With the nuclear program in full swing, a reliable source of uranium had been needed - and quickly found.
The claimed territories of Guyana on the moon had considerable supplies of the material, enough to keep the Orion project going for decades - and that was just with the known reserves. Barely 30% of the territory had been prospected, so the potential for further deposits was there.
Just months before the Orion One's launch, the uranium refining facility to create weapons-grade material was finished. This nuclear material had been given specialised freighters which could deliver the cargo back onto the planet with little to no problems if the crew was decently experienced.

Considering that Guyana's nuclear material came from the moon, they could theoretically build nuclear weapons and conduct specops with them, yet making it near impossible for anyone to find out just where the material itself was coming from; After all, Guyana did have an enrichment facility (using australian uranium) on the planet's surface as well, they could just point to the incompatibility between the materials. The only thing needed was to keep the deliveries secret, though with as many standard operations that required utmost security, this wasn't too hard. Underground trains were the biggest part of the solution, the trains themselves of course being highly secured if they carried any military material.

Still, even with all this security, there were always improvements that could be made. Such as dedicated guards, all knowing each other well, and with implanted identification chips, containing a unique 23-letter/number code secured with powerful encryption. Further measures were being considered, all the time.
But for now, it likely was enough to give any spy or hostile special operative quite the pause.

Guyana was an industrial nation, with a decent military. However, one thing it was lacking?
Defensive structures. This was to be changed with a series of plans that would establish a powerful defensive position for Guyana.

First on the schedule were over the horizon radar stations, aligned to cover all approach vectors from the sea, and most overland ones. Airspace being monitored was important, after all. The OTH station had an effective range of up to 3,000 kilometers. Further radar stations to be built were of the synthetic aperture type. Appropriately enough, SAR satellites would be launched to complement the stations, while a number of mobile radar vehicles would be designed for a comprehensive, multilayered detection network. The static structures would be guarded by two dedicated companies of U-600-equipped AA vehicles, using the latest of technologies to counter all sorts of aerial threats as well as possible. Each of the companies was protected by three Bionix II AFVs, complete with an infantry complement of 7 combat troops per vehicle. This would ensure a reliable defense against attempted paratrooper attacks or the like, unlikely as it was.
Furthermore, AESA-equipped radar vehicles wouldbe utilised to ensure considerable radar presence where the static network could not reach easily, such as certain valleys in the Guiana Shield. They would also replace the static network in case of failure or destruction for any reason. For superior protection, thermographic, infrared and optical sensors were to be established in key locations for 'plugging' holes in the radar network, though additional ones would be scattered along the borders and in the interior to provide additional protection in the unlikely case of total radar failure.
Complementing the multiple layers of radar-based coverage would be a fully mobile network dedicated to AA warfare, utilizing easily moved and highly deployable forces. The backbone would be a number of specialised brigades attached to larger formations in the army, providing an effective and useful nationwide air threat detection network. Long to medium-ranged defense would use U-600 missiles. Of note for these missiles was that the simple system of inertial guidance with radar comms corrections would be upgraded within the next months, using active&passive radar, IR and electro optical focal plane arrays with superior shape-recognition technologies, making it considerably harder for a hostile airplane to shake one of these off, let alone several. Miniaturisation was expected to make this sort of guidance available for almost all missile systems Guyana possessed. And again, the U-600 equipped vehicles would be protected by Bionix II AFVs with full complements and Spike-equipped jeeps affording efficient defense to any part of the nation where these defense groups were stationed, be they cities, bases or formations of military units that were in the middle of operations.
This wasn't where preparations ended, however: AEW&C systems equipped with the best of the best Guyana had to offer would be patrolling skies and seas of Guyana regularly, supported by a minimum of six AC-77A Kovas squadrons patrolling the Republic's air space at all times. The datalinks between all of these planes would ensure a superior detection network, augmented even further by ground-based radar and the airborne AEW&C systems sharing data, which could then be used to aid the AC-77A in acquiring targetting data, furthering air superiority efforts in case of hostilities breaking out.
Lastly, two squadrons of I-12 Seagulls were to patrol the skies in fire-support of the Kovas, each equipped with an AESA radar system and an upgraded Advanced Targeting Pod for superior radar data and positive target identification, autonomous tracking, coordinate generation, and precise weapons guidance from extended standoff ranges. Standard configurations allowed for 45 dedicated AAMs such as the [url="http://en.wikipedia.org/wiki/AIM-54_Phoenix"]AIM-54[/url] (though, as all missiles, to be upgraded with an additional variety of guidance and targetting systems).

The message was received, and a reply was sent in a secure, encrypted line: Guyana would aid ReU in this endeavour.

