was clearly an organized attack and it troubled him greatly that who ever organized it had managed to do so right under the noses of the half the Chilean Army. This led him to a disturbing though, which he acted upon as he opened his cellphone and called the First Marine Division Commander and informed him of the rapidly developing situation.

 

Above him he could hear the rattle of and hammer of weapons as the guards and the attackers took each other under fire. Explosions shook the building and started fires that caused the fire suppression units to kick on and add their halon discharges to the confusion. At the top of the stairs a blood stained face appeared and asked, “Sir? What color is the goblin?”

 

“Goblin is green!” Montessori shouted back.

 

“Sir, bad news, the Mountain Infantry got pasted in an ambush, we are cut off and surrounded,” shouted the Guardsman.

 

“Christ, is anyone coming, we need help!” Montessori shouted back.

 

“I don't know, but god damn I sure hope so!” the Guardsman responded before he disappeared into the smoke, fire, and halon riddled hell in the mansion above.

 

20,000 Feet Above Santiago – First Airborne Division

 

“That's it boys, the Presidente's Mansion is under attack. The Mountain Infantry is getting their faces punched in, but they are still advancing. We are going in right on top of the mansion,” the Airborne Captain informed his men.

 

“AIRBORNE!” the screamed back as they began to load their rifles and other weapons and double check their parachutes. It was the Presidente's fortune these men were on a training drop.

 

“Captain, it's the pilot,” one of the troopers said as he handed his Captain the elderly plane's intercom handset.

 

“Captain speaking!”

 

“Yes sir, we are go for drop in five, good luck, Chilean Air Force is finally coming off it's behind, you'll have tactical air support in ten. They advise they have two birds in the air and two more soon to be up, one is a forward air bird, call sign Dogfart three.”

“Dogfart three?” the Captain asked.

 

“Yeah, Air Force, who knows what is up with those loons, anyway, good luck sir!” the pilot said.

 

“Form up, hook up, and remember, secure the Mansion and repel all attackers, be careful as well, the situation sounds completely screwed,” the Captain ordered.

 

Two Hours Later

 

Montessori walked carefully across the battle torn grounds of the Presidente's Mansion. The bodies of the Airborne troopers, rebels, guards, and staff were laid out in a long row on the back lawn away from media scrutiny. The sounds of gunfire can still be heard from different parts of Santiago as the Marines and Mountain Infantry attacked the remaining rebels without relent. “Sir? Your orders?” an Airborne Sargent asked.

 

“Where are your officers?” asked Montessori as he numbly walked the line of the dead.

 

“Dead, wounded, or busy,” the Airborne Trooper replied.

 

“Christ, how many men did you lose?” asked Montessori.

 

“Not sure, but at least thirty dead and more wounded,” replied the Sargent.

 

“God help us all,” Montessori mumbled as he felt grief starting to overwhelm him. The fighting at one point had grown so violent the firing of weapons was one long rattling roar that shook him all the way down in the basement. He took a moment to remember how many men were in an Airborne Company and gasped when he realized that the Company that had saved the Presidente had nearly been wiped out.

 

“It was a close run thing. We actually owe it to the Mountain Infantry, they managed to punch through at the last second and give us fire support,” the Sargent observed as he looked over to the burning Armored Assault Vehicles that had been destroyed in the fighting.

 

“Who are these men who attacked us?” asked Montessori.

 

“First Infantry, they have always been in the loyalist camp. I thought most of them would have been up north, but it seems they left some behind hiding out all over Santiago.”

 

“I don't know if the Presidente has ordered it, but I suspect the First Infantry is going to cease to exist before the week is out,” Montessori said as he wiped away a trickle of sweat and grime from his face with a dirty handkerchief.

 

“Seems fitting sir, and we'll be loading up our dead soon and departing, You have a battalion of pissed off Mountain Infantry to guard the Presidente. Give us a call if you need anymore help, we aim to please sir,” the Sargent said as he turned away and departed.

Northern Chile

 

Pullero ran his eyes over the changing screen that made up the entire wall of his mobile command post, which was bouncing around as the heavy APC crashed through a copse of thick underbrush. Reports had flooded in over the last twenty minutes of active contacts to the front and the left of different types of units. The front facing a heavy attack of armor while the left was busy fending off something a bit different.

 

As far as Pullero could determine the actions taking place on the left were mostly small unit actions between his Force Recon teams and rebel light units. The Force Recon Marines were holding their own as they had been taking the rebel AATVs under fire using long range dual purpose portable missiles, otherwise known as the Shipon 2b Missile. The edge in range was serving the Marines well but was quickly being nullified as the attacking light rebel units were calling in artillery and by the sounds of it tactical air strikes.

 

The absence of the Chilean Air Force had disgruntled some, but in someways had pleased Pullero. Not having to worry about air attacks didn't bother him much at all, right up until he had to worry about it as he was doing so now. Whether it was a serious problem or a minor hitch in the plan remained to be seen, but the latest information showed him the attack on the Presidente forced the Air Force off the fence and planes were starting to fill the sky. “Radio..” shouted Pullero as he decided to reposition his forces.

 

“Radio here sir,” replied his radioman who prepared to get to work.

 

“1st Battalion swing to the left, the Force Recon Marines will guide you in. Find cover, I suspect the rebels are going to follow up with a larger attack by drawing our attention to our front and blinding us on the left,” Pullero ordered.

 

“Copy sir, anything else?”

 

“Find out how the Armored Task Force is holding up. We must have been kissed by the gods to have them and most of the 2nd Battalion up front of this mess.”

 

“Yes sir.”

 

“Third Battalion is to hold their position, I don't want to leave the cupboard bare. Let them know they'll probably be operating in companies before too long,” Pullero stated as he used a grease pencil to jot a few notes on his handy note pad.

 

“That all sir?”

 

“God no, fire missions, I want fire ready to go just as soon as we launch drones. I want drones sweeping out to the left, right, and front. Every time they sniff anything out, open up on it. Use our attached company for the drone missions and have the regiment's company support their ongoing operations.”

 

“Copy sir.”

 

“Finally, tell the rear areas to get into defensive positions. Have them circle up with the mortars, the mortar maggots and military police, and combat engineers are now responsible for our rear once the Third Battalion passes through those units to support the front, left, or right. Have those rear area units circle up, armor up, and get under cover. Keep a forward air observation team with them as well, they might need air support and we finally seem to be getting some of it,” Pullero commented as both of the men slightly turned their heads upwards as a Chilean Air Force Strike Fighter roared overhead at treetop level.

 

Arica

 

“Alright, tell the 2nd wave they have to go early. The Force Recon Marines on the left are about as reduced as they are going to get,” Detiende ordered as he grimly watched the battle unfold from his command bunker. So far it had not gone anywhere near as planned due to Matiz's armor running headfirst into the Marine's entire armored contingent.

 

All things being equal just was not the case as the Reservist's Main Battle Tanks were hammered by the Marines latest issue equipment. The difference being the Marines' newer, more advanced, better trained against Matiz's Reservists who didn't at all prove they were up to the task assigned to them. The initial reports showed the Marines had been surprised and things were going well right up until the advancing Reservists came under heavy fire from advancing tanks who came on hard and fast to support and in some case avenge their Marine brothers.

