In the process of registering on this forum, all players--including you--agreed to accept these terms and conditions and the terms and conditions of Invision Power Board. In doing so you essentially signed an electronic contract pledging to have read the rules and TOS and agreeing to follow the rules and TOS as written. It is your continued responsibility to read, follow, and keep up-to-date with the CN rules.
The following are basic guidelines for use of the Cyber Nations community forum. Anyone caught disobeying these guidelines will be issued a warning. The forum staff works on a five warn limit policy unless the situation calls for more appropriate action ranging from a verbal warning to a double warn and suspension to an immediate ban, etc. Just because something is not listed specifically here as illegal does not mean it's allowed. All players are expected to use common sense and are personally responsible for reading the pinned threads found in the Moderation forum. Questions regarding appropriateness or other concerns can be sent via PM to an appropriate moderator. A permanent ban on the forums results in a game ban, and vice versa. Please note that the in-game warn system works on a "three strikes you're out" policy and that in-game actions (including warnings and deletions) may not be appealed. 5.) Permanent Ban Game Bans and Forum Bans
If you receive a 100% warn level on the forums, you will be subject to removal from the forums AND have your nation deleted and banned from the game at moderator(s) discretion. If you are banned in the game, then you will be banned from the forums. Process of Appeals
Players may not appeal any in-game actions. This includes cheat flags, canceled trades, content removals, warn level increases, nation deletion, and bans from the game. Players may appeal individual forum warnings. You may only appeal a warning if you can show with evidence that it was unwarranted or unduly harsh. If a reasonable amount of time has passed (no less than one month and preferably longer) in which you have demonstrated reformed behavior than you may request a warning level reduction. Wasting staff time with inappropriately filed reports and/or unfounded appeals will result in a warn level raise. Repeat incidences will result in a ban from the forum. Bans are permanent. Banned players may appeal to the Senior Staff if they believe grounds exist (very, very rare) in which they state their case with evidence and why explain why they believe they deserve to be allowed back into Cyber Nations. This process is not quick and the investigation into cases may last three minutes or three weeks or more depending on the individual situation. The only place where discussion of moderator action is acceptable is in the appropriate Moderation forum. Posting commentary on or disagreement with moderator action elsewhere will result in a warn level raise. Posting
All posts must be in English. Common phrases in other languages will be allowed so long as they are translated upon request. Foreign languages are permitted in signatures and avatars, however. Certain areas of the forum require you to have a nation in either standard CN or CN:TE. If you have... A SE and a TE nation: You get one forum account. Your forum account name must match your SE nation or ruler name. You are allowed to post in either SE or TE areas of the forum. You must have your CN:TE nation name listed in your profile to post in the CN:TE section of the forum.
Just an SE nation: You get one forum account. Your forum account name must match your SE nation or ruler name. You are not allowed to post in any TE areas of the forum.
