The Confederation will not enter any contract which might obligate it to assist an ally in a conflict which the ally has entered due to obligations to a third party. I have been purposefully vague about my "revolution" and how I sought to go about it, and a series of unfortunate events have led me to take a more direct approach. OOC: IC: Under the rule of the Imperial Crown of Tianxia, the collected islands of Bahrain hereby declare their entry into the Tianxia Imperial Commonwealth as the Fakhri-Zaahir Diarchy. The nation stands united under the twin monarchs, Amal Ibn Fakhri and Abd-Al-Aziz Ibn Ali Zaahir, who grace the nation with their leadership as the head of government. The Diarchy formally recognizes the Tianxia Imperial Family as the Head of State. The Duel Monarchy hereby pledges itself to the principles of peace and charity, and following these principles of non-violence, the Dual Monarchs have declared that the Fakhir-Zaahir Diarchy shall never raise its hand in military action, nor maintain a military. The duties of peacekeeping are to be left to the civilian police and the art of diplomacy. The government will be accepting any questions from the world press at this time.

:Private: Northern Mexico had been under the guidance of the American Commonwealth for some time since the collapse of Mexico, the Americans were generous in their administration but the people of Mexico are a prideful bunch, and have experienced many governments rising and falling. Yet again the people began whispering amongst themselves for Mexico to be independent once more. Local governments in the Sonora and Chihuahua districts found they had similar interests in wishing to become a state, together over a few weeks in Guaymas they established an outline of a constitution for a democratic republic, and organized elections to find their new leadership. The République démocratique du Congo under the Exarch of Africa hereby petitions her to recognize our people and reform our country and our people. Under our President Joseph Kabila, we are asking to unite our splintered people, and bring stability back to the Congo. Upon the Exarchate approval the Congrès de la République démocratique du Congo, which is currently the civilized peoples and tribal leaders of the land, will begin the drafting of a constitution and a bill of rights. We then have many aspirations to bettering the people and our world as a whole. Again we implore the Exarch to recognize the République démocratique du Congo as a sovereign state in this world, and for her blessing for whatever hard times we may endure. For we shall do the same.

War Doves Declaration of Existence We didn't plan to DoE until next round, but we had some excited newcomers that just couldn't wait any longer. I'd like to say that our previous members are very spread out this round. This is not a call for them to rejoin. I'd like to thank every one of their host alliances that have taken them in when I had my hands full elsewhere and we could not DoE in the start of the round. These members are encouraged to stay where they are, and fulfill their obligations in their homes this round. If any alliance have any problems with former WD's members please contact me directly. If they are not in good standing with their AA this round, their application to War Doves will not be approved next round. Now onto part 2 of the announcement. Some of you may remember that we had technical issues last round when Kurdanak's irc nick dropped. It seems the tradition has continued, and our forums went down during an update, had to be reset and cannot be restored. We've had to start over from scratch, so if you registered an account on our forums, we ask that you please re-register your account. The address is the same. Part III: Since we have a couple people with limited war experience, Skaro has graciously agreed to let us have a 4x4 war for training purposes. Since the fall of Faraway, the lands of Canada had been lost. They had come under guidance of the American Commonwealth, who instituted a special administration over the region until such time as the Canadians were once again able to govern themselves. In the south, the great cities of Canada, sitting on the north bank of the St. Lawrence River, have come together and formed themselves a loose “alliance” of sorts. The alliance serves only one purpose, to petition and pressure the American Commonwealth to grant these city-states and municipalities independence. 'I hereby open this Congress of the Saint Lawrence Alliance and welcome you all to this meeting.' Napier Arkwright declared to the men and women gathered in the room. The delegates were meeting in the self-declared "Serene Republic of Montreal", the biggest of the city-states, where the initial treaty forming the alliance had been signed. 'Ladies and gentlemen, as you all know, we are gathered here today, to formally sign a declaration calling on the American Commonwealth to the Saint Lawrence Alliance independence as a new confederate body, the Saint Lawrence League.' Napier read from his notes. 