  5. The combined forces of Argent, CLAWS, Global Alliance and Treaty Organization, Independent Republic of Orange Nations, The Legion and New Pacific Order do hereby declare a state of war with COBRA and Non Grata for promoting and participating in the organization of a variety of hostile actions towards the coalition. It is further noted that many of these actions that have since come to light occurred during both the original six month non-aggression period between Non Grata and the members of the coalition, as well as the subsequent NAP extension with several coalition members, with the members of the coalition discovering the violations thereafter. Non Grata has continued to demonstrate that they are an alliance incapable of honoring their word - even for only a short span of time - and truly only care about themselves. This is a punishment for the infringement of the agreement which Non Grata signed while actively working to undermine its terms and abuse our trust. May Admin have mercy on your souls. 15. OsRavan is highly upset that TPF might nuke NPO for a really long time, and as a lifelong crusader against reps, PZI, aggressive war, and everything evil in this world, except when he's doing it, he is shocked at the implications for this planet, which he has done everything in his power to preserve, except when he isn't. OsRavan has been a stalwart ally to Pacifica for years, brokering special golden parachutes for ODN at every turn, and supporting them in every shenanigan that has brought their star low in the global eye. Most especially, OsRavan was central to the dicking down TPF got in the Equilibrium War intrigues, the so-called handshake peace agreements negotiated in secret to create a predetermined outcome. I say TPF recognize OsRavan's special concerns and investments in this affair, and grant him honorary baby-eating NPO membership, and nuke the everloving piss out of him until they have no more nukes or he has no more words, forever and ever amen. Who's with me? Your vote to deep fry OsRavan is secret.
  16. Good afternoon, I'm Schattenmann, your humble fact-checker for this mini-presentation of Os's World, your number one source for news from that land beyond the clouds, that happy land somewhere over the rainbow where the sky is green, the sun is purple, and trees grow down. Today, we visit that wonderful land again, beckoned by the claims of His Backwardness that: To do homage to the man, I say : :::::::chortle:::::: : Opposition is Action Let us first channel that biggest jerkwad of philosophy, the man who gave us pedantry, Socrates, and ask first: what is it to "oppose"? This is a word which implies action, oppose is a verb, it is not a passive state, but affirmative. We understand that to oppose something means to stand in its way. If a man opposes something, he acts to stop it. If a man is opposed to something, he moves to separate himself from it. We can greater understand this concept of opposition by considering its opposite, support. Support, too, is an action. Support enables things. A treaty is support, war is support, diplomatic pressure is support. Opposition is powerful. If rulers and alliances took stock of their ideals, and stood upon them, the world would shudder. Truth is Found in Action Now, let us examine OsRavan's record of opposition to reparations, eternal wars, etc. For it is in a man's action that we find the truth. In his perverted part in a perverted play, he directed the forces of ODN in enforcement of peace terms in the DH-NPO War which included $2.427 Billion in reparations ($1B from Legion alone), and a month long extended war against the top tier of Pacifica. In the Dave War, ODN itself demanded an extended war of top-tier MCXA nations. In the TOP-C&G War, ODN stood shoulder-to-shoulder with its allies and coalition in demands for reps totaling over $1 Billion and tens-of-thousands of tech (most of it blood money to GOONS), and 40,000 tech from Legion. It is most often the case that when we discuss the historical sins of an alliance, we must be careful to remember that their sins have been across multiple administrations, and that distance makes for penance. Not so with ODN and OsRavan. OsRavan himself led the Network in each of these wars and always unfalteringly waved the banner of his bloodthirsty allies. OsRavan Found False Os's World is a weird place, indeed. It is a world where a man finds it perfectly sane to decry every kind of injustice who has himself committed his personal influence, and the military might of his alliance to the extraction of outrageous reps; who has himself accepted reps; who has put the weight of his alliance behind the acts he himself decries over and over again, enthusiastically. Why must we continue to examine OsRavan? OsRavan breathes rarefied air as one of very few men whose person came to define an AA and in many ways an era. His person is political, to discuss the person of OsRavan is to discuss ODN. Where OsRavan lies, the truth must be brought forth. This is no petty personal squabble, but a question of the state of things. As long as twisted manipulators such as OsRavan are allowed to spew their backwards histories, alliances will continue to emulate them. History is the sum of actions of men, OsRavan's opposition could have meant an entirely different world, but despite his repetitive cries that his principles give no regard to politics, we see that he has no principles, and he perpetuated a world without principle. So, my dear reader, on this, the 1,752nd day since OsRavan forced reparations from Cult of Justitia, and the 1,751st day since he began denying it, I'm your host Schattenmann bidding you good day from all of us in Os's World. 17. Treaty Cancellation Greetings Planet Bob, One of the few conditions the New Polar Order imposes on our protectorates is for them to act responsibly and respectfully towards others as their behavior reflects on the Order as well. This morning I woke up to find that Monsters Inc have launched an unprovoked and unwarranted attack against the New Pacific Order without giving us any notice or seeking our advice. This violates both the spirit and letter of our agreement. As such, we consider the NpO - Monsters Inc Protectorate null and void. ~ Lestat Imperial Regent
  18. Imperial Office of Internal Affairs - Media Corps in the stately name of Emperor Letum the Eighth Sovereign of the New Pacific Order proudly presents Pacific News Network International # 23: Pacifica Turns 12! Preface Our 'Endless Revolution' involves questioning ourselves and our processes at every point in order to see where we can improve ourselves (Letum, Eighth Sovereign of the New Pacific Order) Today, the New Pacific Order turns 12 years old. During our long journey, the Eternal Revolution has kept us going ever forward. And while we have had our ups and downs, we remain together by our will to serve the Order, and our will to remain always ready to respond to the changes of our world, always improving. Honored Allies, Respected Enemies, Indeterminate Neutrals, Friends, Detractors, and my fellow Pacificans, join me today in saying once again: HAPPY BIRTHDAY PACIFICA! By Elegarth, Imperial Officer of Internal Affairs [hr] A Revolution in Perpetuity Comrades, once again, the anniversary of the August Revolution approaches us. As the Order is ideologically compelled to do so, we will engage in solemn reflection of the year and years past, triumphant boasts of this year's accomplishments, and visionary plans for tomorrow. For an alliance as