In the process of registering on this forum, all players--including you--agreed to accept these terms and conditions and the terms and conditions of Invision Power Board. In doing so you essentially signed an electronic contract pledging to have read the rules and TOS and agreeing to follow the rules and TOS as written. It is your continued responsibility to read, follow, and keep up-to-date with the CN rules.
The following are basic guidelines for use of the Cyber Nations community forum. Anyone caught disobeying these guidelines will be issued a warning. The forum staff works on a five warn limit policy unless the situation calls for more appropriate action ranging from a verbal warning to a double warn and suspension to an immediate ban, etc. Just because something is not listed specifically here as illegal does not mean it's allowed. All players are expected to use common sense and are personally responsible for reading the pinned threads found in the Moderation forum. Questions regarding appropriateness or other concerns can be sent via PM to an appropriate moderator. A permanent ban on the forums results in a game ban, and vice versa. Please note that the in-game warn system works on a "three strikes you're out" policy and that in-game actions (including warnings and deletions) may not be appealed. 5.) Permanent Ban Game Bans and Forum Bans
If you receive a 100% warn level on the forums, you will be subject to removal from the forums AND have your nation deleted and banned from the game at moderator(s) discretion. If you are banned in the game, then you will be banned from the forums. Process of Appeals
Players may not appeal any in-game actions. This includes cheat flags, canceled trades, content removals, warn level increases, nation deletion, and bans from the game. Players may appeal individual forum warnings. You may only appeal a warning if you can show with evidence that it was unwarranted or unduly harsh. If a reasonable amount of time has passed (no less than one month and preferably longer) in which you have demonstrated reformed behavior than you may request a warning level reduction. Wasting staff time with inappropriately filed reports and/or unfounded appeals will result in a warn level raise. Repeat incidences will result in a ban from the forum. Bans are permanent. Banned players may appeal to the Senior Staff if they believe grounds exist (very, very rare) in which they state their case with evidence and why explain why they believe they deserve to be allowed back into Cyber Nations. This process is not quick and the investigation into cases may last three minutes or three weeks or more depending on the individual situation. The only place where discussion of moderator action is acceptable is in the appropriate Moderation forum. Posting commentary on or disagreement with moderator action elsewhere will result in a warn level raise. Posting
All posts must be in English. Common phrases in other languages will be allowed so long as they are translated upon request. Foreign languages are permitted in signatures and avatars, however. Certain areas of the forum require you to have a nation in either standard CN or CN:TE. If you have... A SE and a TE nation: You get one forum account. Your forum account name must match your SE nation or ruler name. You are allowed to post in either SE or TE areas of the forum. You must have your CN:TE nation name listed in your profile to post in the CN:TE section of the forum.
Just an SE nation: You get one forum account. Your forum account name must match your SE nation or ruler name. You are not allowed to post in any TE areas of the forum.
Just a TE nation: You get one forum account. Your forum account name must match your TE nation name or ruler name. Your must have your CN:TE nation name listed correctly in your profile. You are not allowed to post in any of the SE areas. You are allowed to post in the water cooler, question center and the moderation forums. Other than that, all your posts need to stay in the TE area. Flame/Flamebait/Trolling
Flaming is expressing anger or lobbing insults at a person/player rather than a character, post, idea, etc. Flamebait are posts that are made with the aim of targeting/harassing/provoking another user into rule-breaking. Trolling is submitting posts with the aim of targeting/harassing/provoking a specific group into rule-breaking. Forum users should not be participating in any of these, and doing so will result in a warning. Topic Hijacking
Hijacking is forcing the current thread discussion off of the original topic and usually results in spam or flame from either side. Forum users found hijacking threads will be given a warning. Repeat Topics
One topic is enough. Repeat topics will be locked, removed, and the author given a warning. Users found creating repeat topics after others were locked by staff will receive a warn raise. Joke Topics
Topics created as a joke are prohibited. Joke topics will be locked and the author warned. This includes topics in which the author is making an announcement “for” another in-game alliance. Humorous threads are permitted; it is up to the discretion of the moderation staff to determine what is merely satire and what is actually a joke topic. Spam
Spam is defined as creating posts or topics containing only contentless material of any kind. Users found spamming will receive a warning. Examples include (but are in no way limited to) posts containing nothing but smilies, "+1", "QFT", "this" any other one/few-word contentless combination, joke threads, or posts containing quotes and anything that counts as spam by itself. Adding words to a post with the express intent of avoiding a spam warn will result in a warning. These posts and other similar contributions have no substance and hence are considered spam. Posts of "Ave", "Hail" or any other one word congratulatory type are acceptable as one word posts. Emoticon type posts such as "o/" without accompanying text is still not allowed. Posts containing only images are considered spam, unless the image is being used in the Alliance Politics sub-forum and then the actual text of the image be placed into spoiler tags. Posting in All Caps
Posting large amounts of text in capital letters is not permitted. Use discretion when using your caps lock key. No Discussion Forums
There are forums that are not for discussion and are used strictly for game and forum staff to address certain issues, bugs, etc. The following forums are not open to discussion: Report Game Abuse, Report Forum Abuse, and Warn/Ban Appeals. Only moderators and the original poster may post in a thread, period, with absolutely no exceptions. Users found disobeying this guideline will receive an automatic warning for each offense. Moderation Forums
All Moderation forums also maintain pinned threads clearly marked as required reading before posting. Failure to read and follow required reading and procedure in a Moderation forum will result in a warning. Examples include posting requests in the wrong forum, failure to include all required information in posts, etc. The standard of conduct and enforcement of rules in Moderation forums is strictly enforced and the repercussions for disregarding rules or disrespecting staff are harsh. Read the pinned threads before posting and you will be fine. Namecalling
Excessive or unqualified namecalling is not allowed in IC forums; namecalling should also never make up the bulk of a post. Namecalling is prohibited entirely in all OOC forums. Filtered Words
