      Cyber Nations Forum Rules   07/03/2016

        Cyber Nations Forum Rules
In the process of registering on this forum, all players--including you--agreed to accept these terms and conditions and the terms and conditions of Invision Power Board. In doing so you essentially signed an electronic contract pledging to have read the rules and TOS and agreeing to follow the rules and TOS as written. It is your continued responsibility to read, follow, and keep up-to-date with the CN rules.
The following are basic guidelines for use of the Cyber Nations community forum. Anyone caught disobeying these guidelines will be issued a warning. The forum staff works on a five warn limit policy unless the situation calls for more appropriate action ranging from a verbal warning to a double warn and suspension to an immediate ban, etc.   Just because something is not listed specifically here as illegal does not mean it's allowed. All players are expected to use common sense and are personally responsible for reading the pinned threads found in the Moderation forum. Questions regarding appropriateness or other concerns can be sent via PM to an appropriate moderator.   A permanent ban on the forums results in a game ban, and vice versa. Please note that the in-game warn system works on a "three strikes you're out" policy and that in-game actions (including warnings and deletions) may not be appealed. For more information regarding in-game rules please read the Cyber Nations Game Rules.   1.) First Warning
      2.) Second Warning
3.) Third Warning (48 hour suspension at the forum)
4.) Fourth Warning (120 hour suspension at the forum)
5.) Permanent Ban   Game Bans and Forum Bans
If you receive a 100% warn level on the forums, you will be subject to removal from the forums AND have your nation deleted and banned from the game at moderator(s) discretion.   If you are banned in the game, then you will be banned from the forums.   Process of Appeals
Players may not appeal any in-game actions. This includes cheat flags, canceled trades, content removals, warn level increases, nation deletion, and bans from the game.   Players may appeal individual forum warnings. You may only appeal a warning if you can show with evidence that it was unwarranted or unduly harsh. If a reasonable amount of time has passed (no less than one month and preferably longer) in which you have demonstrated reformed behavior than you may request a warning level reduction. Wasting staff time with inappropriately filed reports and/or unfounded appeals will result in a warn level raise. Repeat incidences will result in a ban from the forum.   Bans are permanent. Banned players may appeal to the Senior Staff if they believe grounds exist (very, very rare) in which they state their case with evidence and why explain why they believe they deserve to be allowed back into Cyber Nations. This process is not quick and the investigation into cases may last three minutes or three weeks or more depending on the individual situation.   The only place where discussion of moderator action is acceptable is in the appropriate Moderation forum. Posting commentary on or disagreement with moderator action elsewhere will result in a warn level raise.   Posting
All posts must be in English. Common phrases in other languages will be allowed so long as they are translated upon request. Foreign languages are permitted in signatures and avatars, however.   Certain areas of the forum require you to have a nation in either standard CN or CN:TE. If you have...   A SE and a TE nation: You get one forum account. Your forum account name must match your SE nation or ruler name. You are allowed to post in either SE or TE areas of the forum. You must have your CN:TE nation name listed in your profile to post in the CN:TE section of the forum.
Just an SE nation: You get one forum account. Your forum account name must match your SE nation or ruler name. You are not allowed to post in any TE areas of the forum.
Just a TE nation: You get one forum account. Your forum account name must match your TE nation name or ruler name. Your must have your CN:TE nation name listed correctly in your profile. You are not allowed to post in any of the SE areas. You are allowed to post in the water cooler, question center and the moderation forums. Other than that, all your posts need to stay in the TE area.   Flame/Flamebait/Trolling
Flaming is expressing anger or lobbing insults at a person/player rather than a character, post, idea, etc. Flamebait are posts that are made with the aim of targeting/harassing/provoking another user into rule-breaking. Trolling is submitting posts with the aim of targeting/harassing/provoking a specific group into rule-breaking. Forum users should not be participating in any of these, and doing so will result in a warning.   Topic Hijacking
Hijacking is forcing the current thread discussion off of the original topic and usually results in spam or flame from either side. Forum users found hijacking threads will be given a warning.   Repeat Topics
One topic is enough. Repeat topics will be locked, removed, and the author given a warning. Users found creating repeat topics after others were locked by staff will receive a warn raise.   Joke Topics
Topics created as a joke are prohibited. Joke topics will be locked and the author warned. This includes topics in which the author is making an announcement “for” another in-game alliance. Humorous threads are permitted; it is up to the discretion of the moderation staff to determine what is merely satire and what is actually a joke topic.   Spam
Spam is defined as creating posts or topics containing only contentless material of any kind. Users found spamming will receive a warning. Examples include (but are in no way limited to) posts containing nothing but smilies, "+1", "QFT", "this" any other one/few-word contentless combination, joke threads, or posts containing quotes and anything that counts as spam by itself. Adding words to a post with the express intent of avoiding a spam warn will result in a warning. These posts and other similar contributions have no substance and hence are considered spam. Posts of "Ave", "Hail" or any other one word congratulatory type are acceptable as one word posts. Emoticon type posts such as "o/" without accompanying text is still not allowed. Posts containing only images are considered spam, unless the image is being used in the Alliance Politics sub-forum and then the actual text of the image be placed into spoiler tags.   Posting in All Caps
Posting large amounts of text in capital letters is not permitted. Use discretion when using your caps lock key.   No Discussion Forums
There are forums that are not for discussion and are used strictly for game and forum staff to address certain issues, bugs, etc. The following forums are not open to discussion: Report Game Abuse, Report Forum Abuse, and Warn/Ban Appeals. Only moderators and the original poster may post in a thread, period, with absolutely no exceptions. Users found disobeying this guideline will receive an automatic warning for each offense.   Moderation Forums
All Moderation forums also maintain pinned threads clearly marked as required reading before posting. Failure to read and follow required reading and procedure in a Moderation forum will result in a warning. Examples include posting requests in the wrong forum, failure to include all required information in posts, etc. The standard of conduct and enforcement of rules in Moderation forums is strictly enforced and the repercussions for disregarding rules or disrespecting staff are harsh. Read the pinned threads before posting and you will be fine.   Namecalling
Excessive or unqualified namecalling is not allowed in IC forums; namecalling should also never make up the bulk of a post. Namecalling is prohibited entirely in all OOC forums.   Filtered Words
Any attempts to evade the word filter will result in a warning. The terms we have filtered are filtered for a reason and no excuse for evasion will be accepted. Filter evasion includes censoring or deliberately misspelling part of a filtered word.   If you link to a website, image, video, etc., containing profanity, please post a disclaimer before the link. The moderation staff may still remove links if the content is deemed too obscene.   Harassment
Forum users should not be stalking/harassing others on the forums. Anyone found stalking players from topic to topic, etc., will be subject to a warning.   Gravedigging
Gravedigging is not allowed anywhere on the forums. Gravedigging is "bumping" old topics which haven't been active for quite some time (four to seven days is standard depending on the nature of the thread and how many pages back it had been pushed before bump). Your warn level will be raised if you are caught doing this.   The Suggestion Box and Black Market forums are partial exceptions to this rule. Suggestions/ideas in that forum may be posted in regardless of age PROVIDING that the reviving post contains constructive, on-topic input to the original topic or discussion. Black Market threads may be bumped by the author if there is new information about the offered exchange (i.e open aid slots). In the Player Created Alliances forum it will not be considered gravedigging to bump a topic up to a year old, so long as the alliance in question still exists and it is not a duplicate thread.   Signatures