Just a TE nation: You get one forum account. Your forum account name must match your TE nation name or ruler name. Your must have your CN:TE nation name listed correctly in your profile. You are not allowed to post in any of the SE areas. You are allowed to post in the water cooler, question center and the moderation forums. Other than that, all your posts need to stay in the TE area. Flame/Flamebait/Trolling
Flaming is expressing anger or lobbing insults at a person/player rather than a character, post, idea, etc. Flamebait are posts that are made with the aim of targeting/harassing/provoking another user into rule-breaking. Trolling is submitting posts with the aim of targeting/harassing/provoking a specific group into rule-breaking. Forum users should not be participating in any of these, and doing so will result in a warning. Topic Hijacking
Hijacking is forcing the current thread discussion off of the original topic and usually results in spam or flame from either side. Forum users found hijacking threads will be given a warning. Repeat Topics
One topic is enough. Repeat topics will be locked, removed, and the author given a warning. Users found creating repeat topics after others were locked by staff will receive a warn raise. Joke Topics
Topics created as a joke are prohibited. Joke topics will be locked and the author warned. This includes topics in which the author is making an announcement “for” another in-game alliance. Humorous threads are permitted; it is up to the discretion of the moderation staff to determine what is merely satire and what is actually a joke topic. Spam
Spam is defined as creating posts or topics containing only contentless material of any kind. Users found spamming will receive a warning. Examples include (but are in no way limited to) posts containing nothing but smilies, "+1", "QFT", "this" any other one/few-word contentless combination, joke threads, or posts containing quotes and anything that counts as spam by itself. Adding words to a post with the express intent of avoiding a spam warn will result in a warning. These posts and other similar contributions have no substance and hence are considered spam. Posts of "Ave", "Hail" or any other one word congratulatory type are acceptable as one word posts. Emoticon type posts such as "o/" without accompanying text is still not allowed. Posts containing only images are considered spam, unless the image is being used in the Alliance Politics sub-forum and then the actual text of the image be placed into spoiler tags. Posting in All Caps
Posting large amounts of text in capital letters is not permitted. Use discretion when using your caps lock key. No Discussion Forums
There are forums that are not for discussion and are used strictly for game and forum staff to address certain issues, bugs, etc. The following forums are not open to discussion: Report Game Abuse, Report Forum Abuse, and Warn/Ban Appeals. Only moderators and the original poster may post in a thread, period, with absolutely no exceptions. Users found disobeying this guideline will receive an automatic warning for each offense. Moderation Forums
All Moderation forums also maintain pinned threads clearly marked as required reading before posting. Failure to read and follow required reading and procedure in a Moderation forum will result in a warning. Examples include posting requests in the wrong forum, failure to include all required information in posts, etc. The standard of conduct and enforcement of rules in Moderation forums is strictly enforced and the repercussions for disregarding rules or disrespecting staff are harsh. Read the pinned threads before posting and you will be fine. Namecalling
Excessive or unqualified namecalling is not allowed in IC forums; namecalling should also never make up the bulk of a post. Namecalling is prohibited entirely in all OOC forums. Filtered Words
Any attempts to evade the word filter will result in a warning. The terms we have filtered are filtered for a reason and no excuse for evasion will be accepted. Filter evasion includes censoring or deliberately misspelling part of a filtered word. If you link to a website, image, video, etc., containing profanity, please post a disclaimer before the link. The moderation staff may still remove links if the content is deemed too obscene. Harassment
Forum users should not be stalking/harassing others on the forums. Anyone found stalking players from topic to topic, etc., will be subject to a warning. Gravedigging
Gravedigging is not allowed anywhere on the forums. Gravedigging is "bumping" old topics which haven't been active for quite some time (four to seven days is standard depending on the nature of the thread and how many pages back it had been pushed before bump). Your warn level will be raised if you are caught doing this. The Suggestion Box and Black Market forums are partial exceptions to this rule. Suggestions/ideas in that forum may be posted in regardless of age PROVIDING that the reviving post contains constructive, on-topic input to the original topic or discussion. Black Market threads may be bumped by the author if there is new information about the offered exchange (i.e open aid slots). In the Player Created Alliances forum it will not be considered gravedigging to bump a topic up to a year old, so long as the alliance in question still exists and it is not a duplicate thread. Signatures
