The Vongola Famiglia is an alliance based on the most powerful mafia Famiglia (family) in the whole of Italy, in the anime 'Katekyo Hitman Reborn'. The Vongola Famiglia, agree to promote national sovereignty, defend our fellow nations against outside aggression and advance the mafia way of life to the world - each man is free to carve his destiny, each man is loyal to his brothers, and each man is loyal to his alliance. Not only does our government strive to protect the Mafia way of life, but we, as a brotherhood, strive to protect those ideals. Thus, the Vongola Famiglia proclaims it's existence on this day: 26th October, 2016 to the world of Planet Bob. Charter of the Vongola Famiglia Article I: Admission A. If a nation wishes to join the ranks of the Vongola Famiglia, they must submit an application containing: 1. Nation Name 2. Nation Ruler Name 3. Past Alliances and Prior Military/Governmental Experience 4. Current Wars 5. A Link to the Nation B. The applicant will then be submitted to questioning by alliance members while their application is awaiting approval. Upon approval by a member of the Internal Affairs department, the member shall be admitted into the alliance. The new member will be expected to join the nation sphere or team (black) of the alliance. C. The nation will then be placed in a ten day probationary period. During the ten days, they will be asked to complete an Academy course, which will ensure their satisfactory knowledge of the game and of the alliance. Nations and rulers with experience will not need to undergo the Academy and will be full members after a valid, accepted application. D. Following completion of the ten day probationary period and successfully completing the Academy graduation test, they will be made a full-fledged member of the alliance. E. Until the Academy course and probation period are complete, nations will be withheld the right to hold an office; however once those requirements are completed, they shall have full rights to any and all offices. Article II: Government i. The Mafia Dons A. The Mafia Dons will be composed of three, individual, and permanent offices of The Vongola Famiglia . The Mafia Dons shall serve as the ruling triumvirate. The aforementioned offices are as follows: 1. Head Boss: The sovereign of the alliance. 2. Underboss: The heir to the sovereign of the alliance and the second-in-command. 3. Consigliere: The advisor of the Head Boss and his right-hand man. B. All matters of the alliance are decided on by the Mafia Dons, with a majority vote being the deciding factor on issues such as, but not limited to: 1. Foreign Treaties 2. Declarations of War 3. Laws and Policies C. Term of Office: The Mafia Dons shall hold their offices until 1) the Head Boss asks them to resign from office 2) their resignation. The Head Boss, due to being the supreme leader of the alliance, may replace the other two at will, but cannot restructure their duties or purposes in the alliance. The Head Boss himself may only be removed from office by 1) death 2) resignation. When the Head Boss is removed from his office, he will be succeeded by his Underboss. Then, the Consigliere will replace the position of the Underboss and so on, and the Consigliere's position will be filled by a successor, who will be decided by the Mafia Dons. ii. Capos A. Various Capos (or ministers) shall fulfill certain and various duties within the government of The Vongola Famiglia. Their duties may be changed, restructured, or increased by the Head Boss at will. 1. Capo of Internal Affairs: Responsible for the management and day-to-day operation of the Internal Affairs Department. Duties include, but are not limited to: maintaining and building the internal environment and atmosphere of the alliance, including forums, rosters, and trades. Directly reports to the Mafia Dons. 2. Capo of Foreign Affairs: Responsible for the management and day-to-day operation of the Foreign Affairs Department. Duties include, but are not limited to: conducting foreign relations with other alliances and negotiating treaties, with the permission of the Mafia Dons. Directly reports to the Mafia Dons. 3. Capo of Finance: Responsible for the management and day-to-day operation of the Finance Department. Duties include, but are not limited to: aid falls, tech deals, and coordinating overall alliance building with the Department of Internal Affairs. Directly reports to the Mafia Dons. 4. Capo of War: Responsible for the management of the Vongola Famiglia's military and war situations. Duties include appointing officers to various battalions, overseeing various battalions and coordinating closely with the Department of Finance in overall alliance building and war preparation. Directly reports to the Mafia Dons. B. Term of Office: The Capos shall hold their offices until 1) the Head Boss asks them to resign from office 2) their resignation. In that case, both the Mafia Dons and the Capos will decide who will succeed the previous Capo. The Head Boss, due to being the supreme leader of the alliance, may replace the others at will, but cannot restructure their duties or purposes in the alliance. iii. Mafia Assembly A. The Mafia Assembly shall consist of every non-triumvir and Capo. The Mafia Assembly will be asked to solve disputes between the various departments, and the Mafia Dons, if necessary. When the Mafia Assembly is not called forth for specific duties, it shall serve as an open assembly for the alliance to voice their opinions on matters. The Mafia Assembly is permitted to elect its own officers and establish rules of order as it sees fit. Article IV: War and Peace A. Wars will only be declared during peacetime on non-affiliated, inactive nations with the permission of the Capo of War, or his designated officers in charge of such duties. B. First strike nuking, spy missions, or otherwise dangerous military operations that are not sanctioned by the Capo of War are not permitted. This includes tech raiding. C. In the case of a member of the alliance being attacked by another nation, whether alliance-affiliated