long-lived, and long-endured as ours, we deserve to celebrate own holidays and traditions. After almost a decade of playing this game, and some much-regretted stays in other alliances, I have spent the long majority of it in the Order. I've seen and experienced many events and interactions, and forgotten quite a significant chunk of them. I, and many others, have the distinct pleasure to have two perspectives of the game - while as a member of this Order, and as outside of it. While I can't speak for any other, I can myself say that the Order is peerless when it comes to organization, efficiency, ambition, and sheer determination to succeed. I would say that much of this stems from our alliance motto - Peace, Strength, Prosperity - and our philosophy of Francoism. While Francoism can be a difficult subject to access and understand, the three words of the motto is not. The motto itself is a symbol of the August Revolution. Being at peace increases our strength. Our strength allows increased prosperity, with prosperity comes peace, and so the revolution marches on. It's not just military and economic superiority that our ideology and culture has afforded us. That same philosophy also demands we look at ourselves, year after year, to see what impurities there are and purge it. Traditionally many changes come in August to improve ourselves, and so it has become this year too - our leaders determined that Internal Affairs needed to be separated after an earlier merger and did so without letting it sit mired in bureaucratic red tape, as other alliances are wont to do. It is this proven culture and ideology of meritocracy and self-review that has allowed this Order, and only this Order to endure, survive, and grow ever stronger after tens of wars and multiple campaigns to exterminate and shackle us. It is this august revolutionary spirit that drives us like no other. With that, comrades, I say, bring on the festivities and revelry! After nine and a half years of absolutely undeniable Pacifican fortitude, lets have some bloody fun! Written by: Vengashii The Pacific Press - A jackboot on the pulse of world events. Proudly part of the Pacific News Network [hr] The Future and the Past The August Revolution... Every August we set aside several days to think about and reflect upon the long history of the New Pacific Order, in both The Ancient Realm and Cybernations. This year we celebrate the twelve year anniversary of that revolution of the time where a man named Francos Spain looked at a region that was being oppressed, a region with the potential for strength, a region that was wasting away under the rule of corrupt oligarchs and said No more. Out of that revolution two institutions were born the New Pacific Order and the philosophy of Francoism. The combination of those cut a swatch across The Ancient Realm before migrating to Cybernations, where as an alliance the NPO controlled and dictated the pace of the world. Even following an extensive defeat we fell back to those initial ideals; to what brought Francos Spain to revolution. The August Revolution, above all else, represents change. Change for the betterment of the people. In The Ancient Realm, it was a region that was being ruthlessly exploited for its natural resources. In Cybernations, it brought a change to a disorganized world, creating Order out of the chaos of nature, providing a home and freedom for many nations. This change is the foundation of the New Pacific Order. We do not remain stagnate, we do not become complacent. There is a perpetual state of revolution in the Order, a constant strive to move forward and make the world better for the Order and its members. Each and every member, from the newest graduate of the Academy to the Emperor himself, works toward that Eternal Revolution and in August we take a moment, a pause, to evaluate all that we have done and all that we can do. There will be numerous people calling for an evaluation of efficiency, a look at what we do well and what we do poorly, a look to what we can improve. That is required, that is important, that is a critical part of the Order. I would also like you to remember something else remember those who have come before. For twelve years people have looked to the Order as the defining element of two worlds. For twelve years thousands of people have looked at the Order as a friend, as an enemy, as the bedrock of the game world they work in. For twelve years, every major action of other alliances has had to consider us and our position. Look to the future; do not forget that we must always improve. Do not forget the past either, and the vast, vast success the Order has seen over the past decade and more. We have been at the top and the bottom of the world and we have endured, we have continued to always emerge in a better situation that the past. While we examine that which can be done better, remember that which was done well in the past. Francoism would not call for you to idolize it, do not consider it to be perfection. Look at it as a success though. Look upon what the Order has accomplished and feel proud. Written by: Deatvert The Pacific Press - A jackboot on the pulse of world events. Proudly part of the Pacific News Network [hr] August Revolution Poem A golden star is rising with rays of blue to pierce the waiting night, to outshine the distant, aging nebulae, and once again bring heaven close to man Its brilliant light illuminates the remnant clouds of darker times from far behind with gentle sapphire borders. And then, the sky is small, the clouds are near, and man can reach to heaven. The planet turns to face the morning-star, and all throughout the land its tender light awakens those who sit in darkness and are fading into death. the rising star reveals the world for what it is: A small and simple thing which we can grasp and use. And man is reaching out to heaven. Written by: saxasm The Pacific Press - A jackboot on the pulse of world events. Proudly part of the Pacific News Network [hr] The Man, The Myth, The Legend: A History of Francos Spain and the August Revolution From Anarchy to Order: Francos Spain and the August Revolution On August 28, 2003, the existing government of the Pacific was overthrown by a popular revolution, its leaders and supporters sent into exile. Despite five days of chaos and attempted counter-revolutions, the New Pacific Order emerged on September 1, 2003 - with Francos Spain, leader of the revolution, at the helm. Spain stands as the central founding figure of the NPO, having lead the August Revolution that established the Order in !