 

The Force Recon Marines had been less of a struggle as the rebels had been able to use the Light Infantry's Forward Air Observers to call in artillery fire. Yet, even with that success the reports flooded his command center and showed Detiende that the Light Infantrymen were taking a pounding from Marine long range missile fire and other devilishly cruel implements of war. With this information in his hands, Detiende decided that the only option open to him was to hit the Marine left as quickly as he could and he did just that as he passed the word to Colonel Maron to advance as quickly as possible.

 

Colonel Maron, who had been waiting for the order, had long since made the decision to forgo finesse and took to just making sure his thrown together unit was pointing in the right direction to advance. Once the word came down he ordered his force of five thousand soldiers, mostly rear area troops drafted into the role of Mechanized Infantry, to advance at best the best possible speed they could manage. Within minutes hundreds of APCs roared out of the heavy forest that had been concealing them and started crashing their way through the trees in the general direction of the Marine left flank.

 

Within moments of this massive movement, Marine artillery and Chilean Air Force Strike Fighters started plunging from the sky as they did their work. Five hundred APCs of different make and models was still quite a large number, even with a few dozen exploding around them the rest charged on towards the waiting Marines. Poor driving accounted for others as they collided with each other and came to a crashing grinding halt. The rest, those that made it, crashed their way into the waiting arms of the entire 1/1/2 Battalion that opened up with every single thing they had at their disposal.

 

Machines, men, and munitions exploded across the field of advance. Marine officers coolly called in fire and requested support which was immediately dispatched in the form of a Marine Armored Company, the 2nd and 3rd Companies of the 1/1/3 Battalion who had been expecting orders, though, they certainly had not been expecting orders to support their brother Marines in defending against an armored zerg rush. Within minutes the entire left flank of the Marines had dissolved into chaos as the combatants found their fields of fire restricted by the haze of war.

Video Conference

 

“I'll open up the floor to General Pullero now that we've patched him into this conference,” the Presidente said quietly as he examined Pullero's haggard face. From the signs of it, Pullero looked like he had gone ten rounds with a professional fighter if the bruises and fatigue were an accurate indicator.

 

“Thank you Presidente, I'll be brief with my remarks, we've repulsed the rebel attack, though it was difficult at times,” Pullero informed the five other men involved in the video conference. Difficult was a massive overstatement given that the assault on the Marine left flank had broken through and only been stopped by the rear area troops that had followed their orders to get into a defensive position.

 

“What are your losses?” O'Higgins asked.

 

“I don't have exact figures, but I'm guessing between two and three hundred dead and about the same number wounded,” Pullero responded as he motioned one of his officers to get to work with finding out the exact numbers. As the officer departed the APC, the sounds of rifle fire could be heard in the background, a testament to the rebel's unwillingness to surrender even after being smashed and surrounded.

 

“How are you doing for bullets and beans?” O'Higgins asked as he probed for more information.

 

“Not good, we badly need supplies, there isn't anyway I can advance until I get more fuel, ammo, and food.”

 

“If you can find a landing strip, I can have it flown directly to you, it seems the CAF finally has gotten off their collective rears and picked a side,” Del Fina informed Pullero.

 

“Thank sir, I will let you know as soon as we have something staked out,” Pullero said as he motioned to his radioman for a map.

 

The Presidente looked at the O'Higgins, Del Fina, and Montessori and thought for a long moment before he said anything. Finally, “Right, what now?”

 

“Well sir, before we get too far ahead of ourselves we need to ask ourselves just how much are we willing to risk to beat these rebels?” O'Higgins asked.

 

“Explain yourself,” the Presidente ordered.

 

“Simple sir, the Marines up north are doing great work, but they can't do it alone. They need more of everything. The rebels clearly are not in the small numbers we hoped. Further, we need to start demanding action from the Air Force and Navy. Both those organizations have an inordinate amount of control over our intelligence assets. Had we had accurate satellite intelligence, there would have been no surprises from Detiende,” O'Higgins elaborated.

 

“Yes, you have a point,” the Presidente commented as he grew quiet and thoughtful.

 

“Sir, a suggestion?” Pullero requested.

“Go ahead,” the Presidente replied.

 

“The Navy will come in, they share bases with us Marines. My street level intelligence and actual interactions tell me that the problem lies with the Chief Naval Officer Deguaterra, who is refusing to get involved in anything for the good of the Navy. Meaning, he's playing a wait and see game. Get him out of the way, Admiral Cristobal will go all in without hesitation,” Pullero stated evenly as his radioman handed him a map with a site clearly marked for a landing strip.

 

“Right, I'll take care of it myself,” O'Higgins replied.

 

“Are you sure?” the Presidente asked.

 

“Yes, either Deguaterra resigns due to health reasons or I'll give the worthless pile of crap a serious health reason,” O'Higgins explained as a dark expression ghosted across his face that betrayed his own very deep frustrations with coup.

 

“Good, I understand the Air Force is now cooperating, what of the Army?” the Presidente asked.

 

“Almost all in, the Rangers, Mountain Infantry, Paratroopers, and any other unit that has its roots in Fort Benning's School of the Americas is fully within the loyalist camp. The neutrals are those with strong Conservative leanings, but I have an understanding that the attack on our Presidente has soured most of them for actively opposing the government. A meeting earlier today took place and I got the First Infantry Division, an older German trained Pinochet diehard unit to agree to look after border security. They are also making pledges of loyalty to the government,” O'Higgins replied.

 

“I'm not comfortable with leaving an entire Division unsupervised,” the Presidente said back as he voiced his fear that the First Infantry would merely wait for a better opportunity to attack.

 

“Sir, they are going to be spread up and down the eastern border in company sized units. Operation Watchtower is creating a special division to monitor their signals traffic. They won't be in a position to cause trouble and my gut tells me they are good loyal Chileans who might not agree with your actions as Presidente, but they are horrified by the actions of the rebels,” O'Higgins said as he waited for the next question or comment.

 

“Very well, what can we send north?” Montessori asked as he didn't want the meeting to get bogged down in a discussion in the question of loyalty.

 

“Paratroopers definitely, more Rangers for sure, a full brigade of Mountain Infantry immediately, and another regiment of Marines. I'm not sure we should send them forward though,” O'Higgins stated.

 

“Why not?” Pullero asked.

 

“I guess my question to all of you is why should we proceed?” O'Higgins asked.

 

“Should we stop or at least negotiate?” Montessori asked as well.

 

“No, off the table, I will say this, we will give them a week to surrender, unconditionally. Reservists may return to their homes, regulars will be sent to patrol the Terra Del Fuego. But, they must surrender, after one week, and we will inform them of this, but after one week Arica gets turned into a free fire zone,” the Presidente ordered.

 

“SIR?” Montessori asked loudly.

 

“Montessori, war is an ugly business. On top of it we are fighting with only a portion of our strength. We need a week to gather our resources, get ourselves properly organized,” the Presidente replied.