or not, the member will promptly report the incident to the Capo of War, or the member’s direct military officer, to ensure the issue can be diffused quickly and diplomatically. D. Declarations of war and peace will only be made by the Mafia Dons. A majority of the Mafia Dons' approval will result in the declaration becoming valid. Article V: Disciplinary Action A. The Head Boss will be responsible for all disciplinary actions and subsequent pardons or punishments for any breaches in the charter, laws, policies, war codes, and the like. Any behavior unbecoming of a member of the alliance is grounds for punishment. B. In the case of misconduct, high crimes, or misdemeanors by an official of the government, including the Head Boss, the Mafia Assembly will hear the case and vote, with a 75% supermajority vote needed to convict. In the event of a conviction, the official will be removed from office automatically, and further punishments will be decided on in subsequent votes by the Mafia Assembly. Article VI: Amendments A. Any member of the alliance may propose amendments to the Charter of the Vongola Famiglia. B. A unanimous vote in the Mafia Dons and a 75% supermajority vote of the Mafia Assembly is required to ratify the amendment to the charter. Article VII: Merger or Disbandment A. To merge or disband the alliance, a unanimous vote of the Mafia Dons and a 75% supermajority of the Mafia Assembly is required. The merger or disbandment must then be subject to a second vote, in which by a 2/3 majority of all members of the Vongola Famiglia must approve. CHARTER OF THE INTERNATIONAL FEDERATION Preamble "The council of TIF would like to officiate this alliance with this constitution for the long term prosper and recognition of TIF" Article 1: Any nation willing to join TIF is a nation that will be accepted. However nations with previous records of dirty dealings or nations fighting wars will have there case reviewed before being allowed to join. Article 2: TIF council will be punish nations who do not behave according to the TIF council. The Nation will be given three warnings and if the third is within one month of the first they will be kicked from the alliance. Article 3: TIF is a moderately peaceful alliance. TIF members are allowed to attack any non-AA nation but if the other nation is in an alliance they are only allowed to attack if they have first received permission from the General or the President. Article 4: TIF DOES negotiate with terrorists. Any threat to the peace will be first solved diplomatically and if not will be met with force. Article 5: TIF is a pro nuclear alliance, any nation is encouraged to build up their nuclear arsenal for the safety and defence of TIF. Declaration of Existence of the Union of Guinea Nkwupụta nke ịdị adị nke njikọ nke kennwere enwe ndị Guinea Union of the Free Peoples of Guinea Let it be known to all the world forthwith that as of today, there exists a new country in Africa, along the Gulf of Guinea, known as the Union of Guinea. This country shall be an elective republic, with a President who presides over a bicameral legislature, to be made up of a lower house, comprised of members elected via proportional representation, and an upper house, to be comprised of members of all the tribes whose proportion of the population is >5%. These members shall be appointed by their respective tribal councils, and are members for life or until removed by their tribal council Let it be known that this government governs with consent of the many tribes of this region. The tribes have come together to form this larger government, as we all share a common heritage. We would also like to open our capital city to any and all foreign nations who wish to establish an embassy, especially those of Africa. Praise be to the Free Peoples of Guinea. Mamba, United African States A man was setting up a camera in an ornate room. The part that stood out about the room was the throne that stood at the end of the room, with two guards flanking it. After the man finished setting up the camera, he turned and looked at the man sitting on the throne. “Ready your Majesty? We are live in 3....2.....1....” The king raised his regal head and looked straight into the camera. He opened his mouth and in a loud commanding voice, he began to address his people. “Good evening my fellow Africans. For those of you who do not know me, I am the humble king of this land, King T'challa. I would like to take this time to christen our new nation as the United African States.” After a brief pause to let the people at home watching their TVs and the people watching from the public TVs and radios celebrate, he continued. “I am well aware that our new nation has plenty of potential to be great, but as of right now, the state of the country is abysmal. Our new nation as of yet has to be secured, and our military needs expansion and new equipment. To propagate this advancement, I will have to push aside the Parliament for the time being. That is why I am declaring a state of martial law for the period of the next five years. The state of our country at that point will influence whether or not I rescind martial law.” King T'challa composed himself one last time and looked into the camera with a gleam in his eye, showing his confidence in the fledgling nation. “Make no mistake. We are the newest nation on the African Continent, and we are by far the weakest. For now, we will stay isolated from the rest of Africa, and we will only lift this when we can walk into meetings with other powers with our heads held high. We are Africans, we are the United African States, and we will not fall.” After this, the camera man shut off the camera and gave his king the signal. The king got up and walked to the doors of the throne room, followed closely behind by his two guards. Before exiting the room, he turned and looked at the throne one last time, and gave a content smile. While he was walking, he turned to one of his guards and said “Call a meeting of my ministers. It is time to get this country up and off the ground.”