@#$%*. Spain further provided the ideological basis which would come to be known as Francoism which continues to influence the culture and spirit of the Order today. Though Spain departed the Order and the world within a year of its founding, his role and impact must be recognized - if not in what the Order looks like today, then in the spirit that he was able to bring and establish in all Pacifica's who follow in his footsteps. Anarchy: The Pacific in a state of chaos Long before Francos Spain or even the imperial powers that would precede him, the Pacific was mired in anarchy. As a region where new nations emerged, the Pacific was at once one of the most populous and weakest regions at the same time, subject to raids and invasions by other more developed regions of the world. The Pacific was further subject to political occupation, with the regions Delegate - the regional leader - being selected by foreign powers who moved into the pacific with the express purpose of controlling the Pacifican government by voting in their preferred candidate. These Delegates would not last long - eventually another power would overthrow the existing Delegate and its supporters, leading to a continually unstable environment of anarchy. Those nations which willingly chose to make the Pacific their home paid the price for it, having to accept military invasion and instability as a way of life. Occupation: The Atlantic Alliance, Thedoc and a government in the Pacific This condition of anarchy would not last, however, as major powers began to realize the usefulness of the Pacific region in achieving their own aims. The Pacific served as fertile ground for military recruitment to fight the wars of the foreign powers - as such, it was recognized that defense of the Pacific was necessary in order to preserve this steady stream of manpower. The Atlantic Alliance, one of the foremost proponents of and beneficiaries of the Pacific as a recruitment ground, led a coalition of defensive alliances to prevent continual invasions and raids on the region. The coalition sent forces into the Pacific but unlike prior raiders these forces were stationed permanently. With the coalitions backing, a new delegate was elected to lead the Pacific - Thedoc. Upon election, Thedoc began to organise a Pacifican government, though there were two fundamental flaws with the legitimacy of such a government. Thedoc firstly established himself as King of the Pacific, ruling as a monarch in an imperialistic government without the support or advice of native inhabitants of the Pacific. Secondly, Thedocs government served the foreign powers that occupied the Pacific rather than the Pacifican people. This was evident in policies which allowed the aforementioned coalition to recruit military forces from the Pacific without punishment, sending them to war for their own purposes in other parts of the world. As such, Thedocs government cannot truly be considered the first Pacifican government - it was a government in the Pacific, but it was Pacifican only in the sense that it physically resided in the region and no more. The region of the Pacific had exited the condition of perpetual anarchy - only to be replaced by imperialist rule, subject to the interests and demands of foreign powers who utilized the Pacific solely for their own ends. It was into this new condition, one of Stagnation, that Francos Spain would enter the world. Freedom: Francos Spain and the August Revolution [Francos] set about rallying the people, gaining support looking to ascend the throne. He envisioned peace, stability and prosperity and the people yearned for it as well. Steadily he rose in influence and the lords of the land counted themselves more and more in his following until Thedoc noticed and was afraid. - Black Adder, Jun 9 2012 Little is known of the early days of Francos Spain, save that he entered the world with a friend and eventually fellow revolutionary Poskrebyshev. Like many other Pacifican nations at the time, Spain was swiftly recruited into the Pacifican Army: a military force composed of Pacificans but permanently stationed outside of the Pacific itself so as to reduce the likelihood that it would revolt against the rulers of the Pacific. During this course of military service which saw Spain participate in some of the most chaotic and violent warfare seen in the world at the time, Spain came to realise the reality of the condition he and his fellow Pacificans were in: in service to foreign powers masked behind an illegitimate government that ruled in their interests. It was during this time that Spain developed the philosophical basis of Francoism in providing a material analysis of the condition of the Pacific. Spain developed the concept of class in the world - the Feederites, who seek to harness and work with the means of production in the Pacific, and the Userites, nations of their own created regions, who seek to exploit the nations and political structures of the Pacific to enhance their own power. Spain argued that it was the responsibility of every Feederite to rise up and overthrow the imperialism of the Userites: the Pacifican people deserved the right to rule for themselves, and were to undertake any effort necessary to overthrow the old regime. Spain began convincing other Pacifican nations to support his cause, although such was done in secret to avoid unwelcome attention from Thedocs regime. Pacificans were largely sympathetic to Spains revolutionary ideals: Thedocs regime was one maintained only through the force of arms of foreign powers, not through the popular support of the Pacifican people. Spain planned to secure enough endorsements from Pacificans such that he would be elected Delegate in the World Assembly, thus removing Thedoc from power. Thedocs regime was not ignorant of the threat: when it became clear that Spain would surpass Thedoc in endorsement count and become Delegate, Spain was ejected from the Pacific to the Rejected Realms and the Revolution seemed doomed to fail. However, Thedoc made a crucial error at this point - he did not realise that ejecting a nation did not mean that the endorsement count would similarly be erased until a day had passed, and removed Spain from the exiled list before his endorsements were gone as well. Upon his successful return to the region, Spain and his fellow revolutionaries struck on Tuesday, August 28, 2003. Spain returned to the Pacific and almost immediately began gaining the requisite endorsements needed to overthrow Thedoc. The existing government was taken by surprise and failed to counter the surge in Spains endorsements: the number of native Pacificans naturally outnumbered the occupying forces, and were able to give him the majority he needed. At 4 AM EST of August 28, Thedoc lost his position as delegate of the Pacific to Spain. For the moment, the August Revolution had succeeded. Consolidation: Counter-revolution and the purge The NPO Revolution was a revolution over anarchy and stagnation. The former delegates of the Pacific before me had let the region languish and decay, only showing up when it was time to defend their authority. - Francos Spain, Jun 22 2004 As the coming days would show, however, revolutions were and are not singular events but rather long and bloody processes. Thedoc and the foreign powers which had kept him in power immediately began preparing for a counter-revolution through a two-pronged process. Firstly, foreign armies began an invasion and occupation of the Pacific, seeking to bring in more endorsements for Thedoc to restore him as delegate upon the next elections, held daily at 4 AM EST. Secondly, Pacificans who had endorsed Francos Spain were threatened to change their endorsement for Thedoc, on pain of invasion and annihilation. Spains support began to melt away in fear, leaving him with around 200 core supporters who refused to abandon him, heavily outnumbered by Thedocs forces. The situation became desperate as Spain was clearly unable to rally a sufficient number of endorsements to keep himself as delegate in face of military occupation and the cowing of popular support. At 3 AM EST, August 29, 2003, however, Spain would discover the way to end the counter-revolution: utilising his power as Delegate, Spain ejected and banned Thedoc and hundreds of the foreign military powers that had arrived to support him from the Pacific, forever disallowing them from re-entering the region. Regional leaders, endorsements and bans, organised by percentage