 

“SIR, Arica... a free fire zone?” Montessori asked loudly.

 

“Oh that, well, yes, a free fire zone, anything else?” the Presidente asked back.

 

“Sir, if I might offer a suggestion,” Del Fina asked.

 

“Yes?” the Presidente asked back.

 

“Perhaps calling it a free fire zone invokes certain ugly images. It might not go over well with the general public if we are turning a major population center into a war zone,” Del Fina suggested.

 

“It already is a war zone,” the Presidente replied and continued with, “I'm just making it an official war zone.”

 

“Sir, I know we've talked about going into Arica, but I'm thinking we do have options,” Pullero interjected.

 

“Yes?” the Presidente asked.

 

“Surround the place, cut off the water and power, and wait them out,” Pullero replied.

 

“We could also drop an atomic device on them,” the Presidente countered.

 

“SIR?” Montessori asked with a clear look of panic on his face.

 

“Calm the hell down Montessori, I'm not going to nuke Arica. But we all need to understand something, this is a war we are fighting. Once we've had a chance to organize ourselves properly, we need to be prepared to conduct it as a war,” the Presidente stated as he once again grew silent and thoughtful.

 

“Very well Presidente, we will give them one week just as soon as we get into a position to resupply and get replacements,” Pullero said as he sent a coded message directly to O'Higgins with the location of the landing strip.

 

“I'll start moving the 2nd Marines forward, in fact, I think they are already in movement. We can bring them quite close to you on train now that the tracks are in our control,” O'Higgins informed Pullero.

 

“Good, what else will be coming north?” Pullero asked.

 

“More Rangers are on the way now, I'll push a brigade of Mountain Infantry up the tracks as well. I'm thinking a brigade from the 2nd Division as well. They've been pretty quiet through this whole affair but they've been very supportive with filling equipment requests. You are using their APCs now,” O'Higgins said as he ran a hand through his hair.

 

“Right, we'll hammer out the fine details later on, this meeting is dismissed. Pullero, keep up the good work, tell your Marines all of Chile is praying for them. I'm ordering the Air Force to begin evacuating your wounded before we send too much of the way of supplies and men,” the Presidente said as he concluded the meeting.

Arica

 

“And so far the Marines have just stayed in place protecting their supply areas while more troops are being brought forward,” Detiende's Intelligence Officer lamented.

 

“We have one day left on the deadline, what is our overall position?” Detiende requested.

 

“We are dug in as well as can be in and around Arica. We have at last count twenty three thousand men under arms and divided into four oversized regiments based on the 4th Division unit identifiers. We have another five independent battalions as well.”

 

“Wait, yesterday we had nearly 27,000 men. More defections?” asked Detiende.

 

“Yes sir, more defections. We started at 43,000 men and are now down to nearly half our strength.”

 

“God's blood, what happen to our cause?”

 

“No idea sir, but the men we have now are loyal and we are left with a good percentage of regular troops versus the less capable Reservists,” the Intelligence Officer informed Detiende as he laid out a pair of documents that showed the different graphs and charts that best explained the situation.

 

“That's good news, but I had hopes the Reserves would flock to our banner.”

 

“They didn't come out as expected sir.”

 

“And the civilians?”

 

“We've evacuated the civilians north out of harm's way. It's clearly going to be one hell of a fight for Arica, but if we win here, we'll draw the neutrals off the fence and we might just have a chance. We've gained two thousand men from from various regular units over the last two days even if we've lost even more Reservists.”

 

Detiende pondered the situation that he found himself in. What started out as a grand adventure had ended up a major nightmare. Of course everyone had said there would be trouble along the way, but no one had foreseen such a diversion from the plan to bring the Chilean Conservative Party in control of the helm of the state. No one had foreseen Del Fina's action, no one had foreseen that the Arica Investment Company had all along been working at the behest of the government as a means of testing the honesty and loyalty of the members of Parliament.

 

The shocking truth that had come out in the press regarding the Arica Investment Company started as a trickle and in the last week turned into a storm. It wasn't an overly controversial storm for the government as most Chileans had long since come to terms with the idea their government had been co-opted by the greedy and affluent. If anything, the press had made Juagari out to be some sort of folk hero who tricked the greedy and decadent with handfuls of money and false promises. Detiende did admit to himself that even without the Arica Investment Company the coup would have happened anyway, not as soon as it had, but it would have eventually happened.

 

“He's a clever @#$#@@# that Presidente,” Detiende muttered.

 

“Sir?”

 

“He lured us right into this mess and completely neutered the Conservatives. Anyone who has ever voted for the Conservative party is presently tripping over themselves to distance themselves from this puddle of waist high crap that we are in,” Detiende elaborated as he clenched his hands in frustration.

 

“Had the Arica Investments scandal not happened do you think we'd have more support?” asked the Intelligence Officer who had long since grown dubious regarding anything to do with the rebellion.

 

“Definitely, five times our number, if not ten times.”

 

“Then yes, that Juagari is a clever one sir.”

 

“Can we win?”

 

“No sir we can't.”

 

“But we can't surrender either, anyone over the rank of Captain has a prision sentence or a noose waiting for him.”

 

“There is that sir.”

 

“So just what can I hope to achieve?” asked Detiende.

 

“If we fight hard enough and long enough, we can possibly raise the stakes just high enough to get better terms of surrender. Maybe even force the government to negotiate,” the Intellignece Officer replied as he did his best to keep hints of doubt out of his voice.

 

“Not bloody likely,” grunted Detiende.

 

Northern Chile, South of Arica

 

The 1/2nd Marines had finished disembarking from the long train that had transported them all the way from Santiago. Despite the mob of confusion that was ruling the day the men and machines seemed to be making great progress towards getting to their assigned positions. While the sounds of cursing men and honking machinese could be heard ringing the camp, the drone of airplane engines was also to be heard as Chilean Air Force transports seemed to make a never ending bridge of airplanes.

 

Each hour the number of planes arrived and departed with an astonishing pace. With the Chilean Air Force firmly in the government's camp, the availability of transport planes had skyrocketed. The Marines and Army's logistical system had been significantly eased along with an much improved state of security as Air Force aircraft were made available for twenty four hour a day air support. Gunships assisted the convoys as they reduced rebel ambushes with an astonishingly violent display of fire from the skies. B-2C Stealth Bombers were also seen being loaded with loads of JDAMs and SLAMs for the coming battle. The Navy was rumored to be involved as well.

 

What might be idle gossip to the Marines and soldiers, was a reality to the men manning the ships that were cruising off the coast of Northern Chile. Two submarines stuffed to the gills with cruise missiles had been positioned in secrecy. Destroyers and frigates were keeping a close watch on the water routes into the contested zone to prevent resupply. The single Aircraft Carrier of the Chilean Navy was in place and quietly waiting for orders to begin conducting strike missions against the rebels as well. All this was good, very good, but not without issues.