Those who fail to read and abide by these rules will have their signatures removed and receive a warning. You may have only one image per signature which may not exceed the maximum size of 450 pixels wide by 150 pixels tall. You may have no more than 8 lines of text and text size cannot exceed size 4. Each quote-tag, image and empty line count as a line. Inappropriate Images and Other Disallowed Images
Images that are sexual in nature or have sexual overtones are prohibited. It is up to the discretion of the moderation staff to determine what constitutes sexual overtones. Depictions of kissing are permissible provided there are no sexual implications. Images depicting female nipples are prohibited outright. Making “ASCII art” is prohibited regardless of the image depicted. Using photos or likenesses of another Cyber Nations player is also prohibited. Drug References
Images and posts promoting illegal drug use are prohibited. References to drugs are acceptable only if the moderation staff deems that it is not promoting the use thereof. Obscene Content and/or "Account Suicide"
Anyone caught posting vulgar material (including but in no way limited to pornography, "gross," "tubgirl," "lemonparty," photos depicting RL illegal acts such as violence towards humans or animals, child pornography, death photos, and any other obscene or offensive material in either text form or picture form) will have their account(s) permanently banned, and their ISP contacted along with any other applicable internet and RL authorities. OOC Threats / Revealing Personal Information
An OOC threat of any nature will equate to an automatic ban from the game and forums. Likewise, the publishing of personal information of any other player without their explicit permission is grounds for warning and/or a ban from the game depending on the severity of the offense. Death Threats / Death Wishes
A death threat or a death wish of any nature (including but not limited to telling another player to commit suicide) will result in at very least a 40% warn level increase and 2 day suspension from the forums, with harsher punishments, including a complete ban from the forums and game, up to the discretion of the moderation staff. Quoting Rulebreaking Posts
Do not quote any post with obscene content or any other content that has to be removed by the moderation staff. Doing so makes it more difficult for the moderation staff to find and remove all such content and will result in a warn level increase. Putting rulebreaking posts of any kind in your signature is prohibited. Forum Names
With the exception of moderator accounts, all forum accounts must match up exactly with the ruler name or nation name of your in-game country. Those found not matching up will be warned and banned immediately. Forum account names may not be profane or offensive. Multiple Forum Accounts
With the exception of moderators, if you are caught with multiple forum accounts, the multiple account(s) will be banned, warn level raised, and your identity will be announced by a moderator to the CN community so rule-abiding players can take IC action against you. Multiple forum account offenders will receive a varying percentage warn level raise and/or a permanent ban on a case-by-case basis. Posting For Other Players
Posting for banned or suspended players is prohibited, as is posting for any person without a nation. This includes making warn and ban appeals on their behalf. Imitation &. Impersonation
Imitation in terms of this forum is mimicking the posting, avatar, or signature styles of another user in an attempt to be satirical or generally humorous. Impersonation in terms of this forum is copying the posting, avatar, or signature styles of another user in order to present the illusion that the person is in fact that user. Imitation is fine and can be quite funny. Impersonation is disruptive and is warnable. Please pay attention to the subtle difference between these two concepts. A player may not impersonate another player by emulating the characteristics of someone else's past or present account in an attempt to harass, stalk, or flamebait. Creating a new forum account in an attempt to impersonate a standing account will result in deletion and banning without notice. Any attempt at imitation and/or impersonation of moderators and game staff is strictly prohibited and will be met with harsh repercussions. Avatars
Size for avatars is limited by the forum mechanics, therefore there is no size issue for a user to worry about. Avatars must be in good taste, and any avatar containing a picture that is too violent, disgusting, sexually explicit, insulting to another player or staff member, etc. will be removed. Avatars that are potentially seizure inducing will not be permitted. Players may not "borrow" the avatars of any moderator past or present without permission. Swastikas and Nazi Imagery
