The Entente Declaration of Existence IRC: #TheEntente on Coldfront www.entente.forumotion.com En ce jour l'Entente déclare officiellement son existence aux membres de Planète Bob. No, just kidding. The Entente declares it’s existence officially today, founded on the strengths of Liberté, Egalité, Fraternité, and the idea of Unity for all whom reside in the Cyberverse. While Planet Bob probably expects some sort of uplifting thing to show that we aren’t a bunch of idiots, we don’t have that. L'idiotie est le bonheur! The Entente is currently under a protectorate by Doom Squad. The Constitution of The Entente Upon the creation of The Entente, we must now govern ourselves with an unforgiving fist of order and law. The Supreme Council and his/her council shall use legislation in order to further the cause of the Entente, and ensure prosperity for all of its members. I. The Supreme Council 1.1. The Supreme Council shall consist of 3 rulers with ultimate authority, and a system of checks and balances in order to keep abuse in order, these shall consist of: The President of The Council: The ruler of the alliance, and may use a veto to override the decision of the Council. He/she has absolute authority in matters of non-legislative Internal Affairs. The Premier: Directly under the President, and has absolute authority with the exception of interalliance warmongering. The Chancellor: Under the President and Premier, he/she has absolute authority with the exception of interalliance warmongering and the honorment of alliance members without the approval of the council. 1.2. In order to maintain balance in a council with unlimited power, these three, the President of The Council, Premier, and Chancellor, shall be able to overturn one another by a unanimous vote of the two not approving of the legislation. For Example: President of The Council may be overturned by Premier and Chancellor. Priemer may be overturned by Chancellor and President. Chancellor may be overturned by President and Premier. In the event of the Supreme Ruler’s insistence on stopping of legislation, he/she is allowed one Veto, which throws away bill for a period of 14 days for the proposer to rewrite the bill. The Supreme Ruler may only veto a bill once every 30 days. 1.3. Each member of the Supreme Council is allowed to appoint one secretary in order to assist with the jobs of his/her appointed role. These secretaries hold no power not directly given to them by the member of the Supreme Council of which they were appointed, however, the secretaries still are considered members of the Supreme Council, and shall act as witnesses for the passing of legislation. II. The Path of a Bill and Democracy 2.1. A Bill, before reaching the council of the Supreme Council for the ultimate decision, must be passed through a larger council of 9 members, of which requires a ⅔ vote (or 6/9 members) to pass. 2.2. A Bill shall be introduced to the council through one of 4 district representatives (which will be explained later) for voting and debate. 2.3 Upon a bill’s reaching to the Supreme Council, a decision against the passing of the bill shall send the bill back to the council, where they must make the decision of rewriting the bill to return to the Supreme Council or destroying the legislation. 2.4. In the event of the President’s use of a veto, both the Premier and the Chancellor shall meet with the council in order to count for another ⅔ vote to override the veto (The Premier and Chancellor’s vote count as 2, bringing the total votes to 13.) III. Council Members and District Representatives 3.1. Council Members shall be elected one of two ways: Each member of the Supreme Council may appoint one member of the council, but are not required to do so. The remaining council positions may be filled by election of popular vote. 3.2. In the event of a tie vote, the Supreme Council shall decide who is appointed to the position. 3.3. The Role of a Council Member shall be to meet and debate legislation put forward by a district representative, then to put to a vote in order to push the bill to the Supreme Council. 3.4. District Representatives shall be elected by popular vote of members that do not hold public office. 3.5. The Function of District Representatives is to receive bills or the idea of a bill from any member of the Entente below him, and will also write up the original draft of the bill. IV. Elections 4.1. Elections for Council Members and District Representatives shall be held every 90 days, and the winner shall be deemed by a popular vote. 4.2. In the event that there is no other party challenging a Council Member of District Representative, the vote shall instead institute this members holding of that office for the next term duration. If the vote is against the member continuing to hold the office, the Supreme Command shall appoint the new holder of the office for the term. 4.3. Members of the Supreme Council shall not be elected, but rather appointed by the President of The Council. A Supreme Council member shall serve indefinitely, with the exception of resignation or condemnation due to political or social corruption. 4.4. Corruption shall be deemed by the Supreme Council on a ⅔ vote, and can include, but is not limited to: Selling of Public Office Destruction of Public Records Violence Against Alliance Members Accepting Monetary Compensation for Favors Disrespect against our Allies V. Condemnation/Acquitance of Criminals 5.1. In the event of a Criminal offense (See Corruption) the Council shall select 7 members of the general population to serve as a jury for the persecuted. The Chancellor shall act as the judge of the Supreme Court and serve punishments due to the jury’s decision. 5.2. The prosecution (whom shall be appointed by the Chancellor) will label out to the selected jury members the crime the defense is being charged with, as well as the crime he/she allegedly committed. 5.3. The Defense is allowed to counteract arguments and make a plea with the court after the argument of the prosecution is complete, but must do so in a respectful and timely manner. 5.4. The jury shall decide acquitance or condemnation of the defense by a majority vote. 5.5. Perjury or unlawful decisions made by the jury due to personal relationships with the defense shall be met with a punishment of criminal offense without trial. VI. Foreign Relations 6.1. It is the job of the Premier (with the exception of declarations of war, which must be decided on vote by the Supreme Council) is in charge of foreign relations and the choosing of ambassadors to other alliances. 6.2. The Premier may choose to delegate this task to the Chancellor. 6.3. Ambassadors shall be someone who holds no other public office (with the exception of secretaries of the Supreme Council and Supreme Council Members) whom shall contact other alliances in order to discuss conflict or the forming of alliances between the two. VII. Alliance Assistance to a Single Nation 7.1. Upon a nation’s request of monetary or military assistance from the Entente, the Council shall meet in order to review the case and decide the amount, if any, of assistance a nation is allotted. 7.2. A Nation may not receive assistance with an alliance seniority of less than 15 days, and may not request assistance more than once every 30 days. VIII. Amendments 8.1. Amendments may be made to this document through the same process as any other form of legislation. However, an amendment can only be brought forth by a member of the Council or the Supreme Council. IX. Membership and Admission 9.1. All nations in good standing with the Entente and it’s allies may join the Entente under the circumstances of the current members of the Supreme Council, which shall be indefinitely displayed in the “New Member Center” of the Entente’s forums. 9.2. All Nations of the Entente receive recognition to become active in the government at the level of the Council or above after a 15 day pending period or a message of clearance from the President of The Council.