 

Trucks and trains were being used to bring supplies forward as well, but those routes had been under attack by rebel troops, which had caused the Rangers and Paratroopers guarding those routes no end of trouble. The venerable Miguel Jorge had been kept well occupied as he and his men fought hard to keep the roads and railway tracks open. The sacrifices they made to keep them open had long since become a matter of friendly inter-service rivalry as the frequency of violent encounters doubled and then doubled again. In some occasions the Rangers assigned to the small villages were nearly over-run in all out battles to gain control of those villages as strategic choke points. While it was a fluid situation, it was showing signs of improvement as the number of rebel Reservists were reduced to a tolerable level through death or simply throwing their uniforms to the ground and returning to their homes.

 

At this moment Pullero would be found examining a map as he best considered how to go about smashing the rebels. The growth of his force had lead to him being promoted to lead it. Which simplified matters greatly for everyone as it gave them a leader who well versed in the intricacies of the issues at hand. The fact that Pullero had personally commanded the Marines responsible for the largest defeat of the rebels to date and had been involved directly as he had come under fire and fired back on several occasions only added to Pullero's reputation as a hard fighting no-nonsense leader of men.

 

“Sir?” his radioman asked.

 

“Yes?” Pullero asked back.

 

“The 1/2nd has arrived and should be into position in a few hours. Usual mess of everyone running everywhere sir.”

 

“We do seem to enjoy our messes,” Pullero replied as he laughed. It had become a point of irritation with him as he'd yet to see a single unit arrive in an organized manner. The Mountain Infantry had been so hopelessly addled it took nearly an entire day to get them organized. It indicated to Pullero that the Chilean Army and Marines needed to serious investigate the possiblity of creating a specialist whose sole duty was the logical and orderly transportation of men and equipment. The logistical department had these sorts of men but their focus was with supplies not units.

 

“Well it'll figure itself out, like it always does sir.”

 

“Indeed, can you fetch me a cup of tea and what is the point spread for that brigade from the 2nd Divison?” Pullero asked as he was curious to know just how long it would take the last of his units to get themselves out of the train deport and to their positions. He had heard excellent things about the brigades commander, it was his suspicion that this bunch of regulars would put the cream of Chile's military to shame.

 

“I'll look into it sir, be right back with your cup of tea sir,” the radioman replied as he departed with a smile on his face. It made him a happy man as Pullero's hunches regarding the disembarking times of the arriving units had won him a veritable small fortune so far. His plan was to make one last big win with the arriving 2nd Division troops and then put it all in the bank for the purchase of a home in Santiago.

Video Conference

 

“This is General Detiende speaking, go ahead,” Detiende said as he peered at the image on the screen in front of him. He could just make out Presidente De Juagari if he squinted enough. It was obvious to Detiende that the fiber optic lines must have taken some damage somewhere between Arica and Santiago.

 

“General, I'll be brief. You've had more than the allotted seven days. I've given your two full weeks to consider your options,” Presidente Juagari replied.

 

“Presidente, with greatest respect, my position has not changed. If anything the extra week has benefited us freedom loving Chileans here in Arica.”

 

“Yes, I notice your ranks have swollen somewhat.”

 

“Not somewhat sir, nearly forty five thousand men and women now support the newly fledged Arica Republic,” Detiende exclaimed as he spoke with vigor and conviction that sounded just a bit false. He knew the truth of the matter, most of those new arrivals were an unruly mob that were more of a nuisance than a help.

 

“Yes, well, let me read something to you General, do you have a pen? You might want to take notes,” De Juagari suggested with a grim look on his face that in no way showed itself to be anything other than the harbinger of what was going to be some very bad news.

 

“Proceed,” Detiende replied curtly.

 

“The Chilean Parliament has passed an act of Parliament calling for the deployment of a nuclear device to render the Arica Republic, or as we call it that haven of traitorous dogs, destroyed,” the Presgiidente shot back a bit forcefully given that he wasn't all that fond of this act of Parliament. A lack of fondness was a major understatement, he despised everything about the idea of dropping a nuclear weapon on his own countrymen even if they were traitorous dogs.

 

“Sir?” Detiende asked weakly as he realized the Presidente wasn't bluffing.

 

“You have given me my answer, I'll give you mine, may god be with you all,” Presidente Juagari said as he pressed the correct button that was programed to launch a single nuclear carrying weapon. Juagari and Detiende stared at each other through their respective computer screens and finally Juagari said,”Do not worry, I will see to it your wife and children are cared for.”

 

“Thank you Presidente, for what it is worth at least,” Detiende responded as he turned off his computer and bowed his head to pray. The nuclear fires of annihilation that consumed him came from a tactical nuclear device fired to destroy the Arica Republic's Command and Control center. The device functioned as planned and the following electromagnetic particle release shattered the surviving rebel's ability to communicate.

 

 

Arica

 

“That's our cue,” Pullero replied as he raised his flare pistol and fired a red flare. The waiting signal came on the heels of the calming of the storms let loose by the nuclear strike. The dirty air around Arica suddenly seemed to see a string of flares reaching into the sky all along the lines of the Chilean Military Forces that unleashed a combined assault of artillery, JDAMs, SLAMs, and a massive wave of cruise missiles from the submarines off the coast of Chile.

 

“Sir, no real response from the rebels,” Pullero's Intelligence Officer observed through his various sources.

 

“Expected, give them the dirty end of the stick for another ten minutes and then we go in,” replied Pullero.

 

“Yes sir.”

 

Santiago, 4 days later

 

“And that seems to be the last of the major rebel concentrations. Most of the survivors of Arica surrendered once they saw the first Marine or Soldier coming their way. We are hunting down the last of them now, but for the most part, this rebellion seems dead. Now comes the hard part, the aftermath,” Montessori elaborated.

 

“It's simple, those military members who sided with the rebels are to be inducted into labor divisions. They will serve at the pleasure of the government until otherwise notified. Those members of government who participated against the rightfully elected Chilean government will be put on trial and executed,” De Juagari replied.

 

“A bit more sticky than that I'm sure,” Montessori said as he referred to the slew of other details needing to be attended.

 

“I'm guessing it always is.”

 

“You are probably right sir, and what of the Falklands?” Montessori asked as he reminded the Presidente of the recent request by President Hancock of the Falklands to pay a visit to Chile.

 

“Business as usual, make sure he's protected though, but yes, more or less business as usual, or as close to it as you can get in post-rebellion Chile.'

Classified Meeting of Chilean National Security Council

 

The Chilean National Security Council was a new entity to the government of Chile. It comprised of the heads of all the various security organizations and intelligence agencies. The expressed purpose of the organization was to streamline and reduce duplication of efforts in providing security and intelligence. The drive to create such an agency came out of the Chilean Conservative Rebellion and the problems found within the structure responsible for coordinating a larger effort with a range of different agencies.

 

The first meeting of the National Security Council had fallen into a dismal back and forth struggle to justify budgets, which frustrated Presidente Juagari. The general theme that was shown by the various personalities tended to range along the lines of denying any responsibility for their specific agency's shortcomings and in the same breath blaming another branch of the Chilean government. While this rip roaring debate raged back and forth, Juagari balled up his fists and gritted his teeth.