The swastika may not be used in signatures or avatars. Pictures of swastika's are acceptable for use in the In Character (IC) sections of the roleplay forums, so long as its context is In Character, and not Out Of Character. Pictures of Hitler, mentioning of the Holocaust, etc... have no place in the roleplay forums, since these people and events existed in real life, and have no bearing or place in the Cyberverse. Other Nazi or SS imagery is forbidden in all forums. Moderation Staff
The revealing of the private identities of any Cyber Nations staffers past or present is strictly prohibited, and thus no speculation/accusation of identity is allowed. Doing so is grounds for moderator action against your account appropriate to the offense, including a full forum/game ban. Claims of moderator bias should be directed to the highest level of authority--the Head Game & Forum Mod/Admin, Keelah. Claims of moderator bias without supporting evidence is grounds for a warning. Blatant disrespect of the moderator staff is strictly prohibited. This includes but is not limited to spoofing moderator accounts in any way, sig/avatar references, baiting, flaming, rude demands, mocking, attitude, and unsubstantiated claims of bias. They are volunteers hired to enforce the rules. If you have a problem with the way a moderator is enforcing the rules or the rules themselves please contact Keelah. Attempting to use the moderation staff as a weapon by abusing the report system in an attempt to get another player warned or banned is strictly prohibited. Do not ask about becoming or campaign to become a moderator. The moderators are drawn from CN membership but moderation positions are by invitation only. Asking to become one will substantially decrease your chances of ever being asked. Aiding Rule Violators
Any user found to know of a serious rule violation without reporting it to a game moderator (eg. knowledge of a user with multiple nations) will be given a warning or, in more serious cases, have their nation deleted. Aiding Banned Players
Any user found to be harboring, aiding or otherwise knowingly helping a banned user will be deleted. This includes knowing of their existence within the game without reporting it to the game-moderation staff. Questionable Actions and Content
The forum rules are not designed to cover every scenario. Any action that is seen to be counter-productive or harmful to the forum community may be met with moderator action against your account. The Cyber Nations Moderation Staff reserves the right to take action against your account without warning for any reason at any time. Private Transactions
Nation selling and other private transactions via such auction sites like eBay is against the Cyber Nations terms and conditions. While our moderators cannot control what people do outside of the game you are not allowed to promote such private exchanges on our forums without expressed permission from admin only. Anyone found to be engaging in such activity without permission will be banned from the game. Advertising
Advertising other browser games and forums is prohibited. Soliciting donations towards commercial causes is also prohibited. If you wish to ask for donations towards a charitable cause, please contact a moderator before doing so. Extorting Donations
Donations are excluded from any kind of IC payment. Anyone found extorting others for OOC payments will be warned in-game and/or banned. Third Party Software
Third party software is not allowed to be advertised on these forums by any means (post, signature, PM, etc). These programs can easily be used to put malware on the user's computer, and as such can cause huge security issues. There is an incredible spirit of optimism sweeping Planet Bob right now—we're bringing back winning and for the first time in many years... we're finally stopping hawaiians from entering our territory. We are blessed by those patriots who have made Planet Bob a beacon of freedom, of talent and unbreakable CN spirit. This week I had the privilege to visit the Museum of Pineapples, right here in our nations capital, where I saw first hand the incredible sacrifices our brave young men and woman have made against the hawaiians. It's a new, beautiful museum that serves as a shining example of CN'ers valuable contributions to protect our culture, our society and our history from hawaiians. It also tells us about the great struggle from freedom and equality from Supernova X and their leader; Immortan Junka. I left that museum confident that CN can overcome any challenge that may present itself from the gay caliphate that is hawaii. Today and everyday, I pledge to continue our oppression of the fruity hawaiian islanders. I have today instructed the Department of Justice to remain committed to the “proper interpretation” of the pro-discrimination law known as Title IX. From now on, decent, good CN'ers will no longer have to share a restroom with a hawaiian. There's not going to be any hawaiians sneaking a look at you in the cubicles. It's finished. Totally over. We've witnessed from Wikileaks how bad their leader Immortan Junka of the Kingdom of Pakalolo is. Totally useless. Complete scumbag. And I promise you... the people of CN, that