With that done, Guyana began to deploy a full twenty of its O-5S submarines, their advanced technology - such as demagnetised hulls - aiding to make them near-invisible. In addition, three N1-15 nuclear subs were deployed, the strategic weapons replaced with high-powered kinetic ASBMs; The sheer kinetic force of these weapons was enough to shred a ship if it hit, though the nature of extreme speed made these missiles somewhat inaccurate.
For the time being, efforts would be coordinated with the ReU.

Construction of the most important line of defense, against air attacks, was in full swing; It would be finished in weeks, if not months.
Once it was done, the extent of this network would supply the Republic with a most useful warning system against surface warships as well, though that could be added to. the naval defense project was brought into life for maximum defense against hostile invaders from the sea. For this purpose, 16 powerful and super-long range railguns would be constructed in certain, fortified locations of Guyana, powerful blast doors protecting them when thes were not in use. Specialised and miniaturised nuclear reactors sitting deep below, beyond any form of attack, would power these 120 MJ railguns. The guns themselves were intended to be capable of deployment, firing one to three rounds and going back into their protective 'shell' within less than three to five minutes, the maximum estimated time air attackers would need to find and attack the location. Being static, however, their chance of survival wasn't rated high, despite all preparations. The greatest use of these weapons would be in annihilating or at least severely damaging enemy aircraft carriers, which could effectively stop an invasion in its tracks.

The main defense, however, was to consist of ASMs and ASBMs, using a multitude of warheads from HE to sheer kinetic annihilation. The latter's hypersonic speeds made maneuvering hard, but interception was estimated as near-impossible unless a similarly powerful and fast missile was fired at it. And that would empty the enemy's missile reserves, making it just as useful.
Cooperation with the OTH and the rest of the intelligence network - including satellites, naturally - was included in this plan of action, though even if natural foliage and camouflage nets were used, these weapons couldn't be kept hidden forever. Especially in war. Thus, these defensive assets would shift in irregular intervals to relatively random locations along the coast, making it that much harder to find out an observational pattern or targetting them. Further complimenting the ASBMs and OTH radar were specialised satellites in continuous communication with the mobile launchers, aiding taretting computers and guidance systems considerably. Part of this system were ElectroOptical satellites, two SAR sats and five NOSS satellites. Additionally to these extremely long-range defenses, AH Mk.2 howitzers and other lower-ranged missile vehicles were to take up positions in fortified positions near the coastline. The launchers were equipped with Tomahawk missiles, upgraded to bring them to Guyana's missile guidance standards.

For close ranges, the coastal defense plan saw to the latest block of Harpoon missiles being utilised, usually mounted on military trucks in quad launchers. These trucks would, thanks to the nature of their weapons, be closer to the coast than most other systems. They would be defenses by Bionix II vehicles and armoured humvees, Spike missile launchers mounted on some of them. These groups would, much like the larger and more powerful systems, move around irregularly, but at least once a month, to prevent easy detection.

Last but not least, sonobuoys were to be deployed in considerable quantities within Guyana's EEZ of 200 nautic miles, featuring magnetometers as well as passive sonar (and the ability to go active). Assisting this powerful submarine detection network would be six O-5S submarines, as well as a number of dedicated ASW-capable aircraft. Naturally, at least six AW 159 helicopters would be available for ASW support at all times.
A considerable effort, but one that would be worth it, even if there were more methods for defense.

All around the middle-aged man were men and women of all classes and ages, in clothing ranging from traditional Indian to modern western European attire. All walks of life were represented.

Saboria, and later Canada, had one of the most active space programs of their time, with multiple missions to the moon. This very rock we here are standing upon. And even now, two flags stand here on the moon, giving respect to those coming after them. It was public, the world knew about it. Alexander finished this chapter of history, a sad smile on his face. "Canada ceased existing on the 14th of November, 2031. A chapter in history was closed on that day."


"But, a decade later, another nation declared its intents to travel into space. With a wide smile, he gestured upwards once again. Nobody knows how Lynneth Sarkara managed to age not a year in the five decades between Canada's founding and the proclamation of the GDR. Once more, it was Laura's turn. "Under Sarkara, another man returned to the stage, Fjodor Leclerc - My and Alexander's father. He was the chief scientist of the GDR, contributing his genius to numerous projects then, like he did in Canada decades before. Unlike Sarkara, he had aged noticably. Anyways. Advances continued, and in [url="http://forums.cybernations.net/index.php?showtopic=62364&view=findpost&p=2161641"]2054[/url], the space station, the GDSS Kanzler Bismarck, was complete. A mere year later, the [url="http://forums.cybernations.net/index.php?showtopic=62364&view=findpost&p=2178278"]GDSV Explorer[/url] finished construction. Right now, there are five [i]Explorer[/i] class spacecraft in existence, improved upon this design, but still very much alike it. However, these would have been impossible were it not for the [url="http://forums.cybernations.net/index.php?showtopic=75751"]launch loop[/url] constructed in cooperation with the Holy American Empire, the very same loop that Guyana is utilising now to deliver many resources and people into orbit.