banned This hugely controversial action led to an uproar in the wider world. Opponents argued that Spains actions were illegal and exploitative, abusing world mechanics to ensure his own power, going so far as to seek higher intervention. His supporters in the Pacific, on the other hand, argued that those who were banned were not legitimate participants to begin with, having been sent to the Pacific for the sole purpose of removing Spain rather than contributing anything to the region. No matter the controversy, world opinion did not matter to the revolutionaries. Over the following days Spain would continue to eject and ban those who arrived in the Pacific seeking to overthrow him, hundreds of nations being expelled from the region in the name of the Revolution. Yet again world opinion condemned him for his autocratic actions; yet again his supporters defended his actions as safeguarding the Revolution from reactionaries. In the end, it was Spain who held power in the Pacific. And with that power, on Saturday September 1, 2003, Spain established the first and only government that represented the will of the Pacifican people: the New Pacific Order. Order: The establishment of the NPO We ask our neighbors and allies to ignore the black propaganda campaign being waged by Thedoc and his other nations against our Delegate. It is an attempt by him to commandeer power and to subvert democracy. You may hear false reports of inflated and arbitrary numbers; ignore them. Any actions I have taken are for the safety and best interests of the Pacific. - Francos Spain, September 2, 2003 The establishment of the New Pacific Order represented the culmination of the first phase of the revolution and the collective will of the Pacifican Nation. Francos Spain and his fellow revolutionaries were determined to ensure that there would never again be an imperialist government of the likes of Thedoc, subservient to foreign interests - the NPO was the voice of the Pacific, and embodied the ideals that Spain had espoused during the Revolution. Central to the NPO and to avoid the stagnation of the past was the idea of permanent revolution. Spain saw the need for the Order to remain vigilant and ready to adapt, knowing how easily revolutions could falter and revert back to the past conditions of anarchy and oppression. Institutions within the Order were built to reflect this: to this day the Order has no Constitution to speak of, seeing it as something that shackles change and progress and a way for enemies to exploit the Order. It was this principle of Permanent Revolution that was to ensure the Orders survival time and time again: yet its first test was when Spain departed the very Order he had contributed so much towards. Revolution: The departure of Francos Spain and beyond On July 10, 2004, members of the NPO noticed that Francos Spain had moved to the region of the North Pacific, having last been active on the NPO forums on May 27 of the same year. Poskrebyshev took over as Delegate of the Pacific, with Spains nation finally departing the world on September 13, 2004. According to those close to him, pressing personal matters greater than the world his nation resided in claimed his attention, and left him unable to return as he tended to his life. Despite Spains disappearance, the Order has thrived and grown stronger than ever before through the strength and actions of countless other Pacificans who have forged on in an uncertain world. Spains influence today may not be felt in the Orders institutions or its structures - they have changed over time as revolution demands - but it endures, and will always endure, in the unique spirit of revolution and order, defiance and loyalty, that all Pacificans uphold. Written by: Dominius The Pacific Press - A jackboot on the pulse of world events. Proudly part of the Pacific News Network [hr] Death of the Founder As it's that time of year again and Pacifica takes time to remember the August Revolution. We look back deep into our rich history and remind our self's of who we are and where we came from. We ask now that you take the time to remember one of the most important events of the era. It is a wonderful story filled with honor, love of country, and proof that with a enough dedication you can achieve anything. We give you the "Death of a Founder". It was the in the waining days of the ALSO government as the userites stormed into the North Pacific. The situation deteriorated to the point that the Father of the Revolution himself felt the need to be present to oversee the battle for Magicality City (Capital of The North Pacific). Always at the front, he directed his troops with such a steady hand that a calm assurance washed over his men as they prepared to defend the breach in the North Wall created by the enemy artilery fire. Around him were soldiers with rifles, merchants with handguns and farmers with shotguns, all ready to give their all for the defense of the City. Franco was behind an overturned flower cart and he noticed a Star of Bethlehem. Surreptitiously holding the flower, he placed it in his lapel, and seeing the foreign invaders crawl over the last defense the City could put forth, raised his sword and whispered "fire..." No one is quite sure what happened next, but what is certain is that Franco died a hero's death. He was found still alive with three bullet wounds to the left leg, shrapnel had attacked his right side, and a two foot splinter from the flower cart had pierced his right shoulder. Two medics were able to bring him to the Cathy Hospital where triage was set up, and he was prepped for surgery to stop the internal bleeding. His last words to the doctor, John "Red" Communist, before he was put under were "All right. Talk with you later." Franco never woke up from the surgery, and his body was hidden so that the userites could never drag his corpse through the streets of Magicality City, or, God forbid, Capital City (which is what Francograd was called at that time). Despite the massive casualties and need for medical care in the aftermath, Twoslits the Tyrant ordered the hospital dismantled, searching for proof of Franco's passing, but he never found it. The Founder was brought to the last remaining Pacifican Airbase in the North Pacific and he was taken back to Capital City on the last Pacifican plane out of the region. Franco made it clear that if something should happen to him, the needs of those with breath in their bodies to fight with should take precedence over those who can fight no more. When the plane landed in Capital City, the airport had already been strafed by ADN fighters and the hum of bombers was growing closer. Fresh off their victory in the North, the userites were marching south to wrest The Pacific away from the People. Franco was placed into a subway and taken to the five-sided fortress around the Old City. The Imperial Clerk presented Senator Poskrebyshev with a small box. Poskrebyshev opened it and he found the Imperial Sash: blue, black, with a gold star accent, still stained with the blood of Franco. The Clerk said "The Senate has appointed you as Emperor. What will you have us do?" Poskrebyshev put on the sash, drew his blade, and responded "All that is required of us." Springing forth from the subways, from the bunkers, from the carefully prepared defenses of the City, Pacifican troops cut-off the ADN's over-extended troops from their supplies, their reinforcements, and soon, from their lives. The five-sided fortress reigned death from above as Pacifican troops