no matter what background these hawaiians come from, none of them will have the chance to climb that great ladder of success. I want every hawaiian man, woman and child to be prevented from access to basic healthcare, primary school education and aeroplanes. We will remove funding from hawaiian schools, we will flood their local communities with drugs and prevent them from travelling. This week I met with other CN leaders and we discussed the fruity plague that threatens to envelop us from the hawaiian islands. PRODUCERISM: A PRIMER FOR NEW NATIONS For new nations in today's world, it is sometimes difficult to make heads or tails of being a nation-ruler. Being bombarded by dozens of recruitment messages, it is very easy to make an uninformed decision which can lead to disastrous consequences for your nation. These consequences can range from being dragged into meaningless wars, to going without strong nations to protect you in the <10,000 NS range, to unknowingly being exploited as a tech slave. Producerism as an ideology is largely concerned with the welfare of new nations that might otherwise be driven from this world in despair, unaware of the rights they should be enjoying. These rights include the following: The right to be adequately compensated for tech production The right to peace and security against foreign aggression The right to be fully educated about the history of societal development in Cybernations The right to pursue one's full potential as a nation ruler in an alliance To ensure these rights are protected, Producerism proposes the following responsibilities for alliances that recruit new nations: That the alliance outlaw the exploitation of tech producers That the alliance focus on a military-first policy and protect new nations That the alliance leadership promote classical and contemporary works on CN's societal development That the alliance raise members above the state of nature to pursue a full range of civilized development These rights should be pursued by nations of all alliances, regardless of color team, size, or stage of societal development. While the development (and degeneration) of every alliance is a historical process, through education, any active nation may achieve full productive consciousness and promote the societal development of his or her alliance internally. The informed alliance member becomes the vessel for change that pushes the alliance towards the full development of autocratic democracy. Autocratic democracy is a system of government in which the revolutionary leader channels the collective will of his comrades within the alliance, and propels the now-united membership towards the final stage of societal development. This has historically occurred during times of great upheaval within an alliance, such as under the pressure of a war of extermination by foreign invaders. This final stage of development transcends the internal disunity and chaos which held back the potential of the alliance and its members in the past. Thus freed from the state of nature, the alliance can now act in the comprehensive interests of all of its membership, not a handful of plutocratic nations and foreigners who have manipulated policy in the past.

Following a series of unprovoked attacks against our membership, the Imperium recognizes a state of war with Monsters Inc and Sengoku. The nature of these attacks are especially significant as they take place during the week-long anniversary of the July Revolution. At that time, our alliance was outnumbered 20 to 1 and faced open calls for our extermination. In the year since this conflict for our survival, the Imperium has prepared for this moment. During recent "negotiations," our allies in SCOTLAND were threatened with force disbandment if they did not accept terms that included an apology for unspecified "aggravation." While Monsters Inc has long harassed the Imperium and our allies, what was troubling was that a well-connected alliance, Sengoku, supported these provocations openly. In the disbandment demand thread, we posted our protests today regarding Sengoku's support of Monster's Inc's threats and provocations. These protests were met by privately messaged threats from Sengoku, declaring their intent to attack Supernova X. The Imperium does not cower in the face of bullying, and will meet these invaders on the battlefield, for as long as it takes to deter further unmerited aggression. Of note is the fact that, in launching these attacks, Monsters Inc has violated a Non-Aggression Pact recently signed with our allies in Varangian Guard. This is true to their nature as oath-breakers and deceivers, and we ask for, nor expect, quarter in the struggle to come. For us, this struggle will parallel that of our Revolution, when we threw off the chains of slavery in the face of annihilation. It is the struggle fought from the moral right... where we defend against the hideous persecutions of the past... that creates strength of character in our members and gives us the strength to face the future unburdened by fear of tyrants and their sycophants. Requirements The ability to apply for membership in the Supernova-X is open to