 

While he wanted to interject and start smashing furniture, he was aware that his Chief of Staff had advised him that the annual budget for new furniture had been exceeded due to his past recreational stress relieving activities. Further, while he was the President, the meeting was being hosted by the National Security Director Del Fina, who had the responsibility of trying to get these organizations working together, which he was showing modest progress, but not nearly enough to please Presidente Juagari.

 

A great many things displeased Juagari these days. The reports on his desk demonstrated the various shortcomings of the Chilean Military Forces. The scathing top to bottom review of General Pullero's performance, by General Pullero, made the Presidente want to rip his hair out in great bloody chunks. While Juagari was deeply moved by the General's willingness to accept all responsibility for the problems that occurred with his drive on Arica, it bothered him greatly that these issues that had fairly straight forward solutions were getting swamped in a governmental turf fight.

 

For example, Pullero commented that his inability to keep his vehicles properly fueled had the simple fix of expanding the Chilean Military pool of wheeled fuel transports. However, the General Accounting Office was busy fighting over the numbers presented by the Parliament, the Army was busy fighting with the Marines over the type of vehicle required, and the Air Force was calling out both the Marines and Army as being wasteful due to the Air Force's ability to airdrop fuel. The issue of training amongst the Reserves and the quality of their equipment had nearly caused a fist fight between different groups of officers that Juaguri had to resolve by having the Federales get between the two groups and throwing them all in jail for the night.

 

With the current debate raging back and forth between the Intelligence Directorate (CIA) and the National Space Intelligence Collection Authority (NSA), Juagari was left wondering why he even bothered. He looked across the table at Del Fina and Del Fina looked back with an expression that betrayed his own deep irritation at the entire situation. Juagari looked back, pondered, and then wrote a note on a piece of paper and slipped it across the table to Del Fina. After he read it, Del Fina nodded to the Presidente and slapped his hand down on the table and said, “Everyone be quiet.”

 

“Sir?” asked the director of the Intelligence Directorate.

 

“Simple enough request, be quiet,” Del Fina replied with a snarl in his voice.

 

“Yes sir,” replied the director with a meek voice.

 

“Now, I've had just about enough of all of this. Because you idiots can't sort out your own problems, I'm going to do it myself,” Del Fina elaborated as he motioned to the room at large before he said, “You are all fired. Pack up your crap, get out of your offices, the Government of Chile no longer has a need for your services.”

 

“You can't fire me,” one of the Agency directors shouted.

 

“But I can,” snapped Presidente Juagari before he motioned to one of the Federales to grab man who previously spoke and remove him from the room. Everyone watched in silence as Rapheal and Octavio, the heroes of the Battle of Santiago, grabbed the offender and threw him out of the room. “Good, now that is finished, you are all fired. Some of you will be reassigned, others will not. Go clean out your offices and return to your homes. YOU will be contacted about your severance packages or new assignments in the coming week.”

 

With that bit of unpleasant business concluded, Juagari and Del Fina retreated to another room to sit down with Montessori. Once they are seated the began what proved to be a very long discussion about the solutions needed to fix the problems that had arisen during the recent rebellion. Pullero and O'Higgins joined them along with the recently fired director of the Coastal Defense and Intelligence Organization who had been invited to the discussion by Del Fina as one of the few men worth assigning to new duties. It became apparent to all that it was going to take more than just talk, but as fate would have it, all of the men present had no objections to doing more than just talking.

The Chilean Navy had undergone a drastic reduction of force due to the crisis surrouding the Detiendist Faction. With that crisis resolved the Chilean Navy once again had the funds and manpower to start putting its ships to sea. The first priority was the creation of a constant patrol force off Chile's coast. This task was given to the five squadrons of Corvettes that are equipped with just the right mix of weaponry to make them able patrol vessels and tolerably efficient at sniffing out submarines. Supporting the Corvettes are three more mixed squadrons of Frigates and Destroyers. A final touch is added with the fulltime deployment of two squadrons of attack submarines fo long term rotating patrol duties off the coast and deeper in the Pacific Ocean. Two light carriers were being worked up to join this effort for the purposes of providing air patrols and refueling support for land based air patrols as well, but would not be ready for a bit.

 

The First Fleet is likewise called into service. It is equipped with two arsenal ships, seven guided missile destroyers, two fleet carriers, and an adequete number of destroyers and other supporting ships. The First Fleet is ordered to sea with the entire First and Second Marine Divisions in tow and ordered to the Antartic region for a prolonged period of drill. The First Fleet will be supported by the Southern Chile Military District logistically until it returns to its Fleet Base near Santiago. The Fleet Carriers are carrying the latest in carrier based fighters with the new Chilean Military Con Carne Generation 5+ Fighter/Bomber (stats comparable to the F-35.. minus some of the flaws... such as the Con Carne not being a flying piece of dog crap). The Chilean Air Force is undergoing its own modernization program as well along with the Rocket Force of the Chilean Military.

 

All new B-2(J) bombers are being wheeled off the production line bringing the Chilean Air Force up to its expected level of capability. With those planes come the land based version of the Con Carne Fighter/Bomber. The new planes begin replacing the F-15 Silent aircraft and are joined by the Huevos Rancheros Ground Support Aircraft that is fitted out with an impressive array of armor and stleath technology giving the impression that it has the capabilities of the venerable A-10 Warthog yet not quite so noticable on the radar of those who might be looking for it. The missile divisions get a full array of upgraded missiles, radar units, and other assorted odds and ends needed to modernize them as well.

With the approval of the Mexican Council for the use of Cayo Fragoso, De Juagari orders the Chilean Corp of Engineers to dispatch the appropriate equipment and men needed to reconfigure the island into a multipurpose trade entity with the appropriate measures for security put into place..

The construction of commerical facilities on Cayo Fragoso is seen as an opprotunity to field test one of the new baby carriers of the Chilean Navy. The two existing fleet carriers are joined by six more austere vessels designed for a variety of roles at far less the cost.

The Engineers being sent to Cayo Frayoso are put aboard the CNS Captain Longmember, the first of the new carrier's class, and are joined by two Chilean navy destroyers. The engineers have orders to prepare the island for commerical, scienctific, and other duties. They will of course put in the necessary infrastructure to defend the island against hostile intrusions from outsiders. The Chilean Army has gathered together a small garrison of four hundred men that includes infantry, logistical, medical, and intelligence support. The Cayo Frayoso garrison isn't expected to fight off a full scale invasion, yet they are expected to ensure minor nuisances are kept at an arm's length.

 

The other five carriers are put on rotating patrol duties to beef up the existing light vessels who are busy keeping tabs on Chile's coastline. With them six battlecruisers of the improved Kirov design that host a wide array of updated electronics, weapons, and armor are put to sea and dispatched to join the Chilean First Fleet which is on manuveers in the South Atlantic Ocean. More destroyers and frigates are sent along to bring the numbers of screening vessels up to the proper number needed.

A comprehensive SOSUS network is authorized to join the existing OTH radar centers that are placed along the coast of Chile. The already existing rocket divisons attached to the Northern, Central, and Southern Chilean Military districts are in place around major cities and standing guard along the coasts of Chile with short, medium, and long range missiles.