Those who fail to read and abide by these rules will have their signatures removed and receive a warning.   You may have only one image per signature which may not exceed the maximum size of 450 pixels wide by 150 pixels tall. You may have no more than 8 lines of text and text size cannot exceed size 4. Each quote-tag, image and empty line count as a line.   Inappropriate Images and Other Disallowed Images
Images that are sexual in nature or have sexual overtones are prohibited. It is up to the discretion of the moderation staff to determine what constitutes sexual overtones. Depictions of kissing are permissible provided there are no sexual implications. Images depicting female nipples are prohibited outright.   Making “ASCII art” is prohibited regardless of the image depicted.   Using photos or likenesses of another Cyber Nations player is also prohibited.   Drug References
Images and posts promoting illegal drug use are prohibited. References to drugs are acceptable only if the moderation staff deems that it is not promoting the use thereof.   Obscene Content and/or "Account Suicide"
Anyone caught posting vulgar material (including but in no way limited to pornography, "gross," "tubgirl," "lemonparty," photos depicting RL illegal acts such as violence towards humans or animals, child pornography, death photos, and any other obscene or offensive material in either text form or picture form) will have their account(s) permanently banned, and their ISP contacted along with any other applicable internet and RL authorities.   OOC Threats / Revealing Personal Information
An OOC threat of any nature will equate to an automatic ban from the game and forums. Likewise, the publishing of personal information of any other player without their explicit permission is grounds for warning and/or a ban from the game depending on the severity of the offense.   Death Threats / Death Wishes
A death threat or a death wish of any nature (including but not limited to telling another player to commit suicide) will result in at very least a 40% warn level increase and 2 day suspension from the forums, with harsher punishments, including a complete ban from the forums and game, up to the discretion of the moderation staff.   Quoting Rulebreaking Posts
Do not quote any post with obscene content or any other content that has to be removed by the moderation staff. Doing so makes it more difficult for the moderation staff to find and remove all such content and will result in a warn level increase. Putting rulebreaking posts of any kind in your signature is prohibited.   Forum Names
With the exception of moderator accounts, all forum accounts must match up exactly with the ruler name or nation name of your in-game country. Those found not matching up will be warned and banned immediately. Forum account names may not be profane or offensive.   Multiple Forum Accounts
With the exception of moderators, if you are caught with multiple forum accounts, the multiple account(s) will be banned, warn level raised, and your identity will be announced by a moderator to the CN community so rule-abiding players can take IC action against you. Multiple forum account offenders will receive a varying percentage warn level raise and/or a permanent ban on a case-by-case basis.   Posting For Other Players
Posting for banned or suspended players is prohibited, as is posting for any person without a nation. This includes making warn and ban appeals on their behalf.   Imitation &. Impersonation
Imitation in terms of this forum is mimicking the posting, avatar, or signature styles of another user in an attempt to be satirical or generally humorous. Impersonation in terms of this forum is copying the posting, avatar, or signature styles of another user in order to present the illusion that the person is in fact that user. Imitation is fine and can be quite funny. Impersonation is disruptive and is warnable. Please pay attention to the subtle difference between these two concepts.   A player may not impersonate another player by emulating the characteristics of someone else's past or present account in an attempt to harass, stalk, or flamebait. Creating a new forum account in an attempt to impersonate a standing account will result in deletion and banning without notice.   Any attempt at imitation and/or impersonation of moderators and game staff is strictly prohibited and will be met with harsh repercussions.   Avatars
Size for avatars is limited by the forum mechanics, therefore there is no size issue for a user to worry about. Avatars must be in good taste, and any avatar containing a picture that is too violent, disgusting, sexually explicit, insulting to another player or staff member, etc. will be removed. Avatars that are potentially seizure inducing will not be permitted. Players may not "borrow" the avatars of any moderator past or present without permission.   Swastikas and Nazi Imagery
The swastika may not be used in signatures or avatars. Pictures of swastika's are acceptable for use in the In Character (IC) sections of the roleplay forums, so long as its context is In Character, and not Out Of Character. Pictures of Hitler, mentioning of the Holocaust, etc... have no place in the roleplay forums, since these people and events existed in real life, and have no bearing or place in the Cyberverse. Other Nazi or SS imagery is forbidden in all forums.   Moderation Staff
The revealing of the private identities of any Cyber Nations staffers past or present is strictly prohibited, and thus no speculation/accusation of identity is allowed. Doing so is grounds for moderator action against your account appropriate to the offense, including a full forum/game ban.   Claims of moderator bias should be directed to the highest level of authority--the Head Game & Forum Mod/Admin, Keelah. Claims of moderator bias without supporting evidence is grounds for a warning.   Blatant disrespect of the moderator staff is strictly prohibited. This includes but is not limited to spoofing moderator accounts in any way, sig/avatar references, baiting, flaming, rude demands, mocking, attitude, and unsubstantiated claims of bias. They are volunteers hired to enforce the rules. If you have a problem with the way a moderator is enforcing the rules or the rules themselves please contact Keelah.   Attempting to use the moderation staff as a weapon by abusing the report system in an attempt to get another player warned or banned is strictly prohibited.   Do not ask about becoming or campaign to become a moderator. The moderators are drawn from CN membership but moderation positions are by invitation only. Asking to become one will substantially decrease your chances of ever being asked.   Aiding Rule Violators
Any user found to know of a serious rule violation without reporting it to a game moderator (eg. knowledge of a user with multiple nations) will be given a warning or, in more serious cases, have their nation deleted.   Aiding Banned Players
Any user found to be harboring, aiding or otherwise knowingly helping a banned user will be deleted. This includes knowing of their existence within the game without reporting it to the game-moderation staff.   Questionable Actions and Content
The forum rules are not designed to cover every scenario. Any action that is seen to be counter-productive or harmful to the forum community may be met with moderator action against your account. The Cyber Nations Moderation Staff reserves the right to take action against your account without warning for any reason at any time.   Private Transactions
Nation selling and other private transactions via such auction sites like eBay is against the Cyber Nations terms and conditions. While our moderators cannot control what people do outside of the game you are not allowed to promote such private exchanges on our forums without expressed permission from admin only. Anyone found to be engaging in such activity without permission will be banned from the game.   Advertising
Advertising other browser games and forums is prohibited. Soliciting donations towards commercial causes is also prohibited. If you wish to ask for donations towards a charitable cause, please contact a moderator before doing so.   Extorting Donations
Donations are excluded from any kind of IC payment. Anyone found extorting others for OOC payments will be warned in-game and/or banned.   Third Party Software
Third party software is not allowed to be advertised on these forums by any means (post, signature, PM, etc). These programs can easily be used to put malware on the user's computer, and as such can cause huge security issues. Anybody who is caught spreading links to these will at the very least have their warning level increased.   Other Forum Terms & Rules   Please take a moment to review these rules detailed below. 1. So, want to see CN when it was still young? I have found the site for you!