'This confederation of city-states and municipalities, each autonomous in their own right, is to provide for us all, a common foreign, defence and monetary policy. The last several weeks of hasty negotiation have provided us, the delegates elected by our local authorities, with a clear interim mandate to govern and establish the confederation with the above policies in mind, until such time as an official constitutional assembly is organised.' He concluded. 'As the elected speaker, I will now call upon any delegates who oppose this motion to speak against it. Following them, there shall be a speaker for.' There was some debate for the next hour, only bureaucratic questions and clarifications concerning the powers of the interim administration, and a vote on those delegate who would make up the three person directorate, who will act as the interim executive. Article I - Government Chief Executive Officer (5*) (CEO): - The leader of the alliance, has the authority to act unilaterally in the best interests of the alliance. - May, but is not required to, also hold one or more Gov’t positions. - May appoint or remove any member to any position in the alliance. - May choose to take direct control over any office, for the best interests of the alliance. - Is expected to, but not required to, discuss all major decisions that are not time critical with the other 5 stars. - Has final approval or rejection of all treaties. - Is the only one able to declare the alliance at war. - Position is permanent, except for retirement or removal. If the CEO is lost or remove from office the five stars simply move up and replace. Chief Administrative Officer(s) (5*) (CAO): - The heads of the 4 departments; Defense, Foreign Affairs, Finance, and Internal Affairs - May appoint staff as needed to effectively operate their departments. - Are expected to assist in other departments as needed to maintain alliance operations. - When a seat is vacant, new Chief Administrative Officers must be approved by majority vote of other 5 stars.. - May be removed from office by unanimous vote of other 5 stars. - Expected to discuss and vote on all alliance matters that are not time critical. - May willingly retire to a High Advisor position. Deputy Administrative Officer(s) (DAO): - May be appointed by the CAO of there respected department, or CEO to any department. - May be replaced if proven to be ineffective in there respected department. - Multiple Deputies may be assigned to there respected departments on the approval of the CEO. - May or may not have moderation abilities in there respected department. This is solely base on the policy of the CAO of that department. High Advisor: - May be appointed by the CEO upon approval of the CAOs. - Has the same access as the CAOs, but lacks moderation abilities. - May take part in discussion of Gov’t, but lacks the ability to vote. Advisor -May be appointed by CAOs, upon approval of the CEO. -Has the same access as the DAOs but lacks moderation abilities. Article II - Official Color Currently the alliance will maintain a Multi-Colored policy. This is expected to change however in the future. Article III - Raiding Raiding is strictly forbidden. Any attacks on members will be treated as a defensive battle and orders will be issued to attack the nation who attacked our own. The Democratic State of Romania It's a beautiful day in the city of Bucharest. The sun is shinning, there's a slight breeze in the air, Romanians from all corners of the region gather in the capital for the planned festivities. People are playing games, swimming, having cookouts, even just spending the day with friends and family. Even with all of the happiness and excitement, the people of Romania are still quite anxious to hear the words they previously thought was just a dream. Dusk begins to settle over Bucharest. The people who remain in the town square are eager to hear the interim President, Viorel Stanislav, as will as everyone who is watching or listening to this event over radios and televisions. After a few short thank-you speeches are given out by several city officials, the President makes his way to the balcony of building, close to were the festivites are being held. "My fellow brothers and sisters, this is truly an amazing day. After all this time, our dreams of self government have come true. From this point onwards, we will have our own government, our own state. From now, to forever, we will be officially known as the Democratic State of Romania. Charter of the Ultra Alliance Preamble Article I: Government Positions Article II: The Flow of Change Article III: Membership Amendments Article IV: Compulsory Alliance Agreements on Civil War Article V: Raiding Preamble: The Ultra Alliance(UA) has developed as an alliance to support relevant common goals for the for all nations in the Green Sphere. We provide for the common defence, promote the general welfare, and enjoy prosperity along with many other things. We have learnt many mistakes while playing Cyber Nations and we shall not make those mistakes again. Henceforth, we establish this Charter. Article I: Section 1 -Ultra Lunar Leader(ULL) Section 1.1 The ULL provides leadership for the entire alliance and cannot ban the government. The ULL has authority over all matters except as indicated below. Section 1.2 The ULL retains the position until offering resignation or has become inactive for over the