The work to prepare Cayo Frayoso went remarkably quickly. The caretaker staff of four hundred men and women are quickly moved in along with a wide array of atmospheric instruments, weather forecasting apparatus, and a dedicated SIGNIT collection center consisting of radio and other necessary devices for the task assigned to those manning it. Not all the buildings and facilities are anywhere near complete, but enough are completed to begin actively utilizing the island's full potential. Most of the defensive works on the island are to be robotic in nature and are to act as a delaying force for the purposes of allowing the garrison to evade by small boats out to sea or over to Cuba. 

 

Future plans call for the special depositing of a 5000 pound subterranean charge of PETN under the SIGNIT outpost to ensure none of the Chilean Army Intelligence equipment and papers fall into hostile hands. This charge will be carefully placed under a heavy layer of earth, rock, and a 6 inch steel plate to prevent it from exploding unless fired remotely by the appropriate person. The charge is nicknamed big momma by the garrison and they are more than a bit nervous about the whole idea even if they understand the need for it. Other defensive tools include a series of remotely activated launchers to cover the escaping small boats of the garrison. 

 

It is clear to Chilean Military Commanders that a prolonged defense of the island against a larger force would be foolish. To this end the Chilean Military has ordered a custom made consignment of long/short range launchers that fire multi-purpose missiles. While a multi-purpose missile loses some of its advantages in deadliness when switching from ground to air to ground to anti-shipping, it is still expected to be a fairly capable munition for the purpose intended. The MPM Launchers aren't intended to sweep the sea and air of opposition, they are more intended to give the enemy pause while tracking and firing remotely or independently  Once activated the MPM Launchers will fire on attacking aircraft and ships until destroyed or runs out of missiles. It is hoped that the MPM launchers and remote sentry weapons being deployed will be able to stall attackers just long enough for the garrison to slip away. 

 

Other items are requisition to assist and these include a number of radar fire control devices for spoofing enemy forces into going after false signals. Other useful devices will include radar jamming missiles and ECM drones both designed to cause confusion and to give the garrison that little bit of time needed to get to their boats to escape unharmed.

"Good, good, anything of great importance?" asked De Juagari.

 

"The fighting in Peru is really starting to worry me sir."

 

"Yes, it seems to be getting worst and worst as time goes on, anything new that you think is important?"

 

"I'm worried about the fighting growing in scope due to the importation of weapons from abroad."

 

"Do you have anything that clearly shows weapons being shipped to either the Federalists or the Confederates?"

 

"Not directly, well no more than the Argies shipping what we think are weapons through that Charity Airline of theirs."

 

"Please do not refer to our close allies as Argies. But yes, I suspected as much myself that they were shipping weapons. At least they seem to be going to the Federalists who as far as I can tell are the least odious of the two factions."

 

"What do you intend to do sir?" asked Del Fina as he waited.

 

"I intend to prepare for blockading weapons being imported to both factions in the near future. Once the navy has completed the good will tour of the north and is in place, we will commence," Juagari replied. 

 

"You should seek international support for that sir, at least do not act unilaterally," replied Del Fina.

 

"Yes, I think you might be onto something, I will consider the best approach to this before proceeding."

 

Elsewhere

 

The Chilean Army begins a period of rest and refit after its deployment into the South American Organization zone. New equipment will be traded for worn equipment, training courses will be conducted, and when ready a series of fast paced war games will be conducted. Those troops in Cayo Fragoso have it much easier as they enjoy the ideal weather and climate off the coast of Cuba while they go about their work.

 

The last shipment of the new MPMV missiles and the launchers have been delivered. The Multi-Purpose Mission Variable Missile is a medium range missile that carries a large sensor suite, on-board computer, and somewhat smaller payload of explosives for its class. The missiles entire purpose is to give the garrison of Cayo Fragoso time to escape in its high speed small boats that are set into place at different points along the shore of the island. The 5000 pound PETN charge has been laid in under the Military Intelligence Listening Post that was created to serve as the Northern most point of Operation Watchtower for the Chilean government. Most of the sensors are passive in nature, but a powerful radar array exists with two back up transmitters in different places on the island. The remote sentry weapons have been places and disguised with bushes, lawn ornaments, and other such things to keep them out of site and they too have their role in buying the time needed for the garrison to escape in the event of an attack on the island.

 

The Chilean Air Force is ordered to begin creating a forward command post in the Northern Chile Military District for what is suspected will be the Chilean Air Forces largest and most difficult mission to date, the enforcing of an aerial blockade of Peru. To do this effectively supplies are being sent north to support such a prolonged mission. Along with the supplies the creation of the Northen Chile Air Force Department is put into effect to create the command staff and logistical staff departments needed for the mission. The units assigned to the NCAFD include heavy lift squadrons and tankers at the moment. Four squadrons of fighter bombers are slated for this organization as well along with the assistance of other combat units that might be needed.

The Bolivian vote pushed for the need of a full amalgamation vote of all the districts of Chile and Bolivia. Presidente De Juagari couldn't see how it would work otherwise if all the districts didn't have a choice to opt out of the new nation being formed. The Northern Chilean Military District and the Central Military District opt to join ranks with Bolivia. The Southern Military district having some inexplicable dislike of Bolivia request they be allowed to govern themselves under the watchful eye of the South American Organization until such a time that they organize into their own government. 

 

The vote also pushed for a demand of a unified government of Chileans and Bolivians. The sudden influx of new voters did De Juagari no favors in Parliament as his party narrowly retains leadership by having to ally itself with a newly arrived and quite large communist party. The compromised bridged was that De Juagari's party would keep power and aid in the transition of Bolivia into Chile and in exactly two years a new election will be held. Agustin De Juagari having so narrowly escaped being ousted isn't too disappointed by the idea of being out of a job in two years as he's more than happy with the idea of holing up in the mountains in his newly purchased hunting cabin and spending his days raising his nephew while hunting and hiking to his heart's content.

Santiago

 

The evidence against the Kirov (Modernized) mounted and it painted a picture of a fairly ineffective design for the needs of the Chilean Navy. The Chilean Navy didn't really want a battlecruiser, it more wanted something much like the old Kiev Class aircraft carrying cruiser. What was decided upon was to dispose of the Kirovs and acquire four heavy ships of the line designed to fill the modern role of a battleship with advanced weapons, AESA radar, and missiles. The other ships were to be based around the idea that not all situations required the deployment of an entire Carrier Strike Group. 

 

Most recent situations, diplomatic visits, and so forth were resolved by the ill-suited Kirov designs. A ship armed with reasonable supply of anti-shipping missiles, cruise missiles, a marine detachment, and a flight deck would be built to take up the role of multi-purpose ship that could be used for all occasions. The designers at work are well aware that a ship that generalizes in everything, specializes in nothing, which would clearly prove to be a significant limitation to the design should it become embroiled in a large scale engagement. 

 

Yet, in the role of first response to natural disasters, dealing with armed conflicts in nations significantly weaker than Chile, and anti-piracy operations the ships would be most ideal. The three ships could operate alone or within a larger formation. They could act as a significant force multiplier when complemented by a small number of lighter classes. In essence the ships are projected to be a significant cost saver for situations that just do not require the deployment of a fleet or battlegroup.