    http://web.archive.org/web/20031201000000*/http://www.cybernations.net/

This lets you see how CN was as far back as the 19th of July, 2003. You can see slow changes to it, etc.

The site (Web Archive) also shows many other site's history (as long as there isn't robot.txt files that are blocked :D) such as fark.com, somethingawful.com, wikipedia.org and more.

Recently, the Emperor of Torkennistan issued the infra act. In his decree 500 levels of infra have been purchased. In doing so, this has opened up numerous trading oppurtunities and boosted the economy greatly since the first and only war declared by Torkennistan in which 3,768 brave young men lost their lives.

Yet their sacrifice did not go unnoticed, due to the loss of lives a huge purchase of tech has been pushed for, resulting in 99.99 levels, greatly regarded as a natural economy boost.

Torkennistan is looking to bolster its defenses as news of aggression have been reaching the ears of the Emperor.

On our land do we die.

In leading news, The Blue Wolf Federation has anounced that they are authorizing the recruiting of 100 additional police forces. The Federation has made a clear statement that military expansion is a low priority. Federation personel are modestly equiped with basic sub machine guns and bullet proof vests. Though the people desire a stronger military, the current size will suffice the protection of this small nation against foreign invasion of minimal scale. Rumors are spreading however about a new tech deal that may change that however...

    Notice:

BOSTON BRUINS of BOSTON has been PM'ing random people trying to cause trouble. Common things he sends is requests for tech, requests that someone attack him (because I told him he can't attack others, it's against our rules), offers to spy on nations behalf and other types of messages designed to cause drama.