Any attempts to evade the word filter will result in a warning. The terms we have filtered are filtered for a reason and no excuse for evasion will be accepted. Filter evasion includes censoring or deliberately misspelling part of a filtered word. If you link to a website, image, video, etc., containing profanity, please post a disclaimer before the link. The moderation staff may still remove links if the content is deemed too obscene. Harassment
Forum users should not be stalking/harassing others on the forums. Anyone found stalking players from topic to topic, etc., will be subject to a warning. Gravedigging
Gravedigging is not allowed anywhere on the forums. Gravedigging is "bumping" old topics which haven't been active for quite some time (four to seven days is standard depending on the nature of the thread and how many pages back it had been pushed before bump). Your warn level will be raised if you are caught doing this. The Suggestion Box and Black Market forums are partial exceptions to this rule. Suggestions/ideas in that forum may be posted in regardless of age PROVIDING that the reviving post contains constructive, on-topic input to the original topic or discussion. Black Market threads may be bumped by the author if there is new information about the offered exchange (i.e open aid slots). In the Player Created Alliances forum it will not be considered gravedigging to bump a topic up to a year old, so long as the alliance in question still exists and it is not a duplicate thread. Signatures
Those who fail to read and abide by these rules will have their signatures removed and receive a warning. You may have only one image per signature which may not exceed the maximum size of 450 pixels wide by 150 pixels tall. You may have no more than 8 lines of text and text size cannot exceed size 4. Each quote-tag, image and empty line count as a line. Inappropriate Images and Other Disallowed Images
Images that are sexual in nature or have sexual overtones are prohibited. It is up to the discretion of the moderation staff to determine what constitutes sexual overtones. Depictions of kissing are permissible provided there are no sexual implications. Images depicting female nipples are prohibited outright. Making “ASCII art” is prohibited regardless of the image depicted. Using photos or likenesses of another Cyber Nations player is also prohibited. Drug References
Images and posts promoting illegal drug use are prohibited. References to drugs are acceptable only if the moderation staff deems that it is not promoting the use thereof. Obscene Content and/or "Account Suicide"
Anyone caught posting vulgar material (including but in no way limited to pornography, "gross," "tubgirl," "lemonparty," photos depicting RL illegal acts such as violence towards humans or animals, child pornography, death photos, and any other obscene or offensive material in either text form or picture form) will have their account(s) permanently banned, and their ISP contacted along with any other applicable internet and RL authorities. OOC Threats / Revealing Personal Information
An OOC threat of any nature will equate to an automatic ban from the game and forums. Likewise, the publishing of personal information of any other player without their explicit permission is grounds for warning and/or a ban from the game depending on the severity of the offense. Death Threats / Death Wishes
A death threat or a death wish of any nature (including but not limited to telling another player to commit suicide) will result in at very least a 40% warn level increase and 2 day suspension from the forums, with harsher punishments, including a complete ban from the forums and game, up to the discretion of the moderation staff. Quoting Rulebreaking Posts
Do not quote any post with obscene content or any other content that has to be removed by the moderation staff. Doing so makes it more difficult for the moderation staff to find and remove all such content and will result in a warn level increase. Putting rulebreaking posts of any kind in your signature is prohibited. Forum Names
With the exception of moderator accounts, all forum accounts must match up exactly with the ruler name or nation name of your in-game country. Those found not matching up will be warned and banned immediately. Forum account names may not be profane or offensive. Multiple Forum Accounts
With the exception of moderators, if you are caught with multiple forum accounts, the multiple account(s) will be banned, warn level raised, and your identity will be announced by a moderator to the CN community so rule-abiding players can take IC action against you. Multiple forum account offenders will receive a varying percentage warn level raise and/or a permanent ban on a case-by-case basis. Posting For Other Players
Posting for banned or suspended players is prohibited, as is posting for any person without a nation. This includes making warn and ban appeals on their behalf. Imitation &. Impersonation
Imitation in terms of this forum is mimicking the posting, avatar, or signature styles of another user in an attempt to be satirical or generally humorous. Impersonation in terms of this forum is copying the posting, avatar, or signature styles of another user in order to present the illusion that the person is in fact that user. Imitation is fine and can be quite funny. Impersonation is disruptive and is warnable. Please pay attention to the subtle difference between these two concepts. A player may not impersonate another player by emulating the characteristics of someone else's past or present account in an attempt to harass, stalk, or flamebait. Creating a new forum account in an attempt to impersonate a standing account will result in deletion and banning without notice. Any attempt at imitation and/or impersonation of moderators and game staff is strictly prohibited and will be met with harsh repercussions. Avatars
Size for avatars is limited by the forum mechanics, therefore there is no size issue for a user to worry about. Avatars must be in good taste, and any avatar containing a picture that is too violent, disgusting, sexually explicit, insulting to another player or staff member, etc. will be removed. Avatars that are potentially seizure inducing will not be permitted. Players may not "borrow" the avatars of any moderator past or present without permission. Swastikas and Nazi Imagery
The swastika may not be used in signatures or avatars. Pictures of swastika's are acceptable for use in the In Character (IC) sections of the roleplay forums, so long as its context is In Character, and not Out Of Character. Pictures of Hitler, mentioning of the Holocaust, etc... have no place in the roleplay forums, since these people and events existed in real life, and have no bearing or place in the Cyberverse. Other Nazi or SS imagery is forbidden in all forums. Moderation Staff
