Final Announcement from the Global Protection Force On the 16th November 2011 a new alliance was formed by a number of Nation rulers from around the globe. Over the past 4 years and few months of our existence we have had our ups and downs, our high activity and low activity, we've been successful in reaching our inner goals and failed. We have gone through what every alliance faces at some point. We have met many people we would never have had. It was good, it was fun but unfortunately it never lasts. There comes a point in leadership when you have to look onwards and upwards for what is ultimately best for the membership. We have decided to pool our resources and energy towards a new project, one outside of the Global Protection Force. One that collectively we can work hand in hand to develop a stronger, more driven alliance. We have decided to sweep the Global Protection Force under the mat for one final time and to merge into our long time allies in Argent. I want to thank every member past and present for all they have done for the GPF. From participating in alliance affairs to bringing their own brand of community along with them. Each and everyone of you have added something to this alliance. Even those we have had grudges with, you have given us enjoyable moments and gave us a reason to play the game. Lastly I want to thank our allies past and present and in particular Pirates of the Parrot Order, who have been steadfast allies throughout our time here who we have always shared a close bond with, and Argent, the alliance that stood up for us when we were alone and isolated and has stuck with us ever since. With our merge, we are happy to announce that the GPF-PPO treaty will be carried over into Argent. Furthermore the AA of the Global Protection Force is protected by Argent indefinitely. Sometimes two alliances will cross paths a few times before they find common ground. And sometimes after finding that common ground, things click and it becomes the right time to develop something. We've talked about a number of ideas, and we see a lot of room to work together on a few things. For those ideas to take shape, a first step must be made, and so we begin that here today... Global Empire Accords Preamble: This document serves to show that The Terran Empire and the Global Protection Force share common principles of ideology and ethics. Each member of each alliance vows to show general good will, and appreciation for the other. Through similar ideals and fruitful relations, both alliances strive for mutual betterment together. Article I - Peace: Both alliances mutually assure that neither signatory will defame, physically attack, spy on the other, or provide aid to a known enemy. Article II - Intelligence: Both alliances agree that upon possession of useful information to the other signatory, said alliance will give the information to the other. This will be done in a timely fashion. Article III - Aid: Both alliances know that in times of need, aid may be called upon from the other signatory. While it is not mandatory to aid, it is encouraged and can only prove to further relations between the two alliances. Aid can be given as Military aid or Monetary support. Article IV - Optional Defense: If either signatory comes into defensive conflict with another alliance, the other party may come to their aid, but is not required to do so. Article V - Extended Coverage: Either alliance may choose to act in defense of the other's protectorate as they are considered to be an extension of an alliance's zone of responsibility. Article VI - Cooperation: Both alliances are encouraged to assist each other in monitoring for, and dealing with, rogue attacks against the other. While not required, it is understood that through cooperation, raids may be better stopped and reduced in effectiveness. Conclusion and Cancellation: This treaty serves to show each signatory shares similar values and strives together to uphold them. This treaty is subject to cancellation if either signatory is no longer happy with the other for any reason. Termination of this pact requires 72 hours notice. This notice is required to be given firstly via private channels. Any intentional or planned violations of the articles within this treaty result in the treaty being considered immediately void, unless otherwise agreed upon by the leadership of both signatories. Some interesting news stories I wish to share with you this time around. Some of you may know about them, some may not. Enjoy them anyway! The Rouge Cop In national news (U.S.A.) a former Los Angeles police officer made news headlines recently when he went on a revenge killing spree for his being fired. Among search warrants and investigating his burned out truck, the LAPD found a manifesto of what he is going to do, in the document he names specific targets of his. "This is a dangerous man" says the LAPD. While the suspect was an officer, he was trained as a S.W.A.T. sniper, when he lost his mind he had with