allowable limit. Section 1.3 The ULL is responsible for expelling members for offenses to the UA(including inactivity). Section 1.4 The ULL and the House of Founders(HoF) have the authority to change the charter, but only with majority voting approval from the House of Nations(HoN). Section 1.5 The ULL, Foreign Affairs Minister and the Ultranian Defence Minister all must agree on the act of declaring war. All members reserve the right to attack as a defensive, if declared war on. War declared on one UA nation is war on all of us. New recruits who were already at war before being recruited will not be supported in their war and peace talks will take place. Section 1.6 The ULL is responsible for or giving out any position that is not filled by the HoF or HoN. Section 1.7 The ULL must appoint a successor, to the alliance leadership, if they step down from their position. Section 1.8 Should the ULL face unknown circumstances and completely disappear from contact with the alliance, the DLL shall be considered for assumption of leadership of the alliance, as ULL. Section 1.9 The DLL is chosen by the HoN to represent them. Only members of a high party position can take the role of DLL. Section 2 -Deputy Lunar Leader(DLL) Section 2.1 DLL acts as the leader of the HoN and as Second in Command to the ULL. Section 2.2 The DLL is appointed and dismissed by the ULL. The DLL is highly motivated and/or possessing extensive alliance experience. Section 2.3 The DLL makes decisions if the ULL is absent less than 15 days, but more than 5 days from their post. Section 2.4 The DLL has authority over HoN and General Population(GE-PO). Section 2.5 In the absence of the ULL, the DLL has authority to make any, and all, decisions necessary for the proper operation of the alliance. Section 2.6 In the absence of the ULL, the DLL, with separate majority votes from all MPs can declare war and peace with other alliances. The ULL must have been absent for more than 24 consecutive hours in order to declare war and peace, however, armies may be put on alert or order to cease-fire, by the DLL, at any time prior to a full 24 consecutive hours of vacancy. Section 3 -Parliament- Section 3.1 Rulers are appointed to this government position and subsequently dismissed from this position by the ULL and the HoF at will. Section 3.2 Duties of the HoN are designated by the ULL or by the HoF. The HoF can create any position they believe is appropriate for the proper functioning of the alliance but there must be a government vote. Section 3.3 HoN positions are to be announced to the alliance by the ULL at the time of appointment including a description of duties. Section 3.4 HoN has authority over apprentices and the HoF has authority over membership. Section 3.5 The HoF has the authority to suspend a member while under investigation. During the suspension, the HoN and must provide details to the ULL and DLL regarding the member's infractions. A final decision of the fate of the member will rest with the ULL. Section 3.6 Apprentices - any HoN member can assign an apprentice for their position. The apprentice positions are for training purposes only. Only one apprentice per position. Section 3.7 The HoF has the authority to remove the ULL with unanimous Parliament vote as well as majority vote of the GE-PO. All votes to be conducted by public poll of no less than five days in the forums for MPs and a separate GE-PO poll for five days for members. Such a poll can only be conducted once every month. An explanation for why the ULL needs to be removed is required in both poles and must be relevant. The ULL has the right to campaign against it. During the formal challenge to the ULL's authority, the ULL will have no authority - the DLL and HoF will rule by majority vote with the DLL acting as the temporary leader of UA. Article II: Section 1 HoN is the first level of legislation in the UA. The HoN shall discuss among themselves any changes or ideas coming from the base members. Section 2 Once a decision has been reached by the HoN through majority vote and approval, they shall elevate the idea and then then take up the idea. The DLL has an equal voting share with each member of the HoN and votes on all issues simultaneously. Once the HoN have approved through majority vote and approval, the DLL shall present the idea to the HoF for final decision and implementation. Of course, the ULL can initiate change by presenting an idea to the HoN or directly to the House of HoF deliberations and decision by majority vote. Although the ULL has authority over the alliance, the ULL cannot make changes to the Charter without majority voting from both Houses of Parliament. Section 3 Any laws, treaties or policy changes posited that are found to be intrinsically inconsistent or contrary to the laws established in this charter, are to hold no legal bearing in UA. The GE-PO are not bound by inconsistent law and may challenge the basis of any law and attempt to have it overturned on grounds of inconsistency or contrariness with the charter of UA. To do this, they are to bring the challenge to the House of Founders. Members cannot be expelled for doing such. Section 4 The UA is a democracy and we have an election at the end of each month to elect