The revealing of the private identities of any Cyber Nations staffers past or present is strictly prohibited, and thus no speculation/accusation of identity is allowed. Doing so is grounds for moderator action against your account appropriate to the offense, including a full forum/game ban. Claims of moderator bias should be directed to the highest level of authority--the Head Game & Forum Mod/Admin, Keelah. Claims of moderator bias without supporting evidence is grounds for a warning. Blatant disrespect of the moderator staff is strictly prohibited. This includes but is not limited to spoofing moderator accounts in any way, sig/avatar references, baiting, flaming, rude demands, mocking, attitude, and unsubstantiated claims of bias. They are volunteers hired to enforce the rules. If you have a problem with the way a moderator is enforcing the rules or the rules themselves please contact Keelah. Attempting to use the moderation staff as a weapon by abusing the report system in an attempt to get another player warned or banned is strictly prohibited. Do not ask about becoming or campaign to become a moderator. The moderators are drawn from CN membership but moderation positions are by invitation only. Asking to become one will substantially decrease your chances of ever being asked. Aiding Rule Violators
Any user found to know of a serious rule violation without reporting it to a game moderator (eg. knowledge of a user with multiple nations) will be given a warning or, in more serious cases, have their nation deleted. Aiding Banned Players
Any user found to be harboring, aiding or otherwise knowingly helping a banned user will be deleted. This includes knowing of their existence within the game without reporting it to the game-moderation staff. Questionable Actions and Content
The forum rules are not designed to cover every scenario. Any action that is seen to be counter-productive or harmful to the forum community may be met with moderator action against your account. The Cyber Nations Moderation Staff reserves the right to take action against your account without warning for any reason at any time. Private Transactions
Nation selling and other private transactions via such auction sites like eBay is against the Cyber Nations terms and conditions. While our moderators cannot control what people do outside of the game you are not allowed to promote such private exchanges on our forums without expressed permission from admin only. Anyone found to be engaging in such activity without permission will be banned from the game. Advertising
Advertising other browser games and forums is prohibited. Soliciting donations towards commercial causes is also prohibited. If you wish to ask for donations towards a charitable cause, please contact a moderator before doing so. Extorting Donations
Donations are excluded from any kind of IC payment. Anyone found extorting others for OOC payments will be warned in-game and/or banned. Third Party Software
Third party software is not allowed to be advertised on these forums by any means (post, signature, PM, etc). These programs can easily be used to put malware on the user's computer, and as such can cause huge security issues. United Nations Declaration of Existence (DoE) The United Nations was established in round 42 as a black sphere alliance that focuses on aiding and training new nations. In addition to helping young nations, leveling the playing field is also of extreme importance to the UN. Starting with only 2 members, Bajor and Kzjds, an alliance rose where none stood before. On Behalf of the Dragonlords and People of The Freehold: Three alliances declared their friendship to each other with a slate of economic treaties. Little did these alliances know that these treaties would lead to a brotherhood between them, with core values uniting them despite their various backgrounds and proud histories. As of March 5th, 2017, The Ironborn, The Mage's Guild, and The Mechanicus merged under the Flag of Valyria to become The Freehold. The values of liberty, brotherhood, and strength, tied together with a theme of ice and fire, united the leaders and peoples of these alliances. None of these alliances saw this as an end of their alliance, nor as defeat, but as an exciting new endeavor to step foot-forward to a new tune, with new ideals and a new way of playing CyberNations. If a nation wishes to join the ranks of The Freehold, they must submit an application per the instructions of the Internal Affairs Department.B. The applicant may then be submitted to questioning by alliance members while their application is awaiting approval. Upon approval by the Internal Affairs Department, the member shall be admitted into the alliance. Valyrians shall join the color sphere of the alliance.C. Following their application’s approval, the applicant shall become a Valyrian, subject to all rights and duties therein.C. The nation shall be instructed regarding The Freehold and CyberNations as whole. Nations who are under ninety days old will be put into the Mentor Program until they pass the ninety day mark.Article II: Governmenti. The DragonlordsA. The Dragonlords will be composed of three, individual, and permanent offices of The Freehold. The Dragonlords shall serve as the ruling triumvirate. The aforementioned offices are as follows:1. Dragonlord of War: The Field Marshal of the Valyrian Forces, charged with the external and internal defense of the alliance.2. Dragonlord of Peace: The Chief Diplomat of the Foreign Affairs Department, charged with bettering The Freehold through diplomacy.3. Dragonlord of Growth: The Chief Architect of the Internal Affairs and Finance Departments, charged with the internal and financial growth and prosperity of all Valyrians.B. All matters of the alliance are decided on by the Dragonlords, with a majority vote being the deciding factor on issues such as, but not limited to:1. Foreign Treaties2. Declarations of War3. Laws and PoliciesC. Term of Office: The Dragonlords shall hold their positions until death, resignation, or impeachment, with a 75% supermajority vote from the Tribunal required to remove via the latter.D. The Diadoch is charged with fighting corruption and oppression in the name of all Valyrians. The office’s main purpose is to provide a check against the Dragonlords. The Diadoch shall serve as the presiding officer over the Tribunal, establishing rules of order and other officers as he sees fit. He shall have powers to order investigations into scandals or corruption, issue subpoenas pertaining to investigations, and issue various demands or instructions from the Tribunal as requested by a majority of the Tribunal.B. The Diadoch shall have veto power over all actions of the Dragonlords. The veto may be overridden by a unanimous second vote.C. The Diadoch shall serve for an indefinite term, subject to resignation, death, impeachment via the Tribunal, or a vote of confidence per the unanimous request of the Dragonlords.1. If the Dragonlords pass a unanimous request for a vote of confidence, the entirety of The Freehold shall vote. If a 75% supermajority of Valyrians vote against the Diadoch, he shall step down from his office.D. Succession: The Diadoch, upon the office being vacated, is elected by the entirety of The Freehold. The prior Diadoch may nominate a successor, who shall be the de facto nominee for the office. However, if a successor is not named, or the successor chosen is not satisfactory, any Valyrian in good standing may put their name forth, or the name forth of another. In either circumstance, all Valyrians shall vote until a 75% supermajority is reached, upon which the new Diadoch shall be crowned.iii. ArchonsA. Various Archons shall fulfill certain and various duties within the government of The Freehold.1. Archon of Internal Affairs (AoIA): Responsible for the management and day-to-day operation of the Internal Affairs Department. Duties include, but are not limited to: recruitment, management of the Mentor Program, and building the internal environment and atmosphere of the alliance, including forums, Discord, etc. Directly reports to the Dragonlord of Growth. One word mission: Members.2. Archon