Southern Chilean Defense District

 

The Southern Chile Defense Forces are ordered to high alert. The three divisions that make up the bulk of the fighting power for that area are put on immediate stand by for active operations. CSG-1 and two SSGN submarines are dispatched from Santiago to take up station near the tip of South America for possible deployment against some sort of terrorist movement in Antarctica. A CAP of three squadrons of fighters is kept in the air at all times and a strike group of B-2(G) Bombers is ordered to prepare for  operations if ordered.

El Yunque

 

A Marine detachment is moved to secure the islands from possible pirate threats and other potential problems. 

 

 

Classified

 

The Chilean Navy is ordered to abandon its aircraft carrying cruiser project as it is considered far too expensive for the role being asked of it. In its place is the new Chilean Navy Chavez Class Battleship mounting rail guns, AESA, 512 VLMS units, and a variety of advanced features. Five of the seven battleships will take on the Chavez Class Configuration leaving two to take on an updated Iowa Class Configuration for an intensive sea to shore bombardment role if needed. Further, all seven of the battleships will be some of the most heavily armored units the Chilean Navy will have at its disposal. 

 

Further, the George Island garrison is considered to be of little use to the Chilean military and the Outpost Security Unit is ordered to destroy the base and return the island to the Penguins from whence it came.

Classified

 

The five Chavez Class Battleships have been completed along with the two Super-Iowa Class Battleships. They are entered onto the fleet rolls and they are immediately tasked with conducting a live fire exercise against the now obsolete Kirov (mod) units. The new vessels perform well but numerous manufacturing glitches come to light as was expected. Once these items are taken care of the ships will be certified and dispatched to their home fleet formations.

 

The Bolivian region is finally fully incorporated into Chile with full membership into Congress. While meetings of Congress are a bit rowdy at times the Bolivians are quietly assimilating their way into Chilean culture and bringing with them their own unique qualities that are making for a more colorful cultural tapestry within Chile. Numerous compromises were made to ensure that Bolivian law and traditions were not brushed under the rug by the stronger economy and military presence of Chile. 

 

One of them is the commissioning of the Bolivian General Marcos Chavez. Marcos Chavez is to take command of the 1st Corp that will protect and serve in the former Bolivian region. The 1st Corp masses some 150,000 men and is considered one of the heavier corps within the Chilean Military. The 1st Corp is joined with the 2nd Corp in the State of Bolivia for a prolonged military exercise as the two units best explore how to defend the new borders. 

 

The older model 120 mm main guns on the Chilean Battle Tanks are removed and replaced with rail cannons. A new integrated Air Defense Net is put into commission as well. These alone will not ensure the security of Chile as a great deal of work has been done to give the Chilean Government a early warning net of sorts. The El Yunque base, the Cayo Fragoso Base, and Terra Del Fuego all play a part in this scheme under the watchful eye of Operation Watchtower.

 

Careful analysis by Operation Watchtower has shown that a future potential hotspot is Paraguay. To address this potential a plan is put into place that will activate the 1st Corp and the Northern Chile Air Force in a powerful strike to destroy the Paraguayan capabilities to project force beyond their own borders. EMP weapons are loaded onto missiles for wiping out Paraguay's communication network and regular overflights of Paraguay by Chile's satallites are ordered to gain a clear picture of vehicle movement and flight patterns. 

 

Further, all military flights within Paraguay are given a priority status and carefully monitored by Operation Watchtower. The shared border between Paraguay and Chile is left defended by the same light infantry units that were responsible for it before. The only difference is the infiltration of a Marine division under the cover of night and on backroads to a position twenty kilometers away from the border. Close enough to make a difference, but not close enough to be seen unless one knows what to look for. As the division is operating on reduced emissions it is hoped they'll show up as just another light infantry unit that has border patrol duties. 

 

Supplies for the Division are simply offloaded from a supply train along with large quantities of other supplies. The excess are to be carefully stored away for future use by the 1st Corp should the unit need them on an advance into Paraguay.

Operation Whiskeydick

 

The decision was made to begin a series of steps that would destabilize the Paraguayan government. Their seemingly endless inability to care for the most basic of needs for the common man is an insult and affront of Socialist Nations everywhere. The mantle of progressive brotherhood could not be flown by Paraguay while the leadership is no doubt skimming off the top to line their own greedy pockets as often is the case with these sorts of South American "Socialists". Once the decision is made a very careful series of moves have to be conducted prior to the formal launching of direct action against the Paraguayan Regime. 

 

First a detailed analysis of Paraguay's government needs to be made. To conduct this a simple cyber-intrusion is authorized through a civilian contractor who has a sizable botnet at his disposal. To give the sorrid little plot a further level of deniability the contractor is paid in cash from the hands of a Chile-Express delivery man. The address on the parcel is to an abandoned warehouse on Santiago's waterfront and is registered to the Chilean Happy Ending Fishing Company that had long since gone out of business. The email address provided to the contractor for delivery of the information is a one off account accessed through a series of VPNs through an open wifi network provided by the City of Santiago, giving investigators approximately five hundred thousand daily users as their suspects. 

 

Second a revolution needs a revolutionary. To affect this a search is authorized for the right person to lead the newly planned Paraguayan Liberation Army. While none of the men are likely to be Paraguayan, the front-man will don a mask and some other trademark affectation making it difficult to disprove his claim to being the living embodiment of the true socialist beating heart of Paraguay. A handful of names is quickly collected and requests for interviews are sent out to those names, whether they respond or not remains to be seen, but the groundwork has still been laid.

 

To ensure a proper level of deniability the leader of Operation Whiskeydick receives all orders from Presidente De Juagari verbally. The supporting and arming of this organization is an interesting predicament but not an insurmountable one. Black market weapons and munitions are as common as massage parlors in Bangkok, meaning finding and buying those items will represent very few problems. Finding the needed deniable asset to create the whole illusion that this new beating heart of Socialist Paraguay has no connection to the Chilean government is mission critical.  

 

Colonel Chavez, commander of Operation Whiskeydick, decides the most prudent option is to go slowly and to be flexible. With this in mind he selects taps the resources of a retired Chilean Combat Engineer Lt. Colonel Marcos Chavez. The former officer of the Chilean Engineers owns and operates a construction company in Arica and has a keen understanding for the need to keep one's mouth shut. A large envelope of cash later and the Lt. Colonel (ret) holds the exclusive contract to build a series of warehouses and underground shelters in Northern Chile that are off the government's books. Colonel Chavez  then makes the decision to very carefully send out a bid to a foreign source for the procurement of arms rather than sourcing them internally.

The intelligence collected via spaceborne assests is carefully scrutinized and prepared for distribution to the Chilean Military. A second copy of the results are made and hand carried to Colonel Chavez of Operation Whiskeydick. The results aren't entirely in on the computer intrustion as the hacker is no doubt busy with a 24 hour World of Bobcraft session as his ilk are wont to be. The sats are to be kept busy snooping from space while Operation Watchtower listening stations are ordered to focus specifically on Paraguayan radio traffic to identify specific units above battalion size.