Last September the Order of the Reaper and The Sweet Oblivion got to know each other and consequently signed a MDoAP. None of us could have predicted how close our alliances would become and the recent conflict strengthened our relationship even further, to the point that we decided that together we can be more, something better, something new. Nevertheless we do not want to forget the values that guided us through our existence in this world, to stand together in the face of adversity and if necessary to burn together. As such it is my pleasure to announce the merger of The Sweet Oblivion and The Order of the Reaper, from now on we shall be known as The Disciples of Destruction and this is our creed. The lands beyond the Vistula held a mystique for travelers. For centuries, as Europe and Asia prospered and expanded their domains, farmers and herders settled among the hills and valleys that traversed the Baltic coast. Marauders arrived from all different directions who displaced the settled peoples, Norsemen from across the sea, a multitude of fast and deadly riders from the east, and terrible armored creatures from the west and south. Time passed, but the tribulations felt by the Baltic peoples never changed, only the machinery of the invaders; coming with horses and then with tanks, but always in the same manner as before. From the times of Martens the Silver, as he came to be known, the peoples of the Baltic Coast strove for their own autonomy. They sought to embark on their own quest for destiny, different from that of the Germans, Russians, or Scandinavians around their land. At times the cries of Estonians, Latvians, and Lithuanians echoed so mightily that boundaries formed and independence championed. But it was like a firework, a beautiful explosion of vigor followed by lethargy among the people. Their desires for destiny subsided and soon either Russians or Germans crossed over the border and time continued. This time, however, it was the Germans who were leaving. No longer looking eastward and instead focusing on their empire in the west, the Baltic peoples awoke to find the foreigners leaving their cities and a power vacuum began to form. Voices cried out over the hills and rivers, the Baltic people would not fall under the yolk of yet another foreign people. Why give the Germans a reason to return? Why give the Russians a reason to settle? A country needed to be formed and people needed to take shape. But who would lead? In the vacuum created by the German withdraw, a man named Evadas Halprin, with the help of tremendous funds and the loyalty of a few strongmen near to the city of Riga, proclaimed himself Grand Duke of the squabbling peoples of the Baltic: "We have already wasted too much time. While our peoples from the coast to the borders with Russia and Germany fight and bicker, potential enemies look at our land as they always have - ripe for the taking. My name is Evadas Halprin and I, from my city of Riga, swear an oath to all my blood brothers and sisters. I swear to protect you from foreign incursion, from internal insurrection, from poverty and famine, and from hardship and ordeal. Riders have been sent to all frontiers of our lands and I implore any and all potential rivals to give up their claims to any idea of power. You will not take Riga and will be defeated in the hills. We must, and we shall, work to create one single and united Livonia." Evadas sat firmly in his palace at Riga and in the weeks that passed, resistance to his rule disappeared. Yet even in Riga, voices echoed across the land that in the fogs of hills and marches, others had designs on the future of Livonia.

