Dude, you're literally talking to an allied gov member, bringing up issues that happened in alliances which no longer exist with people who no longer reside in this world.

This is entirely dependant upon the alliance, I know for that AW are friends you can count on regardless of treaty level, I'm sure the fine folks at LC are the same. Maybe don't judge all alliances based on !@#$%* ones

The formula includes: (Infrastructure Purchased / 100) Note that there is no cap to this, whereas there is a cap to the CPS penalty from population, so at 40K infra you will have +400 from infra and -200 from population(I assume), so +200, from there, with the other bonuses that would usually add to over 500? I'm not entirely sure of his maths TBH, and the formula is a little weird IMO.

Maybe Morphine declared without proper permission? GPA definitely does counter rogues when possible, I recall they used to have a near ZI nation with nukes/troops/wonders/improvements who they would constantly aid in order to protect their newbies.

Also TBC is getting rolled by a bunch of people, and NG members are hitting both GPA and OBR.

"Neutral" simply referred to an alliance with no place on the treaty web. Generally it can be used to refer to alliances with no military treaties (MDP's, oDoAP's, et cetera). However some alliances may have no military treaties per se, but still have those relationships, such as Kashmir, which has as many treaties as GPA, but is not considered neutral. Neutral is usually used to refer to alliances which avoid fighting wars, however this is not always the case, for example I believe GOP declared war on MQ when they attacked TDO, GOP was a neutral alliance, but they felt that an attack on another neutral alliance for no other reason than them being neutral was an attack on their way of life. FAN likewise is not currently recognised as having any treaties and so could technically be called 'neutral', but has launched aggressive wars. The most notable neutrals like WTF and GPA have never engaged in a non-defensive war. Neutral is also sometimes used to describe alliances which are seen as avoiding war, even if they do have treaties, I suppose this is meant to be an insult, but frankly if an alliance with treaties is avoiding wars, then there are better words to demean it.