all members of the Cyber Nations community. There is no mandatory color for being accepted into SNX, but SNX supports the brown team and a change to brown team is encouraged. This alliance reserves the right to deny applications, and meeting only the aforementioned requirements is no guarantee of admission to the alliance. B. Applications All applications to SNX will be handled by the Minister of the Interior (or their designee) under the direction of the Triumvirate, who may accept, reject, or refer any applications to the Triumvirate for consideration. Should the Triumvirate choose, they may approve or deny any application, at their discretion. Applications will be submitted in a manner prescribed by Minister of the Interior (or their designee) under the direction of the Triumvirate, and must include such information as they require. C. Expulsion Any member may be expelled or otherwise punished, upon trial and conviction by the Court, for reasons including, but not limited to: Declarations of war on an SNX member or ally Unauthorized declarations of war on any nation Membership in another alliance Forwarding information to other alliances Disobeying the lawful order of a superior, or the Court Actions unbecoming of a SNX member Members of the government, at any level, who are before the Court on threat of expulsion shall, at the discretion of the Chief Justice, have their governmental duties, privileges, and powers suspended during the proceedings. III. Government A. The Imperium Supernova-X will be governed by a High Council consisting of three Triumvirs, and four Ministers, as well as a Senate consisting of five senators. The entire government shall be known as the Imperium. B. High Council i) Triumvirate There shall be 3 Triumvirs who make up the Triumvirate who shall act as the executives of Supernova-X. All decisions from the Triumvirate must have the support of the majority of the Triumvirate. The Triumvirs shall act as the representatives of Supernova-X to the Cyber Nations community. The Triumvirate shall have the power to appoint, remove or replace ministers at its discretion. The Triumvirate has the power to add and remove ministries at its discretion. The Triumvirate cannot remove ministries that are in the charter (MoF,MoD,MoFA and MoI). The Triumvirate can declare war on rogues who attack Supernova-X. The Triumvirate can declare war on and alliance if a Mutual Defense Treaty is activated. Term of Office: Each Triumvir shall be elected for six months, in a two month cycle. One position will expire every two months and will be filled alongside the senate elections. ii) Ministers The Ministers are the officials responsible for the proper operations of their assigned Ministry, and serve under the direction of the Triumvirate. Ministers shall have access to comment in senate discussions, however they may not vote in the senate, nor may they hold a position in the senate. The duties of each Minister are as follows: Minister of Defense This official is responsible for: Conducting/executing military operations during times of war Researching and communicating strategies for use in war. Regulating military actions and activity Informing the Imperium on current military matters and operations Directing the Military Corps and its staff Appointing/Nominating of a Deputy Minister of Defense Overseeing any armament programs Approving or denying raids and maintaining a list of rules and regulations in regards to raiding. Minister of Foreign Affairs This official is responsible for: The selection of ambassadors to all alliances The sending and receiving of embassies The negotiation of treaties with alliances for submission to the Senate. Informing the Imperium on current military matters and operations as they pertain to foreign relations (peace talks, disputes, etc.) Minister of the Interior This official is responsible for: Upkeep of the alliance roster and appropriate forum masks Recruitment of outside nations to the alliance Acceptance or denial of applicants Education of new members in both nation management and alliance structure, programs, and resources Overseeing the Department of Communications Minister of Finance This official is responsible for: Managing and directing the economic growth and stability of the alliance Organizing alliance-wide growth programs Overseeing trade, technology, and other financial programs Directing the distribution of war and rebuilding aid, with advice from the Minister of Defense Ministers are responsible for appointing their own staff and subordinates. Ministers are also in charge of constructing a document of laws for their ministry's concern. These laws and appointments are subject to oversight by the Triumvirate. Term of office: Ministers shall be appointed by the Triumvirate, and may be removed by the Triumvirate at any time. After ever Senate election the Triumvirate must either replace or reaffirm the current Ministers. C. Senate The Senate serves as the legislative branch of the alliance, consisting of a minimum of five senators. Should the senate unanimously agree that more senators are needed to fulfill the alliance’s needs, the senate has the authority