Hi! I'd like to announce the creation of a new alliance called the League of Nations! The League of Nations was officially founded on 1 January 2013. The alliance was formed to promote free trade, economic growth and global security. It works towards developing the economies of its member nations, securing resources through trade and providing security for its members. The League of Nations is protected by the New Polar Order. Forum: http://cn-leagueofnations.webs.com/ The Charter I - Membership Admission • Any nation may apply for membership. • Nations that are involved in wars and apply for membership are not guaranteed military or financial assistance until that war is over. This will vary in different situations. • Nations that are granted entry will receive a starter pack of 3 million dollars to assist them in their growth or needs at the time. • Information relating to nation growth and alliance policies will be provided to each nation within the first week of their admission. • Nations will be expected to complete a very simple application process. Soon after they are expected to sign the alliance Charter, thereby agreeing to the alliance's policies and committing themselves to its obligations. Expulsion • Any nation may be expelled from the alliance, if a policy has been breached. • Nations that have violated a policy will be asked to justify their actions but in most cases the nation will expelled. • In some instances nations that have violated alliance policies will be allowed to negotiate the terms of their expulsion depending on the circumstances of their violation. • In rare instances the League of Nations will declare expelled nations as an "enemy of state" and may declare war upon these nations depending on the individual situation. II - Government • The government's decision making process is largely democratic. • Every nation has the right to put forth an idea or express their views on issues/problems. • The President of the alliance is the head of the government and leads the executive branch of the government and is the commander-in-chief of the alliance's armed forces. • The Vice President is the alliance's second in command. The Vice President works closely with the President and fulfils his duties and responsibilities when he is unavailable. The Vice President is the first person in line of the President's position and would ascend to power upon the resignation of the President. The Vice President is chosen directly by the President. • Any decision that the President makes, must be met with the consensus of the Secretary of Domestic Affairs, Secretary of Foreign Affairs, Secretary of Finance or the Secretary of Defense, depending on the decision or policy that needs to be made or changed. • For an issue to be brought to the attention of the executive branch of the government, a nation needs to notify the Deputy Secretary of Domestic Affairs, Foreign Affairs, Finance or Defense depending on the issue. These members will then notify the Secretaries of each area, who will bring up the issue with the President. The President and Secretary can either ignore it or bring it to the attention of the legislative branch of the government (which consists of 3 elected members). These 3 members are the final step of passing, changing or repealing laws. When an issue reaches this branch of government it will be dealt with on a fair voting system in which the majority win. • Each Secretary, Deputy Secretary and the members of the legislative branch of government each serve a term of 4 months before being able to apply to be elected again. Elections last for 4 days and each member of the alliance can apply for leadership or vote. • The number of terms an elected official of the government can serve in a row is 2. • As well as the positions of the executive government there are several other lesser positions available. These officials would serve under a particular department. In order to take up this position nations must contact the Deputy Secretary of the particular department they wish to join. Depending on the department these officials take up roles such as recruiting, diplomats or bankers. III - Defence • An attack on one member nation is seen as an attack on all. • Each nation commits itself to protecting each other. • Nations will not attack other nations or alliances without direct permission from the Secretary of Defense and the President. • If the government decides to go to war nations are expected to play their part and follow orders. • If a nation feels that its orders are unfair or unachievable it can contact the Deputy Secretary of Defense who will negotiate the terms of their orders. • Nations are prohibited from attacking on or spying on other nations without direct permission from the President and the Secretary of Defense. • Member states who decide to go rogue and don't follow orders will be expelled and dealt with in a severe manner. • The Defense Department will attempt to provide all nations with assistance when requested. • Nations may only use nuclear weapons if they are targeted with them by their opponent. When this occurs nations are expected to communicate with the Deputy Secretary of Defense immediately and hold off further attacks until spoken to. IV - Trade and tech deals • The alliance works towards developing the economies of its member nations and securing resources through trade. • Nations may trade with any nation of their choice, apart from sanctioned nations or nations which are considered as an "enemy of the state". • If a nation is after particular resources which it cannot secure in the global market it can join an alliance trading circle or trade directly with another member nation. • Nations can also join tech circles which allow them to sell or buy tech for a negotiated price. V - Aid • Nations who are damaged through war, or feel as if they would like some financial, technological or military based assistance can apply for aid. • Nations can apply from a range of aid packages depending on their needs. These packages can be negotiated with the Finance Department. • Depending on the nation's situation and the aid deal it chooses it may or may not be expected to pay back the aid it received, during an agreed amount of time. VI - Roles/Positions • Nations can apply for government roles/jobs at any time. Jobs such as recruiting new members for example, will always be in need and provide good financial rewards. • As well as this, nations can also apply to join the executive branch of the government, during elections.