I think he may be a re-roll of "waffleman" - if any of you remember him. Can't prove it through.

He is the type that is looking to cause trouble and can be rather annoying. Thus we're taking extreme action and ignoring him. In fact, the reason I'm NOT putting this on the OWF is because he'd probably love it. On the other hand, I'm getting tired of explaining this to representatives of the various alliances he send silly messages to. Thus, next time it happens, I'm just making a link here.

IF he attacks anyone (which is against our rules) - feel free to turn his nation into one giant hole. Tech trade at your own risk. I wouldn't suggest it.

He's signed up on our forums as a member. However he has no power at all.

    To quote The Godfather II

"Keep your friends close and your enemies closer."

If anyone wants him and thinks they can deal with him, feel free to recruit him.

    Thanks.

It was a small nation of the yellow sphere, with a few wonders, and a crummy collect of infastructure.

The only person that it held any importance to is Albert_Bent_101010, and that just so happened because he is the one who lives in it. He had moved his formally great top-three-hundred nation after fighting with NPO in the Dave War, to Umbrella, after being hideously ZIed in the preformentioned Dave War. Then the Equalibrium War started and he was promptly again IZed, he then joined Anarchy Inc.

He started paying his bills and collecting taxes. Infastructure, troops, improvement. Out the corner of his eye he saw a message. He opened it. Realizing it was from the triumivirate of Anarchy Inc. His mind searched for something to connect with. Purple. He read the message.

10 seconds later, he was in peace mode.

  3. So on Sunday two bombs exploded near the finish line of the famous Boston Marathon. These blasts killed three and injured about 150 more (those numbers are still rising). The local police have now turned over the investigation to the FBI, who has investigated and says the following things about this tragedy:

    - The bombs were made with pressure cookers

    - The bombs held nails, ball bearings, and other small metal pieces

    - The bombs were placed in a position to where they could do the most damage

The President of the United States has made a statement on this event as of the morning of 16 April, 2013. While I disagree with the Presidents policies I do think he handled this very well. He made it a point in his speech to avoid the word terrorism and instead opted to call it an act of terror which varies drastically. The FBI defines terrorism as: The unlawful use of force and violence against persons or property to intimidate or coerce a government, the civilian population, or any segment thereof, in furtherance of political or social objectives. Since we do not know who did this and why they did it, then by definition it cannot be qualified as terrorism yet. This act CAN however be qualified as an act of terror; the action did cause a considerable amount of terror.

Im going to only offer the following as response to these events

I hope this is a domestic citizen who was doing this not a foreign operative or a terrorist cell. This has the potential to spark back up the conflicts in the Middle East. With North Korea acting up now, the United States is facing the possibility of fighting two wars at once. Not only that, but if this is a terrorist cell and we surge troops again in the Middle East, the North Koreans could see this as an opportunity to step up. This is not a good situation for the US. Im a proud American, but Im not afraid to admit that despite all our big talk, we would have MAJOR problems fighting two wars in two different parts of the world. The last time anything like this happened, we had massive drafts and most men were gone from home. Of course Im referring to World War Two. At that time we were only fighting one war officially, but the war was divided into the Pacific Campaign and the Atlantic Campaign, which were almost separate wars in their own right. We do have more technology now, but it wouldnt help us when the enemy combatants are resorting to guerilla tactics (there is not much you can do when someone pops up from the side of the road and fires an RPG at your humvee or a car explodes right next to your squad). In closing I leave you with one thought Are we really prepared to fight two wars? I dont think so, so I hope this is not a foreign terrorism operation.

    > Talk to CC

you shrug. Yeah, why not? If they were added to the network, they must be important for one reason or another. Whoever they are. You pause for a moment, before gingerly opening up a conversation with CC.

However, you cannot talk to CC, because you can only refer to events impersonally. To talk, you will have to look at the conversation from CC's perspective.

  5. As you can see from the title, this will be about cybernations (obviously)

Particularly what I love about cybernations.

This will be in primarily list format, with a few paragraphs in between.

    Enjoy.

    1. The game doesn't change.

OK, I should probably explain this one.

Now obviously cybernations changes, such as the smiley face pop. happiness changing to a good ol' number pop. happiness, but it stays the same at its core.

Let me give an example of a game that DOESN'T stay true to its core.

Afterwind, or as it is called now, at-war. This game was amazing when I first started playing it. The gameplay, the community, and its where I first got interested in forums.

But then, near the end of 2012, the creators decided to screw the game over after adding a ton of awesome stuff.

You see, the game added several "veteran" stuff that you could purchase to make the game more fun, but still not give you an unfair advantage over everyone else. They said they weren't going to end up as a game like farmville. They immediately proceeded to do just that, and added several ways for buying players to have advantages over other players.

    2.The community.

Some would beg to differ. but this community is great, just look at the comments on my first blog.

The players really bond in the alliances, and the older players are willing the help the new guys.

It also has Hitchhikers guide to the Galaxy fans which is always good.

    3. The gameplay.

Now the main reason I love the cybernations gameplay, is the fact that you have to take care of your nation.

You don't want to go to war, because unlike some other games, you nations will be torn limb from limb and really has no good effects on your nation except land/technology etc.

The game makes you actually think about what your doing, and where to spend your limited resources.

Should, I buy this infrastructure, or should I buy more technology?