wrought death from below. The damage to the ADN was so great that they would never raise such an army again and Pacifica would never be threatened in such a way. After the last userite left Pacifican soil, The Pacific could finally mourn their fallen father. Emperor Poskrebyshev resigned the position, leaving it to Vladimir, that he might wander the world and make sense of the events of the preceding month. To this day, every Emperor on their coronation day is presented a small box with a folded sash inside, stained with the blood of the first Emperor. It reminds them that they must do all that is required. Written by: Sir Paul (Revised by Magicboyd25) The Pacific Press - A jackboot on the pulse of world events. Proudly part of the Pacific News Network [hr] The More Things Change, The More They Remain The Same With each passing year, we mark another remembrance of the August Revolution. We parade, we grandstand, we revel in another year of proof that what our forefathers did in 2003 was the right thing to do. Their Pacific has now spread to many foreign shores, and we, the most successful colonists, prepare to mark a twelfth year of glory in the Revolution. Or, so it would appear. Birthdays are for entities. Our predecessors, led by Francos Spain, did not simply create a new entity when they formed the New Pacific Order. They founded an ideology - Francoism - which galvanized our young Order into surviving numerous threats against its very existence and becoming a true force to be reckoned with. It was that ideology which allowed us to move forward into a new world - Cyber Nations - and become its dominant power. And so, when we look back on the August Revolution, we must endeavor to remember what has allowed us to become what we are. Looking forward. Francoism is inherently an ideology of change. That much was evident from the outset. The initial form of government in the Pacific was established for no other reason than that it allowed the government to better the Order as effectively as possible. That is the only reason we establish or modify a government. Our organization has changed many times over the years- suffice to say, our form would be very alien to Francos Spain. He would still see in us, however, the same rationale behind our present state. We have adopted this configuration because it has proven its worth over the years. But even now, we reorganize. A few days ago, we saw changes in IA. FA has reconfigured itself several times in the past year. EA now has duties nobody could have foreseen on the event of the last anniversary of the August Revolution. MA has removed a department in the meantime. Remember the event, comrades. Remember the birth of the New Pacific Order. But more importantly, remember the birth of a concept- Francoism. A guide written by former Imperial Officer Brennan on the holidays of the Order lists the following description for this one: The most important feast in Pacifica, as it celebrates the founding of the Order. Begins with the August Revolution and ends with the Day of Order. Traditionally, all non-essential government offices are closed and the Order is reformed to be more efficient. While it is hard to imagine the closure of our government in these times, this is a tradition which is certainly worth continuing in some regards. The Order can always be made more efficient. You, regardless of your rank or position, can do so- every idea is judged on its own merit here, not the title of the one who proposed it. That is the basis of why we have succeeded for so long. So keep tradition alive. This August Revolution, let's all together improve the Order. Written by: Hakora Kiyanto The Pacific Press - A jackboot on the pulse of world events. 20. Imperial Office of Internal Affairs - Media Corps in the stately name of Emperor Letum the Eighth Sovereign of the New Pacific Order proudly presents Pacific News Network International # 22: Get to Know Them! An Introduction to Pacifica's Government Preface “The most terrifying words in the English language are: I'm from the government and I'm here to help.” (Ronald Reagan) It is always nice to know a little bit more about your fellow nation rulers, be it that you are among those looking to shake their hands and strike a new friendship, or among the ones wishing to shake their necks and strike a new casualty for your National Cemetery Wonder. Whatever the reasons you have to add info about the New Pacific Order head honchos to your intel file, we bring you a brief introduction to each and every one of them! Enjoy! By Elegarth, NPO Media Corps Coordinator, who may soon find himself unemployed. [hr] LETUM, EIGHTH EMPEROR OF THE NEW PACIFIC ORDER One of the oldest nations in the game, Letum was originally the leader of GATO at the height of that alliance's rivalry with the Order, and he holds the honor of being the only member of Pacifican Government to have declared war on the Order. After his failed attempts at taking down the NPO from the outside, he joined the Order to much suspicion in 2007. His writing skills, previously used to whip up GATO into an anti-NPO frenzy, allowed him to succeed as a scribe within the Order, and his honeyed words eventually led him into the Pacific Bank, where he launched his career. After several years of service and climbing through the ranks of the Economics Affairs department, he eventually became Econ IO by virtue of being the only one left to lead it (other possible choices having mysteriously been sidelined throughout the years). Quite why the Pacifican leadership of the day thought it wise to give a Greek total control of the Order's finances is not known, but Letum soon expanded on a massive program of government investment in wonders and pushing the slot efficiency of lower tier nations to feed more tech into his upper-tier crony buddies. The Economics department also saw a large expansion in government personnel and usage of automated Google doc spreadsheets under him, but despite that, many of his analysts kept complaining that he was giving them too much work to do, especially with slot auditing, and that they were visiting "the Dungeon" more frequently than usual. After a few years of "managing" economics, he was reassigned to a short stint in IA to help fix a leadership vacuum in that department before becoming Imperial Regent near the end of the Disorder War and helping to negotiate a humiliating Peace Treaty for the Order. With Emperor Farrin retiring a few months after the war, there was nobody left to challenge Letum as he assumed absolute power in the very Order he once fought to destroy. Appointing his former Patron in Econ, Frawley, to serve as his Regent and Pit Bull, he soon launched a rapid reversal of the Order's FA policy, approaching alliances with which the Order held historic differences and establishing radical new ties to allies which enabled the alliance to have a pivotal and victorious role in the Doom War. Now, this perfidious Greek is seeking to further his old Econ crony network by bringing ever more alliances into the glory of service to the great AI master that is the [redacted] economic transaction market. [hr] FRAWLEY, REGENT OF THE NEW PACIFIC ORDER One of the oldest members of active Imperial Command, Frawley’s lack of a real life allowed him join the Order with some friends in 2006, where he quickly started a career as Pacifica’s ladies’ man. Eventually he was dragged into the War Aid department by Sweetmojofugginj (a forgotten glory from the Order’s past), where he excelled at handling aid