Recently I resumed buying tech and the first thing I did was to send out about 140 PMs to nation Rulers, that I had selected based on the downloadable Foreign Aid data (it wasn't big work and I got it done relatively quickly - spreadsheet etc, easy stuff). What surprised me a bit, and the reason I start this thread for, is that in about 48 hours I heard back from more than 30 people that are available, sometimes eager, to sell tech. Not a few of them sell at 9/200 or 18/300 (one even at 9/300!) I was a bit taken aback as, considering the NS and tech distribution in the game, I expected to find much less people available and with multiple aid slots ready to service new partners. I guess that a lot of old players with big nations are too inactive to actively look for deals, and maybe others don't see the point in accumulating tech that will then be easily and quickly wiped away by much superior aggressors. I don't conceal that I don't anymore really give much importance to my tech level, either, but I started again to buy tech also to help smaller nations to build up their infrastructure. If new players found it more easy to sell tech they'd grow their nation faster and they'd remain more interested into the game. What is your opinion about this situation? Isn't it bad for the game? How it is that this many tech sellers are available?

I am offering 18 million for 300 tech, on a permanent basis, to proficient tech sellers. A proficient tech seller is, in my view, one who: - has the Federal Aid Commission; - does not waste their and their partners' slot days by delaying their tech payments when they are due. A 18/300 deal shall follow the pattern: 9 mil. --> 100 tech --> 100 tech --> 9 mil. --> 100 tech. Any interested & qualified tech seller is welcomed to contact me here or in-game. Okay EDIT, all right so, with this deal I would deeply prefer if I could get in a circle, a circle that goes 100/100/100 then in next cycle 100/100/100/100 that way we don't waste valuable tech slots for 50 tech. Further more I would really enjoy if I could have a circle, so I could send 100 tech (to prove I'm legit) then someone else sends me 9m, then I send the other 200 to other people, and they just switch off. I just want a profitable circle, and I have no problems with ANY legit-seller tests you may have for me, I will gladly prove I am. So if you want to send me 6m, then see me send 100 tech to 3 people then send me 6/9 to prove that is fine, any test will do, I just need a chance to prove it to the community. So complete buyer discretion, you decide what we do and how we do it, I just personally would prefer a circle for maximum speed, and I have 5 slots open. You send me 9m I will send you 100 tech You send me 9m I will send you 100 tech I will send you 100 tech This would complete this round of the tech deal, Then we will start the second round, as you can see you are paying 18m for 300 tech working out as 6m for 100 tech, but this will be done within 50 days (five rounds of sending back and forth) instead of the normal 60 days (Six rounds of sending back and forth). First off, let me explain what the ESEO is, and what it is not. ESEO is a non-political, voluntary economic sphere that seeks to organize reliable technology sellers, buyers and resource traders. We also look to increase the availability of reliable trade partners for tech deals, instead of relying on alliance resources. This is a significant advantage to smaller alliances that lack the extended membership pools or protectorates that can help their lower tiers find buyers to help them grow. It also provides advanced members with reliable sellers, capable of fueling extended growth over a long period of time in an atmosphere outside political intrigue or war. Some of you guys might be seriously questioning the need for a non-alliance based tech market. The reason is throughout my time in CN thus far, most of the tech deals I have done have been with members of neutral and non-neutral alliances outside my own. I think this is in part due to a lack of reliable sellers and buyers who are in communication with each other. Some alliances are older and larger, but lack consistently active sellers and possess only buyers. Some alliances are smaller, and lack real buyers capable of long term deals, and giving the sellers the ability to grow. The ESEO is hoping to remedy this by bringing both buyers and sellers together in a non political way. The ESEO is a non-political group, and as such any and all of it's members are welcome to do business with each other regardless of alliance affiliation or treatied status. The requirement of neutrality will be the advancement of an agenda that lacks any concrete, suspicious, veiled or oblique semblance to political discourse on any official level and in the name of ESEO by any one member. We are neutral, and as such, we do not care what happens outside these halls as it pertains to ESEO and it's members. Joining the ESEO is voluntary, and non-binding. You have no duties other than to follow through on whatever technology deals that you've accepted. You have the right to seek any and all deals or trades that you want, regardless of whom it involves. You have the right to seek recourse in a Tribunal if a seller, or Buyer fails to follow through after a reasonable amount of time (determined by all parties involved, including tribunal). You have the right to run your nation, participate in your alliance outside of ESEO and prosecute whatever directives you are obligated to therein. You are not required to do anything on behalf of ESEO, by anyone at anytime: ESEO is a non-binding, and voluntary technology and resource exchange. Not an alliance. The structure of ESEO is very minimalist in nature, and generally conforms to a need only basis. At all times, the ESEO will be comprised primarily of it's members. Every member is a part of the Orgnization Council, which will decide 'Accepted Rates' for technology deals ($6 Million per 100 Tech, etc) and practices for organizing trade circles. These rates are NOT mandatory, however participation using these rates are strongly encouraged as it will provide you with a larger pool of prospective buyers and sellers. The ESEO will be headed by, and be spoken for by the Commissioner, an elected (by recall only) position that serves for life or until recalled and replaced. The Commissioner has no real duties other than to facilitate the needs of the ESEO and ensure the smooth functioning of both it, and the Tribunals when and wherever necessary. He can, but is not required to appoint a Vice Commissioner to help in the event of an absence. Joining the ESEO is simply done by registering as a member on the forums, and participating. The ESEO is a loosely organized group, whose only obligations are to initiate and fulfill economic, and technology agreements.
