The Casualty Pact The World War has come and gone, there is peace throughout planet Bob. In this depressing and boring time what else is there to do besides sign treaties and raid? Well let’s do both. The Wolves and Non Grata have agreed that they are similar in that casualties are what matter so let’s work to get them together. Al Bundy and Lyanna have come together to put another weird knot in the treaty world. The Wolves and Non-Grata have signed an Optional Defense Optional Aggression Pact. Article I – Killing our Dudes The Wolves and NG agree that although casualties are great, we should save our troops for the rest of planet Bob. This can be voided if we find that the rest of Bob sucks and we need to fight each other for fun. Both alliances agree to not commit any acts of aggression against one another and to respect one another’s members. *Lyanna and Admiral Alex can always fight each other whenever they want for any reason. Article II – Share in the Fun If one of the signatory is having fun fighting/raiding the other is welcome to join, but is not obligated to. Casualties are hard to find so the decision may be easy. Article III – Probably won’t work anyway If either signatory finds this agreement to no longer be any fun or assist them in casualties, they can cancel the agreement with 72 hours’ notice by notifying the other privately or announcing it publicly. Yes, it's a treaty in 2017 and it's a good one. Preamble: The Devils Brigade & Non Grata in the spirit of friendship and joint cooperation, hereby sign an Optional Defence and Optional Aggression Pact. Article I: Sovereignty In recognition of each other's sovereignty, the signatories agree that they shall not interfere in the internal / external affairs of one another. Article II: Non-Aggression The signatories will refrain from any and all forms of hostile activity and aggression against one another, such as committing acts of espionage and the use of military force. Article III: Intelligence Either signatory is expected to pass on any intelligence which pertains to the safety of the other, in a timely manner. Article IV: Optional Defense and Aggression If one signatory comes under assault from a hostile alliance, they may ask the other for military and/or economic assistance. The other signatory while not required, reserves the right to provide military aid and assistance as they see fit. If either signatory intends to undertake aggressive military action against a third-party, it shall communicate this information to the other promptly. The other is not obligated to provide military/economic support under these circumstances, but may do so if it wishes. Article V: Cancellation Once signed by the parties involved, this pact shall have full effect. Should either alliance wish to cancel this pact, a 72-hour notification must be given before the pact can be considered void. Aevum declares war on The Templar Knights, honoring Non Grata's request we assist them & Oculus against against those known to be plotting against them. The Templar Knights also knowingly harbored Gh0s7, as he convinced others to place frivolous sanctions on Aevum; which TTK was fine with when notified; yet didn't care and knowingly allowed him to continue plotting hostile actions against both Aevum and our allies from their alliance. We will fight alongside Oculus to see this war through to its conclusion and should the war expand; we may expand our involvement to assist Oculus on any front they may request it.

Hello, This is mostly completely OOC. My father had an important health problem and has been hospitalized (cerebrovascular accident / CVA). The causes are still being investigated, but some of the most "scary" stuff has already been discarded and thankfully there's no signs of dead tissue/neurons on the brain. I need to devote my time to this issue and fighting a "virtual war" is not among my priorities right now. I was fighting against a nation of Last Call. With permission of the government of Polaris I negotiated my individual peace with the government of Last Call. I was given peace and by the 23rd I will be able to switch to Peace Mode (I can't do it right now).... I will reamin in Peace for the rest of this specific conflict. My negotiation with Last Call involved telling them that I will not re-enter the conflict later when things get better (hopefully I assume that things will get better, but we still have to go through several medical examinations until the cause of the problem is identified and the solution to the problem can be performed -right now there isn't any clear explanation of what happened and why). So, on the 23rd I will switch to peace mode and will not re-enter the conflict between Npo-Non Grata & Allies vs Last Call & Alliies as to avoid giving Polaris an unfair advantage by having a "fresh" nation into the conflict if the war gets long and my familiar situation gets better (which is what I hope). I beg the leaders of the "other side" of the Conflict (the Allies of Last Call) to