during the first great war. This service and the mysterious disappearance of other banking leaders led to Frawley being promoted to Imperial Officer of Economic Affairs for the first time in February 2007. During his first term as an Imperial Officer, Frawley helped build up the Pacifican banking system as an important institution within the alliance. By the middle of 2009, copious consumption of booze forced Frawley to go into rehab and retire as Imperial Officer, taking five years of paid leave in the Pacific Bank's luxurious retirement home, where he was surrounded day and night by humble servants that made him grind his teeth in boredom. So, he once again sought some action and came back to the service of the Order as IO of Economics in May 2014, where he used his funds wisely to be upgraded to the position of Regent of the Order a few days later. During both his time as IO of Economics and as Regent, he has promoted efficiency and improved communications throughout the alliance. [hr] ORION, SHADOW EMPEROR OF THE NEW PACIFIC ORDER The mysterious and shadowy entity known as Orion formally joined the Order in [redacted], but rumors about his existence had been flowing through the darker corridors of Pacifica’s barracks for years. Said to be a digital hive-mind incarnation of former Pacifica soldiers fallen in the line of duty, Orion’s love for World Domination, unsatisfying hunger for tech, and surprisingly eidetic memory allowed him to quickly rise through the secret stairs of Imperial Command. Loaded with the mixed brain patterns of all former emperors, Frawley’s megalomaniacal tendencies, and Lord of Darkness’s love for efficient behavior, Orion’s use of the strings that control Pacifica have allowed him to extend his tendrils in all manners of Pacifica’s life; from deciding what the Imperial Cafeteria will make for breakfast on a lazy Saturday morning to subliminally controlling the thoughts of anyone reading the Pacific News Network, Orion’s desire for control and power know no limits. [hr] EMPEROR ICE, IMPERIAL OFFICER OF ECONOMIC AFFAIRS Emperor Ice joined the New Pacific Order in 2007, after he and two other friends failed at taking over the Cyberverse with the threat of a three-man, all-powerful AA. At the beginning of his time as a Pacifican, he fought hard for the Order, and he has accumulated almost 10 million casualties, 127th in the world. He eventually decided to get a real job and joined the Economic Affairs department in 2013, where he was hired as an entry level analyst. During his time as a Pacifican, he also tried to become an important part of the diplomatic machine of the Order twice, both times failing due to naps during the initiation programs. Due to his enduring love of spreadsheets, data, and beatings, he eventually moved up through the ranks of Econ. Due to a suspicious lack of alternative candidates, he was promoted to Imperial Officer of Economic Affairs in July 2014, where he ensures the chains of his fellow economists are not released for more than 15 minutes a day. During his tenure, Emperor Ice has become the master of slot efficiency and has worked to develop systems that will allow Pacifica to grow significantly over the coming years. [hr] LORD OF DARKNESS, IMPERIAL OFFICER OF MILITARY AFFAIRS Having joined CN in December 2008, Lord of Darkness (LoD) joined the New Pacific Order one month later, after spending several days trying find an alliance he felt he could fit into and be a good asset for. In the Order, LoD quickly became a tag hoarder, acquiring jobs in almost every single department of the alliance, but avidly avoiding a job in the Pacific Bank (as he does likes to shower). However, of all of them, it was his performance in Military Command, Intel, the Imperial Academy, and the Praetorian Guard that caught the eyes of most people, especially Gandroff, then-Imperial Officer and Poodle Menace of the Order. He was also considered an "awesome" addition to the Military staff. During his tenure as department head of the Praetorian Guard, LoD was able to reform its operations in order to increase efficiency and reduce the complexity of the tasks performed, and he was known for his fierce hunting of ghosts, traitors and proponents of hugging and huggling in Francograd public spaces. This eventually merited him the position of Imperial Officer of Military Affairs, where he implemented this same principle of efficiency and simplicity to ensure Pacifica's war machine stays well prepared and ready to take on any enemies. His early involvement with [redacted] for this purpose has left him with more time to perform his extra duties as admin of the forums and to tend his unicorn collection. [hr] NECOHO, IMPERIAL OFFICER OF FOREIGN AFFAIRS Necoho joined the New Pacific Order in 2009 after a long career in The Order of Righteous Nations. He had served in several senior government positions in TORN. Necoho began his Pacifican career in the Diplomatic Corps, as an Imperial Ambassador. In his early career he joined and rose to leadership positions in several departments, including the Academy, Military Intelligence, and the Praetorian Guard. Necoho was also elected twice to service on the Council of Pacifica. Foreign Affairs, though, was to be the most significant part of his service to the Order. Necoho steadily rose through the ranks of the Diplomatic Corps from Special Envoy to Imperial Legate until his appointment by Emperor Farrin as Imperial Officer of Foreign Affairs on February 4th, 2014. During his time as FA IO, he has been a major force in rebuilding and strengthening the Order’s foreign policy. Throughout his career in Foreign Affairs he has pushed for improved relations on the Red sphere and developed relationships with new alliances in Cyber Nations. He is worshiped and adored in the Diplomatic Corps for the vast amount of booze he is able to consume and his dedication to the drunken arts. Necoho has shown himself to be a dedicated Pacifican and a skilled diplomat on behalf of the Order. [hr] SCOURGE, IMPERIAL OFFICER OF FOREIGN AFFAIRS Scourge, otherwise known as "The Emperor's Wrath," bears a distinction almost unique among Imperial Officers of having held no major leadership roles outside of his chosen field. After joining at the end of July, 2013, Scourge entered into a turbulent Diplomatic Corps, in which Legate after Legate resigned over the War of the Orders. Finally raised to the post of Diplomatic Special Envoy in early 2014, Scourge rapidly made a name for himself as a leader beyond what was needed and found himself as Legate by the middle of the year. During this tenure, Scourge reorganized the flagging Diplomatic Corps and set about motivating the staff into a period of expansion and building of relations. Scourge was the first Imperial Officer appointed to serve in a three-part team covering one area in several years at the time of his promotion in October 2014, mere months after becoming Legate. Thrust into the post in the lead-up to the Doom War, Scourge proved a dynamic leader, transitioning smoothly onto the world stage and helping push through several treaties. Within a month and a half of his appointment, four of the Order's treaties had Scourge's signature on them, and others followed in the postwar period. He remains an extremely popular IO within Pacifica, though as a proponent of the Order's infamous "drunken diplomacy," he is known to occasionally be found on IRC making strange comments. Please give Scourge alcohol if you see him; Necoho has been drinking his share. [hr] DRCOOL, IMPERIAL