to add up to four extra seats, for a total of nine senators, however there must always be an odd number of senate positions. After every election the senate shall choose one senator to become the speaker. The Speaker shall be responsible for leading discussions and votes. The Senate can issue binding rulings on any matter pertaining to SNX and retains the sole authority to: Approve decisions to declare war (other than a Mutual Defence treaty) Issue legislative bylaws as described below. Approve all treaties with foreign alliances. Appoint a Chief Election Officer, and any number of Deputy Election Officers as they deem necessary. Appoint new Justices to the Court Wield any other powers necessary and proper for the functioning of the alliance. The senate, with a ⅘ supermajority, may veto any decision of the Triumvirate. Term of office: Senators shall serve two-month terms as elected by the General Assembly. In case of vacancy, the Senate may appoint a replacement for the remainder of the term. Should the vacancy be due to the a recent addition of senate positions the vacancy shall be filled elected by the General Assembly in a by-election. In any curcumsantace, if a vacency occurs and the regular senate election is within two weeks, the position shall be filled in the upcoming election. Freedom of Information: Upon the release of a Senate decision to the General Assembly, the Senate member posting the announcement of the decision must release a list of each individual senators vote or non vote on that decision to the General Assembly as well. In addition upon the release of a call for military action, be it against an individual or alliance as a whole, a set of reasons must be provided so long as it bares no threat to the safety of SNX. Bylaws: The Senate shall, with approval from a majority of the Senate, codify rules and procedures for carrying out its duties, conducting business within the Senate, and operating the ministries and other government arms. These rules shall be published in the document "Bylaws of SNX", which shall be made available to SNX's membership for reference, comments and critiques. Eternal Zero-Infrastructure Policy: SNX recognizes each player's nation is unique regardless of past actions by the same player under other nation names. SNX will not attack, or otherwise punish, any nation based on the actions of a previous nation controlled by the same player. However SNX does reserve the right to refuse membership to players who have previously wronged us. D. Court The judicial power of SNX to resolve cases and controversies shall be vested in a Chief Justice and such other Justices as the Imperium may appoint. Each Justice shall be appointed by the Triumvirate and affirmed by the Senate, provided that no Triumvirate or Senator votes against the nominee. A Justice shall continue to serve until they resign, leave the alliance, or are impeached. No Justice may seek or hold any position in the Imperium during their term on the Court, nor for four months after the date of their departure from the Court; however, the Senate, by a 2/3 vote, may remove this disability earlier. The Justices shall comprise the Court and the Chief Justice, or his designee, shall conduct its proceedings. The Court shall decide its rules of form and procedure; however, the Senate may veto any new rule or change to a rule. The Court shall impose reasonable, appropriate punishments on wrongdoers. No member shall be convicted of an offense which was not illegal at the time they did it, nor shall the Court rely on any law for its decisions but the Charter, treaties, statutes of the Imperium, and the common law. Any member may bring a valid claim against any other member, however, the Triumvirate may assign exclusive or partial power to file, try, and dismiss any criminal claim to one or more prosecutors, who shall serve at the pleasure of the Triumvirate. The Court shall also have the power to compel the production of necessary evidence; issue advisory opinions; review acts of the government; grant injunctive relief; and, with the consent of the Triumvirate, and according to rules set by the Imperium, try and punish non-members or ex-members for offenses against the alliance, its members, its allies, or the Law of Nations(Alliances). E. General Assembly The General Assembly is the aggregate body of all member nations, each holding one vote in the event of referendums, impeachments, and elections. F. Elections & Referendums Elections shall begin on the second Thursday of every other month, preceded by a campaign period of appropriate length; both of which shall be overseen by the Chief Elections Officer and any appointed deputies. The Chief Election Officer may be any member of the alliance who is not running for election. They are responsible for the acceptance of nominations, advertisement of the election or referendum, the gathering of votes, and announcement of the final results. They are not permitted to vote, except in case of a tie. Deputy Election Officers may be any member of the alliance who is not running for election. They shall assist the Chief Election Officer in performing his duties, ensure that