him weapons, armor, and camping supplies. He is still at large in the area around Los Angeles and a one million dollar reward is being offered for information leading to his capture. The officer has already killed multiple people. This one kind of disturbs me folks. I can't tell you how this turns out, but I hope this guy has the rocks to not kill himself when they do find him. Then I hope they execute him in the most violent possible way, I don't like people who kill police officers. If you have any information please contact the LAPD, not just for the reward, but to help the families of his victims. The Stranded Cruise Ship Going to international news now, we head to the Yucatan Peninsula in Mexico, where about 150 miles offshore a Carnival Cruise ship is left powerless after a fire in the engine room. The Triumph is adrift in the Gulf of Mexico about 500 miles south east of Galveston, Texas and is being tended by supply ships. Ships are moving today to pull the ship to port and make repairs. I'll be honest, I laughed when I heard this headline. Don't get me wrong, I feel a little bad for the people stranded at sea. But they are on a luxury cruise ship! As long as they are out there, might as well live it up. They will be supplied with food until tugs can come and tow them into shore, so they are not in any real danger. They are also handled by a good crew and captain, they are in no danger. The Pope Quits Pope Benedict XVI is due to resign this week citing "Advanced Age" as the cause for his retirement. This is the first time in 600 years that a pope has resigned. After Benedict's resignation on Feb. 28th, cardinals will meet to determine his successor. "Before Easter, we will have a new pope" says Rev. Federico Lombardi. Alright folks, I guess this proves that people can really quit any job out there. Pope Benedict took this job less than 10 years ago if I'm remembering correctly, and now he is resigning due to "advanced age?" Something seems wrong here. Let's hope that the next guy to hold the so called "Papal Throne" doesn't do this and lasts longer. Follow the lead of pope John Paul II and do a great job! The Blizzard of 2013 Last week, a massive blizzard raged through the northeast United States. The blizzard is the biggest on record since 1888 in the city of Boston. Schoolchildren rejoice as schools remain closed. Cleanup is underway as the city takes action to remove the snow from its streets and make travel safe again. A no travel ban was lifted across the northeast with airports and train stations opening back up. Not really anything I can say here. This caused massive problems for a lot of people, I don't like picking fun at situations like these, so I won't. Hope they recover from this quickly. Well, that is it! First off let's start with a few definitions... White Peace (as according to Wikipedia) - The term status quo ante bellum comes from Latin meaning literally, the state in which things were before the war. White Peace (as according to the CN wiki) - Refers to when one or more alliances involved in an inter-alliance war agree to peace with one another without imposing any terms on one another. So with those two definitions we have, we can assume that a White Peace is not a surrender, it is just a return to status before the war. Call it what you will, but I don't think GPF surrendered. Granted, we backed out of the war with VE (using my definition, backing out means exiting any situation regardless of circumstances, such as in "But Colonel, we are already engaged and winning, why do we need to back out now?") and the world may frown upon that... but when has the world ever smiled upon anything GPF did? Granted, we at GPF know how lucky we are that a white peace was delcared, the honorable government of VE are a buch of great people for that, and we thank them immensely, but I don’t think it is fair to start calling this for what its not. I’m biased... I get it. I’m a part of the Global Protection Force and a government member of the alliance at that. I have an agenda like everyone here, but I at least try to look at it from an unbiased point of view. Some people on here who criticize the Global Protection Force on a regular basis cannot honestly say they are totally unbiased, and that is perfectly fine. But is is too much to ask that you at least try to look past your differences with GPF and judge their actions for that action and not for what you perceive the alliance as a whole to be?