OFFICER OF INTERNAL AFFAIRS Drcool joined Pacifica on April 16th, 2008, and is a life-long Pacifican. His career in the Order began as a recruiter in 2009. He shortly thereafter added jobs in the Praetorian Guard and Military Intelligence to his workload. Over time, Drcool built up a reputation for himself as a proficient worker and in late 2009 he was selected by his comrades as a member of the Council of Pacifica. He would go onto serve five terms as a Councilor, showing a strong dedication to the internal affairs of the alliance. After Council was dissolved in 2010, Drcool was elected as the first Chief of Public Services, which he served as for nine months. After nine months as CoPS, Drcool went on to serve as Chief of Recruitment, taking over the reigns of the department that started his career. After a little over a year in this position, Drcool took a break from CN, but in 2014 he returned to activity to once again help out Internal Affairs. Thanks to his work as an IA advisor and previous experience, he was appointed as Chief of Recruitment, where he served for four months until his appointment as Imperial Officer of Internal Affairs in October of 2014. During his time as Imperial Officer, Drcool has worked to improve efficiency, boost activity, and add to his department kill count. [hr] BILROW, IMPERIAL COUNSELOR Loved and hated each by many CN players, though we sincerely hope Pacificans are skewed toward the former, Bilrow is generally recognized as a legend of yesteryear, though he is still active today. After initially serving as a member and leader of the Grand Global Alliance until 2008, Bilrow joined the Order in March of that year. Like many of his predecessors, he dabbled in recruitment, procuring, mentoring, military intelligence, diplomacy, and the former Pacific Council, gaining a wealth of experience in most of the Order's key departments before rising to leadership. He led Military Intelligence as its Intelligence Director and created the Unimatrix System. Thanks to the initiative he showed from the moment he set foot on Pacifican soil, building on vast former experience, Bilrow was named the Imperial Officer of Internal Affairs in May 2010. Bilrow considers his crowning achievement crushing council beneath his feet and destroying its entire existence. Soon after, he was named a Hero of the Order for his services, making him the only active recipient of that award. Bilrow has long been regarded as one of Pacifica's most entertaining IRC participants, a moniker that is not easily earned. After the sorrow the Order faced when he retired in May 2011, Bilrow came back to CN and the Order three years later in May 2014. He was quickly appointed as an Imperial Counselor and wasted no time getting back to business as he helped form the new Pacific University by that July. Lately, he has been seen advising with the development of new tools. Often going by the IRC name Worlib, he remains a key member of the Order and is normally listed in the top 3 of everyone's favorite Pacificans, and Top 1 of everyone's favorite GGA leaders! [hr] JESSE END, IMPERIAL COUNSELOR Jesse End came to Pacifica in 2007, and before long Military Affairs snatched him up. He rose through the ranks quickly, setting himself apart from the rest even among the densely populated Pacifica of 2008. He worked tirelessly as a member of both Battalion Command and the Praetorian Guard, where he faced his first real test as its leader in the immediate aftermath of Vox Populi's infiltration of the Order. His time as part of the Guard ended around the time of the Karma War, which Jesse spent as Pacifica's Military Colonel. During the massive restructuring of the Order required after the Karma War, Jesse was appointed Imperial Officer of Military Affairs, an unenviable task given the outcome of that war and how much rubble needed to be cleaned off the barracks. After the grueling war against Doomhouse, Jesse took a well-deserved break from imperial office, lasting nearly a year. He resurfaced as Imperial Counselor in mid-2012... but something was different. He served a second stint in mid-2013 as Imperial Officer of Military Affairs, but he has spent much of the last three years as Imperial Counselor, hidden away in a massive server room emblazoned with "Keep Out" signs. His work remained largely a mystery until the arrival of the shadowy [redacted], which is now known to be Jesse's creation. Jesse's military background may be responsible for [redacted]'s great hunger for tech... 21. First off, let's give credit where credit is due: Happy 8th anniversary of the Great Greenlight to Farkistan. On this day 8 years ago--a boring Wednesday--the Greenlight ushered in over 800 nations, Schloss Eggenberg was one of them. Ironically enough, I remained unaligned for 6 months, then joined GOONS just in time for ModGate, the Moldavi Rebellion/Affair, and the UnJust War. As an unaligned, I was completely ignorant of world events, ho ho. In November, the remaining gov, Sarafina and Alastor, told us to either really surrender and get on with our lives, or fake surrender and sign up for Hidden GOONS. So, I planted one on IRON's behind and got to work as a sleeper for the next 7 months. As a Hidden Goon, I first went to RoFL, a GOLD diaspora AA, where I was made MoD because I had a copy of that expletive-filled war guide by Arcades. We merged into Purge, another GOLD diaspora AA, where the MoD resigned because RoFL sucked, so I was made MoD there. Our "protector" TPF dissolved our triumvirate and installed a viceroy one day because they were planning to merge with a Starfox startup and get a new protector, so I was made Emperor of Purge. I pissed on DarkMistress's boots on the night IRON declared on GPA, and Purge was shortlisted for a good stomping, so we disbanded. I went to Browncoats, because ChairmanHal was Prime Minister and I had a huge crush on his brain. While there, I disrupted the attempts of a bunch of crappy Polaris toadie AAs, the Dark Confederate bloc—whose graves I piss on—to kick WarriorConcept and Sarafina, the remaining 2 GOONS Senators out of the Senate, which of course resulted in a lot of threats and a court martial for me, from which I emerged victorious. A few weeks later, most of the active members poached off to form a new AA under the protection of our duplicitous ally IAA, and Hal left for Valhalla, so I ran for MoFA. There I instigated the Bubblegum War along with BDC President Zzzptm to prevent half of Black from getting drawn into the war through our treaty chains. The plot was discovered when an idiot Browncoat (probably Han Fei Zi) posted logs in an attempt to save our honor, but any moron ought to have known that he was just going to get them killed, and that's just what happened because their is no honor on Digiterra, not now or ever and especially not then. The outcome was rough, but the plan was beautiful. Whatever your opinion, it did transition me from notable OWF loudmouth to international infamy. I fought Browncoats/Polaris/Dark Confederate PZI for a few weeks, then joined TOP, where my anti-Pacifican politics made me the most popular member behind Revolution XYZ. While there, GOONS finally disbanded for real in June 2008. I got in hot water at TOP, they kicked me out and converted my rebuilding aid debt to 1,600 tech and proposed to hold me in limbo until it was repaid, and I didn't much give a rat's ass post-GOONS, so I killed myself on Manic Monday along with several other luminaries who were also fed up with the Continuum-ruled