delete me from their current list of targets, since I can't fight right now due to these OOC reasons, my mind is somewhere else. Last but not least, I would like to express my gratitude to the government of Polaris for understanding the situation and SPECIALLY to the government of Last Call, who behaved like true friends when I explained them my situation and they acted very fast, getting me out of this war with a very friendly attitude. This afternoon, I noticed that a month ago I was asked what I thought about the Polaris-NG treaty. Yes, a month, I love you all, but I just don't care too much, anymore. I read my answer at Polaris' forum, and decided that it is sufficiently interesting to me that I know everyone else will be thrilled to read it. You're quite welcome. In all seriousness, even though the treaty itself is old news, the question became a platform to discuss philosophy, and I love talking foreign policy. I understand you're reducing your big FA moment down to a gotcha on me, but here's the serious answer. We will examine my opinion on Polaris' FA decision through the philosophy I have always used in regards to FA, illuminated by personal example. My opinion springs from my ideology, and ideology guides my actions, it all fits. My thoughts/philosophy on treaties in general should be well known enough, by now, (1, 2, 3) but I am keenly aware that my personality has overshadowed my message for a long time. So to recap, in short: First: A treaty is an endorsement, and a partnership, and it ties responsibility for one AA's actions to the other. For example, New Polar Order in 2007 can't PZI 20 people a year without being shored up by 3 or 4 different blocs, or NPO in 2008 can't keep GATO at war indefinitely for using peace mode without having 16 top flight AAs backing them up. Lip service does not change culpability. For example, if OsRavan says "I'm totally against reps" 500 times a day, then sits down in peace talks and says to Cult of Justitia "you will have no peace with ODN until you agree to pay GOONS $200,000,000" and to Legion "you will not have peace until you pay our allies $1 Billion" then what matters? The principles ODN says they hold, or the actions ODN takes? There can be no denying that a treaty is an endorsement and a partnership. Any such denial is intellectual dishonesty at best and in reality is simply a lie politicians tell each other, themselves, and the people in their AAs. Second: Alliances are organic entities. They are not static, they change. Recognition of that fact in foreign affairs and public discourse has always been central to my political stances. For example, Vox Populi was a reactionary popular movement against the Continuum bloc's "hegemony" (I never really liked that word, but that's the parlance)—not because a hegemony existed, but because of how it acted: Viceroys, people banned from being gov, ZI transforming from a harsh punishment to PZI lists as eternal black lists that removed people from the game and then to EZI (parlance again, EZI is just PZI), forced disbandment, OOC attacks by the hegemony against their enemies, and so on. New Pacific Order and New Polar Order were central to that. It was a feedback loop: they did harsh crap by the endorsement of their allies, but their allies often did worse things while NPO/NpO pretended to be more civilized villains—they were all responsible for the results of their power politics, the results of their power politics were the point of their treaties. In 2007-08 New Polar Order wrecked my AA GOONS (which was a vile AA and I was too new to the game to really know it), then spent a year chasing all of us around, PZIing us, threatening alliances we joined, setting up proxy blocs on Black to dominate the Senate, and everything else in the history books. Post-Vox, as the leader of CoJ I penned blistering attacks on New Polar Order. Yet here I am, member of New Polar Order. Because I'm a hypocrite? No, because between the time Polaris PZIed me to the end of Karma, Polaris changed wildly. And then from the time I founded CoJ and wrote that essay to the time I allied CoJ to Polaris and then dissolved CoJ and joined Polaris, Polaris had undergone even more transformations. Therefore: Treaties and military cooperation are endorsement and culpability; therefore, alliances should choose allies whose actions align with their character and ideals, or accept the hypocrisy that their actions are at odds with their identity and move on. (Realpolitik is just that, the allegiance to a distasteful ally to get a hard job done.) But the prospective allies out their, alliances, are not beholden to the past. There is no inherent hypocrisy in allying an alliance that wasn't in line with one's ideals 5 years ago or even 5 weeks ago for that matter if they have changed. There is no hypocrisy in recognizing change. People make lazy ad hominem arguments, obsess about my over-the-top persona and ego, and simply label any shifting allegiance I make as "hypocrisy" or selling out. These