of Foreign Affairs (AoFA): Responsible for the management and day-to-day operation of the Foreign Affairs Department. Duties include, but are not limited to: conducting foreign relations with other alliances, establishing friendships worldwide, and negotiating treaties, with the permission of the Dragonlord of Peace. Directly reports to the Dragonlord of Peace. One word mission: Diplomacy.3. Archon of Finance (AoF): Responsible for the management and day-to-day operation of the Finance Department. Duties include, but are not limited to: aid falls, tech deals, trade circles, and coordinating overall alliance building with the Archon of Internal Affairs. Directly reports to the Dragonlord of Growth. One word mission: Prosperity.4. Archon of Media (AoM): Responsible for the management of the Media and Academy Departments. Duties include, but are not limited to: maintaining and building the library of guides, and ensuring proper new member materials are in place, as well as general duties of the Media Department, such as ensuring all Valyrians are informed, a newsletter, forum activity initiatives, etc. Directly reports to the Dragonlord of Growth. One word mission: Information.5. Archon at Large (AaL): Three Archons at Large, elected every three months, will not be assigned to specific departments. They shall serve, instead, as advisors to all departments, and provide assistance in any way possible to any department. Directly reports to all Dragonlords.iv. The TribunalA. The Tribunal, or assembly, shall consist of every Valryian who is not a Dragonlord or Archon. The Tribunal will only be called together when their vote is counted, such as aforementioned and subsequent scenarios. The Tribunal will further be asked to solve disputes between the various departments, and the Dragonlords, if necessary. When the Tribunal is not called forth for specific duties, it shall serve as an open assembly for Valyrians to voice their opinions on matters.Article III: ElectionsA. Elections will be held every three months for Archons at Large and every six months for the Archons of Finance, Foreign Affairs, Media, and Internal Affairs.B. Elections will have the duration as follows:1. Two day nomination period2. Two day campaign/debate period3. Two day voting periodC. Any member of The Freehold in good standing shall be eligible to run for any office in The Freehold. A Valyrian may only run for one position per election. If, in the event of an elected position becoming empty before an election, at any time in the position’s term, the Diadoch may appoint a temporary holder of the position until the next election.D. All Archon elections shall be decided by a simple majority, and the elections of the Dragonlords and Diadoch shall be decided by a 75% supermajority.Article IV: War and PeaceA. Wars will only be declared during peacetime on non-affiliated, inactive nations with the permission of the Dragonlord of War, or his designated officers in charge of such duties. B. First strike nuking, spy missions, or otherwise dangerous military operations that are not sanctioned by the Dragonlord of War and his two fellow Dragonlords are not permitted. This includes tech raiding.C. In the case of a member of the alliance being attacked by another nation, whether alliance-affiliated or not, the member will promptly report the incident to the Dragonlord of War, or the member’s direct military officer, to ensure the issue can be diffused quickly and diplomatically.D. Declarations of war and peace will only be made by the Dragonlords.Article V: Disciplinary ActionA. The Diadoch shall be the Chief Magistrate of The Freehold and will be responsible for all disciplinary actions and subsequent pardons or punishments for any breaches in the charter, laws, policies, war codes, and the like. Any behavior unbecoming of a member of the alliance is grounds for punishment.B. In the case of misconduct, high crimes, or misdemeanors by an official of the government, including the Diadoch, the Tribunal will hear the case and vote, with a 75% supermajority vote needed to convict. In the event of a conviction, the official will be removed from office automatically.C. Convictions and impeachments may be reversed if a subsequent alliance-wide vote reaches a simple majority.Article VI: AmendmentsA. Any Valyrian may propose amendments to the Charter of The Freehold.B. A unanimous vote by the Dragonlords, approval by the Diadoch, and a 75% supermajority vote of the Tribunal is required to ratify the amendment to the charter. Article VII: Merger or DisbandmentA. To merge or disband the alliance, a unanimous vote of the Dragonlords, approval by the Diadoch, and a 75% supermajority of the Tribunal is required. I am happy to announce that a new bloc has been formed which I have had the honour of being appointed chancellor of. The following is the treaty agreed on by the signatories. FIRST CHARTER OF THE WORLD IMPERIAL NETWORK (WIN) EFFECTIVE: September 1st, 2016 Mission: establish trade, mutual defense, collective intelligence, nation growth, and expansion of the bloc. Sovereignty clause: WIN does not supersede the independence of any member. But if a member refuses to cooperate and coordinate with bloc efforts, WIN reserves the right to exclude that member from bloc benefits and/or remove them from the bloc. Bloc government: House of Representatives The WIN HoR is the main representative body of the bloc, and will be in charge of all bloc-wide legislation. It is made up of representatives, appointed or elected by their alliances, there is a limit of one Representative per alliance. Chancellor The Chancellor is the executive of the bloc. The Chancellor officially represents the bloc in all diplomacy unless a diplomat has been appointed. The power to appoint bloc generals, advisers, and other officials is also vested in the chancellor with approval by the HoR via simple majority. The Chancellor can veto a motion past by the HoR provided that motion did not pass by more than 60% majority vote. The Chancellor is selected by vote among the representatives. Representatives cannot vote for themselves, and accusations of of corruption will lead to expulsion from the bloc. A representative can nominate [for Chancellor] anyone who has been approved to be in the bloc. ------------------------------------- Tech Deals: Tech buyers will pick sellers from the block FIRST. In turn tech sellers on this bloc will need to be reliable or be struck from the block seller list. Trade Circles: This bloc will support all existing Trade Circles and promote new ones on Brown team in support of our Brown sphere candidate. Individuals can form their own if they wish. Bloc color: WIN promotes brown as the official color and promotes voting for the selected senator, however other colors are allowed for trade circle flexibility. Senator: A WIN member is selected by the Chancellor to represent WIN in the senate, all members of WIN are encouraged to vote for the selected candidate. Bloc Military: upon joining the bloc all members within have an implied MDOAP with each other. WIN will equip and maintain a pan-alliance army of its most elite fighters. This army will be trained and hand picked by the blocs generals. Intelligence sharing: All intelligence on other alliances or nations gathered by agents of this bloc is the property of the collective group. Bloc standards: Building standards in the bloc are to be regulated by the bloc up to 20 NS. Expansion: All members take it upon themselves to promote the bloc. New alliances