world. Fortunately, as a body-snatching time observer, I am immortal. A couple weeks later, the noCB War began and Starfox and Doitzel asked me to join them and 8 others in forming a super group to verbally thrash the evil Continuum. It was supposed to last a couple weeks and then we'd be gone again, but within 2 or 3 days over 200 nations joined our AA, and Vox Populi was thus transformed from a troll party into a real live movement that went on for 9 months and laid much of the climate change needed for Karma to take down Continuum. In Vox, my niche was a weekly publication, This Week in Pacifica, which took spy reports and made them public sport. It was a blast. Post-Vox, I founded Cult of Justitia to continue- and expand on some of the serious philosophical ideals of Vox. The seriousness of our ideals, rigorous application standards, and opposition status in the world ensured on one hand that we were never going to be very big, but on the other that what nations we had were dedicated. Those who weren't serious were shown the door, as I famously expunged half our membership on the eve our optional entry into the Doomhouse-NPO War in defense of NPO. To this day I am still extremely proud that Justitia's Cult attracted the caliber of members that it did. I also owe them all a debt of gratitude, especially Don Chele. By the end of the Equilibrium War, Justitia's Cult had run its course, and for that matter so had I, so we shut the doors on the Justitian Mystery, which I assure you is quite serious and real, and archived in only two places on this planet. Since CoJ, I have been in Polaris. Given my early history, many have been puzzled and some hostile about it, but the answer is simple and has guided me since Vox: Honor truth, not men. I do not reduce allegiance to petty friendship, but align to ideals. Polaris today is not the Polaris that PZIed me and dozens of others, it is one of very few alliances that both took Justitia's Cult and its ideals seriously, and was not afraid to be seen with us. I have mostly kept to myself since joining Polaris aside from a few months as Deputy MoFA. I set pen to paper tonight with it in mind that I was going to write just a few sentences, and here we are. Well, you all always loved me for my essays, anyway. Frankly, the last time I made an anniversary thread it was criticized as too egotistical, so by comparison I have kept this simple. I'm hesitant to make a list for fear of leaving people out, but I do want to say that there are a lot of players past and present who've been good friends or allies, and I appreciate you all. ChairmanHal has always been a voice of reason and a good friend to bounce things off of; Don Chele and Biff Webster did a lot of heavy lifting in CoJ; however depraved we were, long hours in #goonrush were a lot of fun with some funny and mostly good people; Sigrun, Van Hoo III, Dajobo, BloodFury, Yawoo and Daggarz were invaluable allies; and the entire Vox crew (there were 200-300 of you and I'm sorry I don't know you when you query me nowadays). That's it. I guess if you want to get interactive I'll answer any questions or return any barbs.

The 11th Year of Order's First Sing-Along Triannual Report My Emperor, His Honored Regent and Imperial Officers, Honored Allies, Respected Enemies, Indeterminate Neutrals, Friends, Detractors, and my fellow Pacificans: Our "Esteemed" Counselor Bilrow has been directed by the Dungeon Master Emperor to prepare and present a report on the Order's rebuilding progress as a result of the Doom War. This report was deemed too dull to release to the general public, and as such, I was asked to codify it into Sing Along form. The results are not much better, but here it is: Y11.T1.MA - The CN Sound Sir Paul Imperator Populusque Pacificus March 28, 2015 11 Years of Order

Article III - Sister Is My New Mother, Mother And is it me or is she looking hotter? Friendship and two way communication are vital to each party. Both alliances agree to be friendly and cordial and to resolve any potential disputes via private communications. Article IV - AHHHHHHHHHH GENE!!! Isn't he the best? Or is he just an idiot with balloons? When information worthy of being passed onto Gene Parmesan is discovered by either alliance, it becomes an obligation to pass on said information to the other alliance. GENE PARMESAN!!! Article V - There Is Always Money in the Banana Stand Both parties agree that burning down the Banana Stand is to be forbidden. Economic assistance and cooperation is encouraged to foster greater relations. We really can't make this more clear. Article VI - I Don't Understand The Question And I Won't Respond Whether or not it is a plate or platter is irrelevant. Both alliances agree to not explain this treaty to anyone. Article VII - Watch Out For Loose Seals! Swimming is dangerous. In the event of finding Lucille, Lucille Too, a Loose Seal, or any other dangerous encounter, either alliance can request the assistance of the other party. Fulfilling the request is not entirely optional - but neither is family. Just don't become a monster! Article VIII - Take To The Sea! Upon realizing the wise counsel of Barry Zuckerkorn, all future meeting shall be held in international waters. Should potential aggressive actions be discussed at these sea-born meetings, either party can opt to join in on the fun. It is international waters after all. Article IX - I've Made A Huge Mistake I've made a huge mistake. Maybe even the biggest little mistake I've ever made. Or even a huge tiny mistake. I don’t want no part of each other's tight-ass country-club. Say goodbye to these! Article X - Army Had A Half Day, Mother Mom signed me up for the army, just because the fat man dared her to. Should this treaty be dissolved, there will be a 72 hour additional Non-Aggression Pact added to the treaty in order to binge watch Arrested Development again, and to collect all of our medals. Article XI - The Man Inside Me Even if it means me taking a chubby, I will suck it up! Nothing wrong with that. I've been in the film business for a while but I just can't seem to get one in the can. I wouldn't mind kissing that man between the cheeks. Well, Michael, you really are quite the Cupid, aren’t you? I tell you, you can sink your arrow into my buttocks any time. 25. Dear citizens and immigrants of Planet Bob, After Hombre's rather awesome Declaration of War(look it up, it is beautiful) with =LOST='s fading glory making it even more fabulous, I feel like my announcement will be... well, less. There are no threats of cancelled bingo night and more greens for dinner at the cafeteria. No poetic passage or two about how we are the shadow of death and have fangs of glittering fairies. Well, we do but that's beside the point. The point is, our dear friends in Non Grata have been attacked and despite my better judgement and high dislike of war in general, we must respond. Because we love our friends. I figure that is pretty obvious from the last wars. And our history. Yeah, sure. Sometimes we're too inactive to react. Well, not this time. I'm up in the middle of the night and I am totally legit! So here we go. New Polar Order. Consider your ice green(get it? Because ice cream...? Oh, forget it, you're hopeless!). Actually, that sounds kind of yummy. Err, don't distract me, you fiends! The Last Remnants hereby declares war on NpO in defense of our friends in Non Grata. <3<3<3 Signed, Elorian Kestral Hombre de Murcielago P.S. Update time DoWs are overrated. Go eat some porridge, champ. We're doing this.