Now GPF's wasn't the biggest or most fancy you will ever see, yet it was still one of the most treacherous. A complete breach of trust was made and destabilized a alliance which has been just getting back to it's feet after a very tricky 6 months. This statement is to simply clarify the situation with the ringleader of the operation, Bernkastel of the nation "Country of Miracles", this statement attempts to clarify why the actions taken below were made after some serious consideration by many. After a period of negotiation we thought we had sealed a very solid deal for all, as many of you understand that i was offering mercy, yet some among us understandably wanted more. Now I must say something : BFF have assisted us with diffusing the situation and helped in the negotiation processes. We are very thankful for their help but it seems that some are beyond helping. We asked for a simple 15 million in aid to be sent to some of our smaller nations in exchange for a peaceful resolution. Unfortunately such a simple solution could not be found with Bernkastel and as such negotiations fell through. I would like to take this time to once again thank BFF for their assistance but now comes time that we must punish those who have wronged us even after giving them a way out. Now what do we do next, well due to Bernkastel lack of negotiation skills and blatant lack of manners and honour, i am forced to do what i have never done before and condemn Bernkastel to ................................... Should either of the signatory alliances be attacked by another power, the other is encouraged to come to to its assistance with its full strength and resources. However, providing assistance is not obligatory and the signatories may decide to refrain from assisting upon its own discretion. To request assistance in a time of war, the alliance which is in need must first send a request (with a bloc of silver/contingent of whores)to the other signatory. That alliance shall convey its decision within 48 hours of the request. [b]IV. Optional Aggression[/b] In the event that one Party requires assistance in an aggressive war against a Non-Signatory Alliance, both Parties are encouraged but not obligated to assist the other by means of political, financial, and military aid. This treaty provides both signatories with full legal justification to enter a conflict that concerns the other, if they so choose. [b]VI. Cancellation[/b] If either signatory alliance feels that this treaty has lost its relevance, they have the right to cancel the treaty by the express will of their respective decision making bodies. A new charter was proposed by the Evil Dictator himself which most of the sodiers of the Force have wilingly embraced. We agree to follow the laws set fourth by our founders, to defend our brethren from all whom oppose them, to gather together in a sense of cooperation and unity, to establish a peace that can only be obtained through the growth and development of ours and our brethren's nations, and together reap the rewards of our alliance while still establishing our intent to grow stronger. We invest our trust in the Secretary-General and his Triumvirate to represent the membership of the GPF in the way they see best fit. [b]Article I: Government Structure[/b] GPF is a representative democratic state in which the Secretary-General and his elected Triumvirate wield supreme power. [u][b]Section I: The Secretary-General[/b][/u] The Secretary-General is a permanent position and the Secretary-General will remain on his or her throne until he or she resigns. If this should occur, the Secretary-General will then designate his or her successor and power will be transferred within twenty-four hours. The Secretary-General has the supreme authority on all issues in the GPF and can overrule any of the other government officials, except the three Triumvirates. [u][b]Section II: The Triumvirate[/b][/u] The Three Triumvirates are three members of the GPF elected by the Membership to effectively lead the alliance in matters such as Internal Affairs, Foreign Affairs, and Military Affairs. Unanimous agreement is required by the Triumvirate to sign a treaty or declare aggressive war. The Triumvirate can overrule the Secretary-General on any issue so long as they acquire a 2/3 vote in favour. [u][b]Section III: The Directorate[/b][/u] The Directors are members of the GPF chosen by the Triumvirates to effectively run their selected departments. Directors must get approval from their Triumvirate before making a change to their department. [u]Section IV: The Deputy Directors[/u] The Deputy Directors are members of the GPF selected by the Triumvirates to assist the Directors in running their selected departments. If a Deputy Director does an exceptional job, they may be promoted to Director. [b]Article II: Election Process[/b] [u][b]Section I: Structure[/b][/u] Elections will be held every three months to fill the positions of the Triumvirate. The Elections will start ten days before the end of term of the current Triumvirate. [u][b]Section II: Nominations[/b][/u] Any member who has been a member of the GPF for a minimum of three months may be nominated by a fellow member to run in the Election. Said member must have previous experience within the department he/she is being nominated for. Nominations will last for three days. [u][b]Section III: Campaigning[/b][/u] Upon being nominated and the nomination period has ended, nominees are to begin a new thread in the correct forum detailing