Although the button shows, the game won't allow you to actually launch the nuke. I should work on fixing that button at some point.

The leader shows to be electron sponge, who is active. Where do you see that it was assigned to a different nation?

Going to try two supplemental resources for round 61. While this doesn't totally address the issue, it might mix things up a little for this round and will make it easier for nations to connect to various resource combos. It may be a little over-powered actually, but will be interesting.

Round 61 has started. New for this round: Supplemental resources were added to the game on Round 61. Players can select two supplemental resources to connection your nation to that do not require trade agreements.

How would this work? Are you suggesting to eliminate trades with other players completely? What if there was available an option to select two "supplemental" resources that your nation would auto connect to without any trade agreements?

What is the specific issue?

Round 58 will start Monday August 2nd, around mid-morning server time.

As Onion said in the post that you linked, he was inactive for 2-3 years. His last bill payment is shown as last paid 170 days ago. That means when he went inactive he was already 170 days behind on his bills and upon his return, the game auto adjusted his last payment date to put him right back to 170 days behind. If the game didn't adjust then he'd be 1095 days (if he was away for 3 years) + 170 days that he was already behind = 1265 days behind.