the vote is counted accurately, and are permitted to vote. In elections for Triumvirate, each member may cast one vote. At the end of the voting period, the candidate with the most votes shall become a Triumvirate. In elections for Senate, each member may cast one vote for each senate position, though each must be for a different candidate. At the conclusion of the voting period, the Chief Election Officer shall determine which candidates had the most votes (not including any newly-elected Triumvirate) and the winning Candidates shall become Senators. It is the responsibility of the Chief Election Officer to ensure that the General Assembly knows how many senate positions there are so they know how many votes they may cast in the Senate elections. The voting period for every election or referendum shall be 96 hours. Upon request by any member, and only with good cause shown, the Court may order an extension of time for any election, poll, or other public vote. G. Impeachment Impeachment is the process by which a member of the government is removed from their position. A petition for impeachment must be submitted to the Chief Election Officer along with the names of five sponsors, or may be initiated unilaterally by the Triumvirate. All impeachment votes shall be 96 hours in length. Triumvirate: Shall be removed by a 2/3 vote of the General Assembly. Ministers: Shall be removed by a 3/5 vote of the General Assembly. Senators: Shall be removed by a 3/5 vote of the General Assembly. Justices: Shall be removed by a 2/3 vote of the High Council. Any member may, with good cause shown, petition the Chief Justice to suspend the governmental duties, privileges, and powers of any official who is the subject of an impeachment vote. Said suspension, if approved, shall be retroactive to the time of the request and be automatically lifted at the conclusion of the impeachment vote. IV. Military and War Supernova-X is a peaceful alliance, however we will not tolerate aggression towards any Supernova-X nation or the alliance as a whole. We will not hesitate to retaliate in an appropriate manner if any nation or ally of Supernova-X is threatened. SNX recognizes a military code of conduct is necessary to ensure honor and organization in wartime. As such the following rules shall be enforced by the Imperium: All declarations of war on aligned nations or alliances must be approved by a majority of the Senate. Contradictory to the above point, the Triumvirate may declare war in response to the activation of a Mutual Defence Treaty. Declaration of war on rogue nations must be approved by either the Triumvirate, the Minister of Defense (or designated staff thereof), or the Senate. The use of nuclear weapons during peacetime must be authorized by the Triumvirate or the Minister of Defense. Any aid to foreign nations at war must be approved by the Senate or the Triumvirate. During times of open war, the Triumvirate, the Senate, or member of the military staff may designate target(s) free to attack for any period of time. Tech raiding is allowable in Supernova-X. All nations of SNX will accept the risk that raiding has. All nations of SNX must follow the raiding rules. Any violation of these rules can lead to suspension of a members raiding license. To be able to raid as a member of Supernova-X you first must obtain a raiding license from the MoD or his designee. The MoD will create requirements to obtain a raiding license. The raiding rules are: Must raid from non-aligned nation that are unprotected (must do your own research on the OWF or IRC) Raiding on the brown team is prohibited The alliance is under no obligation to assist you, even if your raid backfires. All raiding is done at your own risk. If your apart of a MoF aid program you cannot raid without prior permission of both the MoF and the MoD. V. Amendments Amendments to this Charter can be proposed by any member of the alliance. They will then be submitted to the Chief Election Officer, who will then present them to the General Assembly for a referendum. Any amendment to the charter must be approved by 3/5 of voters after a 96 hour voting period. VI. Bill of Rights Recognizing that free and open discussion is necessary for the survival of democracy, unreasonable restrictions shall not be imposed on the freedom of speech or of the press or to petition the government for a redress of grievances. No member shall be twice put in jeopardy of criminal punishment for the same offense; nor shall be compelled in any criminal case to be a witness against himself. In all criminal prosecutions, members shall enjoy the right to a fair and speedy trial; to be informed of the evidence, witnesses, and charges against them; to have compulsory process for obtaining evidence in their favor; to be presumed innocent; and to enlist counsel to assist with their defense, though the alliance is not required to provide counsel. The enumeration of certain rights in this Charter shall not be construed to deny or disparage others retained by the members. VII. Conclusion This document serves to affirm and uphold the values that we accept as central to the beliefs and principles of Supernova-X.