The world lost one of its greatest minds, a man who had given us scientific advanced propelling the world forward by years, if not decades - especially so in all things relating to space and the cosmos. The ultimate result was an exodus towards the possession of an old friend and ally, the Kingdom of Cochin. An era of rapid expansion into space. After that, Project: Inclusion was begun, with the goal of incorporating all surviving space assets of the indian powerhouse into Lunar operations. According to many estimates, Cochin's presence in space was the 3rd-strongest, with the UFE being second, largely concentrated in LEO and MEO, while the Lunar Republic had the greatest presence in space, conducting large-scale operations of a magnitude overshadowing even the greatest efforts of the UFE.
There were many projects by Cochin that could be used in future endeavours. Over the next weeks and months, all this equipment and all these assets would be integrated into the Lunar space project; a project that by now was more than just for science, but an undertaking to keep the millions that lived on the Moon and in the Island habitats alive. Especially those who were living in the Island 2 habitat leased by Cochin, now back in Lunar hands as per the contract. The Kingdom had fallen, after all, and the current government was not recognised by the Republic as legitimate.
Cochin's citizens were offered Lunar citizenship and, in an overwhelming majority of all cases, the offers were accepted. Thus, not only were simple constructions gained, but also experience and smart minds who had previously aided Cochin's space program.

This was a most considerable boost to the Lunar efforts.
However, one thing was sure: The Space Program was no longer such a thing. It had evolved far beyond its original purpose.
Changes needed to be made.

In the relatively short time of its existence, a considerable bureaucracy had established itself in Guyana. There was red tape for nearly anything one could think of; an immense amount of things were regulated down to the smallest detail. A common joke went that when someone went to the toilet, others asked if they had picked up the right permits. There was a dire need for reform, and the transition into the Lunar Republic brought an opportunity for just that.

Laws had to be revised, streamlined, and made more understandable, but that was in fact just a small part of the process. One of the larger changes was the complete and utter dissolution of the space program. Everything within would have to be at least reassigned, though some parts would be subject to massive changes. New provinces were created, adding to the 'classic' ones already on the planet.
One province would consist of all stations in Earth's orbit: Low, Medium and Geostationary orbits, gathered into the province named '[i]Columbus[/i]', in a metaphor for the Atlantic seperating America from Europe and the subsequent journey to cross it.
One province for the moon. [i]Luna[/i], with its capital of Von Braun.
Each [url="http://img.photobucket.com/albums/v284/Lynneth_del_Serpentas/AE/CNRP/Corp/LagrangePoints.png"]Lagrange Point's[/url] colony cluster was turned into a province, as well. L5, [i]Magellan[/i]. L4, [i]Polo[/i]. L2, [i]Gagarin[/i]. And the last, the habitat cluster at Lagrange Point One, was given the name [i]Lagrange[/i].
And, should L3 be colonised some time in the future, its name was set, too. [i]Aldrin[/i], for the [i]other[/i] guy on the first moon landing.


These provinces were by no means the only things to be done. The very government itself had to be remade. Old positions were removed; bureaus and ministries were dissolved or shifted around. The title of 'Speaker' would be kept by its bearer for life or until freely relinquished. New ministries were created; bureaus were created under some of these ministries, either to take some pressure off, or because direct 'meddling' might be deemed undesirable. These included:

The [b]Ministry of Wartime Technology[/b] - responsible for developing and building the weapons of the Republic, be they defensive or offensive weapons. From handguns to nuclear weapons, everything would go through the MWT.

The [b]Ministry of Peace[/b] - responsible for hospitals, doctors, medical aid, healthcare and everything related to these. It has some bureaus to take care of certain other tasks.
- [i]Bureau of Catastrophe Management[/i] - What it says on the tin, this Bureau organises everything needed to keep the effects of even the greatest catastrophe to a minimum. A myriad of plans will be available, ranging from alien invasion to zombie apocalypse.
- [i]Bureau of Medicinal Production[/i] - The main task of this Bureau is to organise the manufacturing of medicine and legal drugs. Nothing more, nothing less.

The [b]Ministry of Image[/b] - the propaganda machine of the Republic, its duties largely are keeping the citizens informed about the greatness of the Lunar nation and bashing the rest of the world.
- [i]Bureau of Culture[/i] - The Bureau is charged with preservation and promotion of art and culture of the Republic. Naturally, it cooperates closely with MoI, but also MoM.
- [i]Bureau of Information[/i] - The Bureau is in charge of the media and information-flow, communications and the internet. While a Bureau under Image, it also cooperates with Morale to ensure greater control of things.