are approved by a (60%) majority by the House. -------------------------------------- Expulsion: an alliance or individual nation can be expelled from the bloc by a greater than 60% majority vote of the HoR. Cancellation: This bloc and it's treaties will void and the bloc dissolved upon a unanimous vote by the members, or until such time as the bloc leadership no longer functions. War Doves Declaration of (Non-)Existence A couple weeks ago it was brought to my attention that War Doves had issues this round. There was something of a mass exodus, and later the name was changed, and it was apparent that there was a blatant disregard for [ooc]game rules[/ooc] and duplicate nations were spawned into our world illegally. I would like to set the record straight. At the start of round 38, War Doves was hijacked from it's current leadership. When he was asked to turn over the alliance to it's rightful owners, he refused, which forced our membership to leave the AA. Then nations were spawned illegally, and the name was changed before being destroyed by our just guardians. It is unclear if this nation did these acts intentionally as a way to besmudge the War Doves legacy, or merely an overzealous member of War Doves who went about the wrong way to rise to power. Either way, War Doves do not condone these actions. We talk about so many unwritten rules here on Planet Steve, and we break most of them like clockwork, every round. However, the one rule that reigns supreme, is that you do not steal someone else's alliance. I certainly hope that this is an isolated incident, and that nobody's else's alliance falls victim to a mockery such as this. I may have left this world, but hearing that my alliance was forced from their home will not be tolerated. If anyone should have any information on the nation parading as leader of War Doves early this round, I humbly ask that you message me with whatever details you can. It requires at least three (3) officers to vote yes. 1.3: All pending members who are actively applying on the GMU forum will receive full military defense from the GMU if attacked. 1.4: When a nation applies to the GMU, they have 48 hours before they are removed from the alliance. Article 2: The Office of The Supreme Commander 2.1: The original founder of the alliance will be the Supreme Commander and may appoint an heir to take over as Supreme Commander if they have to step down or are removed from office. 2.2: The Supreme Commander is the acting leader of the GMU and may mobilize for war, sign treaties, remove members, and appoint officers. 2.3: A Supreme Commanders direct order may be vetoed by a vote of the officers which receives at least three (3) votes. Article 3: The Department of War 3.1: The Department of War is a command structure which is responsible for mobilizing troops, train nations, call out targets, and is in charge of strategic planning. 3.2: A Governor of War may be appointed by the Supreme Commander under the following events: the previous governor resigns, or the alliance undergoes a restructure (see 5.4.3) 3.3: If all officers vote yes, the Governor of War may invoke a 3-day state of emergency, in which all everyday alliance operations go through the Governor of War. 3.4: The Governor of War may declare war on another alliance with permission from three (3) officers. 3.5: The Governor of War may elect deputies to control various divisions within the Department of War. 3.5.2: There may be no more than four (4) elected deputies at any given point. Article 4: Department of Foreign Affairs 4.1: The Department of Foreign Affairs is responsible for maintaining allies, signing treaties and/or protectorate documents, and all other diplomatic operations. 4.2: A Governor of Foreign Affairs may be appointed by the Supreme Commander after the following events: the previous Governor of War resigns or the alliance undergoes a restructure (see 5.4.3) 4.3: The Governor of Foreign Affairs may sign peace treaties with authorization from three (3) officers. 4.4: The Governor may disband treaties with authorization from three (3) officers. 4.5: The Governor of Foreign Affairs may elect diplomats to represent the Department of Foreign Affairs and to begin discussions with other alliances. 4.5.2: There may be no more five (5) elected diplomats at any given time. Article 5: The Council of Officers 5.1: A council of Officers will be constructed and consist of nations elected by the Supreme Commander to manage operations. 5.2: The Offices within the Council of Officers are: The Office of the Economy, The Office of Union Affairs, The Office of Recruiting, The Office of Union Security, and the Justice Department. 5.2.2: The Office jobs are as follows: The Economic Office: Manage tech deals, establish trade circles, and any other economic policies. Union Affairs Office: Manage members, retainment, and other member activities. Recruiting: Recruit new nations and process their applications. Union Security: Manage security of the Union and any team (Brown) based information. Justice Department: Manages impeachments, rule violations, and tech defaults. 5.3: Each officer may elect two (2) junior officers with the exception of the Justice Department, which may elect three (3) justices. 5.4: The Council of Officers will meet once a month to discuss current alliance status with the Supreme Commanders and the Governors. 5.4.2: The Council may elect more often and/or whenever necessary to discuss voting for treaties, declaration of war, or a vote for martial law. 5.4.3: If the Council views the Unions leadership as self-destructive, they begin a vote to begin to restructure the alliance. 5.4.3 (2): If the vote is unanimous, all positions excluding the Supreme Commander will become open and a public election will be held where all GMU nations can vote for officers and Governors. Article 6: Amendments 6.1: An amendment to the constitution may be added following the proper council discussion. 6.1.2: The Council must discuss the Amendment for at least 48 hours. 6.1.3: Following the 48 hour discussion, a voting period opens for officers and a separate vote for all non-officers. 6.1.4: If officers vote at least four (4) yes and the non-officers vote at least 3/4th of all nations, the vote has passed and the amendment will be added. Article 7: Raid Policy 7.1: The GMU has a simple raid policy that is as follows: A nation may declare war and raid any nation that is unaligned and not protected by an alliance. However, if a nation within the GMU is raiding, they will NOT receive any aid or back-up from the GMU and the Department of War. 7.2: If a nation is attacked while under GMU protection, The Department of War may mobilize nations within the GMU to counter-attack. As many of you know, Red Ass Commander Walsh the Beloved has left this world, likely to never return. He was proud to run the Screaming Red Asses, an alliance dedicated to independence in thought and action, unshackled the treaty web. As his P-47 Thunderbolt wings its way into the sunset, the thought occurred to us all that The Screaming Red Asses identity was flying off with him... without the Red Ass Commander, there can be no Red Asses. Strangers with Candy Declaration of Existance! (Excuse the Work in existance flag) Charter [spoiler]Section One Government The President has overall management authority. He can function in all the roles of and other government member. He is the main face for the alliance and leader. He is also the head general of the alliance. He is in charge of making sure