Should I take this tech deal or try to find a better deal?

Should I change my resources so I can trade with this person, or should I find someone else?

Anyway, feel free to post reasons why you all like cybernations down in the comments, and thank you for reading.

    "Good news, everyone!"

So, yeah, I'm sure some of you have attempted to recruit your friends and family... and often to your chagrin, no doubt. I actually tell most of my friends that I play, and among some of my friends it's become a sort of joke that I always try to make them play. I have had varying degrees of success, but nobody has stuck around for the long haul.

My best friend from college moved to a different country and shortly discovered that I suck at keeping in touch with people. He signed up to communicate with me. He played for several months, perhaps almost a year. This has been quite some time ago... when I was at VE.

Then a year or so later I had a girlfriend that I convinced to sell tech for awhile. She could never remember the steps (really bright, I know), and it got old telling her each link to click. She eventually deleted. Shocker.

Most recently I got a colleague of mine in China to signup. He's Chinese. Anyway, we share the same network at work, and I somehow momentarily forgot that we wouldn't be able to aid each other. Anyway, I sent him some aid, as he's a tech seller, but later got a message/reminder that it's not OK. The message said I may be deleted, and I checked the forums for a place to beg forgiveness but found none. So, I thought I'd post this here. It seems there may be a 3-strike policy. I hope so.

While I don't want to get banned/deleted, I'd be a lot more productive IRL if that happens, I think.

So, if you're wondering, the "good news" is that we appear to have a 3-strike policy (fingers crossed), and barring that I will hopefully experience an uptick in my IRL productivity.

So, towards the end of the recent war, I went into economic-mode due to depleting my warchest. I was unconcerned about being attacked as long as I maintained some nukes and stayed in the 60K NS range.

Today, I just happened to look through my nation's info page, scroll down, and noticed something unusual.

    5 Guerrilla Camps...

And I had already done a mini-infra jump from around 3.5K to 3.99K a few days ago.

  6. "This is still just the culture shock. You wait till I've settled down into the situation and found my bearings. Then I'll start panicking."

Everyone at one time or another finds themselves in a peculiar place. Peculiar not necessarily meaning strange, scary or frightening, but certainly not void of fear. One only have to ask if they're willing to brave a new adventure to see what's on the other side of the universe to gauge their character.

Would one be interested in such an adventure they may order a complimentary babel fish for use at their discretion in contacting the appropriate agency for more information.

I was sitting down and I wanted to create a Constitution that could help alliances. Anyone can use this or leave feedback to make it better. If you use it though, I'd like if you tell me and give some credit :). Please leave some feedback.

EDITED CODE THANKS TO FEEDBACK! POST WHAT YOU THINK, THANKS FOR READING!

    The Civilian Code of 2013

1: The Civil Code is the Supreme law of the land and thus rules the alliance.

1.1: Law may derive from legislative act or executive order. If there is a conflict of laws, the Code outweighs all matters of law.

1.2: In order for an addition to the Code, it requires a 60% vote from the Legislature and signature by the Patriarch. In order to amend any article of the Code, it requires 2/3rds vote of the Legislature and the Judiciary, without the approval of the Patriarch.

2: There shall be a executive, legislative and judicial division within the alliance.

3: The executive shall be ruled by one Patriarch. He shall be able to release any official that he can appoint.

3.1: All departments heads, Associates and Vice-Patriarch are appointed by the Patriarch. The departments may be created or destroyed by the will of the Patriarch. He is the commander-in-chief of the alliance's military.

3.2: The Patriarch may establish executive orders that have the same authority as any legislative act. However, the Patriarch's executive orders are disbanded when a new Patriarch is elected. The subsequent Patriarch may renew any disbanded executive order at his will.

3.3: The Patriarch is elected by the Legislative with a 51% majority vote. Voting for a Patriarch shall only last 96 hours; afterwards, the voting is considered closed. If an election results with less than 51%, there shall be a runoff between the two highest percentage persons.

4: The Patriarch shall hold office until resignation or removal. Removal may be by laude impeachment.

4.1: Laude Impeachment requires a 60% majority vote from the Legislative and 2/3rds vote from the Judiciary.

5: All full members are members of the Legislative, hereby called the Congress. The Congress may only be able to create legislative acts.

5.1: Legislative acts shall be established by a 51% majority and the Patriarch signature.

5.2: A vote on a legislative act may only last 72 hours; afterwards, voting is considered closed.

5.3: A legislative act may be up for a vote when the proposal has been motioned and seconded. A motion is the first Congressman to call for a vote, the second Congressman to call for a vote is the seconded.

5.4: Declaration of war and subsequent peace is a Congressional war power.

5.5: Treaties, such as a MADPs, ToA, NAP and the alike are approved by 51% vote of Congress and Patriarch's signature. In the absence of the Patriarch's signature, a 2/3rds vote from the Congress shall suffice.

5.6: Declaration of war is done by 51% vote of Congress and Patriarch's signature. In the absence of the Partiarch's signature, a 2/3rds vote from the Congress shall suffice.

6: The Judiciary shall be called the Council of Consent. It shall be composed of three full members, two associates and one Chief Justice.

6.1: When legislative act and executive conflict each order, the Council shall decide which is lesser. Only the Chief Justice may decide to hear any case of legislative act or executive order he may consider a violation of the Code. A judgment for the violation requires a majority vote of the Council.