a new ULL. This election is called the Lunar Election. A Lunar Term is equivalent to 1 month. Article III: Section 1 New Nations will provide the following information as a minimum(they may be asked for more): 1. Nation Name: 2. Ruler Name: 3. Link to nation: 4. Past Alliances: 5. Recruited By: 6. Are you currently at war? All new members will complete the entrance requirements as outlined in the forums. Entrance requirements can be waived or modified at will by Parliament. Any member not successfully completing the entrance requirements has the opportunity to review their results and try again as many times as the applicant wishes. Section 2 Inactivity is defined as a ULL who is no longer putting any effort into the alliance, his/her position within the alliance, and/or their respective Cyber Nation, for a consecutive period of 15 days. Exceptions can be made, if the ruler has given prior notification via a public announcement explaining a planned inactive period, such as going on holiday, long term jobs(Overseas, acting, world travels), and/or real life ordeals. Private messages to other rulers do not count and it must be a public announcement and posted prior to the inactive period. Otherwise, any ruler deemed inactive gives up their rights to any position they held in the alliance, which includes any position in Parliament, as well as all other positions in the alliance. Inactivity is not considered one of the highest offenses but can be punishable by expulsion from the alliance at the discretion of the Parliament. Section 3 Examples of inactivity include, but are not limited to, the following: -Not performing their appointed duties for the greater good of the alliance for a period greater than 15 consecutive days. -Fail to vote a Lunar Election. Section 4 "Elite Ultranian" is a noble title to hold in UA. It is not a government position; however, your word is respected above those of normal membership. To become a Elite Ultranian, you may do one or more of these: Be a well-respected member who has been with us a long time and shows his loyalty. Surrender one of your Aid slots in help of the UA or TENE whenever asked for; whether it be Beginners aid, development, or something similar. After retirement from government, as long as you showed your worth and proved yourself. Article IV: No UA country shall attack another or spy on another UA member. If found or reported, they will be removed from the alliance and be classed as a traitor. Article V: Raiding is illegal within the UA and is punishable of being kicked from the Alliance. Thanks to Admin, our charter is officially under revision. We'll probably finish that whenever we decide that charter writing is more fun than warring or having sleepovers and pillow fighting in our underwear. Also, there are a couple major changes to War Doves government this round. Most unfortunately, Kurdanak will not be with us this round. We fully expect him back for round 27. Already Europe was springing into life with dozens of new countries, all struggling like new flowers to catch the rays of the sunlight after the death of a mighty tree. All were succeeding magnificently. Now it was Denmark's time to be free once again, after close to a century of German rule since Lubeck collapsed, not that Lubeck was a special nation or one to be revered, but it was the last free Danish state before the dark age. Now, in the courtyard of the four palaces at Amalienborg, Copenhagen, tens of thousand of Danes flocked, television crews arrived, and the only living heir to the Danish throne strode forward with all the airs and confidence of a man who at long last no longer needed to hide to preserve his bloodline. "People of Denmark, Europe, the world, Athens and Russia. I stand before you as a man who has spent his entire life hiding from persecution, intolerance, indoctrination and oppression under the German Empire. My name is Frederik André Henrik Christian, the last living heir to the throne of Denmark and I have been crowned as Denmark's King. We Danes have a rich history spanning over a thousand years and I aim to place us back onto the pages of history, not for acts of greatness in battle or charity, not for any other reason other than surviving the dark age of Europe, when the greasy wings of Germany stretched from the Arctic Ocean, to the Black Sea. A twenty one gun salute was fired from the Honorable Artillery Company situated on the river bank. "Denmark is free. I will form a Parliament and local councils for all grievances to be heard without punishment, I shall rebuild the military to ensure this country never again falls under such a diseased, cancerous nation like that of the German Empire. I will create jobs, build homes hospitals and schools. We shall have political parties and a Prime Minister and elections, but I swear an oath on this day to all Danes. The Nordic Socialist Party is banished, it is now an illegal organization within Denmark. We are to rebuild on the pillars of truth, tolerance, education and freedom. The freedom to chose your own thoughts, make your own decisions and the freedom to sleep soundly in your own bed without fear of being dragged away in the night and never seen again. That is my oath." he finished, his ceremonial