each member is ready for war and that the alliance has a great defensive and offensive plan. He shall help coordinate attacks and lead the alliance in war. An effective difference between him and the Vice president is that he gets to make most of the minor decisions. Minor is defined by something that doesn't deal with foreign affairs, such as war/trading/treaties, and major interior overhauls, such as appointing and dismissing positions/kicking people out/reworking the constitution. This is not an exhaustive list. This is the Vice President. He is the dude for everyone to go to and he reports to the president. Most interior things should be handled by him. No need to bother the president with them. He can also serve in and government function like the president. He is really just a rebranded and more powerful internal guy who can dabble in foreign affairs if he wants to. The same limitations apply to him as the president. Jose. ‘nuff said. The Foreign Aff Airhead is the official voice of the alliance to other alliances. He conducts all foreign affairs business, but the president and vice president can also do foreign affairs stuff if they feel like it. He sets up anything the alliance would need like trade agreements and treaties. Tie Breaker clause. If the President and the Vice President can't agree on a major decision, and I don’t see this happening much, then the Foreign Aff Airhead shall step into make an executive tie breaking decision. Section Two Activity All members in the alliance must be active. Activity is key to success. Therefore, all members must be active on the forums at least, and preferably on the IRC as well. Activity standards are to be determined by the government, but to stay safe make sure to post on the forums a couple times a week. Here is the procedure to follow if someone is inactive. First the Vice President shall be in charge of day to day management of members. The President can involve himself here too, but he will probably be focused on other things. If it has come to the President and Vice President’s collective attention that someone is inactive in the alliance community, and or the game, he must take the following steps: Step One. He must private message the player in the game. The player shall have five days to respond. Go to step two. Step Two. If the player has not responded after the five days time, then another private message shall be sent in game with five more days time to respond. Go to step three. Step Three. After another five days the player shall be removed from the alliance. Go to step four. Step Four. After another five days the player shall have his account banned/removed from the forums. After this has happened all members in the alliance who were in a trade circle with that person must ask the Vice President or President what to do. One of these leaders will assign them a new trade circle partner. They must then drop the banned member and pick up the new member. At any point during this process, if the player suddenly responds and comes to life again, they shall not be banished. Banishment from the alliance is designed to be a long and arduous process. This is so that the executives do not just ban whoever they want to. If you as an alliance member know that you will be inactive for some time for any reason at all, you should post this in the Interior Department. Section Three War This alliance is mostly peaceful. However, in the case of war, the President shall use his powers of commander in chief to lead our forces. He shall rally the nations and plan attacks. He shall function as the main general and leader of our forces. Tech raiding is allowed. However, there is a very strict set or rules to follow when raiding. Also do note that if you raid you are taking on full responsibility of any outcomes. There is no lifeguard on duty. If you fail and mess up you fail and mess up. The alliance will not back you up unless a member volunteers. We are not obligated to help. Make sure you know what you are doing. Step One. When selecting a target make sure that the target is not aligned to any alliances. Only one target is allowed at a time. Step Two. Make sure you ask the President or the Vice President if the raid is going to be allowed. Make sure to include your targets nation link so that either party can check the nation out before approval or denial. Step Three. Make sure you know what you are doing. Hit quickly and get out. Do not start another raid until the first is completed. In the event that your nation is attacked you should contact either the President or the Vice President. They along with the Foreign Aff Airhead, if he is needed, shall handle it. Section Four Major Changes Both the President and the Vice President have to agree when it comes to implementing treaties, changing the constitution, changing the government, going to war, changing foreign affairs policies, etc. This is not an exhaustive list. In case one of the members of the government go missing or have to be away for an amount of time, the government shall follow this process: If the President is away then the Vice President shall be promoted temporarily to President. The Foreign Aff Airhead shall be promoted to Vice President. If the Vice President is away then the President shall stay where he is and the Foreign Aff Airhead shall be promoted to Vice President. If the Foreign Aff Airhead is away then the Vice President shall assume his duties. Pray that in case two people are absent, Darrin is not the one left. A while back a few corporate executives from Anarchy struck up some conversations with a couple coffee house owners and before you know it they became BFF's. A Doom Kingdom Declaration of Existence [spoiler] The Contract with the Doom Kingdom Before signing the contract with the Doom Kingdom, abbreviated as DK, a doom apprentice is encouraged to scan the contract before agreeing to. Once the doom apprentice agrees to sign the contract in blood, he, she, or it will become a kong of the Doom Kingdom. Additionally, to hereby swear to obey and to carry out the will of the Doom Kingdom’s only true ruler, Doomfather, under any circumstances, including acts of doommolation. Provision Number I: Doomembership Section Number I: Doommission A candidate to the Doom Kingdom may only be accepted by the Government affiliates of the Doom Kingdom, with final confirmation from the Doomfather, the Doomanager, or a Doom Councilor. It is expected of a candidate to be proactive and to be interviewed by a Doom Councilor or higher through a form of instant communication. A conversation log between the candidate and the Doom Councilor will then be distributed to the Doom Kingdom Government to determine whether the candidate is suitable to comply the Doomfather’s wishes. If the candidate is to be recognized as a kong of the Doom Kingdom, it is expected of the kong to be respectable and honorable to his or her equals. Finally, the kong is strongly encouraged to participate in the Pink sphere. Section Number II: Dual Memberships We, at Doom Kingdom, do allow dual memberships. It is imperative for a kong to inform the Doomfather, the Doomanager, or the Doombassador so the Doomfather, the Doomanager, and the Doombassador may consider the kong’s position for the Doom Kingdom’s foreign affairs direction. The Doom Kingdom is not obligated to defend its kongs with dual memberships if the kongs are not present in the Doom Kingdom’s alliance affiliation. The kongs will be informed that once their departures from the Doom Kingdom