6.2: The Chief Justice is elected by the Congress. The Chief Justice shall hold office for 3 months, resignation or removal by laude impeachment.

6.3 Once a Codal article has been added, the Council may not hear, declare or render a judgment considering it a violation of the Code.

7: All issues and instances not found within the Code shall be decided by legislative act or executive order.

8: The Civilian Code may be disbanded when 2/3rds vote from Congress and the Judiciary along with the Patriarch's signature.

9: The Patriarch may ask the Council to hear a legislative act that he considers a violation of the Code or his powers. The Congress may ask the Council to hear an executive order that they consider a violation of the Code or their powers. However, it is up to the Chief Justice's discretion as stated in 6.1.

10: Neither members of the Council, the Patriarch or Vice Patriarch hold more than one office at one time. Neither the Council or Patriarch are able to vote for a legislative act.

10.1: A Vice Patriarch can only vote for a legislative act when there is a tie; he plays as the tie breaker.

  7. Chances are when you get onto your computer you pull up your favorite music. Chances are you are either involved in or have seen whats going on in Planet Bob as far as the Equilibrium war. See a post that ignites a lyrical explosion? Got a song that fits an alliance to a T? Maybe you've just got a bad ass song you play when dropping nukes. Listen to pants on the ground when you put boots on the ground in a new declaration? Post it here for all to hear!

  8. Hey guys. Now, I am going to be launching a game on Black Ops 2. Here are the details:

So, I cant talk on here because I have to move my internet out to my Xbox. Hope to see you guys in about 10 minutes!

  9. Wouldn't it be cool if two alliances who didn't like each other, instead of going to war directly: They funded proxy alliances and urged them to go to war with each other? Everybody would have to take sides, and it will be a long build up. Instead of just engaging in a costly war off the bat? And once everyone has had enough the two blocs will engage in a massive war?

This is From the Mind of Lex Luthor,

    God Bless.

I've been closely watching this ongoing situation about Tom. Many players are sort-of harassing him and some even are (indirectly) trying to make him leave the game. My point and question is:

Why? Why do you want to make Riddle quit? The arguments say he is a "troll" or something like that.

    Internet (and cybernations) Rule 1#

    Ignore the trolls

Now I'm not saying he is a troll, I'm just pointing out what others said. If you don't want to see his posts, just ignore him. Simple as that. Why start threads or blogs directly attacking him? It's ridiculous.

Put yourself in his place. Would you like to see people posting bad stuff about you? If you don't like it, try to find a way to stop, should it fail just ignore. It's clear that Riddle is not leaving the game. Okay. Next step is ignoring him. (those of you who don't like him)

    My thoughts.

  10. Hi, folks, welcome to another infrequently updated edition of the Scorched Earth Top 10, the list that showcases the biggest heaps of radioactive glass where nations used to be. Let's get down to business.

THE GRAVEYARD OF ARMIES: It's worth noting that the top 10 is filling up FAST with the corpses of wars since expired. The most destructive war on record is one of today's active conflicts, but the list is rapidly getting clogged with bodies. To get this top 10 I had to scroll past 26 expired wars. What this means is that we may be reaching the peak of destruction in this conflict. We're now recording a full 7 days of destruction in each war, and even for fighters of this calibre, conflicts on this scale will take it out of you. Our number one war for today (which I'll come to further down the page) may be the high water mark (or should that be high blood mark?) of the conflict. On future days, I'll try and report on the all time number one as well as the day's winner.

    Anyway, the wars:

    10. Matasumouri (The Imperial Order) vs CubaQuerida (Umbrella) 43,098.81 NS destroyed (92%/7%)

    Qf6MCw4.png

Straight out of the "what was he thinking?" file, Matasumouri has a number of disadvantages in this conflict. For one thing, he was punching upwards an insane amount to even touch CubaQuerida. For another, CubaQuarida is also in a war with Matt Miller, and it's fairly clear who gets the nuking duties out of those two. As such, Matasumouri is catching one overpowered nuke a day in addition to other attacks, and has a limited amount of firepower to lob back. This war has another day to run, and I have the feeling Matasumouri will be glad to be out of it.

    9. han fei zi (Filipino Heroes) vs OTTOTTO (DOOMBIRD DOOMCAVE) 44,204.52 NS destroyed (58%/41%)

    ygLFNY0.png

The first appearance ever by the one man alliance that is Filipino Heroes. I love the eccentrics in wars like this. One man armies, insanely powerful microalliances. Even Zulu. I love Zulu. They're having FUN with the game, and I think a lot of people have forgotten how. Otto holds a decisive advantage in this conflict, nonetheless, but as the war doesn't expire until the tenth, we've got a lot to see from both of these guys.

This marks today's first appearance by DOOMBIRD DOOMCAVE. Not that I'm counting that for any special reason.

    8. Matt Miller (Independent Republic of Orange Nations) vs Xavii (Umbrella) 45,340.92 (21%/78%)

    Ojs6XoM.png

If Cyber Nations were a sit com (and let's face it, it is), Matt Miller and Xavii would be applauded when they came in like they were Cliff Clavin and Norm. Two stalwarts who have been turning each other and everyone else radioactive this whole war. Xavii is by far getting the worst of this particular encounter, in part because of a size disadvantage. This is Xavii's only war currently, but he has had a string of bloody conflicts that have previously made the top 10. I have a feeling he'll be back.