processes are a complicated ideological discernment and judgement. Politics from ideology is complicated, people don't like it, they don't like to wade through it. What do I think about this treaty in particular? I haven't paid any attention at all to Planet Bob in at least a year. I've been quiet because I hate retractions; I don't post unless I know. It's fun to stick my head out and rip on OsRavan once a year, but it's also simply the case that the past is just about the only topic I'm informed to speak on intelligently. I don't know if this treaty is realpolitik, or if Non Grata has become significantly different to a degree that you're a perfect fit for Polaris. Or maybe Polaris has changed sufficiently that we're a perfect fit for an unchanged Non Grata (in which case I'll start AA shopping :P ) A dear old friend left Polaris because of this treaty, I respect his discernment and principled stance for his own nation. If there is a meeting of minds between NG and Polaris, I'm glad we're working together. If Polaris and NG are engaged in realpolitik, that's a reality an idealist like me has to swallow sometimes to get things done (I always was a chaos agent with a conscience, myself)—my problem would be if Polaris lent its NS to seriously bad behavior, or if Polaris shifted what should be a short-term cooperation (realpolitik) into a long term FA position (hypocrisy). Although I had only been back a short time, I conversed with everyone I saw and pretty soon had developed a network full of interesting people. Franz Ferdinand was one of those people. Franz was the interior minister of Non Grata and represented the younger generation. With Non Grata's connections to DBDC, it seemed to me that a new generation of leadership would eventually bring Non Grata away from Pacifican Neo-Imperialism and into the mainstream. Of course, things didn't pan out that way, so Franz Ferdinand joins us today to share his perspective of Non Grata's decline. Thank you for joining us today Franz. Now, a while back as our viewers know, you were kicked out of Non Grata without any apparent reason other than perhaps opposing Steve Buscemi's political machinations. You were in charge of Internal Affairs, correct? Can you share your history in CN with our viewers along with your experience in government and leadership? I've served at every government level. I founded the alliances Black Dragons, NES, Monolith and Team Rocket within CNSE, and Pond Pirates within TE. Indeed, one of my better memories is of Pond Pirate achieving sanctioned status and a brown co-prosperity sphere. I was a founding signatory of the Red Dawn treaty bloc and supported the New Pacific Order after their defeat in the Karma War. These are a few of my achievements; however as I'm certain that you would like me to keep my answers short, I will cease on this vein otherwise Id be here forever. Haha! Continuing with the initial question, you are correct that I was the Minister of Internal Affairs within Non Grata. Non Grata has raised quite a few eyebrows in the last few months. From plotting to destroy Polar, to Steve's bloviating, it seems as if Non Grata's leadership is deeply entrenched in the Pacifican power structure. What was your relationship like with the three triumvirs? Which of the triumvirs do you think is the most reasonable in the face of the current global situation? At the time of my appointment as Minister of Internal Affairs, the Triumvirate was made up of Caustic, Tito and Dane0. Tito still reigns as one of the Triumvir's today right? Correct Tywin. Eventually it got to a point where I felt that the Triumvirate were not doing their job correctly and were actively withholding information from members along with lower government. The last straw was when Caustic decided to issue a demand for DEFCON 1 which apparently had not been sanctioned by the other Triumvirates. This resulted in me challenging him and Tito in the government channel and threatening to invoke a vote of no confidence in them if they didn't get their act together. Of course Tito threatened to smear my name on the Non Grata forums if I did that (and I expect he has done so after expelling me). Wow, so perhaps perceptions that Steve Buscemi was the sole bad guy here was incorrect. It sounds like Tito is quite ruthless with his membership. In the end, concessions were made where they allowed for a somewhat more open approach to things; but it was a minor concession, because the power remained in their hands. Eventually Caustic and Dane0 had to step down and were replaced with Steve Buscemi and Erwin Schrodinger. Comprising the current Triumvirate. In terms of these guys, I would say that Tito is too concerned with holding onto a seat of power and is very negative to opinions given by members. Steve Buscemi is a fun guy to talk with HOWEVER he does have problems communicating effectively on the OWF which affects Non Grata's reputation outside the alliance. That could be rectified is they employed a Minister of Foreign Affairs