occur, they will be perceived as a resignation of doomembership unless previously approved by the Doomfather, the Doomanager, or the Doombassador. Section Number III: Doomicide The Doomfather, the Doomanager, or the Doom Councilors may banish any kong they find to be incapable of carrying out the Doomfather’s will. Provision Number II: The Dooministration of the Doom Kingdom The dooministration structure of the Doom Kingdom is primarily operated by the Doomfather, and the Doomanager. The Doomfather and the Doomanager has the authority to designate or detach any kong from a government position. Each Doom Councilor or higher is strongly advised to take in kongs to learn the arts of a Doominister’s own department’s field and to perform daily tasks. Doomarshall, Doombassador, Doomerchant, and Habringer of Doom are considered Dooministers. Section Number I: The Doomfather The Doomfather is the benevolent and incorruptible dictator of the alliance. The Doomfather has final authority on all matters involving the Doom Kingdom. The Doomfather has the final say in affairs of establishment and cancellation of ties, issuing declaration of wars, and reaching conclusion of wars. Should the Doomfather be slain in battle, resigned his or her duties, or doommolated, the Doomanager will ascend to the position. Section Number II: The Doomanager The Doomanager is the second in command of the alliance. It acts as a bridge between the doomembership and the Doomfather. In addition, it acts in an Councilory capacity to the Doomfather and a representative of the Doomfather in all matters should the Doomfather be unavailable. Section Number III: The Doomarshall The Doomarshall is the overseer of the Doom Kingdom’s military. The Doomarshall’s responsibility is to assess the condition of the Doom Kingdom’s doomembership body along with its ability to defend itself from external threats by means of inspecting treasuries, wonders, and revising and updating guides. The Doomarshall is given the “blank check” authority by the Doomfather to implement and maintain a military system that optimizes the Doom Kingdom’s ability to vaporize its enemies with banana peels. The Doomarshall has the Doomfather’s authority to permit raiding targets to kongs of the Doom Kingdom but not granted the permission to authorize wars on a sovereign alliance. Section Number IV: The Doombassador The Doombassador is the champion of the Doom Kingdom and its foreign affairs. The Doombassador’s responsibility is to assess the condition of the Doom Kingdom’s foreign ties and to confirm that the foreign ties remain compatible, ideally and philosophically. The Doombassador has the Doomfather’s authority to assign diplomats to other sovereign alliances and to maintain and regulate the Doom Kingdom’s foreign embassies and consulates. Section Number V: The Doomerchant The Doomerchant is the banana merchant of the Doom Kingdom who controls all economically viable assets in the Doom Kingdom, especially bananas, and its doomembership body. The Doomerchant’s responsibility is to assess the condition of the Doom Kingdom’s economy and ensure that the condition remains dynamic and sustainable. Section Number VI: The Harbinger of Doom The Harbinger of Doom is the propagandist and recruiter of the Doom Kingdom. The Harbinger of Doom is responsible for operating the Doom Kingdom’s media and to recruit potential candidates that emboldens the image of the Doom Kingdom. Section Number VII: The Doom Councilor The Doom Councilor is an individual with great experience and knowledge of the game. A Doom Councilor’s assessment is greatly respected by kongs and the Government of Doom Kingdom. Additionally, it serves as a mentor to the kongs and bears responsibility of all assistants’ positions as stated above. There can be more than one Doom Councilor. Provision Number III: Doom Council The Doom Council is strictly composed of Doom Councilors. The Doom Council will, collectively, assign a Doom Councilor to fill a Government member’s position temporarily should the Government member of the Doom Kingdom remain absent. The Doom Council reserves the right to promote a kong, if deemed to be appropriate, to a status of a Doom Councilor. Provision Number IV: Raiding The Doom Kingdom strongly supports raiding, as long as it is regulated. A kong conducting a raiding mission will need the Doomarshall’s authorization to proceed. Round 34 saw the partnership of two new alliances, the Angels of War and the Fearless Fighters, in two multi-alliance wars. Though each time, coordination was rather rushed, we learned to fight side by side as brothers, rising swiftly at the end of each war. A friendship forged in fire. The decision of King Frederick I to invade the United Kingdom set into motion events that would eventually overtake the Norse Kingdom. At first, the population was jubilant, fueled by nationalist propaganda and news that the war was going well for their kingdom at first. However, it didn't take long for discontent to set in as the war dragged on and the government began gradually implementing wartime measures such as rationing, curfews, and censorship. The straw that broke the camel's back, however, wasn't soaring inflation, but the surprise revelation in an article published by an anonymous source that King Frederik Christian I wasn't who he was at all. The government tried to suppress the article, but it was too late. The population reacted as well as they could when they found out that their ruler was actually the former ruler of Babylon: millions of inhabitants converged in the major cities, from Oslo to Stockholm, loudly demanding for the end of the war and the abdication of the false King. The Norse Spring ultimately succeeded, although the state of affairs was so bad afterwards that the post-royal government was forced to ask for Athenian protection in the end. After decades of benign Athenian protection, once they got their affairs in order, the people began to stir once again. In Sweden, Norway, and Denmark, the population petitioned the protectorate authorities for independence and sovereignty once again. Steering committees began forming in the major cities and towns in each region (the Norway Steering Committee, Danish Steering Committee, Svalbard Steering Committee, so on), where they convened a national Steering Committee to serve as the provisional executive government under the chairmanship of Fredrik von Magnus. As support for a monarchy among the people remained strong, even after the debacle that was Frederik Christian I, the House of Bernadotte was declared the official royal house of the Scandinavian regions, to wide popular acceptance. After background search and verification, Victoria, the eldest daughter of the late Carl XVII Gustaf, was proclaimed Empress. As Empress regnant, she would have a wide range of powers, though not so much as an absolute monarch. In a speech in Stockholm, Victoria I would proclaim the Swedish Empire in the lands of Sweden, Norway, and Denmark. Each region would enjoy a form of autonomy (they would have their own flag, legislature, and so on) and elections would be held for the Riksdag in three month's time. The Empire extended a warm hand of friendship to the world's nations, hoping for peace and cooperation with them. As soon the speech concluded, the flag of the Empire was raised all over Stockholm and the rest of the country. The anthem, "Du gamla, Du fria" ("Thou ancient, Thou free") began playing across the country, along with the Norwegian and Danish anthems.