    7. HHAYD (The Phoenix Federation) vs Telchar (The Order of the Paradox) 45,522.31NS destroyed (57%/42%)

    hdBMabm.png

The only Top 10 appearance for either TOP of TPF, this is a fairly clean, fairly even conflict. Both are at about 113k, both are defending in another war, both are their alliance's highest ranked nation currently in a war. There's blood on the canvas, and more of it belongs to HHAYD, but both men can walk away with respect.

    6. Methax (DOOMBIRD DOOMCAVE) vs Pbaff (The Dark Templar) 47,382.69NS (9%/90%)

    Ewbyh6U.png

In pro wrestling I think they call this a "squash match". Methax is bigger than Pbaff by a considerable margin, and has been using this size and skill to get some exceptional moves in on his smaller opponent. 42k ns loss on one nation over less than a week is the equivalent of doing a Tiger Driver '91 on the concrete.

That's two wars for DOOMBIRD DOOMCAVE so far. Just in case you were counting.

    5. Methax (DOOMBIRD DOOMCAVE) vs Colonel Buno Taso (MOLON LABE) 47,896.25NS destroyed (6%/93%)

    NnFysyO.png

If the last war was a Tiger Driver '91, this one is that chokeslam Undertaker gave to Mankind that put him through the top of the cage in their Hell In A Cell match. Methax has a brute force strategy that is causing some extreme damage to mid-upper tier nations. As the war grinds on it will be interesting to see whether this bears fruit. This is Methax's second war in the top 10 (and DD's third).

    4. Zhakrin |(Independent Republic of Orange Nations) vs Colin40 (Viridian Entente) 53,138.58NS destroyed (66%/33%)

    ztdeVxP.png

A brave and admirable assault by this IRON mid-upper tier nation on VE's heavy hitter. I can see the strategy behind this, namely to wear the larger nations down with attrition, but at times it does seem like they're running into the fists of giants and seeing how much damage they can do to the giants' knuckles.

    3. Methax (DOOMBIRD DOOMCAVE) vs anagent (Argent) 61,240.27NS destroyed (43%/56%)

    jsmugCQ.png

A familiar face in an unfamiliar position. Methax's other wars have been one sided squash matches. This one is more like Cactus Jack vs Terry Funk from King Of The Deathmatch 1995. You can give the victory to Methax over anagent, but there's so much blood on the canvas you can't really call the victory clean. Between the two of them, Methax and anagent have clocked up a jawdropping 1.5 million soldier fatalities. Considering that Anagent is a fair few sizes smaller than Methax, this deserves respect. On the other hand, Methax has three wars in the top ten, making him a strong contender for the title of craziest SOB in the war at this moment.

    2. Matt Miller (Independent Republic of Orange Nations) vs CubaQuerida (Umbrella) 65,163.43NS destroyed (49%/50%)

    ZGBf4Qg.png

I love dead heats. There's something amazing about watching hostile intent and random chance produce almost identical bloodshed on both sides. Matt Miller and CubaQuerida are regulars on this list, and it would take a brave man to pick between them in terms of abilities on the battlefield. I am not that man. CubaQuerida has the size advantage here, but Matt Miller has performed some deadly attacks, giving him a knife-edge lead in NS destroyed. This war has another day to run, so there's still lots of fun to be had here.

    1. Katsumi (Anarchy Inc.) vs Commander Bean(DOOMBIRD DOOMCAVE) 73,262.17NS destroyed (67%/32%)

    IMzIQl6.png

This is DOOMBIRD DOOMCAVE's fifth appearance on this top ten list. Half of the wars on this list have a DOOMBIRD DOOMCAVE combatant. That's pretty impressive, but not quite as impressive as the sheer tonnage of NS blown to pieces in this conflict. 73,262.17. If the land, infra, and tech destroyed in this war were to be combined into a nation, there would be eleven thousand nations in the game smaller than it, and only one and a half thousand bigger. This is a titanic battle in just about the most literal sense of that term. Praise must be lavished on both sides, but the victory must be given to Commander Bean, who has decisive leads in infra, land, and tech destroyed. There's still a day to do in this blood and thunder scrap. Can Bean and Katsumi set the mark against which all other wars will be judged?

Wow, this was a fun list tonight. Lots of blood, lots of doombirds, and some pro wrestling references. See you all next time.

    ~

So some real life stuff just happened and I'll be staying at my grandparent's house for the next month. Since I dont have my computer, all updates will happen via my iTouch via BBC code I send myself for the update. The Web isn't the same and I'll try to redo it, even nicer! in the next two days. In the mean time, I spent my prep period and time after school (2.5ish Hours total) transfering the web into text since it'll make updates easier for me if I can't get to the picture web. I hope everyone understands and I will do my best to keep up the updates.

  12. I am sure most do not actually care that I left activity and my alliance (though was later asked to stay for internal purposes) back in October, however, as I've been around here since August of 2006 and I do know quite a few folks around here, I thought I'd give a general update on my health and what's going on with me.

In October I stated that I would be leaving our world due to external reasons -- having cancer. I am very appreciative of everything I have been granted in life and despite set-backs in my personal life within the last few weeks, I did overcome my cancer after having surgery in January. I am cancer free and it feels superbly awesome. Numerous individuals across the community have expressed concern that I was dying from my illness due to disappearing for extended periods of time -- so to stem those beliefs I figured I'd give this update.