for this purpose however with the way the alliance is run, I dont think well be seeing that anytime soon. So Tito is the dictator, Steve Buscemi is the popinjay. Who is Schrodinger? Erwin Schrodinger is a great diplomat and leader and if Non Grata decided to go for a one leader approach, he would be the perfect successor to the legacy of King Xander the Only. On a side note, http://jsbin.com/EqAVELE further expands on my views and were a point of contention between me and the Triumvirate. Wow, well that's a lot of information even for me, but there's more. Rumors have surfaced that Non Grata utilized OOC hit squads to carefully monitor their rivals on the CN forums and report rules violations in an effort to intimidate and ban it's political enemies. As NG government, were you ever asked to conduct these efforts? What other unorthodox tactics does the Triumvirate use to eliminate both their internal and foreign enemies? I won't discuss all the details, but I have filed reports for a Triumvir as I knew the ins and outs of the rules. Generally, however, my services were rendered to Non Grata to pull off acts within IRC which were outside the bounds of sovereignty as a continuation of Team Rocket, with the most notable act being breaking into the private channel of RIA and listen in on their actions. This was done more to show that I could rather than a proper action. Recently I had compared the statistics of several Pacifican alliances and I noticed that between September and now, Non Grata has lost nearly 40 members, bottoming out at around 100 members today. One of these members was yourself. That's almost a third of their membership Franz, a third. To be more accurate it was around 28.5% of the member base. That's almost a third of the membership! Was the membership loss due to poor morale in the face of an un-winnable war, or more removals of internal political enemies of the triumvirate? Well, I personally think alot of the losses are due to automatic nation deletions after 25 days. I know that post-war, there was a rumour circulating the alliance of a splinter alliance forming to go after Valhalla yet I am unsure if this is still going to happen as the most notable participant of that (Sunny Side King) is no longer around so this might possibly no longer be planned. Woah, so a splinter alliance of ex Non Grata members could be hovering out there somewhere targeting Valhalla. Well, I don't know how probable that situation is. Non Grata recently published an OWF piece that apparently used espionage to condemn the opinions of an Umbrella alliance member. This seems to be a mendacious low-blow and an attempt to shatter the will of the coalition. Do you think this was another one of Steve's political manipulations, or simply a poorly thought out idea from the author? I personally think that it was an interesting tactic employed by the triumvirate posting that information because it highlights that Umbrella had a security breach. The information highlighted an Umbrella member's private opinion, HOWEVER, the problem with it is that it was not attributed to a particular person and thus could have been faked or were from someone who was not a major player within the alliance. Please opine. My personal view on the whole incident is that this wont break the Coalition. At the moment Paradoxia have set up the war in such a way that they have Non Grata and their allies in perma-PM and I'm sure that Umbrellas allies wont care about the triumvirate's propaganda. In the end though, Non Grata could really do with someone to perform an assessment, because at the moment, anything they post just doesn't carry any weight. I'd like to conclude on a note of hope. Non Grata currently doesn't face significant terms, and still has the opportunity to walk away from the Pacifican power structure and start fresh. But with an unelected and spurious Triumvirate, I suppose this may not be possible for some time. If you had the chance to lead Non Grata to a fresh start, what would you do as leader? Well, if I was to lead Non Grata, I would consider reconciling with The Order of the Phoenix in order to prepare for a revenge hit on IRON for their betrayal. Well, certainly an animated foreign policy ambition! I would also consider looking for more unconventional allies. When I was in the government of Non Grata, work was undertaken to get close with The Imperial Order and The Terran Empire. Unfortunately neither venture bore fruit due to the disjointed way that the modern Triumvirate operates. The loss of Doomhouse crippled them as a genuine threat. If I was unable to rehabilitate Non Grata, I would say that the only other thing might be to wind them up and allow for them to be remembered for their glory days rather than continue down the path of self-destruction which will ultimately engulf them. This is the second war in a row that they have fought on the losing side, and I have a feeling with the direction the alliance is currently going, this streak is only going to continue.