sword held high over his head, the crowd now a frenzy of cheers. "Danmark er Fri!" he shouted as he sheathed his sword and walked into the crowd, causing his security considerable irritation as he swanned around freely amongst the people, shaking their hands, kissing babies and such. After the announcement, the people of Denmark, almost as a hive mind, held parties across the land and the King got well and truly mortal on mead in a beer hall that had been constructed in the plaza he gave his speech. A golden age had dawned for Denmark and King Frederik would guide his people to prosperity and a strong future. OOC This entire post, is dependent on Justin allowing me to move into Denmark. The only reason I have not waited is that tomorrow I go into hospital to have surgery on the small of my back, directly over my spine and so I will be missing in action for anything up to three weeks whilst I recover. Which means I cannot stay up late tonight for Justin's timezone to arrive for me to talk it over directly with him. Since then his wife had died from a lengthy battle with cancer, his son, the playboy Prince had been turned into a drooling vegetable after being involved in a drink driving incident in Helsinki as the driver of the offending vehicle and since he stepped down nearly thirty years ago, time had taken its toll on his formerly fit body. When he was crowned the first time round, he had just turned forty. Now he was crowned again on his seventieth birthday as the High King of Finland and the Mark. His nephew sat below him on a lesser throne, crowned the King of Finland and the Mark. Younger and somewhat less wise that his ancient uncle, he had been in the Navy and served with the legendary Admiral Joona during the war to liberate Britain from the Americans and had stayed with him in England after Finland collapsed once again. He fought in every conflict the English ever found themselves in from the North Atlantic facing off against the Russians, to the coast of Africa and now he was back in Finland to be crowned its King. Christian, crowned High King would be more of a ceremonial figure until his health failed him and his nephew, Niklas Vesissari would be named the High King, at which point he would become the one and only King of Finland and the Mark. The priest stopped his mumbling and blessings of Latin over the two men and Christian rose from his seat and made his way slowly down to the lower throne and placed the crown on his nephews head. "In the eyes of Ukko and the old Gods, I charge you, Niklas Vesissari, with the defence of this nation and its people. You swear before almighty Ukko, the old Gods and the people of this nation that you will not fail them as their King and that you will ensure the continued prosperity that Finland has enjoyed under the rule of the Russian Empire. Will you solemnly promise and swear to govern the people of Finland, the Mark according to the respective laws and customs? "Will you to your power cause Law and Justice, in Mercy, to be executed in all your judgments?" rasped the old King, his breathing was the only noise to be heard in the entire Cathedral. "I swear to you, High King, all this I promise to do. The things which I have here before promised, I will perform, and keep. I swear this by the Old Gods" he answered, his eyes fixed on the pane of glass directly in front of him. "Then it is done" replied Christian as he lowered the golden crown onto his head, the fire from the candles dancing across the lions that rose up from behind his ears to meet in the center, their jaws each holding half of the centerpiece of the crown. A blood red ruby so beautiful, it was said to contain the soul of Finland itself. Niklas rose to his feet before speaking directly at the great assembly of people in the Cathedral, TV cameras, radio microphones and politicians. "People of the world. It is thanks to the benevolence of the Great Russian Empire that Finland is once again independent. High King Christian, now aged and wise has taught me much through my life and he will continue to teach me and others until the day he goes to Tuonela. Today is the day that the document of Independence, signed and ratified by the High King and Emperor Mikhail III of Russia, comes into effect. Finland is its own country once more. Emperor Mikhail III of the Russian Imperial Family is hereby tended the honorary title of the Grand Duke of Finland and has my sworn allegiance as a friend and ally of the Russian Empire, to stand by it's side when the days grow dark on this world." he finished before stepping down and waiting for his Uncle before assisting him, slowly out of the building and into the ornate carriages that would take them to the Royal Palace, formerly the Presidential Palace.

The Chairman has been elected by the locals of the nation and he has selected a council of 20 members to represent the districts, The republic will hold elections every 4 years in which only members of the communist party may vote. The council will always be selected by the Secretary General of the state to maintain policies. Together in peace the people will work towards a brighter future for their children and the children of the planet in hopes to maintain peace and freedom.