My associates in Umbrella have been absolutely fantastic and have made me felt missed in my times I've been away -- for that, I am sincerely loving of Umbrella. My former long-time alliance mates in Nordreich have been wonderful to me as well, especially Zeppelin (though I am sure he would contest this statement and say he doesn't care. :v)

Right, well, I notified Umbrella of these developments in the middle of January, however due to other events occurring in my life (girlfriend, pregnancy, etc) I still have to step away, but of course I am still around when able to be.

Thank you for the words of support to those that bid me well in October and since then.

I would make a graphic to show my appreciation but I am too tired to reach into PS/Illustrator to make something.

  13. While the promise of war drew me back, I've found I've become rather apathetic about specific goings-on since I've been out of the big alliance game for a while after joining a string of smaller alliances (TJO, COJ, etc.). I think I need to just join a bigger alliance and see if that rekindles my interest in alliance politics. I'd prefer a change of scenery, so nowhere I've actually been before, and my nation is tiny as $%&@ because I just made it so it's not like I'm going to be swinging the tide in anyone's favor as far as the war is concerned...mostly I'll just absorb beatings from people who've been knocked down to my NS range with a billion more wartime improvements.

That said, any suggestions for an active community where I'd fit? I've been around the game for a while so I'd prefer a more established place. I dunno how many people actually remember me and hold grudges/like me because it' been so long since I really did anything on the forums. As a result, I'm at an absolute loss for where to even apply. So...who's good this time of year?

  14. Okay. So tonight i'll be hosting another show. Thought i'd let people know through this silly blog thing :P

Well that was a fun show. LETS DO IT AGAIN, TONIGHT, FEBRUARY 2nd

    Here we go: http://cnib-group.com/bros/index.html

You can stream and download it there

BE WARNED THERE IS OFFENSIVE LANGUAGE PEPPERED THROUGHOUT THE WHOLE BROADCAST

AND AROUND 4.5 TO 5 HOURS IN PEOPLE STOP ASKING QUESTIONS SO WE START TALKING ABOUT RANDOM CRAP

So people keep querying me telling me "BROOOOS DO A RADIO SHOW FOR THE WAR"

Well I was tired two nights ago so I didn't do it.

Last night I was busy with the MK Server.

    So tonight's the night.

starting at 9 PM Eastern (8 PM CN Time), bros will go on the air in #CNIB on coldfront.

Music will play for an hour and a half (or so)

Then around 10 PM CN time, we'll begin talking.

Who will be on the show? Whoever I can wrangle on skype. Probably a bevy of MK members and people who no longer play CN, so for the part of the show tonight discussing the war, why not have some people from all sides of the web/war come on?

So, whoever is going to be on from around 10 PM CN time (11 PM Eastern) to around 12:30 AM CN Time (1:30 AM Eastern) from any alliance and wants to come on skype i.e. come on the radio, query me on IRC, or post in here.

Be warned, the entirety of the show will NOT be about CN. We will discuss the war and answer any questions you guys may have about virtually anything (even what our favorite lunch meat is, if you wish to know). The discussion is completely listener driven. If suggestions are not given, we WILL start talking about random crap

We will also be playing games with our listeners, such as Cards Against Humanity and Board Game Online. Maybe we'll play some scrabble too, who knows.

For those who cannot/don't want to use IRC, I will be posting the streaming details in this topic right around when I get on the air.

    3) All the terrible alliances who think they can actually win this war.

You are not as cute as puppies or babies, but you are still cute.

  15. Yes. I am leaving this game, for good this time(Interpret that your own way). You all are making me mad. Let me start out with the obvious. At the Dark Templar, I was told tho following:I would get 15 million in aid (Only got 9 Million, still had 4 aid slots and only two tech deals going)I would have constant Tech Deals with the Dark Templar (Only did one in 3 weeks)I would have the support of the full alliance (That was not true, All three of the Triums insulted me at some point)And when I left, they claim during wartime, despite the fact that we where told to stand down and go into peace mode, multiple times before I left. SO screw you DT.Second off, The Cnetral Powers, Alliance which I helped to create. In the first day, I managed to work out a aid program which got a nation 2000 more strenght in a single day, from 5500-7500 strength. With proper management I managed to get this nation prepped for a counter strike aainst the enemy, the Dark Templar, Who where in this case the attacking nation. The strkes where a succes and we rose triumphant. Then I get banned because they didn't do enough investigative work into me, claim i'm a liar, yet They never asked me about DT, and most awesome of all, dukeofscots, you are !@#$@#$ idiot. You will olose. The Central Powers demise is near. You didn't relize this, but I am a true leader, not you, you wont even comprimise, I wanted as much power as i could get. I had full control over that alliances cash, and guess what, If I wanted that alliance destroyed, I could have done it. I let you stay as emporer because I thougt you knew what you where doing.Who do I give most credit to individually though? ericcarlson. Why? He is a !@#$@#$ idiot who might as well leave the game to. What he did, attack me, force me to join Dt, skim from Nordreich (Which i also give MadMax credit for getting me to join DT). SO I add to my list of eternal enemies, ericcarlson, joining Eurmibargo (That gives away my greatst secret).