their campaign for their nominated position. Nominees should detail their three month plan that they would implement should they be successful. Campaigning will last for four days. [u][b]Section IV: Voting[/b][/u] At the end of the four days of campaigning the Secretary-General will open the polling booths. There will be a poll each for each department, that will list the nominees. Each member has one vote per position, giving a total of three votes. [u][b]Section V: Tie[/b][/u] In the event of a tie, the Secretary-General will cast the deciding vote. [b]Article III: Foreign Relations[/b] [u][b]Section I: Diplomatic Discussions[/b][/u] The GPF is open to all alliances who wish to establish diplomatic ties. The GPF, however, reserves the right to cut off ties at any point with a valid reason. [u][b]Section II: Treaties[/b][/u] The GPF will sign treaties with those alliances it has grown close to and not sign treaties that are simply for our benefit. The GPF will honor all of its treaties no matter the cost to the alliance. [b]Article IV: War[/b] [u][b]Section I: Inter-Alliance War[/b][/u] The GPF is a peaceful alliance and will not enter into an alliance war unless we are attacked first, we are honoring a treaty, or we have a legitimate casus belli. The GPF will not provoke a war with any other alliance knowingly. Furthermore, the GPF will only enter in conflicts of arms only at the approval of the Triumvirate and the Secretary-General. [u][b]Section II- Unapproved Offensive[/b][/u] Nations flying the GPF alliance affiliation that attack aligned nations without proper approval will be subject to trial before the Secretary-General and/or the Triumvirate. Punishments will range between paying reparations to expulsion and being declared an enemy of the GPF and treated as such. [u][b]Section III: Raiding[/b][/u] Nations of the GPF are permitted to attack unaligned nations, but do so at their own risk. Aid will not be provided to those who have been attacked during a raid. [u][b]Section IV: Foreign Aggression[/b][/u] If an aligned nation attacks a member of the GPF, the GPF will at first pursue a diplomatic solution. If these talks fail, the GPF reserves the right to attack the offending nation. [u][b]Section V: Nuclear Activity[/b][/u] Members of the GPF are encouraged to possess nuclear weapons as a deterrent to prevent other nations from attacking, rather than a weapon of mass destruction. Members are prohibited from using them in warfare unless prior ermission has been granted. Only GPF military command and/or the Secretary-General can approve the launch of a nuclear device on another nation. [b]Article V: Foreign Aid[/b] [u][b]Section I: Non-Members Requesting Aid[/b][/u] Non-members will not be granted foreign aid with the exception of nations allied by treaty to the GPF. [u][b]Section II: Members Requesting Aid[/b][/u] Members requesting aid will have to apply for it through proper channels. If it is very urgent, it is encouraged that these members seek aid directly from fellow members of the GPF. [b]Article VI: Discharge from the Alliance[/b] [u][b]Section I: Honorable Discharge[/b][/u] A member of GPF may resign his or her post and leave the alliance without any repercussions whatsoever. However, if a member leaves and reveals the secrets of the GPF to another alliance, they shall be deemed a traitor and will be dealt with as such. [u][b]Section II: Expulsion[/b][/u] [i][u][b]Clause I- Nomination[/b][/u][/i] A member of GPF can only be nominated for expulsion from our ranks if the member has committed treason, broken the laws set in place by the Charter, or declared war on a fellow member. [u][i][b]Clause II- Expulsion by Popular Vote[/b][/i][/u] Any one nation or group of nations may submit the notion to expel a member. All members of GPF may vote as to the member’s fate. If 70 percent of votes agree to the expulsion of the member, the member will be expelled from the GPF unless pardoned by the Secretary-General. [u][i][b]Clause III- Imperial Expulsion[/b][/i][/u] If a member is deemed a spy, traitor, or otherwise, the Secretary-General may immediately expel said member without beginning a vote among the populace of GPF over the member's expulsion, so long as the Secretary-General has a 2/3 support of the Triumvirate. [b]Article VII: Amendments to the Charter[/b] [u][b]Section I: Amendments[/b][/u] Any member of the GPF may propose such amendments and from there it will go into a voting period of no less than 72 hours. After 72 hours, if the amendment has 80% + 1 votes in favor of passing, it will then go to the Triumvirate and the Secretary-General. Said groups must rule unanimously for the amendment to pass. [u][b]Section II: Imperial Decrees[/b][/u] Decrees by the Secretary-General may amend the charter if and only if the Secretary-General has the full support of the Triumvirate.[/quote][/center] However some soldiers refused to accept the charter and rebelled agaisnt the Secretary General and his proposed charter.