The Entente declares it’s existence officially today, founded on the strengths of Liberté, Egalité, Fraternité, and the idea of Unity for all whom reside in the Cyberverse. While Planet Bob probably expects some sort of uplifting thing to show that we aren’t a bunch of idiots, we don’t have that. L'idiotie est le bonheur! The Entente is currently under a protectorate by Doom Squad. The Constitution of The Entente Upon the creation of The Entente, we must now govern ourselves with an unforgiving fist of order and law. The Supreme Council and his/her council shall use legislation in order to further the cause of the Entente, and ensure prosperity for all of its members. I. The Supreme Council 1.1. The Supreme Council shall consist of 3 rulers with ultimate authority, and a system of checks and balances in order to keep abuse in order, these shall consist of: The President of The Council: The ruler of the alliance, and may use a veto to override the decision of the Council. He/she has absolute authority in matters of non-legislative Internal Affairs. The Premier: Directly under the President, and has absolute authority with the exception of interalliance warmongering. The Chancellor: Under the President and Premier, he/she has absolute authority with the exception of interalliance warmongering and the honorment of alliance members without the approval of the council. 1.2. In order to maintain balance in a council with unlimited power, these three, the President of The Council, Premier, and Chancellor, shall be able to overturn one another by a unanimous vote of the two not approving of the legislation. For Example: President of The Council may be overturned by Premier and Chancellor. Priemer may be overturned by Chancellor and President. Chancellor may be overturned by President and Premier. In the event of the Supreme Ruler’s insistence on stopping of legislation, he/she is allowed one Veto, which throws away bill for a period of 14 days for the proposer to rewrite the bill. The Supreme Ruler may only veto a bill once every 30 days. 1.3. Each member of the Supreme Council is allowed to appoint one secretary in order to assist with the jobs of his/her appointed role. These secretaries hold no power not directly given to them by the member of the Supreme Council of which they were appointed, however, the secretaries still are considered members of the Supreme Council, and shall act as witnesses for the passing of legislation. II. The Path of a Bill and Democracy 2.1. A Bill, before reaching the council of the Supreme Council for the ultimate decision, must be passed through a larger council of 9 members, of which requires a ⅔ vote (or 6/9 members) to pass. 2.2. A Bill shall be introduced to the council through one of 4 district representatives (which will be explained later) for voting and debate. 2.3 Upon a bill’s reaching to the Supreme Council, a decision against the passing of the bill shall send the bill back to the council, where they must make the decision of rewriting the bill to return to the Supreme Council or destroying the legislation. 2.4. In the event of the President’s use of a veto, both the Premier and the Chancellor shall meet with the council in order to count for another ⅔ vote to override the veto (The Premier and Chancellor’s vote count as 2, bringing the total votes to 13.) III. Council Members and District Representatives 3.1. Council Members shall be elected one of two ways: Each member of the Supreme Council may appoint one member of the council, but are not required to do so. The remaining council positions may be filled by election of popular vote. 3.2. In the event of a tie vote, the Supreme Council shall decide who is appointed to the position. 3.3. The Role of a Council Member shall be to meet and debate legislation put forward by a district representative, then to put to a vote in order to push the bill to the Supreme Council. 3.4. District Representatives shall be elected by popular vote of members that do not hold public office. 3.5. The Function of District Representatives is to receive bills or the idea of a bill from any member of the Entente below him, and will also write up the original draft of the bill. IV. Elections 4.1. Elections for Council Members and District Representatives shall be held every 90 days, and the winner shall be deemed by a popular vote. 4.2. In the event that there is no other party challenging a Council Member of District Representative, the vote shall instead institute this members holding of that office for the next term duration. If the vote is against the member continuing to hold the office, the Supreme Command shall appoint the new holder of the office for the term. 4.3. Members of the Supreme Council shall not be elected, but rather appointed by the President of The Council. A Supreme Council member shall serve indefinitely, with the exception of resignation or condemnation due to political or social corruption. 4.4. Corruption shall be deemed by the Supreme Council on a ⅔ vote, and can include, but is not limited to: Selling of Public Office Destruction of Public Records Violence Against Alliance Members Accepting Monetary Compensation for Favors Disrespect against our Allies V. Condemnation/Acquitance of Criminals 5.1. In the event of a Criminal offense (See Corruption) the Council shall select 7 members of the general population to serve as a jury for the persecuted. The Chancellor shall act as the judge of the Supreme Court and serve punishments due to the jury’s decision. 5.2. The prosecution (whom shall be appointed by the Chancellor) will label out to the selected jury members the crime the defense is being charged with, as well as the crime he/she allegedly committed. 5.3. The Defense is allowed to counteract arguments and make a plea with the court after the argument of the prosecution is complete, but must do so in a respectful and timely manner. 5.4. The jury shall decide acquitance or condemnation of the defense by a majority vote. 5.5. Perjury or unlawful decisions made by the jury due to personal relationships with the defense shall be met with a punishment of criminal offense without trial. VI. Foreign Relations 6.1. It is the job of the Premier (with the exception of declarations of war, which must be decided on vote by the Supreme Council) is in charge of foreign relations and the choosing of ambassadors to other alliances. 6.2. The Premier may choose to delegate this task to the Chancellor. 6.3. Ambassadors shall be someone who holds no other public office (with the exception of secretaries of the Supreme Council and Supreme Council Members) whom shall contact other alliances in order to discuss conflict or the forming of alliances between the two. VII. Alliance Assistance to a Single Nation 7.1. Upon a nation’s request of monetary or military assistance from the Entente, the Council shall meet in order to review the case and decide the amount, if any, of assistance a nation is allotted. 7.2. A Nation may not receive assistance with an alliance seniority of less than 15 days, and may not request assistance more than once every 30 days. VIII. Amendments 8.1. Amendments may be made to this document through the same process as any other form of legislation. However, an amendment can only be brought forth by a member of the Council or the Supreme Council. IX. Membership and Admission 9.1. All nations in good standing with the Entente and it’s allies may join the Entente under the circumstances of the current members of the Supreme Council, which shall be indefinitely displayed in the “New Member Center” of the Entente’s forums. 9.2. All Nations of the Entente receive recognition to become active in the government at the level of the Council or above after a 15 day pending period or a message of clearance from the President of The Council. In the wake of the plague was left a fractured and scarred Iberian peninsula. The great Muslim Empire quickly retreated with its upper classes, leaving the peasantry and upper crust of Christian society to weather the storm alone. Many of the fledgling societies fell as entire villages were wiped from the earth, but the County of Barcelona managed to survive with 70% of its population. Having quickly expanded into the wastes surrounding it, the Count felt it in his interest to secure the northern border of Cataluña, sending half of his army to Roussillon to pick up the pieces. On their way, they found that some of the settlements were already starting to show major encroachment by the wilderness, and in just a few years it would be hard to tell that anyone had lived there at all. Still, there was life; life that was not keen on being subsumed into the domain of Barcelona. After some fighting, the main settlement of the area was captured, and soon after, peace treaties were negotiated and the area was to be drawn up into the Barcelonian province of Northern Cataluña; complete with nobility from the south and a levy of taxes to pay the families of those lost in the conquering.