Operation Watchtower

 

The effort to collect the signals intelligence from the Paraguayan forces to isolate specific unit frequencies is a multi-vectored effort. Triangulation would be achieved by using Signals Intelligence Aircraft flying up and down the Northern and Southern borders of Paraguay. These 737s are equipped with the latest in Chilean hardware designed to sniff out radio traffic, transmit the findings back to Chile, and then be fed into the massive data-centers that Operation Watchtower uses for piecing together a coherent picture. The listening posts along the border of Chile and Paraguay will be used as well along with several purpose built intelligence drones flying near the border keeping their electronic sensors on full alert. 

 

The picture of the unit signals would also be pieced together by available satellite reconnaissance (using my already successful sat spy rolls and triangulation of radio traffic to get a coherent picture of which unit is using what radio identifiers I should be able to pinpoint them by triangulation and failing that have a decent idea of inferring the unit by their signal direction and comparing it with satellite photography). The information from the satellites, the listening stations, and signals collection aircraft would be pieced together to create a coherent image of Paraguay's of the radio traffic being employed by Paraguay's military. Another added boon is the successful collection of names and ranks from Paraguay's own database to the no longer overdue hacker.

 

The list of names and ranks will be added to the information to create a well developed picture of Paraguay's unit locations, signals, and the commanding officers of those units. While certainly it wouldn't be prudent to assume that all of those officer's names would be conveniently used in conjunction with their unit designations over the radio, it is hoped that the three bodies of information would be merged through the hard work of Operation Watchtower's central computers and veteran intelligence officers (spy roll rp). With that done and completed the next issue remained to be seen to, the radar probing of the First Fleet by Confederate radars.

 

To determine if there was any possible coordination between the Paraguayans and Confederates and second hack attempt is ordered and this time the target is Paraguay's Foreign Ministry files. The same hacker is put on notice through the same means as before, yet this time he is ordered to rout his attack through an ISP in the Argentinian protectorate, which he does. Given time the South American Organization no doubt would trace it back to the hacker's ISP in Chile, but by then it would probably be too late to do much about as events were moving quickly and war is expect at any moment.

Santiago

 

Job advertisements for qualified men appeared in the Santiago Herald Tribune. Octavio, Raphael, and numerous other well trained policemen, soldiers, engineers, and government workers quietly sent in their resumes for consideration. After two rounds of extensive interviews the men were given contracts of employment by the newly formed Amazon Confederacy. The generous terms of employment were hard to ignore given the fall of the Chilean government put thousands out of work. 

 

Carlos Del Fina, Montessori and most of Operation Watchtower's Special Branch are hired. With them several dozen former Chilean Special Forces Troopers, a few hundred Chilean Rangers, a few hundred Chilean Marines, and several hundred specialists of numerous disciplines are offered contracts. These terms are accepted by nearly 90 percent of the men who are offered them. Within a week hundreds have put their homes on the market and have departed Chile by air to the Amazon Confederacy.

Inside the Amazon Confederacy

 

To put it bluntly, the men and women hired from Chile were in a collective state of shock. They came to the AC expecting a modern nation that would value their skills and services, but what they found was quite the opposite. While the AC is modern in the sense that personal autonomy is assisted by a wide range of hand held devices that are highly advanced, the overall infrastructure is nonexistent. No major cities, no massive costly system of interstates, a few small train lines, only one major medical centers, not much of anything that would show itself to be a modern nation. What they are shown is the collective system of shared personal responsibilities that make up the functioning 23 cantons of the Amazon Confederacy.

 

Rather than depend on major cities, the 23 cantons are distributed into small communities. Rather than build huge centralized power production plants, the 23 cantons make it a point of personal pride to be as minimal as possible in all their life activities to reduce their dependence on central production systems. Most homes have a solar panel, wind turbines are highly common, and much of the governments research goes into supporting the advancement of such systems. Medical care is carried out locally, when the services can't be attained inside of the Amazon Confederacy the patient is sent to a neighboring country where it can. Given the proactive medical care provided by the NHS of the 23 Cantons, the need for a medical evacuation isn't as common as most people would think. Gardening, small scale agriculture, production of valuable medical products, quietly living their lives in a peaceful manner takes up most of the average citizen's day. 

 

Carlos Del Fina, the former interim Presidente of Chile, is given the job of overseeing the Amazon Confederacy's foreign affairs. Montessori is tasked with overseeing the 23 Canton's Police Force. The former soldiers and specialists of Chile are distributed across the 23 cantons where they are needed the most and given land grants to help them establish roots in the community. While Amazon Confederacy doesn't have a military in the traditional sense, all men and women from the age of 23 to 45 are required to respond to emergencies and are required to keep a set of government approved equipment in their homes at all times. Even with this the Amazon Confederacy would at best mobilize a total of 8000 members for local defense purposes. 

 

Even with most of the men and women from Chile being shocked senseless at what they find, they collectively do admit that the Amazon Confederacy is a fairly decent place to live. Life goes just a little slower, stress levels are much reduced, their overall quality of life much improved as they have a mere fraction of the hassles modern life dumped on them in their past lives. As the Amazon Confederacy conducts no active training programs for the military and police the new hires are well regarded for the skills they can share with the rest of the 23 Cantons.

Treefort

 

The functioning heart of the Amazon Confederacy is a small city in the sky. Not literally in the sky, but high in the branches of the triple layer canopy that makes up much of the 23 Cantons. Living in harmony with the ecosystem of a vibrant thriving jungle was at first difficult, but over time environmentally friendly technology proved to be the saving grace for the humble citizens of the Administrative Center of the 23 Cantions. What started as a squalid base camp in a small clearing grew into an intricate web of walkways, custom designed modules, and renewable services are clustered deep in the forest to make up what has been dubbed "Treefort" by the Chilean expatriates. The name caught on quickly with the locals as well and before long the capitol of the Amazon Confederacy is changed over to the new moniker. 

 

Such an odd state of affairs might leave most foreigners confused, but they are part of the offbeat culture of the 23 Cantons. The government is a loose confederacy of elected Canton leaders that swear to uphold the simple ideals that have been laid down as the guiding principles of all. The central government has a clearly defined set of powers and is limited to conducting foreign affairs, national defense, providing a comprehensive yet minimal national infrastructure, and providing health and educational services. All further additions to these powers must be granted by the combined voting body of the Canton leaders and even then additional powers are generally granted on a provisional basis. One of the key issues facing the Confederacy is a lack of serviceable helicopters. 

 

A request had been sent out for bids, but thus far no real offers had been tendered. Rather than going too far abroad it is decided to source the machines within South America. Given the coming and going of various governments the market ought to be glutted for transport helicopters. Several companies are contacted and before long the first shipment of what will grow to 72 helicopters starts to arrive. Hiring pilots, mechanics, and other specialists is easy as well, contracts are offered to the former crews of the Chilean and Peruvian Air Force and they respond with great enthusiasm. The increase expenditure of funds for national defense is approved by the Canton Council with overwhelming approval as the helicopters will also be used in medical evacuation flights and construction of government facilities.