The [b]Ministry of Space Technology[/b] - its name states what it does, developing and building all things related to the Republic's capabilities in space, as well as maintaining what is already built.

The [b]Ministry of Morale[/b] - a deceptive name for an institution that would in due time have eyes and ears nearly everywhere. Total and complete surveillance was its game, to the point of not only taking 1984 as rulebook, but building and expanding upon it as base for surveillance techniques - though not suppression of thought and 'thoughtcrimes'. 'We are watching you - Forever' would be on one of the posters printed for MoM by the MoI.

The [b]Ministry of Transportation[/b] - moving anything anywhere, that would be the job of the MTr. Trains on the planet, freighters in space, and monorails on the moon, everything and anything that was used to move something from A to B would be controlled by this ministry.

The [b]Ministry of General Affairs[/b] - the MGA's job would be to do whatever the others didn't do, such as organising the normal police force and firefighters, conducting diplomacy. More mundane tasks were to be their specialty. It has numerous Bureaus. These do exactly what their name implies, though due to the sheer amount of Bureaus, there is some rivalry between them.

The [b]Ministry of Education[/b] - children need an education, and the MoE was to provide it, though in carefully chosen amounts and 'flavours', removing anything good about certain things and elevating other themes higher. It would cooperate with MoI for even better indoctrination.

The [b]Ministry of Terra[/b] - One of the more important Ministries, MoT is not only responsible as de facto 'department of defence' planetside, but also had keeping the launch loops running, resource extraction, management and refinement on the surface, housing, the industry and agriculture on the planet as its duties. Unlike other ministries, no Bureaus would be assigned, however, each of these tasks deemed to important for a sub-entity.

The [b]Ministry of Luna[/b] - one of the most important Ministries, there are many tasks that MoL has to do, without fail or mistakes. Those under it are not only responsible for life support in the Island habitats and on the Moon base as well as its maintenance, but also for the housing situation on the moon, habitat construction on the natural satellite, keeping the various space ports running. They organise extraction, management and refinement of resources won from the lunar soil, operate and maintain the lunar launch loops and are responsible for agriculture in space - keeping the population up there, in the vacuum, fed. One last, and currently not too great duty, is creating, training and organising the Lunar Guard, those tasked to keep the peace in space.

The [b]Ministry of Sol[/b] - as another more important Ministry, Sol's responsibilities contain taxing those who need to be taxed, meting out justice and punishment, as well as organising the nation's commercial interests and commerce.

The [b]Office of Ministerial Interaction[/b] - arguably the most important, but least noted of the Ministries, OMI not only takes care of the nation's finances and creating the budget, but also enables superior communication, interaction and cooperation between the various Ministries. Without it, the apparatus wouldn't work nearly as well. Even if there was a potential for it to become a behemoth of secrets and intrigue. This ministry is under the direct command of the Speakers of the Republic, unlike the others, which have a Chairman supported by a Committee at their helm before reporting to the Speakers.

As was normal with massive changes like those brought upon the Republic with the change from Guyana, things started innocently enough. In the first weeks, minor changes were introduced, upon which further and further reform was built, until the system was very nearly torn down entirely after perhaps a year or two.
After this, reconstruction came. The Ministries were introduced and very nearly forced down the people's throats with little space for compromise. This, of course didn't make everyone happy and naturally resulted in a few protests. Very little organisation could occur, however, without the emerging Ministry of Morale finding out thanks to the Bureau of Information's ready aid in surveillance of internet usage.

Interestingly, the changes were better-received in the newly established provinces than on the planet. And immigration into these habitats only continued at a steady pace even as the planetary population's growth slowed considerably. It was quite good news that eight of ten I-2 habitats at L4 had been finished by now, with the two I-3 colonies under construction, and proceeding just according to schedule. While Sides One and Two - or rather, [i]Lagrange[/i] and [i]Gagarin[/i] - could hold a total of 108 million people under normal circumstances, they were slowly getting crowded. Just as hundreds of thousands moved monthly into the Americas during the height of immigration, great numbers of people found their way into the Lunar Republic, despite the prospect of near all-encompassing surveillance.
There was no direct oppression, after all. Yet, at least.

But this could potentially change, like so many things.

Upon arrival, the five satellites would be transferred onto a high-speed monorail and with it brought to the launch loop facility.
No bill would come, because 13 metric tons were child's play compared to the 6 million metric tons a single launch loop could potentially deliver into LEO per year, or the 280,000 tons a single shot from the Verne Gun was capable of moving into LEO.
